ARMENIA TO HAVE AN EMBASSY IN HOLY SEE

YEREVAN, MARCH 5, ARMENPRESS: Armenia will open its Embassy in the
Holy See (in Vatican State). As reports Armenpress issue on this is
included in agenda of March 7 Armenian government’s session.

In accordance with the project justification by Armenian Ministry of
Foreign Affairs, deepening of relations with the Holy See is crucial
not only because of its spiritual but also political influence.

“It is remarkable that the Holy See is a permanent observer to the
United Nations and Council of Europe, as well as has the membership
of OSCE and number of other international organizations. Establishing
an embassy in Holy See is of crucial importance as it will give a
new impetus to the cooperation and relations and will bring them to
a new level. Establishment of embassy will make bilateral works more
coordinated and focused, as well as will promote the activation of Holy
See’s participation in works aimed at maintenance of Armenia cultural
values all over the world,” is noted in the justification of MFA.

Diplomatic relations between Armenia and Holy See were established
on May 23, 1992.

MEMORIAL CONCERT TO PAY TRIBUTE TO ELIZABETH GREGORY

BELMONT, Mass.-The late Dr. Elizabeth “Betty” Gregory will be
remembered in a memorial concert on Sun., April 7 at 2 p.m. at the
Armenian Cultural Foundation (ACF), 441 Mystic St. in Arlington. The
event is organized by family and friends as well as the Friends of
Armenian Culture Society (FACS) and the National Association for
Armenian Studies and Research (NAASR), two of the area institutions
with which Dr. Gregory held leadership roles over the last four
decades.

Betty Gregory, who passed away in October 2012, was a dedicated
pediatrician with more than 40 years of practice in Arlington, where
she lived. As an active community leader, she supported many Armenian
cultural and philanthropic causes. She was a founding member of NAASR,
and a Board member of the Cambridge-Yerevan Sister City Association,
the National Center for Genocide Studies, and FACS. She was the
recipient of many civic honors, including the Humanitarian Award
from her alma mater, Bates College, the Boston University School of
Medicine, and the Arlington Board of Selectmen. Michael Dukakis,
a former governor of Massachusetts, proclaimed April 9, 1989, as
“Elizabeth Gregory Day” in recognition of her 43 years of pediatric
practice in the Greater Boston Area.

Participating artists for the April 7 event are pianists Mariam
Nazarian and Ani Hovsepian, violin prodigy Haig Hovsepian and tenor
Yeghishe Manucharyan, and mezzo-soprano Victoria Avetisyan. In a
tribute to Gregory’s eclectic and varied taste in music, they will
offer a program ranging from Bach and Sayat Nova to Chopin. A reception
will follow the program.

The event is free and open to the public. Seating is limited.

YEREVAN. – If we allow the current political standoff to transcend
people-power format, if people break and do not continue the calm,
legitimate, positive struggle, we will lose, the secretary of the
opposition Heritage party Stepan Safaryan said at a rally in support
of Raffi Hovannisian in Liberty Square in Yerevan.

“We did not go on hunger strikes, sit-ins, did not go to the
presidential residence on 26 Baghramyan str., we just quietly entered
the voting booth and made our winning decision.

Our next steps should be based on the logic of this victory. On
February 18, we created a situation for the authorities, which they
cannot solve. We need to constantly create such hopeless situations
for the authorities to achieve our ultimate goal – to secure victory
of Raffi Hovannisian at presidential elections.”

hold another “decisive” rally in Liberty Square on Sunday.

The rally will be preceded by the festive demonstration to mark
International Women’s Day on March 8.

Hovannisian announced his wife Armenuhi Hovannisian’s speech during
the March 8 demonstration.

In his speech, head of Heritage party underscored importance of the
May 5 elections to Yerevan’s Council of Elders.

“People will seize power in Yerevan and will turn it into a popular
capital,” he said, recalling about the April 9 mass action.

Earlier opposition announced the demonstration to be held on April 9,
the day of inauguration of president.

Former presidential candidate of Armenia, Heritage party leader Raffi
Hovannisian has addressed the Central Election Commission (CEC) with a
demand to get back AMD 8 mln deposit, Hovannisian’s authorized
representative Armen Martirosyan said.

According to the Election Code, the election deposit must be returned
to the candidates having received 5% votes within a week following the
release of the final results of the elections.

The deposits of the candidates having failed to garner 5% votes will
be transferred to the state budget.

Raffi Hovannisian received 36.74 of votes in Feb 18 presidential elections.

The Raffi Hovannisian-Gagik Tsarukyan meeting caused disputes. When
Raffi went to Serzh Sargsyan’s office, he had a lot of arguments to
justify and protect himself from criticism. The simplest of these is
Serzh Sargsyan has de facto power and dialogue is important to prevent
violence and clashes.

The meeting with Tsarukyan is queer. The meeting was as closed as the
previous one, and Raffi representing the public shared very little
information about the meeting. While an ultimatum was put forth to
Serzh Sargsyan from the open and transparent square to hand power or
enter into dialogue and the president’s administration partly agreed
with the wording `we are always ready for a dialogue’. The
Tsarukyan-Hovannisian meeting is not understood.

A counterargument to this can be another meeting with another actor in
a series of political consultations after the meetings with diplomatic
representations and the ARF. In this case, if Raffi sets aside the
fact that he and his supporters consider him president elect and
believe in openness and does not hesitate to start a series of
consultations, including with Tsarukyan who is always `beside people’,
why doesn’t he meet with Levon Ter-Petrosyan who has basically
recognized his victory?

Controversies are many. Why isn’t the dialogue/meeting held at the
level of mutual recognition. Or if it is organized beforehand, why
isn’t `neutral ground’ chosen? Tsarukyan’s side stresses that Raffi
organized the meeting, demonstrating their passive attitude to Raffi.

The problem has several aspects. First, Raffi finds it difficult to
handle the responsibility for his statement `I am the president
elect’. To renounce this statement means to retreat, not to renounce
means to find resources to continue the political fight. BaREV,
beautiful orange banners, young civic activists are important but not
enough for a sustained political movement.

PAP is the most obvious aspirant, considering its primitive vision of
politics confined to capital, readiness for `cash’ deals to compensate
for its absence in the political field. In this context, closeness of
discussions is symptomatic.

This does not mean that Raffi went to Tsarukyan to ask for resource
but judging by accompanying circumstances there is logic behind this
assumption. The problem is that Raffi’s actions are irrational, at
least they appear such, and this meeting can hardly be the result of a
rational plan.

However, it is clear that independent from the subjects of cooperation
Raffi must share the details of the meeting with Tsarukyan if that is
going to be politically correct. The guarantee of his success will be
public perception of an open and non-hierarchic personality which will
sustain civic activity along with the political movement. This
guarantee will be a fixed asset for Raffi Hovannisian.

If cooperation with PAP or real politics is preferred, which is
Raffi’s right as a political actor, before asking for the opinion of
people standing on the square the advantages of cooperation should be
explained to them. In other words, Raffi must present a `political
analysis’.

The ANC-PAP cooperation failed in the context of the presidential
election but at least Ter-Petrosyan’s `political analysis’ gave the
supporters of this cooperation a reference point. It is another issue
whether it was honest or not. At least, the supporters were notified
and approved the cooperation.

According to the UN, Azerbaijani population will rise from 9.5 million
today to 11 million in 2050. Georgian population will drop from 4.5
million to 3.5 million, Armenian from 3.2 million to 3 million, APA
reports.

The population of Ukraine will drop from 45.5 million to 33 million,
Belarus from 9.4 million to 7.5 million. Moldova population will drop.

The 2 million population of Latvia will be reduced by 300,000.
Population of Lithuania and Estonia will drop.

The population of Uzbekistan will increase from 29 million to 34
million, Tajikistan from 8 million to 10 million, Kazakhstan from 17
million to 21 million, Kyrgyzstan from 4.8 million to 7 million,
Turkmenistan from 5 million to 7 million.

The population of China (1.347 billion) will drop by 100 million.

YEREVAN, MARCH 4, ARMENPRESS: Creation of Lithuania-NKR parliamentary
friendship group received vast feedback from Lithuanian press. It has
referred to the friendship group as well as to the protest action
conducted by Armenian community in Lithuania in front of Azerbaijani
Embassy on the occasion of 25th anniversary of Sumgait massacre.

As reports Armenpress, Baltic News Service (BNS), which is one of the
biggest news agencies in Baltic countries, has requested deputy Dalia
Kuodyte, organizer of `Lithuania and Armenia: a look to the recent
past’ forum. Kuodyte highlighted the fact, that Foreign Minister of
NKR had been also invited to the forum as `the independence road of
Armenia started from movement for Karabakh’.

Deputy also added that Lithuania-NKR parliamentary friendship group
was created `for communicating and probably for establishing some
relations or may be for implementing some cultural projects’. Dalia
Kuodyte informed that at least 10 parliamentarians would partake in
the group.

The same agency also wrote that about 100 Armenians held protest
action in front of Azerbaijani Embassy in Lithuania. Protestors were
hanging Armenian national flag as well as different posters.

`Lithuanians were the first to start a democratic movement at time of
Soviet Union and this action is not only aimed to commemorate the
memory of Armenian victims but also to highlight that Armenia and
Lithuania were together 25 years ago and we want to be together now,’
one of protestors told BNS.

with Foreign Minister of NKR during which Karen Mirzoyan noted that 25
years ago Karabakh movement started peacefully, nevertheless,
`peaceful demands received not adequate response from the authorities
of Soviet Azerbaijan’. Minister has noted that after 25 years
Nagorno-Karabakh Republic presents as an accomplished state.

YEREVAN. – Opposition Heritage party is working with all political
forces in Armenia, and if Raffi Hovannisian met with the president
Serzh Sargsyan, then why not to meet with the leader of Prosperous
Armenia Gagik Tsarukyan, given that the party has second biggest
representation in the parliament, the spokesperson of the former
presidential candidate and head of Heritage party Raffi Hovannisian
said.

Hovsep Khurshudyan refused to give any details of the meeting during a
press conference this Monday.

`We declare our readiness to hold political consultations with all
political forces,’ Khurshudyan said, noting that he does not rule out
a meeting with members of the Armenian National Congress.

In response to a question about the fact that many members of the
ruling Republican Party of Armenia noted that the Prime Minister and
the Mayor of Yerevan, will not respond to Hovannisian’s call to come
to the Liberty Square, stressing that Hovannisian’s coming to them is
more possible, Khurshudyan said:

`I am not commenting on empty statements. They were invited to
participate in a public record, and in any normal country, such an
invitation would be accepted. In this case, I’m not so sure about it.’

A group of the citizens who are dissatisfied with the results of the
elections have held a protest action in front of the US Embassy in
Armenia. They have handed a letter to the Embassy fellow-worker which
is directed to the US Ambassador to Armenia John Heffern.

The action participants note that the elections are considered to be
over when the deadline to apply to the Constitutional Court is over.
But Barack Obama and some other leaders of various countries have
already congratulated Serzh Sargsyan with the reelection.

Remind that the activists have held such actions in front of Russian,
French, Polish and Italian Embassies in Armenia.
