REPRESENTATIVES OF ARTSAKH AS A SEPARATE DELEGATION IN SWITZERLAND

It is the third time this year that the Artsakh Youth Development
Center has participated, November 1-4, in the EU Youth in Action
international program, with the participation of delegations from
France, Switzerland, Armenia, Georgia, and Azerbaijan.
The project was initiated by Swiss Emen city. And the first time the
Artsakh representatives participated in the event as a separate
delegation from the NKR. The mayor of Emen warmly greeted the Artsakh
delegation.
It should be noted that the Youth in Action is one of the EU famous
programs, which is aimed at familiarizing the youth with different
countries’ cultures and sharing the organizational experience with it.
Meetings were organized within the project to discuss topical issues
of concern to young people, including what kind of joint programs are
implemented among the youth to promote peace, human rights, and
others. According to Chairwoman of the Artsakh Youth Development
Center Susanna Petrosian, such meetings have certain impact on the
inter-state cognitive issues. At the meetings, the NKR delegation
presented our country, our culture, as well as the activities and
projects of the Artsakh Youth Development Center.
We should also note that the Artsakh representatives participated for
the first time in Youth in Action program in this year August (10-17)
in Dilijan, where the topic `Civic Journalism’ was discussed. The
participants familiarized with the activities, directions, and
tendencies in the mass media operating in Artsakh. At the end, an
intercultural evening was organized, where Artsakh represented itself
worthily. The Polish delegation, which heard about the NKR for the
first time, expressed wish to visit our Republic. After Dilijan,
between August 28 and September 4, the second program was held in
Minsk, Belarus, within which the topic Youth of Different Cultures was
discussed. While at previous meetings Artsakh was represented as part
of Armenia’s delegation, in the November program in Switzerland it
introduced itself as a separate delegation. `To be honest, we did not
believe at all that the EU would accept our application to participate
in the program as a separate group. Our next action is also elaborated
and we are going to apply to the European Union that the next program
is organized in the NKR and that we are the host country for the
event’, said Mrs. Petrosian. The Artsakh Youth Development Center is
invited to participate in international programs of various countries’
youth organizations. The Swiss program expressed professional growth
to the Artsakh youth, shared experience of working at NGOs, and played
an important role in studying the cultures of the above mentioned
countries. According to Susanna Petrosian, there was a lot to learn.
Especially remarkable were the Swiss’ order, proper spending of time,
planning, and law-abiding nature. They love their country so much that
are proud to follow the country’s laws and they never violate them.
Although the program was implemented in Emen city, familiarization
visits were organized to Zurich, Bern, and Friedburg cities. The
participants visited the country’s Catholic and Protestant parts, as
well as universities, schools, churches, and national restaurants. The
Artsakh youth acted everywhere in national clothes and with the
Artsakh flag. As for the Azerbaijani delegation, to everyone’s
surprise, it didn’t display any resistance.
The Artsakh Youth Development Center continues to actively conduct
trainings, including free English classes and other events.

I. Questions regionales

1. Le President Sarkissian critique l’Azerbaïdjan depuis le Liban/
Les quotidiens suivent la visite officielle du President armenien au
Liban, rapportant son discours a l’occasion d’une rencontre avec le
President de l’AN libanaise et des parlementaires, dans lequel il a
critique l’Azerbaïdjan. Il a accuse celui-ci de s’acharner a presenter
le conflit du HK de manière deformee. L’Azerbaïdjan cherche de surcroît
a presenter ce conflit comme un conflit religieux, ce qui n’est en
rien le cas. ” Aujourd’hui meme, en depit d’un cessez-lefeu etabli,
l’Azerbaïdjan continue a bombarder non seulement les frontières du HK,
mais aussi celles de l’Armenie, tuant des innocents.

En depit des appels de la communaute internationale a regler le
conflit de manière pacifique, l’Azerbaïdjan poursuit sa rhetorique
belliqueuse et stocke des armements “. Le chef de l’Etat a note que
d’après certaines sources les armements achetes par l’Azerbaïdjan
a Israël depasseraient 1,5 MD $. Les autorites azerbaïdjanaises,
a-t-il poursuivi, continuent avec le meme zèle de prôner la haine
envers le peuple armenien. ” Notre seul ennemi est la xenophobie qui
est prônee dans le pays voisin auprès de la jeune generation. Notre
ennemi est aussi l’extremisme et l’intolerance “. Et d’ajouter que
certains en Azerbaïdjan revent de rayer l’Armenie et le HK de la carte.

Est egalement couverte la visite du chef de l’Etat armenien a
l’Universite Haykazian de Beyrouth, seule universite armenienne en
dehors de l’Armenie. Lors d’une rencontre avec le corps enseignant et
estudiantin, le chef de l’Etat a evoque les relations ” fraternelles
” armeno-libanaises, les defis auxquels l’Armenie est confrontee,
la situation economique de l’Armenie etc. Evoquant le conflit du
HK, le chef de l’Etat a note que depuis deja deux decennies, des
negociations sont en cours entre l’Armenie et l’Azerbaïdjan, mais
qu’elles ne debouchent pas sur un accord de paix pour une seule raison
: l’Azerbaïdjan n’est pas pret a un règlement du conflit base sur
des compromis et les revenus faciles du petrole ont ” tourne la tete
” des autorites azeries qui se font des illusions sur la possibilite
d’un règlement militaire du conflit.

Enfin, dans le cadre de cette visite, le chef de l’Etat a rencontre
la communaute armenienne du Liban et le Catholicos de la Grande Maison
de Cilicie, Aram I.

2. Le PM renouvelle ses critiques vis-a-vis du programme ” Compatriotes
” mis en place par les services des migrations russes/ Dans un
entretien au quotidien russe Izvestia, le PM Tigran Sarkissian a
reaffirme son objection vis-a-vis de la mise en place dudit programme
en Armenie, celle-ci ayant des problèmes demographiques. ” Notre
partenaire strategique ne doit pas prendre des mesures qui nuiront
a nos interets “, a-t-il dit. Alors que le PM a reaffirme l’interet
de son pays face aux processus d’integration dans le cadre de l’Union
eurasiatique et de la CEI, il a semble ne pas cacher son opposition a
l’adhesion a l’Union douanière entre la Russie, la Bielorussie et le
Kazakhstan, rappelant que l’Armenie n’avait pas de frontière commune
avec aucun de ces pays. M. Sarkissian a indique que le gouvernement
armenien etait plus ” enthousiaste ” au sujet de ses negociations
en cours avec l’Union europeenne sur la creation d’une zone de
libre-echange. ” Notre priorite aujourd’hui est l’accord sur la zone
de libre-echange global, que nous souhaiterions signer en 2013, meme
si nos collègues europeens pensent que ce ne sera pas avant 2014 “,

3. Le directeur de l’agence federale russe de la frontière d’Etat ”
Rosgranitsa ” a Erevan/ Dmitri Bezdelov a ete recu par le secretaire
du Conseil de securite nationale, Arthur Baghdassarian, avec lequel
il a discute de l’ouverture en Armenie d’une representation de ladite
agence, ce qui devrait faciliter l’amenagement des postes-frontières
armeniens et des infrastructures frontalières [la defense de la
frontière d’Etat entre l’Armenie et la Turquie, ainsi qu’entre
l’Armenie et l’Iran est assuree par des subdivisions speciales des
garde-frontières russes]. Accompagne de M. Baghdassarian, M. Bezdelov

4. Negociations secrètes entre l’Armenie et la Turquie ?/ Selon
le quotidien Joxovud, citant des sources diplomatiques, l’Armenie
et la Turquie mèneraient des ” negociations secrètes ” depuis un
certain temps sous la mediation de la Suisse avec les encouragements
des Etats-Unis. Celles-ci seraient menees au niveau de diplomates et
d’experts, y compris de diplomates americains accredites en Suisse. Le
quotidien rappelle que ni l’Armenie, ni la Turquie n’ont retire les
protocoles armeno-turcs de l’ordre de jour de leurs parlements. Le
MAE armenien, sollicite par ce quotidien pour confirmer ou dementir
cette information, a indique qu’aucune negociation n’est actuellement
menee entre l’Armenie et la Turquie.

II. Politique interieure

1. Polemique autour d’un manuel d’histoire armenienne/ Celui-ci,
edite par la chaire d’histoire de l’Universite d’Etat et destine
aux universites publiques, presenterait de manière ” controversee
” les evenements des 1er et 2 mars 2008. Il a ete vivement conteste
par l’opposition, ainsi que les parents des victimes des emeutes, qui
accusent les autorites de ” deformer l’histoire “. Le manuel approuve
par le Ministère de l’Education et publie cette annee accuse notamment
l’opposition des violences des 1-2 mars qui ont fait dix morts et plus
de 150 blessees. Le manuel stipule que la violence a eclate après que
” les manifestants ont commence a attaquer les forces de police ” et
que les deux parties ont utilise des armes a feu. D’après l’auteur,
le chef de l’opposition et les organisateurs des emeutes ont exhorte
les manifestants a piller des magasins et mettre le feu aux voitures…

L’auteur du livre a indique, quant a lui, que lesdits passages
controverses sont basees sur les conclusions de la commission
parlementaire ad hoc qui avait enquete sur les troubles de 2008. Les
familles des victimes souhaitent saisir la justice contre l’auteur
du manuel qui a presente leurs enfants comme des ” criminels “. /

2. La pauvrete en Armenie a legèrement diminue au cours des deux
dernières annees, mais le taux de l’extreme pauvrete a augmente /
Selon le rapport ” L’image sociale de l’Armenie et la pauvrete “,
publie par le Service national des statistiques avec l’assistance
technique de la Banque mondiale, le taux de pauvrete a diminue de 0,8%
en un an pour atteindre 35% en 2011. Toutefois, d’après ce rapport,
une personne sur trois vit encore en-dessous du seuil de pauvrete en
depit de l’amelioration de la performance macro-economique du pays
(54% en 2004 et 24% en 2008). En 2011, le nombre de personnes victimes
de malnutrition etait de 111 000 contre 48 000 en 2008. Si en 2008
seulement 1,6% de la population vivait dans l’extreme pauvrete,
en 2011 ce chiffre atteignait 3,7%. Ainsi, selon Haykakan Jamanak,
en depit des affirmations des autorites sur la croissance economique,
meme les statistiques officielles indiquent que l’extreme pauvrete
a augmente et que meme sur fond de croissance economique, l’Armenie
est loin d’avoir retrouve les statistiques de 2008 en la matière. /

LA CONSTRUCTION DE L’AREAL LINAC VA COÛTER 6,5 MILLIONS D’EUROS

Le coût de l’AREAL Linac qui doit etre construit en Armenie dans
le cadre du projet CANDLE en 2013 est de 6,5 millions d’euros, dont
5,5 millions sont des donations de personnes privees, selon Samvel
Harutyunian, le president du Comite des Sciences au Ministère des
sciences et de l’education. Il a dit que 95 % de l’equipement a ete
aussi donne.

CANDLE (le Centre pour l’Avancement des Decouvertes Naturelles
Employant des Emissions de Luumière) est un projet visant a creer
une source de radiation de synchrotron de la troisième generation.

Le projet est execute en cooperation avec le Centre allemand DESY,
Swiss PSI, Stamford SLAG center et l’Institut de Novosibirsk de
Physique Nucleaire (Russie).

Le ministre de la Defense Nationale Seyran Ohanian s’est rendu
en Afghanistan pour discuter de l’avenir de la presence militaire
de l’Armenie avec des chefs militaires Afghans et des commandants
de l’OTAN.

Le Ministère armenien de la Defense Nationale a dit que Seyran Ohanian
rencontrera le Ministre afghan de la Defense Nationale Bismillah
Khan Mohammadi, le general Nick Carter, vice commandant de la Force
internationale d’assistance et de securite (FIAS) de l’OTAN (ISAF)
pour l’Afghanistan et le General Erich Pfeffer, commandant allemand
de la FIAS pour la zone Nord.

” Les questions d’interet mutuel lie a la participation de l’Armenie
dans la FIAS et de nouveaux programmes seront discutees pendant les
reunions ” a dit le ministère dans une declaration.

La declaration ajoute que Seyran Ohanian rendra visite aussi aux
villes situees dans le nord de l’Afghanistan Kunduz et Mazar-e-Sharif
pour inspecter les 130 soldats armeniens servant sous le commandement
allemand.

L’Armenie a triple la taille de son contingent militaire en juin
l’annee dernière. Seyran Ohanian avait dit en ce temps la que le
deploiement de troupe complementaire en Afghanistan augmentera les
liens de l’Armenie avec l’OTAN.

partner of Russia in the South Caucasus,” said the member of the
Russian Federal Council, chairman of the parliamentary commission on
cooperation with Armenia Nikolay Rijkov to journalists in the capital
of Armenia, APA reports quoting the “Armeniya Novosti” news agency.

According to him, there are special mutual relations between Armenia
and Russia, and both the government and common people are aware of it.

“At least, we do not hide that you are our main bulwark in the South
Caucasus. Therefore, the development of inter-state relations is
significant, especially in military and humanitarian spheres.”

Armenia will hand over captive Telman Aliyev to the Azerbaijani side,
the Armenian ministry said today, Armenia Today reported.

Telman Aliyev will be handed over to the Azerbaijani side on
November 30.

No comment has been made from Azerbaijan yet.

It can recalled that the 40-year old Alpoud villager from the
Azerbaijani Gazakh region Telman Aliyev went missing at the
Azerbaijani-Armenian border on November 11, as he tended his cattle
and got lost in the fog.

Telman Aliyev is deaf and dumb. He got lost in the fog and crossed
the border by mistake.

The conflict between the two South Caucasus countries began in 1988
when Armenia made territorial claims against Azerbaijan. Armenian
armed forces have occupied 20 percent of Azerbaijan since 1992,
including the Nagorno-Karabakh region and 7 surrounding districts.

Azerbaijan and Armenia signed a ceasefire agreement in 1994. The
co-chairs of the OSCE Minsk Group – Russia, France, and the U.S. –
are currently holding the peace negotiations.

Armenia has not yet implemented the U.N. Security Council’s four
resolutions on the liberation of the Nagorno-Karabakh and the
surrounding regions.

Armenian Official Calls For Boosting Ties With Iran

TEHRAN (FNA)- Senior Armenian provincial officials in a meeting
with their Iranian counterparts called for the enhancement of mutual
cooperation between the two states.

Governor-General of Armenia’s Armavir province Ashot Ghahramanyan in a
meeting with the Governor-General of Iran’s East Azarbaijan province,
Ahmad Alireza-Beigi, in Tabriz on Wednesday, urged further expansion
and development of bilateral ties and cooperation between the two
countries in all the various fields.

Ghahramanyan further pointed out that “the friendly ties between Iran
and Armenia are in no way harmful to any third country and only serve
the interests of the two nations”.

Alireza-Beigi, for his part, said that Iran is ready to supply Armenia
with technical know-how in different industrial fields and boost its
cooperation with that country in different economic and trade areas.

“The two sides should transfer their different potentials and
facilities to their private sectors in a bid to expedite expansion
of their ties,” Alireza-Beigi added.

Armavir is one of the 11 Armenian provinces located in the West of
that country, adjacent to Iran’s Northwestern East Azarbaijan province.

In recent years, Iran and its Northern neighbor Armenia have boosted
cooperation, signed agreements on energy cooperation and agreed to
cooperate in technology and research and to enhance ties in commerce
and economy.

Iranian President Mahmoud Ahmadinejad and his Armenian counterpart
pledged in December 2011 to further expand “high-level relations”
between their nations and, in particular, give new impetus to the
implementation of joint energy projects that have fallen behind
schedule.

In early October, Iranian Foreign Minister Ali Akbar Salehi and his
Armenian counterpart Edward Nalbandian met at the UN Headquarters
in New York to discuss bilateral ties and regional and international
issues.

Armenia’s President Serzh Sargsyan welcomed the participants and
guests of the “Regional Security Dynamics in the South Caucasus”
traditional international symposium launched in Yerevan.

“The importance of the topic of the forum is determined not only by
the security interests of the region, but also by the reputation of
the participant professionals and analysts.

The most important challenges faced by region are the unresolved
conflicts that require a comprehensive solution. Armenia believes that
existing conflicts can be solved peacefully and through negotiations
on the basis of fundamental principles of international law. The only
acceptable format for the Republic of Armenia for peaceful resolution
of the Nagorno-Karabakh conflict is the OSCE Minsk Group platform. I
would like to emphasize that long-term peace and stability in the
region can be achieved only when the people of Nagorno-Karabakh are
guaranteed their right to determine their own destiny and their own
physical safety.

I wish success and fruitful results to the annual international
scientific forum on regional security dynamics,” Serzh Sargsyan said
in his opening speech.

The president also added that the return of Karabakh as a party
at negotiations table is crucial for the successful settlement of
the issue.

The Municipality of Yerevan has shed light upon the future of some
projects, which are in the focus of attention of the public and
mass media.

At the Nov 29 press conference, Chief Architect of Yerevan Narek
Sargsyan spoke of the future of the former Youth Palace (a.k.a.

Kukuruznik). To remind, several years ago it was dismantled
for construction of a hotel, however, remained without a project
developer. Sargsyan said that some problems with the project author
arose. According to the initial project, the hotel was to consist of
two buildings (150m and 90m high respectively). Later on, however,
the Municipality suggested reducing the height of the buildings to
122m and 70m respectively, but the author of the project is still
insisting on leaving the initial height unchanged. “In case of
successful completion of the negotiations, the construction will be
launched in spring 2013”, said Sargsyan.

Narek Sargsyan also spoke of the situation around the former hotel
“Sevan” located near the demolished building of the Justice Ministry,
which was seriously damaged by the fire of 2008. A new complex of
administrative buildings will be built here. The new building of the
Armenian Foreign Ministry will be built in the place of the Hotel
“Sevan”, and the Ministries of Justice and Energy will be located
near it.

The talks around the incomplete construction of the Cascade and
reconstruction of the Hotel “Dvin” are still going on. The building
of Sasuntsi David Cinema may be renovated.

Sargsyan also touched on the Covered Market, which has been the
“hero” of scandalous stories since early 2012. The project of the
new passageway will be presented in the near future.

The chief architect also told the journalists about the plans on
construction of underground car parks under Republic Square and
Shahumyan Square.

Republican and European Democratic parties second summit of EPP
Eastern Partnership leaders will take place in Yerevan on November 30.

As Armenpress was informed from the press service of Republican Party
of Armenia, RPA Chairman, Armenian President Serzh Sargsyan, Georgian
President Mikheil Saakashvili, Moldovan Prime Minister Vlad Filat,
EPP Chairman Wilfried Martens and European Commission President Manuel
Barroso will partake at the summit. Bilateral meeting and issues over
Eastern Partnership are included in the agenda of summit.
