Les Etats-Unis espèrent que la prochaine election presidentielle
soit plus democratique que les elections legislatives de l’annee
dernière, a declare l’ambassadeur americain John Heffern mercredi 30
janvier 2013. John Heffern a note des ” ameliorations ” qui ont ete
signalees par les observateurs de l’Organisation pour la securite et
la cooperation en Europe au cours de l’annee 2012. Mais selon lui,
ces elections ont egalement ete marquees par de ” graves problèmes
” et par des fraudes.

L’ ex-secretaire d’Etat americaine Hillary Clinton avait dresse un
bilan plutôt positif des dernières elections. Clinton avait exhorte
le gouvernement armenien a veiller a ce que la prochaine election
soit encore plus democratique.

Le president Serge Sarkissian a promis a plusieurs reprises que le
scrutin 2013 sera le plus democratique de l’histoire du pays. Ses
adversaires politiques ont rejete ces assurances.

John Heffern a affirme que le bon deroulement des elections armeniennes
est ” très important “. L’ambassadeur a souligne que la democratisation
de l’Armenie est un objectif politique cle dans la region. Il a
declare que Washington essaie de promouvoir des reformes politiques
et economiques en Armenie, en contribuant a son integration regionale.

” Tous les pays ont besoin d’options et c’est ce que nous essayons de
faire : aider l’Armenie a elaborer des options pour qu’elle puisse
choisir ce type de partenariat et de cooperation qu’elle veut avec

GEVORG POGHOSYAN ON COMMING PRESIDENTIAL ELECTIONS IN ARMENIA

The director of the Institute of Philosophy, Sociology and Law of the
National Academy of Sciences of Armenia, Gevorg Poghosyan, talks about
trends in public opinion in Armenia and about presidential elections
scheduled for February 18 in an interview with Vestnik Kavkaza.

– When in Armenia people talk about the upcoming presidential
elections, they always imply that the current President, Serzh
Sargsyan, will win. On what is this confidence based?

– The May parliamentary elections have become a certain indicator for
the upcoming February presidential elections in Armenia. They have
demonstrated the firmness of the position of the ruling Republican
Party of Armenia (RPA). Maintaining its position, the Republicans have
shown the possibilities that have been and will be at their disposal
in the upcoming presidential election. The Republican party will
use all resources at its disposal in order to achieve the victory of
Serzh Sargsyan. Even today, the victory of the incumbent president
is not in doubt. Among other things, this is demonstrated by the
results of sociological polls. Our last poll conducted together with
Gallup International Association shows that 49% of respondents are
ready to vote for the current president. Given the withdrawal from
the struggle of the leader of “Prosperous Armenia”, Gagik Tsarukyan,
and of the first president of Armenia, Levon Ter-Petrossian, Sargsyan
will win already in the first round. In my view, in reality the
current president is supported not only by 49% of our citizens but
more. Too many people in Armenia are tied and integrated into the power
structure. The power pyramid has a direct relation to these people,
they realize that if the chief executive changes in a short time the
wave will also reach those who are ministers, heads of commissions,
heads of village administrations … In this case, in my opinion,
the non-participation of the Armenian National Congress, of the
Prosperous Armenia party and of Dashnaktsutyun in the upcoming election
is not at all a boycott. However, their actions will only increase
the frustration of society. The practice of the past 20 years shows
that Armenian voters are traditionally more active in presidential
elections than in parliamentary elections. The difference is in the
range of 5-10%. Therefore, voter turnout will be high in February,
despite the popular belief that there is no alternative and that
there is a lack of competitiveness in the upcoming elections.

– Many people argue that the competition will be between the other
candidates, but not between them and Sargsyan. Do you agree?

– Partially. After all, Raffi Hovannisian, Bagratyan and Paruyr
Hayrikyan offer a very interesting format of competition, namely that
they have something to say to society, they have great experience
in state work. These people come with ideas, concepts, with their
scripts. In fact, they are already talking and will talk more. I
think it will be a battle of ideas, not resources. This will create
an interesting platform for discussion, which will be a pain in the
neck to the authorities. Republicans need to find ways to withstand
this ideological attack. The candidates have already come out with
interesting proposals regarding the economy, the political structure,
changes related to human rights and freedom, democratization. These
people take to the stage to talk more about their ideas and discuss
them, to criticize, to agree… They change the dimension of the
struggle, moving it from resources to ideology. Perhaps, if he wins,
the current president will use the ideas of its competitors.

Traditionally, during his second term a president acts more decisively,
makes decisions that are not very popular, knowing that there will
be no third term. Given also that this time Sargsyan will have a
relatively easy victory, in the second term he will not depend on many
of the people on whom he depended in the first term, first of all, on
the oligarchs. Accordingly, it is a direct opportunity for Sargsyan to
act more freely, adopting decisions which will not be favored by the
oligarchs but will be based on the interests of ordinary citizens. He
will simply be more free during the second term of his presidency. And
these are the positive factors that cannot be ignored.

– Please describe an average Armenian voter…

– In Armenia there is an authoritarian society, and the power is
authoritarian. Yes, we have democratic mechanisms in the foundation,
we have democratic institutions, but in reality an authoritarian
government functions in our country. The problem is that in Armenia
even the business sector is highly dependent on the state, as the
business and government structures have merged. And Armenia is not
the only country like that, you can see the same thing in Belarus,
Russia, Kazakhstan and Azerbaijan. In these countries, it has already
become a tradition for an incumbent president to win with 80% or 90%
of the vote. And the authoritarian Armenian society, at least for the
moment, is not ready to shake off this authoritarianism. The society
is heterogeneous, it consists of various social strata. Unfortunately,
over the last 20 years our society has greatly weakened as a result
of migration, since first of all the economically-active population
is leaving the country. As a result, today in Armenia there are
about half a million pensioners, about 600 thousand housewives and
the same number of children. And all these people are dependent,
because they accept help from the state. To my great regret, the
re-election of Serzh Sargsyan will only facilitate further emigration,
which traditionally increases after every election in Armenia. Too
many give up on our country, waiting in vain for a change and the
victory of their candidate.

– But a convincing victory in the elections ahead of Sargsyan will
inevitably once again cast doubts ontheir legitimacy among the
international community.

– Indeed, victory by a wide margin from one’s competitors presents
in itself a great risk, but on the other hand the leaders of the
post-Soviet states have never been afraid of pressure from the
international community. And after all, I do not think that the current
president will enlist an unbelievable support of voters, for example,
of 80%. That means that there will not be such a problem in the case
of Armenia,. I think that this time there will be much less fraud,
the use of administrative resources and the distribution of bribes
given the lack of a need to bribe voters. If the top authorities are
convinced that they will receive 50% plus one vote, then there will be
no large-scale application of additional administrative or financial
resources. The fact that actually already before the presidential
elections the opposition had suffered a complete defeat by refusing to
participate in the presidential race is the best proof of this. Such
an attitude of the three leading forces that are regarded as the
opposition in Armenia was surprising and unexpected. Indeed, until
recently they have all demonstrated full commitment to go through
with the fight against the ruling authorities. However, the PA is
the second most influential political force in the parliament and in
the country. And such a powerful political force cannot be forgotten,
as previously happened with other political parties. This means that
after the results of the presidential election are known, the political
struggle in the parliament is hardly likely to end and will continue
with renewed vigour. The members of Prosperous Armenia, of the ANC and
of Dashnaktsutyun, having withdrawn from an unreasonable race in the
presidential elections, will not become less active in the parliament.

Moreover, they can make higher demands to the authorities, especially
considering that for the first time in the contemporary history of
Armenia the opposition has refused to participate in the presidential
elections, thereby recognizing its defeat.

critic Kirill Razlogov, who believes that art is not only a business
and may exist independently. Another thing is that movie requires
much expenses and the matter is how to realize it.

Razlogov knows some Armenian movies, as he is a jury member of the
Golden Apricot Armenian film festival and has to watch all the movies,
including the Armenians. The movie critic believes that culture is
generally conservative and does not prefer changes. However, there
is a very subtle border in culture, which is called an actual art
and this one is accepted with some restraint.

As a matter of fact, Razlogov took risks for the professional life
as otherwise it is not interesting.

And in addition, the movie critic comes to Armenia each year as his
grandfather was an Armenian and he feels life returning to his roots
while in Armenia.

Campaign Raising Awareness about the Armenian Genocide and Legacy
of Intolerance

WASHINGTON-Armenian Student Association (ASA) members from the
across the U.S. have teamed up with the Washington, DC Armenian Youth
Federation (AYF) Ani chapter and local youth in organizing a silent
protest on Capitol Hill this week to urge Congress to condemn a series
of vicious hate crimes perpetrated against elderly Armenian women in
Istanbul, Turkey and to call on U.S. leaders to end Turkey’s gag rule
on proper U.S. affirmation of the Armenian Genocide.

The protest will be held in front of the Senate Dirksen Office
Building, on Constitution Ave., from 1 p.m. to 2 p.m. on Jan. 31 The

with the nationwide “Stain of Denial” campus protests organized by the

“The growing number of hate crimes against Armenians, and particularly
women, in Turkey is extremely disturbing. In only the past two
months more than four Armenians were attacked and killed in Istanbul,
once again bringing to light the strain of deeply rooted hatred and
intolerance in Turkish society that is encouraged by the government and
its continued policy of genocide denial,” explained Knarik Gasparyan,
Public Relations Director of the UCLA Armenian Students Association,
in Washington DC for a semester-long internship.

Gasparyan is referring to four widely publicized attacks against
elderly Armenian women, one fatal, which have taken place over the
past two months, in the historically Armenian-inhabited neighborhood
of Samatya, in central Istanbul. On Dec. 28, an 85-year-old Armenian
woman was repeatedly stabbed and killed in her home, with assailants
carving a cross on her chest. Other attacks include the Nov. 2012
beating of an 87-year-old Armenian woman, and a failed attempt to
abduct an elderly Armenian woman on Jan. 6. According to Turkish
news outlet, Bianet, the latest incident took place on Jan. 22,
when 83-year-old Sultan Aykar was attacked and repeatedly kicked
until neighbors heard her screams and rushed to assist her. Aykar
lost sight in one eye because of the brutal beating.

The beatings sparked a sharp response from Amnesty International
earlier this week, which called on “Turkish authorities to carry
out a prompt, thorough and impartial investigation into the series
of attacks on elderly Armenian women in Istanbul.” The January 28th
statement stressed that “Hate crimes constitute a serious form of
discrimination… It is regrettable that Turkish legislation does
not foresee any legislative and policy measures ensuring that hate
motives are systematically and thoroughly investigated and duly taken
into account in the prosecution and sentencing.”

Questions regarding a government cover-up of the attacks abound, as
Turkish authorities attempt to downplay the crimes. “The incident was
inspired by robbery, there were no racial motives. Be sure we will find
the perpetrators. Good night,” tweeted Istanbul Governor Huseyin Avni
Mutlu to his 100,000 followers. This and similar statements prompted
Amnesty International to express “concern at public statements made by
the authorities discounting the possibility of a racist motivation to
the attacks.” Meanwhile, the Turkish Human Rights Association stated
categorically that “the attacks were carried out with racist motives,”
according to a January 28th Economist article, “Turkey’s Armenians:
The Ghosts of 1915,” referencing the legacy of the Armenian Genocide
and its denial.

“The recent brutal murders and attacks on elderly Armenian women in
Istanbul once again showed the level of xenophobia and intolerance
within the Turkish society,” explained Bloomfield College student
Armen Sahakyan. “The events also serve as a sober reminder for us
that the Armenian Genocide issue is not yet resolved and we should
work ever harder to stand up to Turkey’s denial of that crime and
secure the return of what rightfully belongs to the Armenian nation.”

Israeli forces have attacked a target on the Syrian-Lebanese border
overnight, a Western diplomat and three regional security sources said
on Wednesday, at a time of growing concern in the Jewish state over the
fate of Syrian chemical and conventional weapons, the Reuters reports.

The sources, who declined to be named because of the sensitivity of
the issue, had no further information about what might have been hit
or where precisely the attack happened.

The Lebanese army reported a heavy presence of Israeli jets over its
territory throughout the night.

“There was definitely a hit in the border area,” one security source
said. A Western diplomat in the region who asked about the strike said
“something has happened”, without elaborating.

The high prices on air tickets are a key impediment to tourism in
Armenia, according to a Yerevan municipality official.

At a news conference on Wednesday, Maria Baraghamyan, the head of
the Culture and Tourism Department at the Yerevan City Hall, said
the country had a total of 603,704 tourists in 2012.

She further cited the absence of tourism centers as another key factor
resulting in a low number of tourists. “We do not have tourism centers
in Armenia to guide the tourists. To me, it is important that they
have recently launched an electronic map in the Northern Avenue. It
will essentially facilitate the tourists’ work,” she said.

Baraghamyan referred to 2005 and 2009 government decisions declaring
Tsaghkadzor (Kotayk region), Jermuk (Vayots Dzor province) and Tatev
(Tatev) centers of tourism.

She said Yerevan has imported double-decker buses enabling all tourists
to better enjoy the city’s panorama.

“We will try to arrange traditional events to attract tourists. As
for the Erebuni-Yerevan festival, it has become common as we have
a large number of visitors on those days. We are trying to make the
city more comfortable and beautiful,” Baraghamyan added.

Tarumyan, predicted an 18-22 percent growth for Armenia’s banking
system this year. Speaking at a news conference he said the decline
in 2009-2010 in the banking system was replaced by growth in 2011-2012.

According to him, the sector reported a 20% growth last year and this
pace will continue this year as well. He said the banks’ lending in
2012 also increased by about 20%.

“It is important that lending increased not only to the corporate
businesses, but also to individual borrows. This is a positive
development, indicating that people have jobs and they are solvent,”
he said.

According to ARKA news agency’s data, compiled on the basis of the
banks’ financial reports, their total assets last year grew to 2.

Uncle: Zatikyan Was Poisoned

UNCLE: ZATIKYAN WAS POISONED

Andranik Zatikyan was killed through poisoning. This is the opinion of
some of the Zatikyan~Rs relatives.

As it was informed earlier, on January 13, 2013 around 7.00 the dead
body of the 31 year old Andranik Zatikyan, theson of Vahan Zatikyan,
the former Malaitia community head, was found on Metsarenc Street,
Yerevan. The external examination of the body didn~Rt find any traces
of violence. The possible cause of death is considered the overdosing,
but the relatives exclude that version, they also exclude the version
of suicide. According to some of the relatives Andranik Zatikyan died
of poisoning.

We talked with the uncle of Vahan Zatikyan, Mels Harutyunyan, about
this issue. Here is what he said:

-That couldn~Rt be a suicide ~V assured M. Harutyuyan,- as much as I~Rm
informed the police doesn~Rt have any official version about the
incident. The materials are sent to medical and chemical examination,
and the results will be clear in a month. It should find out which
materials were in the body and what kind of poison it was. That
everything will be clear after the examination. We didn~Rt file a
criminal case as no trace of violence was found on the body.

As he said after the death of Vahan Zatikyan and the assassination of
his son, Sedrak Zatikyan, he visited their house almost every day,
only in the last year did he attend them more rarely but he was well
informed about the courageous character of Andranik Zatikyan and that
he was a formulated individual.

-Many people though that he could do various things after his
brother~Rs death but he behaved himself very masculine and displayed
willpower- said the uncle of V. Zatikyan,- we asked him not to
perforce any acts of revenge and he never did. He was able to behave
himself. A person that commits a suicide would take a revenge of his
brother~Rs death, but he didn~Rt do that. I didn~Rt notice any changes in
his behavior prior to the incident.

What is about the use of drugs, Mels Hovhannisyan said that nothing of
that kind happened. He was in Germany one month before the incident, –
he added, – took his mother to doctor and there upon the request of
his mother, himself had a full medical checkup. The results of the
examination that are with me, no evidence of abuse of drugs in
noticed. One day before the incident he went to Tsaghkadzor and after
return played with his kids.

According to him, many murders are committed with the use of poison
and he thinks that Andranik Zatikyan was poisoned.

It is obvious that the rests will be clear after the examinations.
