The Corporate Customers Of Armenia’S Banks Are Still Unable To overcome
the consequences of the crisis. Their solvency has dropped, their
account balances are shrinking. As a result, corporate lending is
on decline. Being a driving factor for Armenia’s economy before the
crisis, the financial sector is now falling increasingly dependent
on economic conditions and may prove to be no longer able to foster
economic growth unless some tougher things are done.

In 2012 the growth in corporate lending slumped from 41% to 18%
due to 16.4% decline in corporate account balance (against 51%
growth in 2011). Borrowings from external sources grew by just 13.4%
against 42% growth in 2011 due to growing risks, limited solvency and
falling yield. Profit grew by just 7.4%, while in 2010 it more than
redoubled due to anti-crisis donations from international financial
organizations and Russia. The post-crisis SME support boom was just
a stopgap – a measure that changed little on the market. Poor control
of the real sector, no anti-monopoly policy, no understanding of what
should be done first, unbearable tax burden forcing SMEs to resort
to double entry bookkeeping, frozen 8% official rate keeping loan
interests stably high, no certainly as to how the global economy will
behave – all this is making it increasingly hard for the Armenian
banks to assess the solvency of their corporate borrowers and their
own credit risks.

Though quite justified, the CB’s tough financial rating requirements –
especially the loan loss provision – are yet another factor that is
discouraging the banks from active corporate lending. In 2008 the loan
loss provision grew by 30%, while in 2011-2012 it grew by as much as
40%. In 2008 overdue loans redoubled, in 2009 they grew by 5 times,
in 2011 by 51%, in 2012 by 20%. So, in 2008-2012 the share of loan
loss reserves grew from 1% to 2%, while the share of overdue loans
from 1% to 5%. The lower growth in overdue loans in 2011-2012 was due
to the measures to write off part of them and also to the efforts to
improve the loan book in general. Though most of overdue loans are
still consumer loans, their share in the lending of trade, industry,
agriculture and construction is also high. In 2012 prime loans grew by
22% against 74% growth in 2012. Thus, in order to boost the economy,
the banks need constructive partnership with the real sector. And
even though their economy lending is growing faster than the GDP is
(21% against 7.1%, respectively), this does not mean that their role
in the economy is also growing. What it means is that for the moment
the cooperation between the banks and the sector is ineffective,
and the key reasons are growing overdue loans, poor credit scoring,
no long-term lending, limited corporate clientele, low capitalization
and cash outflow. Having seen the best way out in SMEs, almost all
banks rushed to support them. SMEs are an ideal way to keep the yield
high and the risks low without reducing the volumes. This market is
quite capacious while the big clientele has already been shared. As
a result, the top five banks ensure over 50% of SME lending. In 2010
SME lending grew by almost 50% against just 14% growth in 2012 due
to the borrowers’ post- crisis insolvency.

International crisis of liquidity has affected also the Armenian market
of corporate lending and project financing. Obviously, banks cannot
provide more significant financing of these projects than standard
lending of floating capital implies. In addition, the crisis has been
protracted and there is no light at the end of tunnel yet.

Banks have no opportunity to plan financing and are mainly committed
to conservative policy. In this light, the government support to
farming enterprises through the state program of agricultural loan
subsidies launched in 2011 has opened a small window of fresh air for
banks making it possible for them to revise the priorities in favor
of the agricultural sector, which they avoided to invest in before
due to high risks and low-liquidity. Thanks to that, banks speeded
up agricultural lending growth rates in 2009-2011 from 20% to 36% and
than slowed down to 22% in 2012. This decline, like in the case of SME,
is a result of accumulation of non-performing loans and unfavorable
weather conditions that caused damaged to the subsidized farming
enterprises, which have failed to fulfill their loan commitments
to creditor-banks. It is noteworthy that state subsidies applied to
operating farming enterprises only. In fact, an army of farmers that
most of others needed state support have found themselves aside of
the government subsidies.

As a result of the crisis, the share of overdue agricultural loans in
total overdue loans grew from 4% to 9% in 2008-2012, with most of the
overdue loans bring in the categories of doubtful or non-performing
ones. Solution to the given problems may just partially contribute
to interaction of the real and banking sectors, which is especially
relevant in the current situation. Efficient interaction may bring
positive results in case of a single approach to all sectors and
programs. Facing a problem of insolvency of corporate customers,
which has resulted in deterioration of the loan portfolio, banks
have recently become more active in the retail-lending segment
after the crisis and ensured a 30% growth for 2011-2012. However,
retail lending (except refinanced mortgage and international mortgage
programs) requires, first, sufficient capitalization, as it implies
large-scale lending of own funds, and second, a well-organized system
of risk management, which very few local banks can boast of. Today,
retail lending is concentrated on micro-lending (large-scale effect),
overdraft card products, consumer loans on mortgage. In the meanwhile,
before the crisis, retail lending was concentrated on mortgage, car
loans, and consumer loans for acquisition of product by installments.

Replacement of retail lending on mortgage with mortgage-free
retail lending may also lead to deterioration of the quality of
loan portfolios amid decreasing real incomes of the population. The
current processes at banks pursue their reorientation from the market
of customers to the market of services via expansion of the product
line for private customers and general technological modernization.

Approaches and requirements to corporate customers have not changed.

In addition, banks competing with each other have tangibly reduced the
cost of placed resources at the expense of the margin coming closer
to the cost value. As a result, some big banks have even resorted to
some non-standard steps reducing staffs and, first of all, to little
justified and inadequate scenario minimizing their marketing and
analytical departments focusing on micro-risks and expansion of the
branch network. Anyway, even in conditions of poor visibility of the
perspectives of economic development vectors, Armenian banks display
incredible vitality. Though in conditions of limited funding, one
can expect further and more intensive consolidation of the country’s
banking system.

Baku: Presidential Election In Armenia Can Be Recognized Illegitimat

PRESIDENTIAL ELECTION IN ARMENIA CAN BE RECOGNIZED ILLEGITIMATE

Baku, Fineko/abc.az. The presidential election held in Armenia on
18 February 2013 can be recognized illegitimate for the reason of
victory in it by a candidate admitting openly committing a crime
against humanity.

This is, in any case, the opinion of Euronest Parliamentary Assembly’s
vice president Elkhan Suleymanov.

“We call on the international community and the official election
observation missions to consider the presidential elections in Armenia
and the election of Serzh Sargsyan illegitimate. Moreover, we demand
the European Union to refuse signing the Association Agreement with
Armenia till the liberation of Azerbaijani territories from military
occupation, and to discuss the current situation on this issue in
the OSCE and CoE Parliamentary Assemblies, the European Parliament,
and other international organizations. It should be kept in mind
that only a fair evaluation of the elections in Armenia will help
to prevent the deepening of current hostile relations between the
Azerbaijani and Armenian nations because of the ongoing military
occupation of Azerbaijan by Armenia. It is also the only way to help
preventing the beginning of new aggressive wars in other countries,”
the Suleymanov’s statement says.

A reason for the statement was not “a lack of impartiality of the
public administration, misuse of administrative resources, and
undue interference in the process, mainly by proxies representing
the incumbent, and some serious violations observed on the election
day”, but that the international community positively evaluates the
presidential elections in Armenia in the light of democracy, human
rights, and rule of law in Armenia.

“This country conducted an armed aggression against its neighbour
Azerbaijan, keeps 20% of Azerbaijani territories under military
occupation so far, carried out a policy of ethnic cleansing in those
occupied territories, thus, they massively and grossly violated
the rights of about one million ethnic Azerbaijanis, who became
refugees and internally displaced people. Be reminded that Armenia
was faced repeatedly with its international and legal accountability
for those war crimes not only by Azerbaijan but also by the entire
world community. Armenia’s aggressive activities, war crimes and
crimes against humanity contradict democracy, human rights, and rule
of law and at the same time, prove the unwillingness of this state to
recognize these international principles. Therefore, the evaluation
itself of the presidential elections in Armenia in the light of
democracy, human rights, and rule of law is the manifestation of
disrespect to these values,” the statement says.

The aggravating point is that Serj Sargisyan, commander of the armed
Armenian groups, which committed a brutal genocide against innocent
civilians in the town of Khojaly in Azerbaijan on 26 February of 1992,
has been elected President.

Thomas de Waal, senior associate of the Washington DC-based Carnegie
Endowment for International Peace writes in his book “Black Garden:
Armenia and Azerbaijan through Peace and War” that when he asked
Armenian Military Commander Serzh Sargsyan to talk about the occupation
of Khojaly, he told: “Before Khojaly, the Azerbaijanis thought that
they were joking with us, they thought that the Armenians were people
who could not raise their hand against the civilian population. We
were able to break that (stereotype).”

“Serzh Sargsyan indeed acknowledges that he is one of the authors and
participants of the bloody ethnic crimes against civilians in Khojaly.

However, today the world faces that Sargsyan, who is directly
responsible for massacring mercilessly hundreds of innocent civilians,
is re-elected a president,” the statement says.

The most incomprehensible is that by evaluating elections and its
results in the light of democracy, human rights and the rule of law,
the international community approves the election of the criminal as
the head of Armenia.

“Thus, the international community, therefore, casts serious doubt
on all its fundamental standards such as democratic values, respect
to human rights and rule of law, as envisaged in its documents. This
proves the corrosion of the system of democratic values and their
assessment. This anti-democratic assessment may in the future give
rise to similar transformation of disputes between member countries
in military confrontation and undermines confidence of the peoples
of the world in democracy,” the statement says.

Armenian Community Causes Tensions In Georgia

The Armenian community of Georgia has demanded ratification of the
European Charter for Regional or Minority Languages Georgia signed in
1999. President Mikheil Saakashvili says that the charter threatens
national security, Georgia Online reports.

Urges to ratify the charter were heard in the Akhalkalaki District
of the Samtskhe-Javakheti Province, as stated by Hamlet Movsesyan,
speaker of the local parliament.

He admitted that the initiative belonged to the Georgian Dream
coalition of Prime Minister Bidzina Ivanishvili.

Georgian State Minister for Reintegration Paata Zakareishvili said
that Saakashvili had been lobbying passing of the charter in 1999.

PanARMENIAN.Net – Tbilisi is facing a new bout of political tensions
amid Georgian Armenians’ demands for urgent ratification of the
European Charter for Regional or Minority Languages.

President Mikheil Saakashvili, who still has strained relations with a
parliamentary majority leader Prime Minister Bidzina Ivanishvili, took
a hostile stance on the demand, citing a threat to national security.

He further accused his opponents with fostering Armenian nationalism,
Georgia Online reported.

The charter ratification urge was voiced in Samtskhe Javakheti’s
Akhalkalaki region, home to a predominantly Armenian population. “We
insist that the parliament ratify the Charter which Georgia joined to
in 1999,” the head of local parliament Hamlet Movsisyan stressed. The
initiative was authored by the members of Ivanishvili’s Georgian
Dream coalition.

As the state minister for reintegration noted, in 1999, Saakashvili
was the one who lobbied Georgia’s ratification of the document.

“Saakashvili explained his actions by the intention to expedite
Georgia’s accession to the Council of Europe. He was so set
on overtaking Armenia and Azerbaijan that he never thought of
repercussions,” Paata Zakareishvili said.

ARMENIAN-RUSSIAN TRADE TURNOVER HIT $1.2 BLN IN 2012: RUSSIA’S ECONOMY MINISTRY

YEREVAN, March 18. /ARKA/. Armenian-Russian trading turnover rose by
22.3% in 2012 from a year earlier to $1.2 billion, Russian official
Andrey Tsemakhovich said.

Tsemakhovich is a deputy head of the department of economic
cooperation and integration with the CIS at Russia’s ministry of
economic development.

“It is the highest figure within the CIS. In 2012 imports from Armenia
to Russia rose by record high of 43.6%. Trading turnover in January
increased by 32.6%, which is also very optimistic, and import of the
Armenian production to Russia -by 87.6,” he said Saturday at Economic
Aspects of the Eurasian Integration and Armenia conference in Yerevan.

Russian investments in Armenia climbed 5.2 times from 2007 to 2012,
and Armenia is ranked third in attracting Russian investments, after
Belarus and Ukraine, according to him.

“We succeeded to overcome the crisis peak faster than some other
countries and rally our economic growth. The Armenian government’s work
should be singled out here. Particularly, we can see it through the
GDP growth rates in Armenia which were not only the highest in the CIS
but also in the world. But here we should not also underestimate the
joint efforts of the Armenian-Russian interparliamentary commission,”
he clarified.

Armenia posted 7.6% GDP growth in 2012 while an average growth within
the CIS stood at 3.4%.

Palliative care is an area of healthcare that focuses on relieving and
preventing the suffering of patients.

Palliative medicine is appropriate for patients in all disease stages,
including those undergoing treatment for curable illnesses and those
living with chronic diseases, as well as patients who are nearing the
end of life.

Palliative medicine utilizes a multidisciplinary approach to patient
care, relying on input from physicians, pharmacists, nurses,
chaplains, social workers, psychologists, and other allied health
professionals in formulating a plan of care to relieve suffering in
all areas of a patient’s life. This multidisciplinary approach allows

Volkan Vural who, at present, is a permanent member of the Board of
Directors of the Turkish Industrialists’ and Businessmen’s Association
(TUSİAD). Below is an excerpt from the talk.

During an interview you said relations should be established with
Armenia, that we should apologize from the Armenians, [but] without
accepting the [Armenian] Genocide. Do you still hold the same view?

Yes. Close to a million Armenians lived in these lands. They are
the children of this land. Several incidents occurred [in these
lands]. In my view, this was a deportation and a tragedy. It is
possible to apologize for this guilt. [But] of course, the Armenians
are at fault, too.

The historians are unable to resolve [this matter]. How will
politicians resolve [it]?

In my view, this is a political matter, and the politicians will
resolve [it]. An apology can be made here, and a call can be made to
the grandchildren of those that died and were deported: “These are
your lands, as well. Come [here], there is place for you, too!” [And
Turkish] citizenship can be granted to those who come.

All right, but what will we do if millions come?

Not that much [will come]. Five-hundred thousand can be the maximum
[that would actually come]. Let it be 600,000, with [their] children
and grandchildren.

Will we open the borders [with Armenia] in 2015 [that is, on the
100th anniversary of the Armenian Genocide]?

I think we should open [the borders]; this likewise is very important
for the region of Kars [in Turkey]. Due to not conducting direct trade
[between Armenia and Turkey], third countries are making use of this.

Official Brussels again warns Armenia of impossibility of
combining participation in Russia’s Customs Union and the EU Deep
of Comprehensive Free Trade Agreement, Deputy Head of the European
Parliament Committee on Foreign Affairs Elmar Brok said in an exclusive
interview with Radio Liberty Armenia.

He said that these two agreements contradict each other. EU cannot
sign a DCFTA with a country that is a member of Russia’s Customs
Union. It is impossible legally. Armenia and other Eastern Partnership
member-countries must chose between the two structures, he said.

Asked what if Armenia decides to join the Customs Union initiated by
Russia, Elmar Brok said that EU’s relations with it will be the same
as with Russia.

YEREVAN, MARCH 18, ARMENPRESS: Syrian-Armenian Vahan Chaghlasyan,
dentist- dental technician by profession has decided to establish a
dental laboratory in Yerevan jointly with his wife. In an interview
with Armenpress, our compatriot stated he was engaged in similar
activities in Aleppo before the break up of known clashes. Vahan
Chaghlasyan and his wife had a dental laboratory in Aleppo and were
managing it, yet they had to leave it and move to Armenia. They are
currently living in Yerevan, and are busy with establishment of their
business in Homeland.

The Syrian-Armenian family has exerted much efforts, their laboratory
is scheduled to operate soon. Initially they have encountered some
difficulties because of the lack of both shelter and job. Later
they made up their minds to establish their own business in Armenia;
their goal will sooner be called into life.

The Syrian-Armenian couple as well as had a chance to move to the
United States, yet preferred to come to Armenia. They adhere to the
opinion that the Armenians should live and create in their Homeland.

They are decisive to never leave Armenia and give birth to their
future children in Armenia too.
