Over 25 years, despite the overwhelming majority of the Karabakh
people, a ghetto is being created in Karabakh. A lot of patriots,
heroes of war and Karabakh movement are participating in this process.

This is the logic of provincial patriotism which, of course, has a lot
of advantages and could direct people to self-sacrifice but it is
doomed to political failure. It is not just a social law and
historical reality but tragic predetermination.

This philosophy is there in Karabakh which horrifies by its
monstrously frank and ubiquitous nature. It is a shame to speak about
it but ignoring it would mean letting this region degenerate. The
Karabakh philosophy is, in essence, little different from similar ones
in other provinces of Armenia but these “principles” are not
introduced as a manifestation of heroism or ethnic uniqueness.

The current status of ghetto in Karabakh can only be explained by that
fact. Moreover, quite often we hear that the Armenians in Karabakh
survived through ages thanks to this philosophy of conformism which is
nothing but stupidity.

Karabakh has always revolted and will revolt. This is its historical
mission. Karabakh’s problem is this absurdity introduced by natives of
this region who imported blatant bourgeoisie and the vices of
bourgeois society which were totally unfamiliar to the natives of
Karabakh.

Currently, Karabakh is undergoing a social decay and extremely strong
stratification of the population, as elsewhere in the world, which is
more or less tolerated anywhere else but not in this region which is
still fighting its barbaric neighbor. The public administration is
trying to maintain their status at a distance from the society,
ignoring internal calls. The NKR political parties have proved to be
obedient and servile groups which are supposed to sit quietly in the
garbage dump.

It should be noted that the political parties and politicians in
Yerevan who have always been on good terms with the authorities in
Karabakh as their political luggage have not expressed any opinion on
the problems of Karabakh and they have been even funded by Stepanakert
no one knows for what. In this regard, they have always remained
politicians of the central districts of Yerevan. It cannot continued
further.

A valuable proposal has been made. If the official representative
bodies cannot provide a forum for discussion and solution of issues,
it is time to create an alternative parliament. First this option was
practiced in 1918 and evoked in 1987 when the decision to create the
parliament in Karabakh was adopted. This parliament was created in
Yerevan in an apartment on Gnuni Street in 1987. Then, this parliament
was convened in “emigration” but now the conditions seem to have
changed and it would be possible to create an alternative parliament
of Karabakh in Stepanakert.

People need minimum respect at least to be heard and considered. In
return for this they try to silence their own comrades. It’s a shame.

It is unacceptable, and those who try are very limited, greedy and
stupid people.

The function of the alternative parliament is to create a forum for
not only expression of opinions and discussion of issues but also
creation of political and civil groups and parties. This initiative
could be defined as “anti-state” but if necessary anti-state
activities will become quite legitimate.

Once during one of the sittings of the NKR parliament in 1994, the
first commander of the Karabakh armed forces Arkadi Karapetyan said,
“When we first went to the square, we didn’t ask for anyone’s
permission.” We’ll break through, guys, it is important to break
through!

The Russian mass media are actively promoting the idea of Iran’s
involvement in the Eurasian Union. Referring to the minister of
foreign affairs of Iran who said that his country could play an
important role in the Eurasian integration, Russian experts state
that Iran’s involvement in the Eurasian project may strengthen it.

Besides the fact that Iran hardly meant the Eurasian Union proposed by
Vladimir Putin when it spoke about Eurasian integration, it should be
noted that Russia has lost hope to involve the post-Soviet countries
into this union. Force does not help either.

Georgia has passed a parliamentary resolution against integration
with Russia. In Moldova, the alliance supporting European integration
failed but it is attempted to restore now. Ukraine agreed to give
away its gas pipeline in order to avoid unions.

Only Armenia was left but after his meeting with Putin Serzh Sargsyan
immediately decided to go to Brussels. Apparently, Armenia disagreed
and Moscow has now decided to make friends with Iran.

A profound discussion of Iran’s accession to the Eurasian union is a
meaningless campaign for this union. But the point is that Kremlin’s
leadership, convinced of the stillbirth of this project, is unable
to refuse it. Either imperialistic ambitions are too strong or, as
they say in Russia, it is a shame to turn back from the path. The
Kremlin has decided to carry the dead fetus. Any obstetrician will
say how this story will end. The mother’s body gets infected and dies.

The Kremlin leadership is unable to understand that forcing its former
satellites to support its idea will eventually repel them farther and
stronger. And if several years ago none of the post-soviet countries
except Georgia was hostile to Russia, now Putin has successfully make
everyone, even Armenia, their enemies.

Rejection of this idea will perhaps bring back the sympathy of the
post-Soviet countries with which Russia may integrate on equal terms.

By the way, some Russian experts have stated openly that a great
power means nothing in relations with sovereign countries.

Apparently, the Kremlin has decided to carry the dead fetus for some
more time trying to call for help the powerful Persian civilization
which is so self-sufficient that it does not need integration.

Today, Constitutional Court will release its decision on the claims of
ex-candidates for president who are disputing the election outcome.

Raffi Hovannisian and Andrias Ghukasyan insist that Serzh Sargsyan
interfered in the election process and votes were rigged in his favor.

For now, the CC has already rejected two motions, so, by all
appearances, it will reject the claims too. But one thing has already
happened: questions were asked in the courtroom which had not been
raised before. The point is about the responsibility of the ruling
party and the president for the quality of the elections. The
responsibility for the falsification of election was the leitmotif of
Andrias Ghukasya’s hunger strike.

The CC decision won’t be surprising for anyone, moreover, against the
background of what the ruling party is doing now. The latter decided
to bring into action all its MPs, allies and supporters which are on
all TV channels. Each of them is trying to defend the ruling party for
having staged the elections. Someone sneer at Raffi Hovannisian,
someone says that he rocks the board.

It is interesting that we can see on TV channels Republicans with more
or less positive image. RPA’s odious members are forbidden to appear
on TV since they understood that those figures cause the opposite
reaction. The oligarchs and all kind of Sharmazanovs have disappeared,
and now the image of those, who were different from the rest, is being
spoiled. The story of cancellation of Shushan Petrosyan’s concert in
Gyumri is the proof.

Apparently, Serzh Sargsyan’s spin doctors have no more weapons so they
decided to send to the fight those, who have discredited themselves.

Spin doctors brought back the five-year old level of television which
is practically closed to the opposition again. But this brought to the
situation when no one believes TV channels, which used to seem
trustworthy.

People don’t believe them also because there are 2-3 channels which
are trying to give an objective cover of the situation. Besides the
number of internet users in Armenia is so high that it is difficult to
mislead people with old soviet speeches on TV. Let alone Radio Liberty
which is always on in public transport.

Actually, the decision of the Constitutional Court will become another
signal to the alienation of the currently existing discredited public
institutions which have no place in real life. It is the
Constitutional Court, several TV stations, the CEC, and the
parliament.

None of these institutions answered the question why Serzh Sargsyan
won in those polling stations where 100% of turnout was registered. No
one answered why the authorities don’t want to unveil the list of
voters. This step would have removed all accusations. No MPs with
positive image will be able to disperse doubts until the list of
voters is published. Their speeches will be perceived as attempts to
defend their right to frauds.

AZERBAIDJAN : DES ONG CONDAMNENT L’EMPRISONNEMENT D’UN JOURNALISTE

Des groupes de defense des droits de l’homme ont denonce mercredi
la decision de la justice azerbaïdjanaise de condamner a neuf ans
de prison un journaliste d’opposition, estimant que cela temoignait
des pressions accrues contre la liberte d’expression dans cette
ex-republique sovietique.

Un tribunal de la capitale Bakou a condamne mardi le redacteur en
chef du quotidien d’opposition Khural, Avaz Zeynally, a neuf ans de
prison pour extorsion de fonds et evasion fiscale.

“Le caractère politique de cette affaire est evident. Avaz Zeynally
est puni pour ses articles critiques”, a reagi Leyla Unus, directrice
de l’Institut pour la paix et la democratie a Bakou.

Son emprisonnement “penalise le journalisme independant et critique en
Azerbaïdjan”, a rencheri le Comite pour la Protection des Journalistes.

“Les journalistes sont confrontes a une repression etant donne que
l’Azerbaïdjan s’eloigne de ses engagements en matière de liberte
de la presse”, a rencheri le Comite, dont le siège est a New York,
dans un communique.

M. Zeynally a ete emprisonne après qu’une deputee du parti au pouvoir,
qui a depuis dû demissionner, a lance des accusations contre lui, selon
lesquelles il l’aurait menacee de publier des informations soi-disant
compromettantes a son encontre si elle ne payait pas un pot-de-vin.

Cette ex-deputee, Gular Akhmedova, a depuis elle-meme ete placee en
detention provisoire, accusee d’avoir promis un siège au parlement a
un universitaire contre un pot-de-vin de près d’un million de dollars.

Le journaliste, arrete fin 2011, a rejete les accusations, estimant
qu’il avait ete condamne pour ses articles critiques.

Son avocat, Elchin Sadygov, a declare qu’il ferait appel de ce jugement
“biaise, injuste, illegal, absurde et sevère”.

De leur côte, les autorites azerbaïdjanaises ne cessent de rejeter
les accusations selon lesquelles la liberte d’expression dans le
pays est serieusement limitee par une legislation restrictive et de
nombreuses poursuites a l’encontre de journalistes.

Pour La Levee De Toutes Les Condamnations Concernant Pinar Selek

POUR LA LEVEE DE TOUTES LES CONDAMNATIONS CONCERNANT PINAR SELEK

Au nom de la liberte d’expression et de l’independance de la recherche,
nous demandons la levee de toutes les condamnations concernant la
sociologue turque Pinar Selek.

Pinar Selek, doctorante en sciences politiques a l’Universite de
Strasbourg, subit depuis bientôt 15 ans un veritable acharnement
politico-judiciaire en Turquie, dans un procès dont les irregularites
scandaleuses ont ete denoncees avec force par les experts auprès du
Parlement europeen. Poursuivie pour un crime dont elle a ete innocentee
a trois reprises, le 24 janvier dernier elle a ete condamnee a la
prison a vie. Son seul tort est le courage qu’elle a manifeste en 1998,
lorsqu’elle a refuse de livrer a la police l’identite de militants
kurdes sur lesquels elle conduisait ses travaux de sociologue. Ni
l’emprisonnement, ni la torture, ni les manipulations judiciaires
ou les intimidations n’ont entame la resolution de cette sociologue
a poursuivre ses travaux, a defendre des valeurs feministes, les
Droits de l’Homme et la cause des minorites. A travers ces injustes
poursuites, ce sont aussi les principes fondamentaux de la liberte
academique et de l’independance de la recherche qui sont bafoues.

Aujourd’hui la communaute de recherche et d’enseignement se mobilise
en faveur de Pinar Selek. Des societes savantes, des associations et
des organisations syndicales du monde universitaire exigent la fin
des persecutions dont elle est l’objet. A l’Universite de Rouen s’est
constitue un comite de soutien qui a pris l’initiative d’inviter Pinar
Selek le mardi 26 mars a la maison de l’Universite entre 17h et 19h.

About the governor Surik Khachatryan’s initiative on renting pasture
Syunik region of Armenia the Iranian side was learned a few months

such a step.

Judging by the fact that this question was again put into circulation,
especially on the level of the Secretary of National Security, we can
assume that after a while, in all likelihood, the deal will actually
be brought to an end only after that, and probably will be priced
Surik Khachatryan’s diplomatic genius.

None of the governors in 21 years did not arise the idea that he could

Yerevan Man Attempts Suicide

YEREVAN MAN ATTEMPTS SUICIDE

On March 12, a call was received that a citizen was trying to commit
suicide in Yerevan’s Zoravar Andranik district.

A team of rescuers and a response group of the Crisis Management
Center arrived at the site in a short while to find out that the man,
who had jumped from the top of a building, was rushed to “Armenia”
Medical Centre.

The man was identified as Vahan Lazarian (born in 1977). Doctors
describe his condition as serious.

Khosrov Candidate Has The Experience But Lacks RA Citizenship

Activists are demanding that information regarding the candidates
vying to fill the empty post of director of the Khosrov Forest Reserve
be made public and posted on the website of the Ministry of Nature
Protection.

Yeghia Nazaryan, Mariam Soukhoudyan and Levon Galstyan told reporters
today that they issued the demand one week ago, but that no such
information has been forthcoming.

“During the last bid for the same post, the bios of the four candidates
were posted on the website. Today, there are eleven candidates but
no information on any of them,” Nazaryan said.

The activists said that there is only one candidate with any
professional experience in the sector.

That man is Albert Doumikyan, who served as deputy director and then
director of the Buriensky National Park in Russia for twenty years.

For the past six months, Doumikyan has been trying to receive RA
citizenship.

The law stipulates that directors of SNOCs (State Non-Commercial
Organizations must be RA citizens.

Thus, despite Doumikyan’s desire to put his experience and knowledge
to use in Armenia, he will have to wait.

The activists believe that In the meantime, the ministry will
temporarily nominate Hrachya Hovakimyan.

Armenian Envoy Attends Landlocked Developing Countries’ Meeting

ARMENIAN ENVOY ATTENDS LANDLOCKED DEVELOPING COUNTRIES’ MEETING

PanARMENIAN.Net – Armenian ambassador to Japan Grant Pogosyan attended
Laos-hosted meeting of landlocked developing countries (LLDCs).

The meeting aimed to summarize the effectiveness of the implementation
of Almaty Programme of Action in Eurasian landlocked countries,
assess the challenges and offer solutions.

Vientiane Consensus document was approved during the meeting, to be
further presented at Economic and Social Commission for Asia and the
Pacific (UNESCAP) session, due April 25-May 1 in Bangkok.

Armenian President Serzh Sargsyan will depart for Brussels on March
14 to attend a summit of the European People’s Party (EPP), of which
his ruling Republican Party of Armenia is an observer member.

According to the presidential press service, as part of his visit,
in the Belgian capital President Sargsyan will meet with EPP leader
Wilfried Martens.

This is the second foreign trip to be made by Sargsyan after his
disputed reelection last month. Earlier this week the Armenian leader
paid a two-day working visit to Moscow, Russia, where he met with
Russian President Vladimir Putin.

Meanwhile, Sargsyan’s opponents continue protesting what they claim
was a rigged election. The candidate who finished second in the poll,
Raffi Hovannisian, is holding a hunger strike while the Constitutional
Court is considering his and another candidate, Andrias Ghukasyan’s,
claims against the election outcome.

All leading world powers, including Russia, the United States and
the European Union presidency, have recognized Sargsyan’s victory by
congratulating him in separate messages.
