AZERBAIJAN: BRIBERY ALLEGATIONS HIT HEADLINES

A video ostensibly showing a member of Azerbaijan’s parliament asking
for a bribe has caused a rare public scandal around the issue of
corruption.

On September 20, Elshad Abdullayev, formerly rector of the Azerbaijan
International University, told journalists that politician Gular
Ahmadova had demanded two million manats (around 2.5 million US
dollars) to secure him a seat in parliament.

The hidden-camera film appears to show a conversation involving
Abdullayev, Ahmadova and another woman, Sevinj Babayeva in the run-up
to the 2005 parliamentary election.

“I shot this video and recorded my meetings and telephone conversations
with Gular Ahmadova and Sevinj Babayeva. I sent a CD with the video,
together with an application to launch a criminal case against Gular
Ahmadova, to the prosecutor general,” said Abdullayev, who is currently
in France.

He lost his job when the authorities closed his university two
years ago.

Abdullayev said he released the film footage onto the internet after
he failed to get the prosecution service to act on the case.

Amid the wave of anger that followed, Ahmadova resigned from parliament
and Babayeva was removed as head of Baku City Library.

Ahmedova has denied any wrongdoing, telling the APA news agency that
the video footage was manipulated.

Once the video was in the public domain, prosecutors felt compelled
to respond and launched a criminal case.

On September 28, Ahmadova announced she was standing down as a member
of parliament, so that her position would not be seen as obstructing
a fair investigation.

Before the investigation even began, Ali Ahmedov, deputy head of the
ruling Yeni Azerbaijan party, condemned his colleague Ahmedova and
said she had lost the moral right to represent the party.

In the course of the video posted on the internet, speakers mention
the name of Ramiz Mehdiyev, head of the presidential administration.

Speaking on October 3, Mehdiyev denied any involvement in the
alleged wrongdoing. It was, he said, a smear campaign against the
Azerbaijani government and its representatives, but one that would
not be successful.

The opposition has seized on the case. Isa Gambar, head of the Musavat
party, said the scandal showed the depth of corruption in the current
government.

“The rector of a university, the director of a library and a deputy
are bargaining over seats in parliament,” he said, calling for
“massive protests”.

Ali Karimli, head of the opposition Popular Front, said the case
showed that parliament must be dissolved so that fresh elections
could be held.

“This video fully confirms that parliament was elected by false means,
and that all the seats were sold for money,” he claimed.

International watchdog groups say corruption is a major problem in
Azerbaijan. The country has always scored poorly on Transparency
International’s Corruption Perceptions Index. Last year, the country
was ranked at 143 out of the 183 countries surveyed, slightly worse
than the 134th place it got in 2010.

reception on 21st anniversary of Armenian Independence in “President”
hotel of Ashgabat on October 10. The festive event was also connected
with the 20th anniversary of the diplomatic relations between Armenia
and Turkmenistan. As Armenpress was informed form Armenian MFA press,
informational and public relations department the Deputy Prime
Minister of Turkmenistan and the co-chairman of Armenian-Turkmen
intergovernmental commission on economic cooperation Sapardourdi
Toyliev, representatives of the Ministry of Foreign Affairs, Heads
of diplomatic missions accredited to Ashgabat, diplomats, Armenian
veterans of Great Patriotic War and other figures participated in
the event.

Vladimir Badalyan, Armenian Ambassador to Turkmenistan, presented with
the opening speech. He congratulated the guests with the Independence
Day and the bilateral 20 year lasting ties. Armenian Ambassador
referred to the establishment of Armenian state, to the history of
cooperation between Armenia and Turkmenistan. Ambassador Badalyan also
stressed the importance of the work of intergovernmental commission
on economic cooperation. The main guest of the ceremony, Deputy Prime
Minister of Turkmenistan and the co-chairman of Armenian-Turkmen
intergovernmental commission on economic cooperation, Sapardourdi
Toyliev congratulated and Armenian nation from the behalf of Turkmen
President and wished all the best.

Throughout the reception, string quintet and Turkmen Armenian pianist
Vladimir Mkrtumov presented the creations of outstanding composers.

YEREVAN, October 12, /ARKA/. Russian government-designed program
Compatriots, a controversial scheme encouraging and helping Armenians
and citizens of other former Soviet republics, to migrate to Russia,
can not be carried out in Armenia against its will, a deputy foreign
minister, Shavarsh Kocharian, said today after a recurrent session
of Armenian-Russian intergovernmental economic cooperation commission
held in Yerevan.

He said Armenia’s position is spelled out clearly in the protocol
signed after the session by both sides. According to him, the Russian
side wants the scheme to continue while Armenia is against. He said
this means the scheme can not be implemented in Armenia.

Kocharian refused from further comments.

The scheme was defended last week by Russian ambassador to Armenia,
Vyacheslav Kovalenko, who downplayed Armenia’s concerns saying no
one forces Armenians to leave their country and go to Russia.

“Answers to the question about why people leave Armenia should be
sought somewhere else,” he added.

This concern was shared also last week by prime minister Tigran
Sarkisian who said at a cabinet session that such activities of
Russian immigration authorities in Armenia were “unacceptable”. He
added that his government was in discussions with Russian counterparts
to stop the program in Armenia “in its present format” The Compatriots
program is effective since 2006.

YEREVAN, October 12. / ARKA /. “Armenia is a unique country for lovers
of historical, cultural, and event tourism and in this sense it is
quite self-sufficient. Here in a few days, one can get the full range
of high quality tourism services,” Yuri Lagusev, the rector of the
Russian International Academy of Tourism said in an interview with
Novosti Armenia.

Lagusev was among the participants of the first scientific tourism
expedition in Armenia, which was conducted from September 30 to
October 9 by the Russian International Academy of Tourism and its
Armenian branch – the Armenian Tourism Institute.

The unprecedented event dedicated to the 20th anniversary of the
establishment of diplomatic relations between Armenia and Russia
was to help reveal Armenia’s tourism potential and promote its
development. The route ran through the whole of Armenia – from north
to south. According to Lagusev, Armenia’s tourism potential is high.

“The beauty of its nature and cultural attractions are amazing,”
Lagusev said.

He said in order to bring more tourists there should be various
events. “If there is an attractive event, spiritual or athletic, as
well as cultural events, festivals, they will bring more tourists to
Armenia,” he said.

“For example, Armenia’s open championships of water and mountainous
tourism will attract athletes, coaches and fans,” he said. -0-

YEREVAN. – There are about 422,000 female children at the age below
18, informs the United Nations report Ending Child Marriage, published
on Thursday on the International Day of the Girl Child.

Due to abortions, on average 1,400 female children are killed
never having chance to be born in Armenia, the UN informs Armenian
News-NEWS.am. There are already less female children than male children
(the difference is 45,000) and the tendency goes on.

20,287 girls and 23,160 boys were born in Armenia last year, and the
proportion is 100 girls for 114 boys, while the natural proportion
should make 100 girls to 102-106 boys.

To note, the UN is the first organization to celebrate the Day of
the Girl and the topic for this year is Ending Child Marriage.

Opera and Ballet National Academic Theater’s ballet group is left
without a roof, Haykakan Zhamanak daily reports.

“According to the news, the theater’s stage is being rebuilt and that
is the reason why the majority of the crew is forced to idle until
the end of January. [But] Those at the opera theater worry that the
forced outage will be followed by downsizings.

Incidentally, a press conference will be held today [Friday] to

YEREVAN. – I worked with Libya in the past eight years and invested
over $1 billion into this country’s economy, Chairman Ara Abrahamyan
of the Union of Armenians of Russia stated during a press conference
on Friday, in Armenia’s capital city Yerevan.

Abrahamyan noted that he had good relations with Libya’s political
elite and with Muammar Gaddafi himself, and had even invited him
to Russia.

In Ara Abrahamyan’s words, Gaddafi was familiar with Armenia and was
aware of the Armenians’ problems. “I had even asked Armenia’s Foreign
Minister to invite Gaddafi to Yerevan, but the events unrolled.

Gaddafi lost a country, [and] I [lost] money. I was a friend of those
people. I’m still their friends, and I hope to finish the activities
I started in Libya. I hope to get back the money that was invested
in Libya and which is frozen, now,” Abrahamyan said.

Also, he denied the rumors about his bankruptcy.

February 19, 2004. Hungarian court had sentenced Ramil Safarov to
a life imprisonment with no right t to be pardoned in 30 years time
. Criminal Safarov was extradited to Azerbaijan on August 31, 2012
by Hungarian authorities.Yet the assassin was not mainly released
in Homeland but granted a mayor title. Armenia suspended diplomatic
relations with Hungary. Many international and local organizations,
political forces and politicians have come forth with condemnation
statements.Armenia has suspended diplomatic relations with Hungary,
which in its turn accused Azerbaijan for cheating.

Another Armenian serviceman having rescued from the actions of
the Azerbaijani murderer Ramil Safarov, Hayk Mukuchyan is going to
appeal to international courts. Colonel Makuchyann already launched
consultations with lawyers to study the issue and prepare a request
for a lawsuit.
