L’ALLEMAGNE PEUT-ELLE SERVIR DE MODELE À LA TURQUIE POUR SE CONFRONTER AUX ATROCITES DE SON PASSE ? PAR ORHAN KEMAL CENGIZ

Nous sommes ici pour observer comment l’Allemagne a fait face a son
passe problematique, celui des atrocites commises par les Nazis.

Avant de prendre part a la conference, j’avais quelques prejuges sur
les progrès de l’Allemagne au regard de son passe Nazi. Je pensais,
tout d’abord que c’etait une confrontation involontaire.

Les Allemands etaient forces de regarder leur passe agite par
des forces externes qui les avaient mis a genoux après le Seconde
Guerre Mondiale. Comment pourraient-ils dans ce cas etre un modèle
pour un pays quel qu’il soit qui devrait faire face a son passe
volontairement ?

Je prejugeais en outre de la realite de leur confrontation avec leur
passe. Comment se pourrait-il, s’ils s’etaient confrontes a leur passe,
qu’autant de neo-nazis vivent encore dans le pays ?

N’assistons-nous pas a une operation montee de concert par les services
secrets allemands et les neo-nazis, auteurs de plusieurs assassinats
de Musulmans, qu’on a appeles, les victimes etant pour la plupart
proprietaires d’echoppes a grillades, ” meurtres kebab ” ?

Sur le caractère involontaire de la confrontation avec le passe,
j’en suis venu a la conclusion que j’etais un peu injuste envers
l’Allemagne. Il se peut qu’elle ait engage ce processus a la suite
d’une defaite devastatrice, mais il est clair que l’Allemagne a cree un
monde nouveau, fonde essentiellement et en permanence sur la memoire,
la commemoration du passe et la confrontation avec ce passe.

J’ai ete extremement impressionne et emu lorsque j’ai vu un mur
particulier dans la classe de l’une des ecoles maternelles de Berlin.

Dans une ecole situee en Bavière, ce mur a ete concu sur une idee très
innovante pour se rappeler du passe. Chaque annee, les enseignants
demandent a leurs elèves de regarder un album de photos de Juifs
qui vivaient alors dans le voisinage et que les Nazis etaient venus
chercher chez eux. Les elèves sont alors pries de faire un parallèle
entre leur propre vie et celle de ces Juifs exiles de cet endroit. Les
elèves s’identifient alors avec l’un de ces Juifs et ecrivent son
nom sur une brique, qu’ils placent ensuite l’une sur l’autre. Il y a
ici un mur deja haut. Cette seule ecole montre comment ” la memoire
” est devenue une part de la vie de tous les jours en Allemagne.

Dès le moment où je l’ai vu, j’ai reellement souhaite qu’un jour, nos
enfants pourraient faire quelque chose de semblable. J’ai imagine des
enfants a Istanbul construisant un mur en ecrivant sur des briques
les noms des intellectuels armeniens qu’on est alle cherche chez
eux le 24 avril 1915 et qui ne sont plus jamais revenus. Je souhaite
vraiment que nous puissions faire en Turquie une chose semblable.

Je ne peux toujours pas trouver de reponse a la deuxième question,
celle des neonazis et de leur lien avec les services secrets ; j’ai par
contre observe que la confrontation avec le passe est une politique
d’etat claire ici en Allemagne. Les musees, les expositions et les
cours dans les ecoles montrent tous la facon dont l’appareil d’etat
s’est investi dans ce projet. Ainsi, petit a petit, j’ai commence
a realiser les benefices que la Turquie peut tirer de l’experience
allemande sur ce terrain difficile de la confrontation avec le
passe. Tandis que j’assistais au programme, j’ai developpe quelques
idees sur un cadre nouveau qui je crois pourrait etre utile a la
Turquie. Je continuerai a partager mes observations sur ce parcours
edifiant avec vous.

Only 8 000 drams… This is the sum Gevorg Sargsyan received for one
of his paintings. The artist says he never bargains prices as there
is little demand for paintings.

“The prices are usually determined by clients. They say how much they
have with them and ask me to offer them something for the money,”
says the painter.

Painter Mesrop Danielyan, who is also selling paintings in the open-air
crafts market (Vernissage) near the Statue of Saryan, says he is
deeply attached to painting. The painter departs from his paintings
with great difficulty but he has no other option to feed his family.

It is already several years Mesrop Danielyan has been working as a
watchman in order to earn his daily bread.

“I began to work as a watchman out of need, and today I have little
time to devote to painting,” he says.

Painter Galust Darbinyan sells most of his paintings outside Armenian
and says 80 percent of his clients are foreigners.

The painters say high ranking officials and guests frequently visit
them at the Vernissage to admire the showcased paintings. But never
do they ask the painters about their concerns and problems.

“They say they are proud to have painters like us, that we are the
best in the region… But these are only empty talks. Painting is
the most neglected sector in Armenia,” said Alek Alekyan.

U.S. Deputy Assistant Secretary Bay Fang will visit the South Caucasus.

Bay Fang, Deputy Assistant Secretary in the Bureau of European and
Eurasian Affairs, will first arrive in Georgia on Monday to leave
for Armenia and then Azerbaijan.

In Tbilisi, the U.S. official will hold meetings with students,
participants of US government’s educational programs, U.S. Embassy
in Tbilisi reported.

Israel plans to use unmanned drones it deployed in Azerbaijan to
preemptively strike Iranian missile sites in the event of a war,
the Xinhua news agency reported citing the Sunday Times.

The report comes amid mounting speculations that Israel may launch a
military strike on Iran’s nuclear facilities next year, in which case
the latter would retaliate by firing Shahab-3 and other long-range
missiles at the Jewish state, while Lebanese militia Hezbollah and
Gaza militants would follow suit.

Ahead of a possible strike, Heron drones armed with Hellfire missiles
would take out the missiles before they leave the ground, the paper
said.

According to the report, the Nevatim airbase in Israel’s Negev desert
houses a US-made X-band radar capable of detecting Iranian missiles
loaded on launching pads 1,000 miles to the northeast, giving the
Israelis 13 minutes’ early warning.

“We’ll try to ‘kill’ them at the booster stage, the moment their
engines are ignited,” the newspaper quoted “a well-informed” Israeli
military source as saying.

“If that happens, and it isn’t as easy as it sounds, then the
remaining missiles will be finished off by our Air Defense Command,”
the source said.

Israel denies having armed UAVs, known in the US military as Predator
or hunter-killer drones, but independent experts say it has used such
hardware on numerous occasions, including to strike targets far beyond
its borders, such as arms convoys bound for the Gaza Strip.

Several reports over the past year have suggested that Azerbaijan,
located beside the Caspian Sea and bordering Iran from the north,
is slated to play a pivotal role in an Israeli airstrike on Tehran’s
nuclear program — whether as a safe haven from which Israeli jets
could take off and land for refueling, or for ground operations to
rescue downed pilots and drone strikes.

Both Israeli and Azeri officials have dismissed the reports.

The Heron TP II drone, delivered to the Israel Air Force in February
2010 and reportedly slated to attack the Iranian missiles, is a
fourth-generation, all-weather craft with a cruising altitude of
14,000 meters.

With a wingspan of 26 meters, the size of a Boeing 737, it can carry
nearly 5 tons of payload and remain aloft for 36 hours. Its range is
classified, but Israel Aerospace Industries, which developed the craft,
has previously said its linkup to satellite communication enables it
to fly great distances and reach any country in the region.

YEREVAN, DECEMBER 3, ARMENPRESS: Deputy Prime Minister of Armenian
Republic, Minister of Territorial Administration Armen Gevorgyan had
a meeting with Dov Zerah, Director of the French Development Agency
(AFD) in Paris on December 3. As Armenpress was informed from the
public relations department of Ministry of Territorial Administration
interlocutors had discussed some issues related to the cooperation
in water and other infrastructure sectors.

Dov Zerah referred to the latest visit of AFD delegation to Yerevan
noting that some agreements had been reached concerning programs on
water supply and drainage. The agency is also planning to implement
some programs on agriculture, the private sector and the reservoir
construction.

Executive Director of AFD evaluated the decentralized level of
efficient cooperation between Armenia and France noting that the agency
supported all the efforts aimed at it. He expressed his readiness to
promote the further development of the cooperation.

Deputy Prime Minister greeted the intentions of the agency over the
interaction and underlined that the sectors highlighted by AFD were
of primary importance for Armenian government.

French Development Agency is the French international development
agency. It is a public institution providing development financing. A
specialized financial institution, AFD finances sustainable development
projects carried by government local authorities, public companies,
and the private and associative sectors on five continents.

International Astronomical Union entitled “Multichannel Observations
and Studies of the Active Galactic Nuclei” dedicated to Armenian great
astronomer Beniamin Margaryan’s 100th anniversary, which will be held
in Armenia on October 7-11, 2013. As the Armenian Astronomical Society
informed “Armenpress” this information has been spread on December 1,
as a result of which the future participants will be registered and
present their works to be discussed and adopted by the Organizing
Committee of the conference.

It is expected that around 200 participants will arrive in Armenia
from different parts of the world. 18 astronomers from USA, Japan,
Great Britain, Germany, France, Italy, Ireland, Australia, Argentina
and Armenia are included in Scientific Organizing Committee. 38 of
invited speakers have already confirmed their participation.

IAU Conferences are the most prestigious events in the astronomical
world, where the most important astronomical problems are discussed and
usually are attended by the best specialists. In the conference, which
will be held in Armenia will be discussed active galactic nuclei (AGN)
multichannel observations made by the ground and space telescopes,
AGN structure and theoretical models, separate AGN and the issues of
their alteration, the activation phenomenon, interactions and future
large-scale projects of galaxies containing AGN, their surroundings,
AGN viewed in galaxy systems (multiple galaxies, groups and heaps).

YEREVAN, December 4. /ARKA/. Armenian ministry of transport and
communication is willing to support construction of a branch line
from Zavrtnots international airport to “Charbakh” railway station,
minister Gagik Beglaryan said at his meeting with general director
of South Caucasian Railway Victor Rebets and general manager of
“Armenia – International Airports” Marselo Vende.

Memorandum of intention that envisages construction of a railway toward
Zvartnots airport was signed by general director of South Caucasian
Railway Victor Rebets, minister of transport Manuk Vardanyan and
general manager of “Armenia – International Airports” Marselo Vende
in May 2012.

“I believe joint efforts and exchange of experience will help
us implement this project, which is of importance to Armenia”,
Beglaryan said.

The minister suggested the companies discuss the matter, reach mutual
understanding and submit written proposals on the project.

The cost-estimates and design documentation for the project was
prepared by “Transproekt” cjsc.

South Caucasus Railways, a 100-percent subsidiary of Russian Railways,
runs Armenian Railway. Armenian Railways was handed over to the
South Caucasus Railways on February 13, 2008 for 30-year concession
management with a right to prolong the management term for other
10 years.

“Armenia – International Airports” is operating Zvartnots airport
in accordance with the 30-year concession agreement, signed with
the Armenian government in 2001. The company is owned by Argentinean
American International Airports company, which belongs to the Argentine

The Russian-Azerbaijani talks on the Gabala radar station are in the
last phase, and the sides have reached certain agreement, Zahid Orudj,
member of the Azerbaijani Standing Parliamentary Commission on Defense
and Security, said.

SalamNews quotes Orudj as saying: “It is hard to say that everything
has been agreed upon during the talks. This is a geopolitical problem
rather than an issue of technical use of the radar station. However,
in early December all these issues will be clarified. Russia is
unambiguously interested in prolongation of the agreement, but
official Moscow will try to reduce the price for the use of the radar
station. According to the initial information, an interim agreement
will be signed. The sides will sign the agreement for at least three
years. There is no other way out”.

The Azeri MP added that the talks are still going on, but their
details are kept secret, as Russia has not yet agreed to the initial
terms and offers an alternative position and other options and even
exerts pressure on Azerbaijan in this regard.

The parliamentary by-elections in Yerevan’s Avan administrative
district are far from democratic, according to Stepan Safarayan, the
secretary general of the opposition Heritage party.

`I insist that the polls cannot be considered democratic, free and
fair as people are taken to the polling stations by force,’ he told
reporters on Sunday.

Safaryan, who is Heritage’s single seat candidate in the district,
said it is better not to hold presidential elections at all, if the
2013 polls are going to pursue the same pattern.

`Our members in the commissions do not actually have the right to
follow the process; with the inks evaporating [from passports], it is
impossible to clarify who votes instead of whom,’ Safaryan complained.

The opposition candidate considered the attempts of election rigging
as signs of non-confidence. `I don’t want to say of course that the
outcomes are predetermined for me, and I am completely sure that my
results will be satisfactory notwithstanding even these
irregularities,’ he said
