The gun used in the attack on the presidential candidate Paruir
Hairikyan could not kill one, Armenia’s ex-ambassador to Canada Ara
Papyan told journalists on Monday.

The assassination attempt against Mr Hairikyan cannot have been
ordered by a serious organization – a Nagant revolver was used.

“Nagant revolvers were produced from 1895 to 1952. What serious
organization would order an assassination with a 60-year-old gun? You
cannot be sure if it will fire at all,” Mr Papyan said.

The mastermind behind the attack should be looked for inside Armenia.

“The attack on Paruir Hairikyan has somewhat heighted domestic
political tension. Of course, it is not what some expected in making
that step,” Mr Papyan said.

the uproar raised about the novella written by famous writer Ekrem
Eylisli. As reports Armenpress reffering to The New York Times,
the work tells the story of two Azeri men who try to protect their
Armenian neighbors from ethnic violenc. “It’s an incendiary topic in
Azerbaijan. The country still gripped by the war it fought two decades
ago with Armenia. Since the war ended, Azerbaijan has been trying
to regain control of Nagorno-Karabakh, a predominantly ethnically
Armenian enclave within its borders, and secure the return of Azeris
who were forced from their homes,” says the paper.

The novella, “Stone Dreams,” was published in mid-December by Ekrem
Eylisli, a former lawmaker, but condemnation grew strident only
over the last week, after mainstream news outlets began reporting
on and discussing it. Another lawmaker, Melahet Ibrahimqizi, said,
“He insulted not only Azerbaijanis, but the whole Turkish nation,”
a reference to passages in the book that discuss historical Turkish
violence toward Armenians.

“Armenians are not enemies for me,” he said in an interview. “How
can they be? I am a writer living in the 21st century. A solution to
Nagorno-Karabakh is being delayed, and hostility is growing between
the two nations. I want to contribute to a peaceful solution.”

He added that he was shocked by the ferocity of the reaction. “I did
not say anything insulting, I did not betray my country,” he said. “I
describe how an Azerbaijani helps an Armenian. What is bad about this?”

Qan Turali, a popular novelist, said he saw the book’s artistic merit
but believed that Mr. Eylisli had chosen the wrong time to publish
a book portraying Armenians in a positive light.

Official Baku is irritated by the inevitableness of the launch of
Stepanakert airport, military expert David Jamalyan said at today’s
press conference.

He said that the aircrafts flying from Yerevan to Stepanakert will
be visible on the Azerbaijani radars for 1- 25 minutes only, and
it is very hard to shoot them down within that time; consequently,
the threats of Baku are nothing but agitation. “One can see a domestic
political subtext in Aliyev’s statement, however, they will not destroy
the civil aircrafts because they are sure that their attacks will be
followed by Armenia’s counterattacks”, the expert said. He added that
the initial few planes will cause indignation, and then the fervor
will subside.

Jamalyan also expressed confidence that Armenian Defense Minister
Seyran Ohanyan is quite well aware of the situation and can completely
guarantee the security of the flights given the capacities of the
Armenian anti-aircraft defense system. “The Armenian party will take
all the necessary measures, one should not doubt this”, he said.

To note, when commenting on Azerbaijan’s repeated statements on
willingness to shoot down the planes flying to Nagorno-Karabakh,
Armenian Defense Minister Seyran Ohanyan said on Jan 18 that the
Armenian air forces and anti-aircraft defense system will ensure
the security of the civil aircrafts flying to Stepanakert. This
issue was also discussed during the Paris meeting of the OSCE Minsk
Group co-chairs and the Armenian and Azeri Foreign Ministers Edward
Nalbandian and Elmar Mammadyarov.

TEHRAN — An Iranian group plans to perform a cappella choral works by
Russian composer Sergei Vasilievich Rachmaninoff (1873-1943) at the
28th Fajr International Music Festival in Tehran.

These works are part of the repertoire arranged for the concert, Sonat
Vocal Ensemble leader Mohsen Bafandeh said in a press release on
Friday.

Rachmaninoff wrote two major a cappella choral works, `Liturgy of St.
John Chrysostom’ and `All-Night Vigil’ (also known as the Vespers).

It was the fifth movement of `All-Night Vigil’ that Rachmaninoff
requested to have sung at his funeral.

The repertoire of the Sonat Vocal Ensemble also comprises works by
Austrian composer Wolfgang Amadeus Mozart and some Armenian composers.

Under the rules of the festival, the ensemble is allowed to have only
a piano for their performances.

The Fajr International Music Festival will be held in Tehran from
February 13 to 19.

Infertility in Armenian families is often caused by viruses which men
contract while being abroad for long-term employment purposes, says an
Armenian doctor.

Speaking to Tert.am, Director of Armenian-American Wellness Center
(Mammography Center) Khachanush Hakobyan explained that such viruses,
which husbands transmit to their wives, often affect the reproductive
health of the latter. But she also spoke of other reasons.

`Cold and poor attendance do count, of course. And it is also very
important that husbands, who leave for employment migration, infect
their wives with viruses which cause infertility,’ she said.

Hakobyan noted that people seeking consultation on fertility issues
account for 10%-15% of the total number of patients turning to doctors
in Armenia. Most of them, 60%, are from capital Yerevan. The
specialist explains the infertility problems in the regions by the
difficult socio-economic conditions.

But she recommends the newlywed to worry too much in case of not
having a child in the first two years of marriage.

`It happens sometimes that they do not even have serious problems at
all. They just suffer for many years as a result of a wrong treatment
or non-effectively elaborated schemes,’ she added.

Hakobyan added that 10 children were born in their center in 2012.
`When infertile couples turn to us, we first check the husband.
Families often have disagreements, but the husband later turns out to
be the cause. A total of 108 children have been born in our center so
far,’ she said.

Another bloody election

Yesterday Serzh Sargsyan, the leader of the ruling Republican Party
and a candidate for president, said during a meeting in the Yeghvard
House of Culture within the framework of the campaign in the region of
Kotayk: `OK, the president who is elected through a free and fair
election has a big mouth; it is big in international organizations, it
is big when he carries out reforms inside the country.’ As early as
before the election campaign the Republicans had called for conducting
a free, fair, and transparent election, being absolutely sure they
would win and making statements about that. `You know that we have
always attached importance to holding good, free, and fair elections.
It is very important for having a powerful and developed state. If
your citizen doesn’t trust you, doesn’t trust the results of
elections, that citizen will hardly show his true worth. We live
inside the international community, and it would be very desirable, it
would be as necessary as the air we breathe, if our partners also
trusted the results of this election, if they were sure that they
dealt with the man who had really been elected. Therefore, I ask you
all to make sure that no one criticizes us, neither our citizens, nor
the international observers, particularly given the fact that we are
offered brilliant opportunities. It seems they offer us an opportunity
on a plate to conduct the best election that complies with the
European standards,’ Serzh Sargsyan, the Republican candidate for
president, said in the administrative district of Davitashen during
his first campaign meeting.

The smooth progress of the election was disrupted by the unprecedented
shots fired on the 11th day. Who and why shot at the leader of the
Union for National Self-Determination (UNSD) and a candidate for
president? Against whom were those shots, Hayrikyan, Armenia, Serzh
Sargsyan, the peaceful election campaign or the presidential election
and its results? The 1995 parliamentary election, then the 1996
presidential election and their results, the events of October 27,
April 12-13, March 1, and February 1; why isn’t it possible to conduct
an election in independent Armenia without blood? Aravot tried to get
answers to some of these questions from Vardan Harutyunyan, the head
of the Center for Freedom and Rights.

* Can the incident that happened to Paruyr Hayrikyan create a new
political situation in Armenia?

* I cannot say what it will result in, but I can surely say that this
is a new thing in Armenia. This is the first time that one has shot at
a candidate for president. Admittedly, there have been violent actions
against candidates for president in the past; let us remember Levon
Ter-Petrossian’s actions, the events of March 1, the `clearing up’ of
Freedom Square, there has been everything, but this is the first case
that one has shot at a candidate for president. I don’t know who, why,
for what. I hope that it will be solved, and one will be able to say
something.

* Do you share the opinion that what happened was a political action
against the Armenian state and statehood?

* This was an action against a politician, an action against a
candidate for president, and that action certainly, surely was against
the state.

* Do you see similarities between the election campaign of 1996 and
the current election campaign?

* No, I don’t. Now I don’t see any election campaign at all. I mean I
don’t see any election. I can surely say that there is no election.
There is no process, as a result of which a part of society may not
know exactly this one or that one will be elected. There was such a
situation in 1996; there was a government and opposition, and the
opposition basically could have won.

* I mean in 1996, methods were used that cast a shadow on Levon
Ter-Petrossian’s reelection. It seems that now there are signs of it.

* Every government faces the threat of being shadowed; it doesn’t
matter whether it is Levon Ter-Petrossian, Serzh Sargsyan or I. The
government should take every action possible, in order to keep this
shadowing away from it. In that sense, the only similarity is that
this one is a government, and that one was a government too.

* Don’t you think that shots at Paruyr Hayrikyan were shots at Serzh
Sargsyan? Serzh Sargsyan needed this incident with all its
consequences least of all.

* I don’t know who needed it, who didn’t need it, and who will or
won’t benefit from it, but as a result of a gunshot Paruyr Hayrikyan
was injured, not Serzh Sargsyan.

Arménie : la pénurie de candidats à la présidence peut-elle donner un
coup de pouce à la démocratisation ?

Les arméniens vont voter à la présidentielle en février, mais on
dirait qu’ils devront différer les attentes d’une véritable élection
concurrentielle.

Le président sortant, Serge Sarkissian , aurait été le favori de toute
façon. Mais maintenant, il est largement prévu que sa réélection le 18
février ne soit qu’une croisière. C’est parce que, dans un mouvement
surprise, les partis d’opposition en Arménie se sont désintéressés de
l’élection présidentielle, annonçant qu’ils n’auront pas de candidats
sur le terrain. La décision laisse planer un doute important quant à
savoir si oui ou non l’élection permettra d’améliorer ou fera d’autres
dommages à l’image de la démocratisation de l’Arménie.

Bien qu’il semble que Serge Sarkissian n’aura pas à verser de sueur
pendant la campagne, il fera toujours face à une opposition sur le
bulletin de vote. Le large éventail des prétendants à la présidence
comprend un spécialiste de poèmes épiques arméniens et un homme de 45
ans au chômage. Le champ dispose également d’un ancien ministre des
Affaires étrangères et d’un ancien Premier ministre. Mais aucun des
challengers ne possède le niveau de notoriété politique nécessaire
pour constituer une menace crédible pour le Parti Républicain
d’Arménie après plus de 13 ans d’emprise sur le pouvoir.

Il y a cinq ans, lors de la dernière élection présidentielle,
l’Arménie a fait face à une situation radicalement différente : ce
vote a vu le retour en politique de l’ancien président Levon
Ter-Petrossian , qui a rallié le soutien aux appels à une lutte
non-stop contre le gouvernement.

Cette fois-ci, selon le politologue Richard Giragosian, directeur du
Centre régional d’études à Erevan, « les implications politiques plus
profondes de l’élection relèvent plus de ce qui ne marche pas ».

Citant son ge, entre autres raisons, Levon Ter-Petrossian, 68 ans, a
annoncé en décembre qu’il ne voulait pas se présenter aux élections. «
Quoi qu’ils disent, une personne de 68 ans ne peut pas travailler avec
la même diligence et engagement que ceux dans la quarantaine ou la
cinquantaine » a-t-il déclaré au journal Chorrord Ishkhanutiun. « Je
dois laisser le champ libre à ceux qui sont plus jeunes que moi ».

Le degré dans lequel les affrontements meurtriers de 2008 entre la
police et les manifestants de l’opposition ont influencé la décision
de Ter-Petrosian n’est pas clair. Le Parti de Ter-Petrosian, le groupe
du Congrès National Arménien (ANC), a déclaré simplement qu’il n’a pas
l’intention de soutenir un homme ou une femme, pour la course
présidentielle cette année. Il a appelé à faire attention à la fraude
électorale présumée du passé, au gonflement des listes électorales et
ce qu’il décrit comme une « machine de contrefaçon » des votes.

Au-delà de l’ANC, Arménie prospère, le deuxième plus grand parti du
pays après le Parti Républicain de Serge Sarkissian, avec le parti de
la Fédération révolutionnaire arménienne-Dachnaktsoutioun , ont
également refusé de se lancer dans une campagne présidentielle. Les
deux parties ont jusqu’à présent fourni aucune explication pour leur
inaction.

Cela laisse Serge Sarkissian face à « seulement deux candidats,« [le
chef du Parti Héritage Raffi Hovannisian qui a servi comme premier
ministre des Affaires étrangères de l’Arménie après l’effondrement de
l’Union soviétique, et l’ancien Premier ministre Hrant Bagratian], qui
« sont considérées comme de sérieuses personnalités politiques » a
commenté Giragosian. L’expert a souligné, cependant, que les deux
hommes Hovannisian et Bagratian sont « perçus comme des outsiders
faibles, plus capables de soulever des questions que de recueillir des
voix ».

Le fait qu’aucun des partis arméniens les plus importants de
l’opposition ait choisi de présenter un candidat présidentielle cette
année « indique le niveau de la perversion dans l’arène politique », a
affirmé Manvel Sargsian, directeur du Centre arménien pour les études
nationales et internationales, une ONG basée à Erevan. « Ces élections
ont montré qui est qui, et que beaucoup de gens qui ont parlé de lutte
n’ont pas pensé à des efforts systématiques [pour accéder au pouvoir],
mais à d’autres choses » a déclaré Manvel Sarkissian.

Les décisions d’Arménie prospère, dirigé par le milliardaire Gagik
Tsarukian, et l’ANC sont venus comme une surprise particulière pour
les observateurs. Avant leurs annonces respectives, les militants des
partis avaient exhorté les partisans de rang d’être prêts pour la
campagne.

Rester à l’écart ne cadre pas bien avec certains soutiens de Levon
Ter-Petrossian.

« Je me sens comme si j’ai été trompé. Nous avions de grands espoirs
en 2008, et maintenant nous sommes dans le vide », a déclaré Andranik
Avagin, un gestionnaire de 28 ans pour une société privée à Erevan. «
Est-ce que Levon Ter-Petrossian vient de réaliser qu’il est trop vieux
? Et l’ANC ne réalise maintenant que les élections sont falsifiées ?
Qu’en est-il de la lutte ? »

Pour les soutiens de Raffi Hovannisian l’absence de Ter-Petrossian, de
Tsarukian et de la Fédération révolutionnaire arménienne « ne veut pas
dire que les élections ne seront pas concurrentielles ». Le 8 janvier
lors de remarques à des journalistes, Raffi Hovannisian a également
semblé être sonné par le boycott de-facto des élections. La « chose la
plus facile » pour un parti d’opposition à faire est de « rester à la
maison » a-t-il dit.

Richard Giragosian, l’analyste politique, a soutenu que la concurrence
relativement faible pour Sarkissian offre l’occasion d’un vote propre,
quelque chose que les observateurs internationaux n’ont jamais reconnu
en Arménie. Le « manque d’une course ouvertement concurrentiel …
nécessite une nette amélioration dans le vote lui-même » a-t-il dit.

Les représentants de l’Union Européenne, de l’Organisation pour la
Sécurité et la Coopération en Europe et aux États-Unis ont tous
souligné qu’ils surveilleront de près le vote en vue d’améliorer les
expériences passées de l’Arménie dans les urnes. En octobre dernier,
l’UE a liée la conduite de l’élection « au rythme de notre coopération
bilatérale avec l’Arménie ».

Le parti au pouvoir, pour sa part, soutient que tout est en ordre, et
que les recommandations internationales antérieures ont été dûment
notées. « [L] es élections en Arménie seront démocratiques », a assuré
le président du parlement Hovik Abrahamian dans une déclaration le 9

Join Investigation Into Assassination Attempt Against Armenian Presi

JOIN INVESTIGATION INTO ASSASSINATION ATTEMPT AGAINST ARMENIAN PRESIDENTIAL HAS NO PROSPECTS

Gurgen Yeghiazaryan, ex-vice-minister of national security of Armenia
and member of the opposition bloc Armenian National Congress (ANC)
does not think that a joint investigation into the assassination
attempt against the presidential candidate Paruir Hairikyan by
Armenia’s police and National Security Service.

“Because the police are more specialized in solving crimes of
murder. Joint efforts will lead to the police being ousted from the
investigation, which will not be of any benefit to the investigation,”
Mr Yeghiazaryan told Tert.am.

A joint group has been formed to investigate investigation into
the assassination attempt against the presidential candidate Paruir
Hairikyan. The Investigation Department of Armenia’s National Security
Service is conducting the investigation.

In response to a remark that personal reasons rather than political
ones may be behind the assassination attempt, Mr Yeghiazaryan said:
“The shot fired at Paruir Hairikyan is a political one in any case. It
has to be found out who benefited from that.”

Commenting on sarcastic comments in Facebook quoting Armenian
ex-president Robert Kocharyan who said that “even a district police
officer would solve the October 27 crime,” Mr Yeghiazaryan said:
“Was the assassination attempt against Vardan Ghukasyan detected? Was
the murder of Vice-Chief of Armenia’s police Gevorg Mheryan solved,
while some people [ex-chief of Armenia’s police Alik Sargsyan]
claimed it was a matter of honor for them?”

With respect to political consequences, Mr Yeghiazaryan said that
Armenia’s authorities must postpone the presidential election for
a fortnight.

The Central Electoral Commission of Armenia convened a sitting this
morning. CEC Chairman Tigran Mukuchyan presented the statement of
the Commission.

“We strongly condemn the attack against presidential candidate Paruyr
Hayrikyan and describe it as a nasty, insidious and dirty deed targeted
at frustrating the electoral processes.

We do hope that the incident will be revealed soon and the perpetrators
will be punished,” the CEC said in a statement, wishing health and
speedy recovery to Paruyr Hayrikyan.

Tigran Mukuchyan later presented the provisions of RA legislation
on the insurmountable obstacles one of the presidential candidates
may face. The CEC Chairman noted, in part, that it is up to the
Constitutional Court to recognize the obstacles insurmountable, and
only the candidate who faces such obstacles is eligible to apply to
the Constitutional Court.
