French soldiers used Turkish children in Gaziantep as war prisoners
after World War I, the head of Gaziantep Architects’ Chamber said,
calling the incident a humanitarian crime that France must apologize
to the city for.

Sıtkı Severoglu claimed the chamber had historical documents showing
that French soldier had used children as prisoners of war, felled
trees and overlooked the plunder of the town’s historical artifacts.

Compensation for humanitarian crimes

“France owes an apology and compensation to Gaziantep due to these
humanitarian crimes,” said Severoglu.

Retired Gen. Dursun Bak also said they had started a project to lighten
the defense of Gaziantep against the French forces in World War I and
brought 2,812 documents from France. Severoglu said the documents dated
back to 1920 and show that Turkish children were used in the exchange
of a Senegalese soldier from Turks during Turkey’s independence war.

He also said a British archeologist, Leonard Woolley, has started
excavation at KarkamıÅ~_ in 1912, 1914 and 1919.

FOUR MYTHS BEHIND END OF RUSSIA’S MILITARY PRESENCE IN AZERBAIJAN

Last week, the joint Azerbaijani-Russian working group held a meeting
in Gabala to discuss the withdrawal of Russian equipment from the
Gabala radar station and the final completion date of its operation,
following Russia’s declaration last December that Baku and Moscow
had not reached a lease agreement and that the latter was going to
close its military installation in Gabala.

However, for many analysts and politicians, the question remains
whether Russia may return asking for a new agreement. Indeed the
most discussed questions are “Why did Russia leave?” and “What is
the price of its exit?”

Arguably, looking at the last three or four months, which have seen
tensions growing between Russia and Azerbaijan, Moscow has fairly
openly sought to increase tensions in Azerbaijan through non-official
channels, notably by attempts to destabilize the ethno-political
dynamics. Two months after the mutually affirmed closure, many things
remain unclear and myths around this issue abound. I have selected
four of the most prevalent myths surrounding the question of why
Russia left Gabala.

#1 Russia called Azerbaijan’s bluff

The first myth is that Azerbaijan raised the annual rent for the
Gabala Radar Station (GRS) from $7 million to $300 million because
Baku wanted to increase its political leverage over Russia. Following
Vladimir Putin’s return to office there were concerns that Moscow
would not push forward with active negotiations on the resolution of
the Armenia-Azerbaijan Nagorno-Karabakh conflict and would support
Armenia. Thus one could say, yes, Azerbaijan did bluff, raising the
annual rent to $300 million. Interestingly, the Russian Ministry of
Defense leaked this amount to the media in mid-2012, when negotiations
were secret.

It later became clear that Moscow was using the Russian media to put
Azerbaijan under pressure. After mid-2012, Moscow revealed certain
ethnic and political cards that could be played to Baku’s disadvantage
— and indicated that it was ready to use them to gain traction in
the Gabala negotiations. However, it is not fair to say that Baku’s
strategy of bluffing backfired in that it provoked this reaction;
rather, Russia’s strategy of pressuring Baku backfired, giving rise
to a change in the latter’s approach, notably with regard to its
cooperation with Moscow.

#2 Russia left because Gabala is outdated and it has plans to build
new radar stations

Russia is currently operating three Voronezh-type HDR radars: Armavir,
Lekhtusi and Kaliningrad, although the last will only become fully
operational in 2014. The fourth radar station is under construction
at Mishelevka near Irkutsk, and the fifth station will be the second
stage of Armavir. All of these are better equipped than Gabala.

However, here is the misunderstanding: Gabala’s geographical location
gives it a number of unique advantages from a military and technical
point of view. As retired Col. Gen. Leonid Ivashov stated, several
months before abandoning the Gabala agreement, “If we leave Gabala,
the Voronezh-type radar at Armavir will not be able to take over all
of its functions.” The loss of Gabala is significant as it means
that Russia has lost its presence in Azerbaijan and, secondly,
two stations are better than one; i.e., if the one station fails,
the other can take over.

#3 Azerbaijan tried to raise the rent and negotiations failed as
a result

The problem with this interpretation is that while the argument that
the GRS poses a serious environmental threat was true, it was not as
strong as the other strategic arguments. For Azerbaijan, money was
not the motivating factor. The real reason was that Moscow wanted
to change two conditions, neither of which was acceptable to Baku:
First, the duration of the lease agreement and, second, the content
of the agreement. In 2002, both sides signed an agreement whereby the
GRS was approved as an “analytical information center,” but Russia
wanted to change its status to that of a military base — in fact,
to make it part of its anti-ballistic missile system (ABM).

Also, the Moscow-led military organization, the Collective Security
Treaty Organization (CSTO), agreed last December on the creation
of collective ABMs on CSTO territories, essentially enabling member
countries to use its ABM-type military bases on a common basis. This
would have meant in theory that Moscow would allow Armenia to use the
GRS. All of the above posed real threats — politically, military and
strategically — to Azerbaijan’s security. In light of this, it is
interesting that before abandoning the GRS agreement on Dec. 5, 2012,
the Azerbaijani leadership boycotted the Commonwealth of Independent
States (CIS) summit.

#4 Azerbaijan will give the GRS to either Turkey or the US and will
use it against Iran

This old myth was revived in the Iranian and Russian media after the
GRS agreement was abandoned. First of all, when Moscow offered the
US joint use of the GRS in 2007, in return for Washington halting
the establishment of ABMs in Eastern Europe, the US declined. The US
already has a powerful system of satellite sensors and radar stations
in the Middle East — in Kuwait and Bahrain, for example — as well
as Hawkeye and other Airborne Warning and Control System (AWACS)
aircraft, which have greater capabilities than the GRS.

In Turkey’s case, the situation is the same. The Turkish military is
part of the NATO system, and it uses this system whenever necessary.

While it is true that Gabala hosted the Azerbaijan-Turkey High-Level
Strategic Cooperation Council meeting when Turkish Prime Minister Recep
Tayyıp Erdogan visited Azerbaijan in September 2012, Azerbaijan did
not issue any kind of tacit threat to Russia about leasing the GRS
to Turkey.

Giving the GRS to Israel is even less likely than the abovementioned
scenarios, and in one sense, the Iranian media’s “soft” response
indicated that Iran did not seriously think it was a possibility. In
the Caucasus, the Iranian response is a good measure of the seriousness
and scope of the military issues. Finally, these four myths will remain
myths; the reality is that Russia has left Gabala and Azerbaijan will
not host any Russian military base or personnel on its territory.

Armenian presidential candidate Patuir Airikyan can no longer ask the
Constitutional Court to reschedule the date of presidential elections,
Constitutional Court press secretary Ovaness Papikyan told Interfax.

“The deadline for a candidate’s request to the Constitutional Court is
February 10. According to the constitution, a presidential candidate
can go to the Constitutional Court eight days before the elections,”
Papikyan said.

Earlier on Monday, a lawyer for Airikyan recalled from the
Constitutional Court his claim seeking the postponement of the
presidential elections, which are scheduled to take place in Armenia
on February 18. The claim was filed by Airikyan on Sunday.

Airikyan survived an assassination attempt on January 31. He was
wounded in the shoulder.

According to the Armenian constitution, elections are postponed by
two weeks if insurmountable obstacles arise for a candidate.

Chaldranian’s ‘Voice Of Silence’ Screened In Boston

“Freedom is not about doing what you want; it’s about not doing what
you don’t want to do,” Director Vigen Chaldranian explains. This
is how he introduced his newest film, “The Voice of Silence,” to an
audience of nearly 100 people at the East Coast premiere last weekend.

Chapters presented “The Voice of Silence” at the Armenian Cultural
and Education Center (ACEC) in Watertown, Mass., following the West
Coast premiere in Los Angeles a couple of weeks before.

Based on a successful play-also written by Chaldranian-the film deals
with the identity struggles of an emigre, and his return to Armenia as
a successful, assimilated Hollywood director. Chaldranian also stars as
the lead, John, whom he considers to be his “alter ego” in real life.

After two decades away, John ventures to Armenia solely for the
purpose of shooting a movie. In scouting a location for the film,
he encounters an impassioned homeless woman named Jiji in a sand pit,
where most of the film takes place in long, dialogue-laden scenes.

Jiji’s eccentric way of living life and her tragic background begin
to unravel a layer of John’s conscience that he had not questioned for
years. As the film progresses, so does the struggle with his identity.

What was once a closed period in the director’s life now leaves him
at a crossroads with his cultural identity. He must make the decision
of choosing between his head and his heart.

The film concludes with the viewer wondering if Jiji’s character was
real. When asked, Chaldranian replied, “It’s a matter of conscience.”

The co-lead actress, Mariam Davtyan, shines in the role as Jiji. This
is her first feature-length film.

Chaldranian has made over 20 films in his 35-year career. The 2001
film, “Symphony of Silence,” was submitted to the 74th Academy Awards
for Best Foreign Language Film.

shocked Catholic world, though reasons of his decision are clear
for all. This was noted by His Eminence Archbishop Rafael Minassian,
leader of the Armenian Catholic Church in Armenia, Georgia and Eastern
Europe in the interview with Armenpress. In his words, the motive of
Pope’s resignation is obvious. “The main reason of the resignation
of Benedict XVI was his health,” Archbishop underlined.

His Eminence Archbishop Rafael Minassian noted “Armenian Catholic
Church have always been and will be one body with Catholic Church. We
are united and our relations are long-lasting”.

Pope Benedict XVI said Monday he lacks the strength to fulfill his
duties and on February 28 will become the first pontiff in 600 years
to resign. The announcement sets the stage for a conclave in March
to elect a new leader for world’s 1 billion Catholics.

The 85-year-old pope announced the bombshell in Latin during a meeting
of Vatican cardinals, surprising even his closest collaborators,
even though Benedict had made clear in the past he would step down
if he became too old or infirm to do the job.

Benedict called his choice “a decision of great importance for the
life of the church.”

Indeed, the move allows the Vatican to hold a conclave before Easter
to elect a new pope, since the traditional mourning time that would
follow the death of a pope doesn’t have to be observed.

It will also allow Benedict to hold great sway over the choice of
his successor. He has already hand-picked the bulk of the College of
Cardinals, the princes of the church who will elect the next pope,
to guarantee his conservative legacy and ensure an orthodox future
for the church.

New pope will probably be elected by the end of March, a Vatican
spokesman said on Monday, after Pope Benedict XVI announced about
his resignation. As reports Armenpress after resigning, the former
pope will move to a summer residence near Rome.

There are several papal contenders in the wings, but no obvious
front-runner, the same situation when Benedict was elected pontiff
in 2005 after the death of Pope John Paul II.

As of January 1, 2013, a total of 4,756 detainees and convicts were
registered in Armenia – 224 more as compared with January 1, 2012.

Armenia’s Deputy Prosecutor General Aram Tamazyan reported that 114
people committed 99 crimes in Armenia’s 12 penitentiaries in 2012.

Mr Tamazyan also spoke of the criminal cases that evoked a wide
public response. Specifically, 53 people have been charged in the
case involving the ex-head of Armenia’s Social Security Service
Vazgen Khachikyan.

back Raffi Hovannisian’s candidacy in the presidential vote, head
of Alternative analytical centre, PhD in economy, professor Tatul
Manaseryan told a press conference Tuesday.

“If there is such an opportunity, it will be desirable if the
opposition unites around Raffi Hovannisian, bearing in mind that he
is able to convince the audience of the reliability of his numbers
and promises”, Manaseryan said.

Ex foreign minister and leader of Heritage party Raffi Hovannisian
promised to bring 300 billion drams back to the state budget the
first year if elected, of them 250 billion from legalization of black
economy and 50 billion from axing state expenditures.

According to Hovhannisian, if all his plans are implemented, some
600,000 people will join the middle class and 180,000 new jobs will
be opened. If elected, he will raise all the pensions, as well as
education, science, healthcare and defense spending within a year,
through campaign against the black economy. Hovannisian also promised
to gradually reduce taxes for all social groups.

According to the expert, Raffi Hovannisian has quite interesting
economic provisions in his platform, which are more realistic that
those in the platforms of most other candidates.

“On the other hand, and that’s also very important, Hovannisian
himself mentions that there are people in his team who can do much
more and present the steps in much more detail if he is elected”,
Manaseryan said.

Uniting around one candidate will have favorable impact on the election
campaign processes and will promote more healthy competition.

Presidential contender, leader of National Self-Determination Union
party Paruyr Hayrikyan who survived an assassination attempt on
January 31, suggested the leading opposition candidates, ex-premier
Hrant Bagratyan and leader of Heritage party Raffi Hovannisian uniting
and running a joint candidate in the elections.

Armenian presidential elections are scheduled for February 18. Seven
nominees are running for president: incumbent president Serzh Sargsyan,
former prime minister and leader of Freedom party Hrant Bagratyan,
former foreign minister and head of Heritage party Raffi Hovhannisyan,
famous Soviet dissident and leader of National Self-Determination party
Paruyr Hayrikyan, ex foreign minister of Karabakh Arman Melikyan,
political scientist and head of Radio Hay Andrias Ghukasyan and

Des milliers de Syriens d’origine armenienne, qui se sont refugies en
Armenie et qui ont acquis la nationalite armenienne, seront en mesure
de voter ce mois-ci lors de l’election presidentielle. Ils peuvent
desormais choisir librement entre un president de la republique et
ses adversaires politiques librement. Selon les autorites de Erevan,
environ 3.000 Armeniens de Syrie ont obtenu la nationalite armenienne
l’an dernier, sans perdre leur nationalite d’origine. Tout comme les
autres ressortissants armeniens, ils pourront voter lors de l’election
presidentielle prevue le 18 fevrier.

Tamara Yeranosian, une femme originaire d’Alep, a demenage en Armenie
avec son mari et ses enfants il y a seulement quelques mois. Elle
pourra voter lors de l’election, mais elle ne sait pas dans quel
bureau de vote se rendre. En vertu de la legislation armenienne, les
citoyens doivent voter dans les secteurs electoraux près de leur lieu
de residence. Une inscription a la police implique automatiquement
une inscription sur les listes electorales nationales. Selon Hovannes
Kotcharian, chef du departement de la police armenienne des passeports
et visas, l’absence d’un tel enregistrement ne constitue pas un
obstacle a leur participation a l’election presidentielle. Tout
ce qu’ils ont a faire est de demander aux divisions territoriales
concernees du ministère de faire ajouter leur nom a des listes ”
supplementaires “. Des informations detaillees sur cette procedure

Un autre problème est le manque de sensibilisation des candidats aux
elections. Tamara Yeranosian a admis qu’elle ne connaît meme pas tous
les candidats.

Thomas Baghdoyan, un autre Armenien syrien, semblait aussi indecis,
en disant qu’il n’a pas suivi de près la politique armenienne. Quelques
Armeniens de Syrie auraient pu voter pour un candidat de la Federation
Revolutionnaire Armenienne (FRA), un parti d’opposition avec une
branche d’influence en Syrie. Mais la FRA boycotte les prochaines
elections, car selon elle, elle ne sera pas democratique.

HEALTHCARE SYSTEM DEVELOPMENT DISCUSSED IN ARTSAKH

PanARMENIAN.Net – President of the Artsakh Republic Bako Sahakyan
met Feb 11 with the healthcare system representatives to discuss
development of the field and the existing problems .

Healthcare Minister Zoya Lazaryan and responsible representatives of
the structure delivered corresponding reports.

Describing the health sector as one of the key national security
components, President Sahakyan emphasized the necessity of elaborating
a health development doctrine based on securing appropriate healthcare
access to the broad population strata, increasing its quality and
efficiency, from primary medical care up to specialized medical
treatment, as well as issues related to the proper distribution of
material, financial and cadre resources.

Artsakh leader hailed the work carried out by the authorities in
recent years, directed towards increasing funds allocated to the
sector, improving the building conditions of healthcare institutions,
raising the employees’ salaries. Special attention was attached to
the proportionate development of healthcare in the regions.

President Sahakyan called attention to advocating healthy life-style
parallel with consistent rising of medical service quality, which will
enable to reach a qualitatively new level of public health care and
prevent numerous diseases. In this respect, he underlined the need
for close cooperation with corresponding structures and involvement
of preschool institutions and schools as the initial link.

National Assembly speaker Ashot Ghulyan, Prime Minister Ara Harutyunyan
and other officials attended the event, Central Information Department
at the Artsakh President’s Office reported.
