YEREVAN, OCTOBER 18, ARMENPRESS: Armenian and American governments
signed a Memorandum of Understanding on cooperation in energy sector
on October 18. As reports Armenpress, John Heffern extraordinary and
plenipotentiary US Ambassador to Armenia referred to the extension
of Metsamor nuclear power plant operation period for 10 years.

“Our position on the issue, that the exploitation of this block should
be suspended in 2016, matches with the international one. We are aware
about the decision to extend the exploitation deadline of the nuclear
power plant for ten years and we are willing to suggest any support
needed for the safe operation of the power plant” John Heffern said.

Armenian Minister of Finances Vache Gabrielyan noted that the decision
had already been made, and all the calculations have shown that plant
should exist for several more years.

Armenian-American intergovernmental conference took place in Yerevan
on October 18 with the participation of Armenian Minister of Finances
Vache Gabrielyan and USA extraordinary and plenipotentiary Ambassador
to Armenia John Heffern.

It seems that Armenia is geopolitically the most vulnerable and
dependent state of the South Caucasus but the world poles find it
difficult and uncomfortable to set up relations with it. It seems that
Russia has built relations with Armenia without much effort but it
turned out to destroy rather than build up relations with our country.

In the result of Russia’s successful policy in the South Caucasus and
chronically ignored interests of Armenia the supporters of cooperation
with Russia are hopelessly outbid politicians and experts.

How did the Armenians fall in love with America? This is a sacramental
question indeed and it is often silenced as well as the issue of
developing relations with NATO. The love-hate game means efforts of
the Armenian society to enter into political relations with the world.

>From time to time the United States opens a virtual book of complaints
and asks the Caucasian politicians to leave their signatures there.

The Americans hinted possible construction of a new nuclear reactor
or a scenario of development of nuclear energy in Armenia. This is
highly hypothetical but the Americans would not have started the
discussion of this issue without studying the problem first.

Throughout many years the American experts and politicians have been
studying reviews and political notes stating the idea that Armenia
will be influenced by the country which will build a nuclear power
plant there. It was clear from the beginning that Russia does not
treat this project seriously in any possible form.

The possible interest of Russia in building the second nuclear plant
in Armenia was thoroughly discussed in Moscow not only with experts
but also administrators and managers of those state and semi-private
structures of Russia which were directly related to nuclear projects.

One should mention the Russian responsible functionaries who defined
thoroughly the factors and circumstances regarding talks in favor of
poor Armenians.

At the same time, together with specific, economic and technical
problems which have been studied for many years it would be interesting
to clarify foreign political and geopolitical aspects. My colleague
and friend who deals with global economic problems has expressed doubt
that there are factors of global political and economic interest of
Russia in the implementation of this project. The second nuclear
station in Armenia would mean greater dependence on Russia and a
wider span of foreign political maneuver.

The United States and NATO have understood that Georgia has exhausted
its strategic reserve and has done everything it can. Azerbaijan
is a temporary state which is not able to fulfill the functions
of partnership. Despite disadvantages of its situation, Armenia has
abilities and interests which our regional neighbors do not and cannot
have. The United States and NATO are interested in Armenia for several
reasons about which we have already written on Lragir.am. We would like
to underline that Armenia juxtaposes the goals of restricting Turkey
and strategic partnership with Russia, including within CSTO, and is in
close relations with Iran, which interests the Euro-Atlantic community.

Even the Russian military base in Armenia is viewed as a factor of
advantage in the NATO-Armenia cooperation. At the same time, Armenia
cannot fulfill and develop these functions in these circumstances
and solve the problems of development of energy and transport
independently. Besides, more or less foreseeable development of
relations with Armenia may be foiled by the membership of Armenia to
the so-called Eurasian Union.

The United States and France cannot allow this, which requires a quick
reaction. The United States has missed a lot during its “tactical
idleness” in the region. Armenia is the case when it is necessary to
take the initiative, especially that the Americans already have the
sad experience of democratic show in Georgia.

The United States and NATO need strong factors of control over
Turkey’s regional policy, as well as over Azerbaijan with its idiotic
ambitions. Partners are needed but who are they? NATO Chicago summit
has put forth new strategies but NATO has to put forth plans in a
reserved and delicate manner. The South Caucasus will have to act fast,
time is not waiting. In addition, the Russian experts are trying to
present activation of Americans in the South Caucasus as a reaction
to the problem of Iran, as an effort to frighten Russia’s southern
partners with the war in Iran. Everything is a little different.

KAPAN’S GROWING GARBAGE CRISIS: WHERE TO DUMP?

Garbage is a “hot” topic in the Armenian town ofKapan.

Many irate residents of one Building 8 in the Shinararner District say
they can no longer tolerate the smell of rotting trash outside their
building.

What’s happening is that residents of the nearby 7 buildings are all
throwing their household trash in bins located in close proximity to
the building. Residents say the odor is particularly bad in the warm
summer months, attracting flies and mosquitoes.

This problem goes back many years. Residents of Building 8 have
consistently asked that the dump site be removed from their vicinity.

According to the municipal services, the town has given the OK to move
the dump site and is now negotiating with the building’s management
board regarding a new location.

Local residents have gathered to discuss the matter and have come up
with an equal number of alternatives.

Municipal Services Chief Armen Gevorgyan says his garbage trucks can’t
drive up to the bins to collect the trash and cart it away.

Local residents have adopted a “Not in my backyard” approach. No one
wants to see garbage bins in front of their building.

Thus, the issue remains up in the air with no resolution in sight.

There are 4 garbage trucks servicing the entire town ofKapan, with its
116 pick-up points.

Downtown districts get their garbage carted away almost daily. It’s
the outlying neighborhoods that experience backlogs. Some areas on the
fringes of town don’t even have garbage drops and residents dump their
trash in convenient ravines and gullies.

When asked about the mounds of garbage that have accumulated here and
there, many residents just shake their shoulders and reply that they
have no where else to dump their trash.

Armen Gevorgyan responds that many outlying residents haven’t signed
garbage disposal contracts with the town.

The main municipal trash dump is located 8 kilometers from the town.

Household, construction and other types of trash all get thrown into
the mix without any prior sorting.

Every day, 20-30 tons of waste is carted to the site. Nothing gets
recycled so the mountains of garbage keep growing. It’s been that way
since the dump started operating in the 1960s.

An elderly couple lives not far from the house.

Grandma Arevik and her husband make a living selling yoghurt, cheese
and milk from the animals they keep.

The woman says that they are always careful not to let the cows wander
off to the dump and feed on the grass there.

The trash problem has gotten so bad that the two local rivers, the
Voghji and Vachagan, are used by residents to dump plastic bottles and
bags and other assorted trash.

TheVachaganRiverhas been cleaned four times in the past 7 years. It’s
now the turn for theVoghjiRiver.

Armenia international Henrikh Mkhitaryan is among candidates for
the “most popular” player of 2012 in a poll being conducted by the
International Federation of Football History & Statistics (IFFHS).

The second stage of the vote to pick the “most popular” soccer player
for the year began on the IFFHS website on October 15 and FC Shakhtar
midfielder Mkhitaryan is among 78 candidates from Europe.

A vote by the site users will determine the top eight players from
Europe until November 30. The final selection among candidates
representing all continents will be made in the period from December
1 to January 3.

This time, in exposing some of Assemblymember Mike Gatto’s
reprehensible actions, I am indebted to a blog called “Mayor Sam”
(). The folks writing this website have
been doing excellent work documenting Gatto’s errant behaviors ever
since he was first a candidate. You might enjoy reading some of the
reporting they have done.

>From Mayor Sam we learn of Gatto’s insensitivity to the mentally
handicapped. It seems a few years ago, Gatto, like many others, was
trying to make money by registering domain names on the internet,
which he thought might be desired by someone in the future. No harm
in that. But among the names he grabbed were RightTarded.com and
LeftTarded.com. This is clearly a political word play on “retarded”
combined with the left and right ends of the political spectrum. This
is just one more example of why many Democrats have trouble stomaching
Gatto.

Mayor Sam also exposes Gatto as someone who abuses the public trust.

How else would you describe what follows? In 2002, Gatto was working,
according to Federal Election Commission records, on Congressman
Brad Sherman’s reelection campaign. Of course, high-season for this
kind of work is after Labor Day, September-October-November. Yet
somehow, on Oct. 9, Mike Gatto managed to claim 227 hours’ worth of
work when he billed the City of Los Angeles, based on a six-month
“personal services contract.” The contract was signed on Sept. 19. It
was only officially approved on Oct. 2. Pretty impressive, isn’t it,
how in just 19 days (about 3 weeks), Gatto was able to work 227 hours
(about 4-and-a-half work-weeks), all while simultaneously campaigning
for the Congressman he was working for. Is this the kind of person
we should have in the state legislature in these tight financial times?

But Gatto’s duplicity and unpleasant tactics don’t end there. Shortly
before Greg Krikorian, Gatto’s opponent in the race for the 43rd
Assembly seat, filed his papers to run for the position, he started
getting phone calls. At the time, Krikorian’s parents were going
through some health issues, and he was busy helping them. Yet Gatto was
“persistent,” even telling Greg’s wife Christine it was “an old friend
calling” when he phoned Greg’s home fairly late at night. When they
spoke, Greg was left with the impression that he was being threatened.

And speaking of Christine, it turns out she had some financial
problems, which the Glendale News Press decided to report on, making
it seem, inaccurately, that Greg Krikorian was involved, too. Aren’t
you curious as to how this newspaper, short-staffed as it is, came
up with this story? Does anyone doubt it was Gatto’s minions that
planted the seed of that hit piece with the paper?

Of course, all of this might be considered normal campaign antics. But
because it involved people other than the candidates, their actions,
and comments, it bears some scrutiny. I might have even thought
nothing of this, but for Gatto’s reaction to something I’d written
during his first campaign, in 2010, for this Assembly seat.

During that campaign, Gatto’s first child was born. As a campaign
mailer, he sent a picture of himself, his wife (still in a hospital
bed), and their newborn. I had observed that this was tacky and
exploitative. Gatto was incensed that, as he saw it, I had involved
his family in the campaign. Yet, he had no problem doing exactly that
to someone else. Just another example of his double standards…

You have probably already received your absentee ballot. Make sure to
vote, and vote soon, and most importantly, vote for Greg Krikorian so
we can be freed of the embarrassment of having Mike Gatto representing
the 43rd Assembly district.

Armenia’s Budget Can No Longer Fund Foreign Business Trips

ARMENIA’S BUDGET CAN NO LONGER FUND FOREIGN BUSINESS TRIPS

YEREVAN. – The entire amount, which Armenia’s state budget had
envisioned to pay for this year’s business trips abroad, has already
been spent as of October 8, the Finance Ministry bulletin submitted
to the Government reports. In addition, the Government Reserve Fund
is used up.

The agenda of Thursday’s Cabinet session includes a decision whereby
an additional AMD 100 million and AMD 12.1 billion will be allocated
for foreign business trips and to the Reserve Fund respectively.

To note, an annual amount of close to AMD 3.5 billion is allocated
from Armenia’s state budget for official business trips, and the
majority of that amount is spent on the business trips abroad.

The Government Reserve Fund, on the other hand, shall not exceed five
percent of the budget spending, and this constitutes approximately
AMD 52 billion for 2012.

In line with the current exchange rate, US$ 1 is equivalent to
approximately AMD 408.

ArmRusgasprom company is not changing gas meters in blocks of flats
but conducts regular inspection being implemented each five years,
company’s spokesperson Shushan Sardaryan told Tert.am.

“It is a planned inspection being implemented each five years,”
Sardaryan said, referring to the concerns of the people connected
with the change of the gas meters.

The gas meters are being taken to the company and returned back after
examination. Sardaryan also said during the checking cases of attempts
to slow down the work of gas meters have been revealed. The inventions
of some people really surprised the inspectors.

The spokesperson said fantastic means are being applied to slow down
the meters. People want to spend much gas but pay less.

Sardaryan said if the inspection reveals interference on the gas meter,
the consumer will be fined.

negotiating with actors and film directors known world wide to be
involved in movie “The Patient” about Archimandrite Komitas. In a
conversation with “Armenpress” chief producer of the company Valeriy
Saharyan mentioned that this movie initiates the beginning of a row
of new important projects by “AP Films”.

Saharyan said: “Now we are negotiating with Emir Kusturica and it
is possible that he will be the director of the film, although this
decision is not final, we are considering candidacy of prominent
Czech-American film director Milos Forman as well”. He said that
despite his immense respect and love towards Serbian director and
winner of a number of greatest European movie festivals Emir Kusturica,
he takes into consideration the fact that “arthouse” movie style is
typical for him and it is possible that it will not fully fit the
movie about Komitas.

Saharyan added the following: “Komitas’s life story will be represented
in the film and the title also was not chosen accidentally as the
reasons why Komitas spent the rest of his life in an psychiatric
clinic are also touched in the movie”.

The idea of this movie has been in the agenda of the company for a
long time. Besides prominent film directors also famous actors will
take part in the movie. The movie will be shot in English language and
the company will start filming after the negotiations are over in 2013.

declarations vides.

En tenant compte de la situation, l’Institut-musee du Genocide
armenien a exprime son empressement de soutenir la reconstruction
de la chapelle Sourb Harutyun dans la region de Markate, qui a subi
quelques degâts pendant les derniers evenements en Syrie.

ce sanctuaire est place sur le territoire du dernier abri de milliers
