Un carambolage géant avec près de 40 voitures sur le route Erévan-Sevan

Vendredi 8 février a 11h21 au kilomètre treize de la voie rapide
Erévan-Sevan, en raison du sol gelé, un carambolage géant s’est
produit. Près d’une quarantaine de véhicules furent accidentés. Deux
personnes légèrement blessées furent transportés à l’hôpital
d’Apovian. Après les premiers soins ces deux blessés ressortirent de
l’hôpital dans l’après-midi. Mais durant plusieurs heures, sur
plusieurs centaines de mètres où s’est déroulé le carambolage, une
seule voie de circulation était ouverte, rendant difficile la voie qui
est l’une des plus fréquentées d’Arménie.

TBILISI, FEBRUARY 8, ARMENPRESS: Georgian President Mikheil Saakashvili
has canceled his plans to deliver an annual address on the situation
in the country from the National Library and has changed its place. As
reports Armenpress, referring to “Gruzia online”, this was stated
by the presidential spokesperson Manana Manjgaladze, adding that
the decision was made because of the strained situation near the
building of National Library. President will deliver his speech from
his residency at 20:00.

Earlier Armenpress reported that President of Georgia would deliver
his annual report to Georgian society despite the decision of the
parliamentary majority to postpone the report until the constitutional
amendments on the restriction of president`s authority is adopted.

President`s press speaker Manana Manjgaladze announced at the briefing
that president would deliver his speech on February 8, 2013, from
the National Library.

“Considering the decision of the majority under the order of
Prime Minister Ivanishvili to cancel the president`s annual report
to parliament as it is included in the constitution of Georgia,
president decided to deliver the speech intended for parliament to
Georgian society from the National Library,” Manjgaladze said.

Presidential candidate Arman Melikyan told reporters today that he
is thinking about filing a two week election postponement request
with the Constitutional Court.

Melikyan said he is being forced to allocate time from his campaign to
examiners from the Prosecutor’s Office who are looking into election
violations he has filed.

Melikyan said he welcomes the attention being given by the Prosecutor’s
Office but is dismayed that the issues he has raised are being
misrepresented.

The owner of Yerevan’s Indoor Market has been fined 2.5mln AMD for
carrying out illegal construction in the territory of the market.

The press service of the Yerevan Municipality reports that the
activities have been stopped.

In Jan 2012 a group of public activists sent two letters to the
President, where they informed him that the construction was illegal
and that it might distort the facade of the market – a building that
is listed as Yerevan’s historical monument.

In Mar 2012 the owner of the market, oligarch MP Samvel Alexanyan,
was fined 200,000 AMD for unwarranted replacement of the wooden
cover. But the fine did not stop him. As a result, in May 2012 the
main arches collapsed.

Byurakan Observatory In Armenia To Be Modernized And Operate At Its

BYURAKAN OBSERVATORY IN ARMENIA TO BE MODERNIZED AND OPERATE AT ITS FULL CAPACITY

YEREVAN, February 8. / ARKA /. Viktor Krivopuskov, head of
Rossotrudnichestvo office in Armenia (Rossotrudnichestvo is a Russian
state agency promoting Russia’s cultural ties with the rest of the
world), said to a news conference today that the modernized Byurakan
Observatory in Armenia will start operating at its full l capacity
by the end of 2013.

Modernization of the observatory is envisaged by a joint
Russian-Armenian agreement. Krivopuskov said at first stage two
telescopes of the facility will be upgraded and in terms of some of
their parameters they will be the best in the world. Then five small
telescopes manufactured in Russia will be installed.

“We hope that the additional equipment that is able to operate
in a standalone mode will be put into operation in late spring”,
Krivopuskov said, adding that Armenia will be one of the main points
of the international system of monitoring space debris and preventing
asteroid and comet danger.

Krivopuskov said the initial modernization cost of the facility
estimated at 4.5 million euros, is expected to rise significantly.

“We have the money and some of the equipment is manufactured and will
soon arrive in Armenia; the other part will arrive in the second and
third quarters of this year, “he said.

Mikhail Kardashenko, director general of Russian Project-Technique
company said Russian specialists visited Byurakan and saw that it is
ready to accept the new equipment.

“The president of the National Academy of Sciences told that the
major instruments of the Byurakan Observatory will be ready for
our modernization by May”, he said, adding that this requires some
investment fr om the Armenian side as well.

Kardashenko also said that an agreement was reached on training of
Armenian astronomers in Russia wh ere they will operate the same
equipment which will be installed at Byurakan.

The Byurakan Astrophysical Observatory was founded in 1946 on Mount
Aragats at an altitude of 1400 meters. -0-

Today the official reopening ceremony of completely modernized post
office in Talin town, Aragatsotn province, took place.

The press service of Haypost reports that the ceremony was attended
by Aram Arsenyan, Deputy Head of Aragatsotn Province, Sargis Aramyan,
Mayor of Talin, Juan Pablo Gechidjian, Trust manager of “Haypost”
as well as the residents.

As Mr. Aram Arsenyan, Deputy Head of Aragatsotn Province noted in his
speech “This is a breath of 21st century. It is a pleasure that the
residents of Talin will benefit from the 21th century services.” In
his turn, the Mayor of Talin thanked the managing staff of Haypost for
such a high level post office. Along with construction and exterior
design works, the labor standards and infrastructure have been also
updated and changed; new computers and equipment that meet current
programs have been installed. Postal offices are equipped with modern
security systems and video recording equipment.

The trust manager of “HayPost” CJSC, HayPost Trust Management B.V.,
carries on in 2013 the large- scale modernization and development
program of the national postal operator of the RA, which is planning
to modernize 60 post offices and branches till the end of this year,
making them correspond to the new standards. HayPost Trust Management
attaches special attention to the appropriate presence of “HayPost”
CJSC and the development of the postal and adjacent services in
the regions. According to the new project, 8 post offices will be
modernized in Yerevan and 52 post offices in the regions.

The modernized post offices began providing services with modern IT
technologies, state-of-the-art software and on-line connection to
the head office, which allow providing faster and efficient postal,
financial and commercial services to the residents of the villages.

“HayPost Trust Management” intends to develop the traditional postal
service in the Republic of Armenia, introduce more modern courier,
financial and commercial services to make “HayPost” the leading
national postal operator in the region.

One of the richest people of Azerbaijan Ibrahim Ibrahimov walks
the way generals walk when they arrive in countries that they have
recently occupied, the correspondent of The New York Times writes
telling about his meeting with the head of the Avesta Concern,
Azerbaijani entrepreneur Ibrahim Ibrahimov.

NYT notes that project of Khazar Islands will cost about $100 billion,
which is more than the gross domestic product of most countries,
including Azerbaijan. “Some people may object. I don’t care,”
Ibrahimov said.

“Western financial analysts and real estate developers are
understandably skeptical. For one thing, there’s President Ilham
Aliyev’s regime, which opposes political competition and other reforms
that would diversify its economy and spur the long-term growth needed
for this kind of mega-project. There’s the fact that no one has ever
tried anything this ambitious in Azerbaijan,” the author writes.

The second reason according to the publication is the conflict
of Nagorno Karabakh, which didn’t get solution yet, as well as the
possible resumption of the war in Georgia and Israeli strike on Iran,
Azerbaijan’s southern neighbor. It also notes that last month, riots
raged for two days in Azerbaijan as people protested local corruption
in Ismayilli.

Journalist of New York Times notes that before he arrived in Baku,
Huseynli, Ibrahimov’s 23-year-old assistant, tried to convey just how
much power Ibrahimov wields in his country. But it wasn’t obvious
until he landed at Heydar Aliyev International Airport and showed
the passport-control officers a letter from Huseynli stating that
I would be meeting with Ibrahimov. “The letter included Ibrahimov’s
name and signature at the bottom, and it seemed to frighten, shock
and amaze all at once. A crowd of guards and customs agents gathered
around and stared in silence,” the author writes.

The article says that Ibrahimov was born in a village in the
Nakhichevan. He called his father a “good Soviet” and a major influence
in his life, but some suspect that Heydar Aliyev, Azerbaijan’s previous
president, played a more important role. The article says that Aliyev
also came from Nakhichevan.

The Azerbaijan Tower, Ibrahimov proclaimed, would definitely be
in Guinness World Records, and if the Saudis or Emiratis or anyone
anywhere tried to build a bigger building, then he would build an
even bigger one.

“I asked him if there was anything Freudian about all these
skyscrapers. He didn’t reply. Then suddenly, Ibrahimov blurted a
series of unprompted factoids in his faux-profound style,” the author
of the article writes. He notices that Ibrahimov is hoping to impress
more skeptical international investors.

In response to the question of the correspondent of the American
magazine what he thinks about the lack of transparency, the lack of
civil liberties, the detention of opposition activists in the country
Ibrahimov answered, “I don’t know anything about politics.”

But “biznessmen” are much more intimately woven into the political
fabric of Russia or Azerbaijan than C.E.O.’s in the West. They may
wear crocodile-skin shoes, but they rely on the state for pipelines
and extraction rights,” the article says.

ARMENIA ARRESTS 2 MEN SUSPECTED IN SHOOTING ATTACK ON PRESIDENTIAL CANDIDATE

YEREVAN, Armenia – Armenia’s National Security Agency says it has
arrested two suspects in the shooting of a presidential candidate.

Paruir Airikian, one of eight candidates in the Feb. 18 election,
was shot and wounded by an unidentified assailant near his home in
the Armenian capital a week ago.

The agency says the suspects arrested Thursday confessed to
participating in the attack. It said in a statement Friday that
investigators are still looking into motives behind the shooting,
but gave no further details.

The attack on Airikian has thrown the election campaign into disarray,
raising a possibility that the vote could be postponed.

Airikian initially said he would seek a 15-day delay of the election,
but then announced he would not contest the date of the vote.
