A delegation led by Azerbaijani Minister of Economic Development,
co-chairman of Azerbaijan-Hungary Intergovernmental Commission Shahin
Mustafayev and accompanying officials and businessmen will visit
Hungary on 8 October.

The Azerbaijan-Hungary business forum will be organized there,
Economic Development Ministry said. Presentations on Azerbaijan’s
business and investment opportunities, Hungary’s economy, bilateral
meetings among businessmen will be held at the forum.

Ahead of Italy v Armenia World Cup qualifier, Italy manager Cesare
Prandelli answered to the questions of NEWS.am Sport correspondent in
an e-mail letter.

How would you assess the qualification group of the Italian team in
this tournament?

After these first two rounds the Group B standing gives evidence of a
very balanced pool to hold three Euro 2012 finalists as Italy, Denmark
and Czech Republic, and two rampant teams as Armenia and Bulgaria that
can compete to win and then go through directly. It’s a tough
challenge for everybody.

How would you qualify the potential of your rivals and which team is
your most dangerous competitor?

I’m not used to rank our opponents, Italy’s positive performance at
Euro 2012 gave supplementary motivation than usual to everybody else.
As I’ve mentioned before there are five teams able to compete for the
first place.

Are you familiar how the Armenian national team plays? How do you
assess Armenian national team?

Globalization and TV visibility took out lots of secrets from football
teams. We’ve got information as our Armenian opponents have. I do
consider them a tough team, especially when to be played at its home
ground: solid on many points of view, tactically well organized and
balanced, provided of plenty of options in the offensive area. They
deserve to be considered amongst the five candidates to qualify.

If you are familiar with the Armenian national’s players who would you
set aside?

Henrik Mkhitaryan is the most talented player as he has recently
confirmed during the Champions Leagues stages. He has the vision to
play both as midfielder and forward with same quality and efficiency.
But the question for me is how to stop him on the pitch instead of
thinking whether he will miss the game or not.

Your team played with different squads in different Euro-2012 matches
and managed to reach the final. Does this mean that the competition in
the Italian team is fierce?

It means that our aim to provide our team of a tactical flexibility
was at a good point. You get this results when your guys’ attitude
inclines to generosity for the benefit of the game and its spectators.

A new generation of players is being included in the Italian team
under your headship. Taking into account that Italian team is one of
the best teams in the world, don’t you think that you somehow take
risk?

When I’ve been appointed at the helm of the National team two years
ago, after a bad performance at the FIFA World Cup 2010 our mission
was focused on a significant renovation to be completed on a four
years basis aiming to get the Italian football back to the ranking its
history deserves. We’re just half-way of our track and there’s nothing
risky when you’re looking for new options and different solutions, you
have to be realistic and ambitious instead when designing your future
by great determination.

After the match with the England you said you did an experiment in
order to test some players. Will the squad undergo any changes during
the qualifiers?

A friendly match is very important test for us, I did never consider
it as a mere experiment but a great opportunity instead to understand
whether my team could be provided of any further potential talent. The
recent selection of Mattia Destro, Federico Peluso and Lorenzo Insigne
for the Qualifying round are evidence that since then works were
already in progress.

How would you assess the Bulgaria v Italy qualifier (2-2)?

We didn’t perform before our real potential in Sofia, this used to be
happen in the early stage of the season for almost any Italian team.
This won’t take out any merit Bulgaria deserved, they have played a
very solid game with plenty of quality as their second match fully
confirmed.

What would you wish Armenian fans?

To come over and enjoy this spectacular match with lots of positivity
and enthusiasm.

Le gouvernement irakien a réclamé mardi au Parlement l’abrogation
d’accords autorisant les bases militaires étrangères sur son sol, une
décision visant les troupes turques présentes dans le nord du pays,
ont indiqué des responsables.

`Le conseil des ministres a décidé de bannir les bases et troupes
étrangères de son sol et d’interdire l’accès de forces étrangères au
territoire irakien`, a expliqué Ali Dabbagh, le porte-parole du
gouvernement dans un communiqué.

Le gouvernement, a poursuivi M. Dabbagh, `demande au parlement
d’abroger (…) les traités signés par le passé avec des pays
étrangers qui permettent la présence de forces et de bases militaires
étrangères sur le sol irakien ou l’accès de ces forces` au territoire
national.

Un autre responsable a affirmé que cette décision visait les bases
militaires turques situées à Dohouk, une des trois provinces de la
région autonome du Kurdistan irakien.

Le traité visé `avait été signé par Saddam Hussein en 1995. Il permet
à l’armée turque d’avoir une présence dans les régions septentrionales
de l’Irak afin de traquer le Parti des travailleurs du Kurdistan
(PKK)`, a souligné ce responsable qui s’exprimait sous couvert
d’anonymat.

Elle a vécu la guerre. Le génocide. L’exil. L’histoire d’Yvonne
Bedrossian est celle de millions d’immigrants déracinés plus d’une
fois, forcés de se réinventer une fois transplantés dans un nouveau
pays. Assise dans sa chaise dans l’imposant bar-salon du Chteau
Laurier, Yvonne Bedrossian profite d’un gteau, une rare douceur, à
l’occasion de la Journée nationale des aînés. Entourée de sa famille,
de sa fille Ketty et de deux de ses petits-fils, elle sourit.

Il y a de quoi. À 110 ans, elle est l’une des dernières survivantes du
génocide arménien. Près d’un million des siens ont été exterminés de
1915 à 1916.

Yvonne Bedrossian est née en Turquie, en 1902. Réfugiée de la Première
Guerre mondiale, elle a été élevée à Alep, en Syrie. Puis au Caire.
C’est au Canada qu’elle a immigré lorsque les choses ont commencé à se
gter à la fin des années 1960 pour la population chrétienne d’Égypte.

« C’est quelqu’un qui a beaucoup eu à (s’expatrier) », explique sa
fille, Ketty Abdel Ahad, qui jusqu’à récemment, hébergeait et prenait
soin de sa mère dans sa résidence du secteur Gloucester. À 109 ans,
Yvonne Bedrossian a déménagé à la Résidence Saint-Louis, un
établissement francophone de soins de longue durée situé à Orléans.

« Elle a survécu au génocide. Elle a vécu dans le désert. Puis elle a
vécu à Alep en Syrie, que la guerre est en train de détruire. Et
ensuite elle s’est mariée, avec mon père », énumère Mme Abdel Ahad, sa
main posée sur l’épaule de sa mère.

À quoi Mme Bedrossian attribue-t-elle sa longévité ? À sa foi. Et à sa
famille, bien sûr. « C’est quelqu’un qui apprécie beaucoup d’être
entouré, et c’est pourquoi nous nous assurons d’aller la voir autant
que possible », explique l’un de ses six petits-enfants, Gabriel Ahad.

German MP Strasser’s report on “Definition of political prisoner” discussed

As informed, the report on “Definition of political prisoner” was
included in the agenda of the autumn plenary session of the
Parliamentary Assembly of the Council of Europe held in Strasburg on
October 1-5, 2012.

1. Tabling of 2 amendments, October 2nd, till 16.00h.

On October 2nd, at 14:00, representatives of all political groups in
the PACE tabled two amendments on the draft report. The first
amendment was factual recognition that so far never any criteria were
approved by the Assembly, as many MP’s have stated. The second
amendment aimed at referring to the exclusive competence of the
European Court with regard to the interpretation and application of
any criteria.

On the following day, immediately after both amendments were tabled,
the Committee’s secretaries Mr. Drzemczewski and Mr. Schirmer and the
Secretary-General’s office – who should behave neutral! – were
approaching MPs from the Parliamentary Assembly on the corridors and
buffets and lobbying very actively to vote against both amendments and
in favor of the report by using different methods. They were trying to
spread hurriedly prepared various statements and addresses, for
example so-called documents by Human Rights Watch and Amnesty
International.

2. Political Group meetings, October 3rd, 09.00h.

During the meetings of political groups on October 3, the German
speaking Swiss leader Gross and the leadership of Liberals, obviously
disrespecting and roughly attacking their group colleagues, forced
them to vote in favor of Straesser’s report, and compiled a nominative
list. Thus, Mr. Gross incited the members to vote against the
amendments via an “indicative” vote, which never happened during the
recent five years, menacing them to be kicked out of the political
group if ever they vote in favor of the amendments. Consequently, he
succeeded to compile the list of 46 votes from the Socialist Group. Is
this the fruit of democracy?

In the EPP-group members are in principle allowed a free vote. But the
chairing Spanish vice-president, being personally in favor of the
amendments, was under very heavy attack by Dutch and German MPs. Such
aggressive scenes took place, which never happened before in the
EPP-group meeting. The Germans even request his immediate resignation.
Moreover, a few hours later very unfortunately the Italian group
leader expressed by email to all members his personal opinion, being
also against the amendments.

In the liberal group, the German MP Schuster requested all members to
vote against the amendments. A big majority of the group agreed to
speak and vote against the amendments, and the official opinion of the
group was negative towards the both amendments.

In the conservative group, there was more support for the amendments,
but people were free to vote. The same in the small communist group,
where the situation was rather confusing.

During whole Tuesday and Wednesday, the socialist leader, the
Committee Secretaries Mr. Drzemczewski and Mr. Schirmer, the German
rapporteur, and all the Germans with support of the civil servants,
continued to lobby and convince liberals and communists to strongly
speak and vote against the amendments.

The leadership and members of the German delegation threatened their
colleagues from other European countries, which face economic
difficulties at the moment, by stating that if they vote in favor of
the amendments, the issue will be raised before the German Bundestag,
and thus, they did not avoid from menacing these countries with
prevention of aid to them, even adoption of economic sanctions against
them, and threatening to make their economy sink.

3. Committee on Legal Affairs and Human Rights, October 3th, 14.00h.

On October 3rd at 14:00, the two amendments on the report were put to
vote in the Committee on Legal Affairs and Human Rights. At the
Committee meeting, Head of the Secretariat Mr. Drzemczewski acted in
contradiction with the existing procedures and taking the floor before
the voting for the amendments, stated that if the Committee adopts
these amendments, the PACE chairman will veto these amendments using
his powers.

After a very tough debate, with many German speakers, including the
German rapporteur Straesser, the first amendment was put to vote after
including two technical corrections. The first amendment was accepted
by the Committee.

The second amendment, being the heart of the debate was even more
heavily attacked. However, once put to the vote, it was also accepted
by the very close vote of 30 against 28 votes. It was a clear victory
for the amendment and a total surprise for the PACE. The Germans and
their allies in the secretariat were extremely angry and disappointed.

Moreover, several members remarked that the votes in favor of the
amendments in reality amounted 34, and not 30. But exactly as happened
in previous voting, the Secretariat tried to cheat in favor of the
rapporteur, and to falsify the result. The votes in favor however,
were far too strong, and the final outcome could not be falsified. As
30 minutes was allowed for voting in the Committee, there was no
opportunity to campaign against Azerbaijan. Consequently, the MPs
voted for justice and truth.

The attempts to conceal votes and falsification of the results of
voting by the Committee Secretariat are already usual things.

Nevertheless, despite attacks and vagueness in the calculation of
votes, the amendment to Paragraph 3 was adopted and the heart of the
report was undermined. The support for this amendment is a sign that
the Committee members voted for justice and rule of law due to their
internal opinions and responsibility before their conscience.

4. The plenary session debate and votes, October 3th, 16.30h.

During the two hours break an extremely strong lobbying took place by
the opponents of the amendments – leaders of the Socialists and
Liberals, members and secretaries of the German Delegation, and Mr.
Mr. Drzemczewski and Mr. Schirmer, Secretaries of the Committee on
Legal Affairs and Human Rights, to influence the vote in plenary
session.

As the members of South European countries were supportive of the
amendments, their German colleagues approached them, informing that
their position in this matter will strongly hamper any future support
from Germany to South European countries with regard to resolving the
economic and financial crisis in these countries. The leader of German
delegation urged the leaders of the delegations of these countries to
follow the German directive.

It’s clear to all that Germany is not hiding to act as the only real
ruler of Europe, and is imposing to any other country its requests,
threatening MP’s that Foreign Ministers will be informed and that
personal and general sanctions will occur. The imperial behavior of
the Germans, with support of Baltic’s and Scandinavians is astonishing
to all observers.

On the speakers list in the general debate, also many Armenians got
the floor, which was not possible for them in the Committee. Now
Armenians saw the opportunity to strongly attack the both amendments,
to express their support to the Germans, at the same time to directly
attack Azerbaijan, in a very emotional and insulting way, trying to
influence the whole Assembly.

Appointed representatives of political groups took the floor in the
plenary session: they were persons appointed and prepared in advance
by the group leadership. Particularly, it was obviously noticed that
representatives of socialists and liberals group had been prepared to
biased position against Azerbaijan.

Nevertheless, several MP’s showed the courage to defend the
amendments. But each time, right after their positive speech, those
few were immediately and publicly very heavily attacked and insulted,
mainly by Germans, Baltic and Scandinavian socialists.

The plenary meeting continuing two hours and a half appeared to be a
debate against Azerbaijan, but not on definitions of political
prisoners and the demonstration of biased and hostile positions
against our country. Participants of this shamelessness were mainly
German MPs, representatives of socialists and liberals.

Though in their speeches, some MPs provided many examples based on the
concrete facts showing that the proposed criteria are obsolete and not
applicable. They also stated that the amendment proposed to paragraph
3 of report provides for fair and legal solution of the issue, notably
within the framework of current exclusive competence of the European
Court of Human Rights under Convention.

However, Mr. Straesser, Ms. Schuster and other socialists and liberals
addressed entreatingly participants of plenary meeting and expressed
their concern hysterically that in case amendment to the paragraph 3
of report was adopted, this report against Azerbaijan would not be
adopted in January. Mr. Straesser said clearly, “get me right, if the
amendment is adopted, my report against Azerbaijan will not be adopted
in January”. Mainly speeches of these pro-Armenians and socialists and
liberals that were under influence of Mr. Gross affected positions.
However, even after such a political clownery, the vote resulted in
equal 89/89 votes.

While putting pressure on their colleagues, the leadership of liberal
group demonstrated biased position to the activities of Azerbaijan in
the Council of Europe and charged accusations against our country with
language inappropriate to the reputation of this organization.

All members of Azerbaijani Delegation in their turn displayed
exemplary tolerance, did not react to provocations and did not even
take the floor and utter a word during discussion of Mr. Straesser’s
report.

The first amendment – with the two technical corrections – is adopted.

The result of vote on the second amendment was: 89 to 89, and 5
abstentions. In order to be adopted, one more vote was needed…This
is unfortunately the rule and nothing can be done about that. Again
unfortunately, the chairing president, being also the leader of the
Conservative group, was not allowed to vote, as he was chairing the
plenary session. His vote would have changed the outcome into the
adoption of the amendment…

Some older MP’s say that they never before in their career they have
seen such an equality of votes – and deep split ! – in the Council of
Europe.
The last vote was regarding the final adoption of the report. Majority
of MPs did not understand the importance of general vote which took
place after the amendments to the paragraph 3 were not adopted.

5. Conclusion.

Theoretically, though the report was applicable to all Member States
of the Council of Europe, all speeches regarding political prisoner
were addressed to Azerbaijan.
Azerbaijan was many times, from different sides, under very strong
attack with regard to the issue of political prisoners, in this
so-called general debate. All these factors affected the result of
voting.

The appeal from the Germans and their allies was very emotional. They
made dramatic appeals in the debates and this completely poisoned the
atmosphere. What was meant to be a debate on a legal issue, ended up
in low shouting and personal insults. Many were surprised that after
such strong language in public against, even 89 to 89 votes were
obtained in favor of the second amendments.

After this political thriller, rarely seen before in Strasbourg, for
sure this debate and votes sincerely undermined the PACE’s credibility
in this matter and showed a deep split throughout the whole Assembly.

A general awareness has raised that Straesser wants only to focus and
to attack Azerbaijan, and was never really interested in a debate on
the criteria. Also, it now became clear to many more MP’s that his
upcoming report on Azerbaijan, including lists with names, seriously
risks to interfere with the exclusive competence of the European
Court. The this week debate clarified that risk very clearly and many
more MP’s are now raising questions with regard to the practice of
producing nominative lists, which so far was never really contested.

Finally, the Straesser proposal on the definition in paragraph 3 was
adopted under a 89 – 89 vote result. There is no reason for him – or
the PACE as a whole – to be proud of the victory. Obviously 89 MP’s do
not want him to interfere with the European Court’s exclusive
competence in this matter.

I believe that this political game which ended in a draw of 89/89 had
been written as a disgrace to the history of the Council of Europe,
such an influential organization. If football teams ended in a draw,
the teams and their fans leave the stadium with disappointment. Even
when the main part of final match ends in a draw, it continues until
one of them achieves victory. By showing such a comparison, I would
like to state that the result of football match impacts only teams and
their fans, but the decision of the Council of Europe is crucial to
the lives of all people. Therefore, perfectness of the rules of this
institution is very important.

Unfortunately, this “victory”, which ended in a draw of 89-89 because
of disputable rules of procedure, undermined the reputation of this
institution, its image as a guardian of justice and fairness. It is a
disgrace to the European values, democracy and the rule of law.

Though PACE had been legally declared a winner, this result is a
shameful factor for the Council of Europe from political, moral and
ethical point of view and is not a pride for those who will refer to
the absurdity of these criteria in the future.

These are things worth to think about..!

L’Union internationale des éditeurs (IPA) a appelé les autorités
turques a annuler toutes les accusations portées contre Ragip Zarakolu
et son fils Deniz Zarakolu, qui font tous deux face a un procès dans
l’affaire de l’Union des Communautés du Kurdistan (KCK) d’Istanbul.

Deniz Zarakolu, étudiant en doctorat au Département de sciences
politiques de l’Université de Bilgi et conférencier a l’Académie
politique du Parti Paix et Démocratie (BDP) est en prison depuis
que les autorités l’ont incarcéré le 7 octobre 2011.

La deuxième audience du procès KCK d’Istanbul est prévue pour
aujourd’hui [lundi 1er octobre].

La déclaration de l’IPA a mis en évidence le fait que des dizaines
d’écrivains et d’éditeurs sont toujours en état d’arrestation en
Turquie et elle a souligné l’existence dans le pays de continuelles
violations des droits de l’homme.

L’IPA est d’avis que de nombreux écrivains et intellectuels sont
accusés uniquement par rapport a leurs écrits et publications, ceci
constituant une violation des obligations de la Turquie en matière
de droits de l’homme, a indiqué le communiqué.

Le 29e Congrès de l’IPA a rendu une décision en juin 2012
condamnant la censure, l’intimidation des médias et d’autres
pratiques antidémocratiques permises par une définition large des
termes tels que ” diffamation, sécurité de l’Etat, secrets d’Etat
ou terrorisme”, a fait remarquer l’IPA.

”Malheureusement, la stricte loi anti-terroriste (TMY) de la
Turquie coïncide avec la décision d’étendre largement son champ
d’application.

L’ampleur de la TMY permet aux autorités turques de restreindre la
liberté de parole de nombreuses personnes en Turquie, y compris
les éditeurs qui ont défendu … le droit de publier. Cela
est particulièrement vrai pour les Zarakolu ”, a indiqué la
déclaration.

Le nombre d’auteurs en procès ou en état d’arrestation en
Turquie dépasse celui de tous les autres pays dans le monde,
a déclaré l’IPA, qui est une organisation non-gouvernementale –
(ONG) représentant tous les aspects du monde de l’édition, allant
des livres aux magazines.

The three verdicts of the European Court of Human Rights against
the government of Armenia, obliging it to pay a 40,000-euro fine,
have once again raised the issue of why the tax payers’ money has to
be spent on paying fines for unfair and ordered court decisions.

The European Court has brought in a verdict on Grisha Virabyan’s case,
who was arrested in April 2004 after the post-election clashes, and
was brutally beaten. For torture and discriminative treatment (as an
oppositionist) the court ruled that the Armenian government has to
pay 31,000-euro compensation, 25,000 of which is for moral damage.

For years Virabyan’s case was in the focus of attention at
international human rights organizations, because he – a member
of oppositional People’s Party of Armenia – was kept at the police
station and was physically abused for several hours. This led to a
complicated surgery when his left testicle had to be removed.

Ironically, the ones who stood before the Armenian court were not the
tortures but the victim: Virabyan was charged with assault against
a police officer. In 2005 his case was suspended, but those who had
tortured him and caused irreversible damage to his health were never
held criminally liable for their actions.

“This is, certainly, a victory and the compensation amount is
unprecedented. Nonetheless, those people who tortured Virabyan like
beasts, are still enjoying their ranks and posts. There is still
a lot to do to fix that,” Virabyan’s attorney Tigran Ter-Yesayan
told ArmeniaNow.

The second verdict of the European Court refers to Shoushi special
battalion commander Zhirayr Sefilyan’s case. Some 15 masked National
Security Service officers arrested him during a family feast on
charges of illegal weapon possession and public appeals to make
a violent attempt at changing the constitutional order and power
turnover. None of the accusations was proved in the court.

The government is now obliged to pay a 6000-euro compensation for
violating his fundamental freedoms as a person.

Human rights activists are excited by the verdicts on these
controversial cases, nonetheless the issue is why citizens of Armenia
have to pay the fines (from the state budget).

“This issue has been discussed repeatedly, we always demand to impose
financial liability upon the judges and prosecutors, but as these are
usually political decisions ordered from the top, this issue never
gets solved,” says Ter-Yesayan.

Former chairman of Armenia’s Court of Cassation Hovhannes Manukyan
“absolutely disagrees with the suggestion of judges’ public
flagellation or deprivation of property”, nonetheless shares the
public concerns.

“We were discussing these issues with European experts yet a decade
ago. They were surprised even by the fact of even discussing such
a suggestion,” Manukyan told ArmeniNow, adding that this kind of
suggestions are ‘spiced’ with concerns about taxpayers’ money”,
which simply lead to absurdities.

“Let’s see: why not make the criminals pay for the expenses required
for keeping policemen, investigators and prosecutors? The logic seems
quite simple and fair: if there weren’t criminals, taxpayers would not
have to keep that many police officers, investigators and prosecutors,”
he says.

Manukyan also asks why, if following that logic, only judges should
be punished.

“There are many cases when the country loses because a domestic law
has been applied to the person, but that law limits some of his rights
consolidated in the Convention. Who should pay the compensation in that
case? The National Assembly, all of the MPs, or maybe only those who
voted for that law? Or, let us start with the officer who was in charge
of taking the person into custody. So, you see, it [this logic] can
lead to absurdities. One thing is obvious – the damage to the person
has to be compensated and the state has to be responsible for that.”

TECHNOLOGY FESTIVAL: DIGITECH EXPO TO CELEBRATE NEW ARMENIAN HIGH-TECH IDEAS

Organizers of Armenia’s premier international high-tech event,
DigiTech Expo 2012, say the technological exhibition commencing on
Friday will become a real ‘Armenian Technology Festival’ presenting
the current intellectual edge of the nation.

This motto for the eighth annual event this coming weekend is bringing
together as many as 130 local and foreign companies (representing
such countries as South Korea, Singapore, Russia, Georgia, Germany,
Italy and the United States).

The exhibition organizer, Executive Director of the Union of
Information Technology Enterprises (UITE) Karen Vardanyan told
journalists on Thursday that a 30-40 percent growth in the number
of visitors (more than 20,000 visitors) was expected at this year’s
expo hosted by a newly opened Yerevan Expo Exhibition Complex at the
Scientific-Research Institute of Mathematical Machines (Mergelyan
Institute) on October 5-7.

Gayane Dallakyan, acting manager of the Enterprise Development and
Market Competitiveness (EDMC) program of the United States Agency for
International Development, the general partner of the exhibition,
says that the program supports the holding of the exhibition with
a view to supporting IT industry associations and newly established
companies in presenting their software solutions, thereby promoting
dialogue between IT and other sectors.

“The exhibition will be full of very good and innovative proposals,
visitors will be leaving it after finding new fields of cooperation,
with new ideas, vacancies will be filled and people will think of
new technological solutions,” says Dallakyan.

DigiTech organizers say a display called ‘The World of Engineering’
for innovative engineering solutions, as well as DigiLife seminars,
an ArmRobotics show featuring the robots that took part in the open
championship of Armenia and numerous other events will run alongside
the main event.

Grigor Barseghyan, director of the Microsoft Armenia Company that
supports the exhibition, describes DigiTech as the best platform for
the presentation of the intellectual potential of Armenians.

“Information technologies are a unique tool that allows one to increase
productivity very quickly, and for our country that lacks vast
natural resources the intellectual potential is the most important
thing. And this untapped intellectual potential gets its expression
in the IT sector,” says Barseghyan, adding that DigiTech is also a
unique opportunity for Microsoft to show its latest software packages
and solutions, among which will also be the Windows 8 operating system.

Barseghyan also says that as part of the current DigiTech 2012 expo
Microsoft Armenia is going to present its plans for an IT academy at
the State Engineering University of Armenia. The graduates of this
academy that he says is going to be opened soon will enjoy the status
of corporation-certified international specialists.

YEREVAN. – People resort to plastic surgery to self-establish and
correct the defects, Armenia’s Plastic and Reconstructive Service
Director Gevorg Stepanyan stated during a press conference on Friday.

In his turn, the event’s other speaker, clinical psychologist Mikayel
Madatyan said plastic surgery had begun 3,000 years ago in Egypt.

“Incidentally, the founder of this direction-which is very popular
in the US-is an Armenian: Varaztad Ghazantian,” he noted.

He stressed that people undergo plastic surgery because of health
issues and when they wish to be not what they appear. “[Yet] It’s
[altogether] another issue that people resort to [plastic] surgery
because of a lover’s whim. But what should you do when you are no
longer that man’s lover two years later and find yourself beside
someone else who doesn’t like big breasts? Consequently, a psychologist
[likewise] joins this process,” Madatyan noted.
