On 14 February President of the Artsakh Republic Bako Sahakyan
received first vice-president of the Armenia Chess Federation,
international grandmaster Smbat Lputyan.

Issues related to the development of chess in Artsakh were discussed
during the meeting.

Special attention was paid to the teaching of chess in schools, which
is according to the President important for the development of chess
itself as well as intellectual and analytical abilities of the younger
generation.

NKR minister of education and science Slava Asryan and chairman of the
state sports committee Razmik Hovsepyan partook at the meeting

MP from the ruling Republican party Samvel Nikoyan thinks that after
presidential elections Armenia’s PM Tigran Sargsyan will remain in his
office while changes of ministers will by all means take place.

`According to the Constitution, the government resigns after the
elections and new government is being formed. Armenia’s president
appoints new PM and forms a new government. It is the demand of the
Constitution. The cabinet may be partially and completely changed, but
may be the same as well, but my personal opinion is that the changes
will be made,’ Nikoyan said, speaking to Tert.am.

He said his opinion is that the PM will not be replaced. `The PM has
implemented the issues he was facing and he will continue forming the
new government. I voice this opinion basing on the public statement
made by the president,’ he said adding that the PM was instructed to
ensure 7% growth and he did it.

As to the talks whether Nikoyan will get a ministerial portfolio after
the elections or not, the Republican MP said it is early to speak
about it.

Referring to the claims about his passive political status both in the
NA and party, Nikoyan said it is a wrong opinion. `I have participated
in all voting, another thing is that I am following the pace of
sittings from my working cabinet. I am member of the administrative
body of the party. Some people think I am passive but I am active, I
have functions and I am implementing them,’ Nikoyan said.

“On February 18, Armenians will cast their ballots for president.
Although eight candidates have registered, victory and a new five-year
term for incumbent Serzh Sargsyan are a foregone conclusion. Still,
this election is not meaningless”, – CNN says in its report about the
presidential election in Armenia.

“The conduct of this poll is important, as will be Sargsyan’s choices
after the poll. If the international community gives the election a
clean bill of health, it will increase Sargsyan’s legitimacy. He will
have the opportunity to enact much needed reforms in order to move
closer to the West or, perhaps as likely, avoid tough reforms and move
Armenia ” already broadly sympathetic to Russia ” further into Moscow.

Upon first winning the presidency in February 2008, Sargsyan faced a
legitimacy crisis…This year, Sargsyan faces little resistance.

Armenia will find no such praise. Its government remains corrupt and
inefficient. The country was among the worst hit during the 2008-2009
economic crisis, with GDP shrinking by 14 percent in 2009, according
to the IMF. Since then, Armenian GDP has grown slowly – at an average
annual rate of approximately 3.5 percent between 2010-2012. In
contrast, Georgia grew by an average annual 6.6 percent in the same
three years. In 2010, according to official statistics, 35.8 percent
of Armenia’s population was living below the poverty line – an
increase from 27.6 percent in 2008. And, while neighboring Georgia and
Azerbaijan welcome foreign investors, organized crime keeps most
foreign investors out of Armenia. The Armenian Diaspora who care
deeply about Armenia’s success have long ago concluded that investing
in their homeland is a thankless task that will pay dividends neither
individually nor for Armenia.

Hundreds of thousands of Armenians now flee the country for better
prospects. Younger, more educated Armenians head to the West, while
their older, blue-collar compatriots head north to Russia. The Russian
government has welcomed these migrants, and has helped place them in
areas of Russia facing population decline. While Russia might use
these Armenians to mitigate its own demographic problem, the same
migration merely exacerbates Armenia’s.

YEREVAN. – Armenian presidential contender Andreas Ghukasyan, who is
on a hunger strike ever since January 21 – and under the slogan, `Stop
Fake Elections’ – , released a statement.

`The ruling party [of Armenia] is distributing election bribe and
coercing the citizens yet again to vote for them [in the presidential
election to be conducted on February 18]. According to the information
we have received, the party in power is attempting to purchase
Armenia’s political future by [dolling out] close to 5 billion drams
[approx. $12,258,270].

The international [election] observers will shoulder a huge moral and
political responsibility, if they claim that the election process is
consistent with international standards.

We find that the February 18 voting results will not reflect the will
of the people. Therefore, the candidate who is declared winner on that
day will not be empowered to represent Armenia. We forewarn all states
that the statements made, and the international documents signed, by
that person, who illegitimately occupies the Office of the President
of Armenia, will not have any legal force for Armenia.

Following the election, we will sum up the actions of this period and
start a new political process in Armenia. We are convinced that, by
way of widespread civil disobedience, the citizenry will achieve a
victory over the criminal-oligarchic system and establish democracy in
the country,’ Andreas Ghukasyan’s statement specifically reads.

Fatherland and Honor Party has split from the Armenian National
Congress (ANC). The leader of the party Garnik Margaryan told
Azatutyun that the ANC has lost its authority in the eyes of the
people and is no longer pursuing the goals it was created for a few
years ago.

“For almost half a year I tried to meet with the ANC leader Levon
Ter-Petrosyan to discuss the problems our bloc was facing, but he
never appeared during that period,” Margaryan said.

He explained that the well-known steps by a number of parties have put
an end to the effort to unite the opposition. “So, we have decided to
break away from the bloc,” Margaryan said, adding that they will
continue cooperating with healthy forces.

On Feb 7 Ter-Petrosyan told Chorord Ishkhanutyun newspaper that it was
time for the parties comprising the ANC bloc to merge into one party.
On the next day ANC Coordinator Levon Zurabyan said that 28 people had
requested the Justice Ministry to register an Armenian National
Congress party. He explained that their decision to form a party was
aimed at consolidating the ANC and in no way meant an end to the bloc.

The ANC was established in 2008 and comprised 18 parties and political
organizations.

L’étudiante franco-turque Sevil Sevimli a été condamnée vendredi à
cinq ans et deux mois de prison pour `propagande terroriste` par un
tribunal de Bursa (nord-ouest de la Turquie), qui l’a toutefois
autorisée à quitter la Turquie jusqu’à son procès en appel, a annoncé
son avocat.

`La cour de Bursa a décidé de la condamner, tout en la laissant libre
de ses mouvements et elle pourra, si elle le souhaite, rentrer en
France`, a déclaré à l’AFP Me Inayet Aksu, précisant que sa cliente
allait faire appel.

Poursuivie initialement pour appartenance à une organisation
terroriste, une peine passible de 32 ans de réclusion, Sevil Sevimli
n’a été finalement reconnue coupable que de propagande pour un
mouvement illégal, selon Me Aksu.

Arrivée de Lyon (est de la France) à Eskisehir (nord-ouest de la
Turquie) en début d’année dans le cadre du programme d’échanges
universitaires européen Erasmus, la jeune femme a été arrêtée le 10
mai et placée en détention provisoire pendant trois mois, avant d’être
remise en liberté sous contrôle judiciaire.

L’étudiante est accusée d’appartenir à une organisation d’extrême
gauche interdite, le Parti/Front révolutionnaire de libération du
peuple (DHKP-C).

A l’origine de nombreuses actions violentes en Turquie depuis la fin
des années 1970, le DHKP-C a revendiqué au début du mois l’attentat
suicide qui a visé l’ambassade des Etats-Unis à Ankara et coûté la vie
à un agent de sécurité turc de la mission diplomatique. Le groupe
figure sur la liste des organisations classées terroristes par les
Etats-Unis et l’Union européenne.

L’accusation reprochait à Sevil Sevimli d’avoir diffusé des
publications de ce mouvement, en vente libre en Turquie, ou d’avoir
participé à des réunions ou à des manifestations autorisées.

Le 12 février au village frontalier de Tchinari (région de Tavouche,
nord-est de l’Arménie) un car de transport scolaire avec de nombreux
enfants à bord fut la cible de tirs venant des positions azéries
proches. Samvel Saghoyan le maire de Tchinari a affirmé « de nombreux
écoliers se trouvaient dans l’autobus, et par miracle après les
premiers tirs, les enfants se sont précipités hors du véhicule pour se
mettre à l’abri. Les tirs venaient de snipers. Ces tirs visaient
également une conduite de gaz. Le mur d’une maison de Tchinari fut
également atteint par une balle tirée des positions azéries ». De son
côté le journaliste de la télévision arménienne Ardak Hérikian, écrit
sur sa page Facebook « ma tante m’a appelé de Tchinari. Elle me dit
que les villageois étaient inquiets et se sont réfugiés dans des
caves. Dans la seconde moitié de la journée, les Azéris ont tiré en
direction des maisons d’habitation. Une maison, une voiture furent
endommagées. Un tuyau de gaz a explosé. Afin d’écarter tout danger,
l’approvisionnement en gaz fut arrêté ». Ainsi l’armée azérie tire sur
la population civile du village frontalier de Tchinari, comme elle
l’avait effectué jadis sur les villages d’Aykepar, Nerkin Garmrarpyur
ou Movses.

YEREVAN, FEBRUARY 16, ARMENPRESS: Atmosphere of mutual trust should be
created for Armenian soldiers and commanders during the military
service; soldier should initially trust the leader he is going to work
with during 2 years. This was noted by spokesman of Armenian Defence
Ministry Artsrun Hovhannisyan in the interview with Armenpress when
speaking about the crucial role of the contribution of army
psychologists. He noted that institute of army psychologist has a
crucial role in creation of trust. Hovhannisyan assured that the issue
would be resolved in a few years. According to spokesman of Armenian
Defence Ministry, future soldier will undergo psychological
preparation before going to Army.

Qualified psychologists, with higher education and needed preparation,
will be included in the Armed Forced and awarded with rank of officer.

According to Chairman of NA Standing Committee on defence, national
security and internal affairs Koryun Nahapetyan, in case psychologists
have an important role in civil life, they are even more important in
case of soldiers.

Azerbaijan’s Minister of Transport Ziya Mammadov said the Azeri
government will not allow Armenia to use the Baku-Tbilisi-Kars railway
until the conflict between Armenia and Azerbaijan is solved. Mammadov
stressed that the “aggressor” country of Armenia “which currently
occupies Azeri territory” will never be allowed to use a railway
initiated and built by Azerbaijan. The Minister made this statement
during the meeting of Eastern Partnership countries’ ministers of
transportation in Tbilisi on February 13th. Armenia has occupied the
Nagorno-Karabakh region of Azerbaijan since 1994, after a six-year war
between the two countries.

Mammadov made the statement in response to a comment from Armenian
Deputy Minister of Transport Artashes Avetisyan, who expressed his
country’s readiness to join the project and use the railway.

Despite Mammadov’s strong statements Armenian government
representatives repeated that Armenian companies hope to use the
Baku-Tbilisi-Kars railway after its completion. They said the decision
to allow the transportation of Armenian goods through the Georgian
-Armenian railway corridor and onwards to Turkey is the Georgian
government’s decision. Baku-Tbilisi-Kars railway is expected to be
completed later in 2013.
