“Khosrov Reserve” Civil Initiative issued the following statement:

“On the evening of September 27, members of the civil initiative
Mariam Sukhudyan and Yeghina Nersesyan received a written notification
from the investigation unit of Ararat province to come to the
investigation unit on the next morning in order to act as witnesses in
the criminal case opened in connection with illegal hunting in the
Khosrov Reserve.

Early in the morning of September 28 Sukhudyan and Nersesyan together
with their representative (lawyer G. Davtyan) went to the mentioned
place where they gave written testimony about the traces of illegal
hunting that they found in Khosrov Reserve on September 19.

After testifying, Sukhudyan and Nersesyan together with their
representative, the investigators, the head and an employee of
Kaqavaberd section of the Khosrov State Reserve drove to the scene
where environmentalists A. Zohrabyan and M. Khacahtryan joined them.

With the assistance of witnesses M. Sukhudyan and E. Nersesyan, the
place of illegal hunting (the scene) was found. There was already
stench there. They said that some items and traces had already been
removed from the scene, but with their assistance, the investigators
examined the scene and found and seized a bezoar goat’s head, the
entrails of animals, broken branches, and other items, the area was
filmed, and a report was drawn up. The investigators will send the
seized items for examination.
Taking into account the fact that an investigation is already being
conducted, our civil initiative refrains from announcing any details.

Interview with the minister of health Derenik Dumanyan

Mr. Dumanyan, what methods will you use to fight kickbacks after Serzh
Sargsyan’s instructions?

We are currently working out a new draft law on medical drugs. I hope
the new law will provide mechanisms to regulate the market.

You mean the only gap was the law? What triggered scandalous revelations?

There are issues that have persisted and aggravated over years and it
is not the minister’s fault. The law on medicine was adopted in 1996
and it is therefore not in line with today’s needs. So we need to
ensure rigid control. We should not allow any expired or
non-registered drugs on the market.

But the president’s observations were not only about the expired or
unregistered medicine. Abuses in hospital, medicine and medical
equipment markets were found. Medical institutions decided about the
purchases they way they wanted. Is this situation a consequence of
monopolies?

Procurement of all kinds of drugs is based on tender. The winner dealt
with the medical center’s needs. It is different that they were not
duteous. There is no monopoly, it is decentralized, each medical
center has its own procurement. We have both good and bad directors.
We need to enhance supervision here. The issue is not systemic. There
is another issue. Many enter into criminal deals without knowing about
it. And there are others who do it consciously.

Kickbacks and similar issues have deep roots but they are revealed
only now. Why did the president not raise these issues earlier?

As far as I remember, the president has always raised these issues.
Everyone knows that he brought up those issues in the previous years
too.

Do you think the task to catch the big fish will be fulfilled?

I believe it will. We need to make efforts to tackle these issues together.

What do you think about opinions that the president’s speech was
addressed to former PAP ministers?

I don’t think it’s true.

The National Competitiveness Foundation of Armenia (NCFA) in
cooperation with the Embassy of the Republic of Armenia in the Kingdom
of the Netherlands organized a press trip of the leading Dutch
broadcasting network BNN to Armenia and Artsakh on September 23-28.

During the visit, the journalists were given an opportunity to get
comprehensively acquainted with Armenian cultural and spiritual
heritage, nature, cuisine and national traditions. A special
documentary featuring Armenia and Artsakh is filmed to be aired on the
‘Channel 3 Travels’ ‘ (3 op Reis) shows.

‘Channel 3 Travels’ is a top-ranked travel program on Dutch television
with about 900,000 viewers weekly. In this regard, proper presentation
and promotion of Armenian and Artsakh tourism products in the Dutch
target market is highly important.

Such press trips contribute to promotion of Armenia’s and Artsakh’s
attractive and diverse tourism images in target markets through direct
multi-channel platforms as well as increased inbound tourism flows,
NCFA said in a news release.

launched operation on September 29, executive director said.

As Vardan Marashlyan told a press conference, the foundation aims to
promote repatriation of Armenians.

He further briefed those present on the three program fields, the
foundation will target.

`We will actively promote the idea of repatriation, as well as foster
shaping of state policy and creation of social environment to reach
the goal,’ he said.

The foundation has been set up through efforts of Armenia and
Diaspora-based experts and public figures.

The secondary comprehensive school N3 of Stepanakert with advanced
study of Russian has recently been renamed after Russian writer A.
Griboyedov. According to newly-appointed Minister of Science and
Education Slava Asryan there is a special order of naming a school.

`The school’s teaching staff had adopted a decision and presented it
to the city council. During the councilors’ session convened in August
the decision was discussed and confirmed. School N3 had previously
been named after A. Griboyedov, thus, probably, the teaching staff
found it suitable again to rename the school after the Armenian
nation’s friend Griboyedov,’ S. Asryan noted in his interview to
Karabakh-open.info.

It is about five years advanced Russian has been studied in school N3
which has 369 learners at present.

According to head of the department of science and education at the
Ministry of Science and Education Raya Mousayelian children’s
admission to School N3 is realized on a special order.

`The child is admitted to the school if one of the parents has RF
citizenship or is a foreign citizen or the family has moved to Artsakh
from the RF. Besides, the children of the families that frequently
visit the RF aimed at continuing higher military education or getting
medical treatment in the RF are also admitted to the school in case of
presenting a corresponding document,’ R. Mousayelyan informed.

School N3, one of the repaired buildings of which has recently been
put in commission, has all the necessary conditions for organizing the
teaching process, the lack of textbooks, however, is the only problem.
According to the minister this issue has not been settled yet though
during the latest years the school was provided with some textbooks.

`The Armenian union of Stavropol helped to obtain textbooks of the
Russian language, last year in Armenia the Algebra textbooks were
translated into Russian. Some subjects are studied with the former
textbooks making them suitable to the present-day curriculum,’ the
minister explained.

Marlen Arakelyan was just finishing canning some vegetables for the
winter when we entered her house in the Gegharkounik village of Ayrk.

Neighbors had arrived to assist with the chores.

“She’s like my mother, always ready to help out when necessary,”
Marlen said, pointing to her elderly neighbor.

Marlen’s a single mom raising two sons, Ishkhan and Sevak. She lost
her husband one year ago. Neighbors do the best they can to lend a
helping hand but are powerless to improve the poor living conditions
faced by Marlen and her boys.

The family’s only income is a 35,000 AMD monthly pension.

Marlen has relatives in Vardenis and most of the vegetables for
canning come from her niece in the town. Marlen says that she too
would like to live in Vardenis, even if it meant working as a cleaning
lady in one of the stores. “There’s absolutely no work in the
village,” she says.

Her youngest son Sevak is in the ninth grade. On the day we visited
the boy hadn’t gone to school because he had ripped his shoes.
Luckily, the boy has received periodic aid from the World Vision
organization. Marlen still hasn’t paid for Sevak’s school books.

Marlen told us that one day World Vision doctors had visited the
village and provided free medical check-ups. She says they diagnosed
Sevak with a bone disease and recommended that he go to Yerevan for
further tests.

“I have no money to take the boy,” she says and points to the cracks
in the walls. Marlen says that she’s taken out a loan in order to buy
dried cow dung to use as winter fuel.

“The creditor comes around every day for the money. It’s a lot of
money, some 60,000,” she tells us.

Hrant Davtyan, principal of the village school, told us that Sevak
wouldn’t be left without the textbooks he needs.

“Last year Sevak regularly attended class. This year, the family’s
situation has deteriorated. But I’ve told my staff to provide the boy
with books even if they can’t pay,” Davtyan told us.

Marlen married off her daughter at the young age of 17 and says it was
out of economic necessity.

“They came and asked for her and I consented. What else could I do. At
least she living normally in Vardenis,” says Marlen.

15 year-old Ishkhan got angry when his mother showed us his worn-out
shoes. The boy will graduate next year but told us that he only goes
to class once or twice a month. He’d rather work and make some extra
money.

When he works cutting cow dung, harvesting potatoes and hay, the boy
can make from 2,000 – 5,000 a day. The teenager says that he has no
intention of staying in Armenia and will go to Russia.

“What will I do if I stay here?” asks Ishkhan, who seems determined in
his decision to leave. “I have a relative in Russia. He said tell me
as soon as you get your passport.”

Aram Khachaturian Concert Hall will host today a concert of the
Armenian Philharmonic Orchestra to mark the 20th anniversary of
Armenian-German diplomatic relations as part of Yerevan 6th
International Music Festival.

The concert will feature Beethoven’s Overture `Leonore’ No. 3,
Mozart’s Piano Concerto No. 23, Mozart’s Concerto for Flute and Harp,
and Debussy’s La Mer. The soloists include Andreas Froelich, piano
(Germany), Massimo Mercelli, flute (Italy), Jana Bouskova, harp (Czech
Republic).

Eduard Topchjan and Alexander Chaushian are the Art Directors of the festival.

Yerevan 6th International Music Festival is being held with the
assistance of Armenian Ministry of Culture and under the High Auspices
of First Lady of Armenia, Mrs Rita Sargsyan.

YEREVAN. – Armenian FM Edward Nalbandian, who is in New York to attend
the UN General Assembly session, on Friday continued his meetings with
his colleagues from a variety of countries and with international
organization heads.

During his talk with Council of Europe (CoE) Secretary General
Thorbjørn Jagland, they discussed the preparations for Armenia’s CoE
chairmanship next year and planning the priorities of this
chairmanship, and the Armenia-CoE Action Plan, Armenian MFA informs.

Reflecting on Ramil Safarov’s release and subsequent glorification in
Azerbaijan, Thorbjørn Jagland considered this to be impermissible. In
this connection, Armenia’s FM highly appreciated the CoE Secretary
General’s and CoE organizations’ unequivocally and unanimously
condemning response.

Armenian News-NEWS.am reported earlier that Ramil Safarov, a
lieutenant in the Azerbaijani military, was extradited on August 31
from Hungary, where he was serving a life sentence – and with no
expression of either regret or remorse – for the premeditated axe murder
of Armenian lieutenant Gurgen Margaryan, in his sleep, during a NATO
Partnership for Peace program in Budapest back in 2004.

As expected, Ramil Safarov’s return to Baku was welcomed, as was his
act of murder, by the officials of president Ilham Aliyev’s government
and much of Azerbaijani society, and the Azerbaijani president
immediately granted him a pardon.

And Armenia’s President Serzh Sargsyan announced on August 31 that
Armenia is suspending its diplomatic ties with Hungary.

Ramil Safarov’s pardoning is condemned by virtually all international
organizations.

pour parvenir sur des sommets de 8 000 mètres. 16 000 alpinistes venus
de la planète participeront à ce rassemblement au Nepal. Chaque
participant a déboursé la somme de 2 200 dollars pour prendre par à
ces challenges. Les alpinistes Arméniens se déclarent « heureux » de
prendre par à cette rencontre internationale.

Pioneering collector of African music retires from Voice of America

Long before there was ping-pong diplomacy or pere – stroika, a short,
balding, Armenian American was lugging an enormous reel-to-reel from
village to village, sweet-talking people into singing and playing for
him.

Leo Sarkisian had the kind of career that today lives only in legend ‘
hired by famed broadcaster Edward R. Murrow, he was paid by the U.S.
government to travel throughout Africa, visiting every country over
half a century, and returning with thousands of rare recordings of
music that most of the world had never heard.

On Friday, Sarkisian, 91, officially retired from the Voice of
America, where the weekly radio show he started 47 years ago, `Music
Time in Africa,’ is VOA’s longest-running English-language program.

In Africa, he socialized with presidents, military dictators,
accomplished musicians and tribal villagers. He outwardly steered away
from politics, but under the surface he wove a subtle diplomatic
tapestry based around grooving on tunes.

`So many of them had never talked to an American before,’ Sarkisian
said Friday morning as colleagues gathered around their desks for a
coffee-and-doughnut send-off. `The embassies wouldn’t have cultural
affairs officers, so the embassies would use me.’

Listeners across English-speaking Africa grew accustomed to hearing
the flat A’s of Sarkisian’s Boston accent, teaching them about the
music of their own countries and those of their neighbors.

`He was the man,’ said Peter Clottey, a Ghana native who is now a
reporter for a VOA program called `Daybreak Africa’ and who listened
to Sarkisian’s show in the 1970s, ’80s and ’90s. `People thought he
was very authentic, and he got to know the musicians firsthand. To
hear your country’s music on an international station is a big deal. .
.?. Nobody had done that before.’

In the words of his wife, Mary, who traveled with him, Sarkisian `just
lucked out.’ He had enviable leeway, going where he wanted and staying
as long as he liked. Often he was met at the airport by dignitaries
and admirers.

`I step out of the airplane, and there are all the fans and the
military escort into the capital,’ Sarkisian recalled of an early trip
to Ghana. `VOA, we were so damn important! This was unbelievable. I
hate to get political, but that’s gone.’

Sarkisian, whose parents emigrated from Turkey early in the 20th
century, had studied art and worked as a commercial artist in New York
and a map-drawer for the Army during World War II.

He took an interest in world music at a time when `foreign music was
kind of a dirty word here,’ he said, and after he wrote a paper on it,
he was hired by California-based Tempo Records to go abroad and record
music for use in Hollywood films.

Marrying in 1949, he and Mary, also a Massachusetts-born Armenian,
started traveling in the Middle East where, `in the mountains of
Afghanistan, in the Hindu Kush mountains, she slept in pup tents while
I made sure that the howling wolves wouldn’t come in,’ he recalled.

With a dapper mustache and a knack for languages, he picked up Farsi
and some Arabic, in addition to the Turkish, Armenian and French he
had learned as a child. As African countries were getting their
independence in the 1950s, Tempo sent him to Ghana and then to Guinea,
where Murrow caught up with him.
