BRITISH PARLIAMENT HOSTS DISCUSSION ON 25TH ANNIVERSARY OF THE KARABAKH MOVEMENT

A round-table discussion on “The 25th anniversary of the Karabakh
Movement: Struggle for Independence and Justice” was held at the
UK House of Commons on March 25. The event was organized by the
British-Armenian All-Party Parliamentary Group and the Armenian
Embassy in Great Britain.

The discussion was chaired by Vice-President of the British-Armenian
All-Party Parliamentary Group John Whittingdale, Chairman of the
House Committee on Press, Sport and Culture.

Member of the Armenian National Assembly Vahan Hovhannisyan, NKR Deputy
Foreign Minister Felix Khachatryan, Director of the Regional Research
Center Richard Giragosian delivered speeches on the 25th anniversary
of the Artsakh Movement, the Sumgayit tragedy, the peaceful settlement
of the Nagorno Karabakh conflict.

The meeting featured President of the British-Armenian All-Party
Parliamentary Group, Baroness Caroline Cox, members of the House
of Commons and the House of Lords, diplomats accredited to London,
representatives of the Armenian community, analysts, historians
and students.

For eight consecutive days Yerevan’s Liberty Square has been hosting
open public forums initiated by opposition leader Raffi Hovannisian,
official runner up in the recent presidential elections on his 16th
day of hunger strike there, disputing the “fraudulent” ballot with
what he calls “the Armenian people’s victory”.

Discussions on political, social, cultural issues are conducted
by well-known political and public figures, lecturers, who answer
questions from citizens and reporters, gathered at the square to take
part in the forums.

The speakers point out that public forum discussions are a new
phenomenon in the Armenian political culture and help in voicing
public opinion.

Hovannisian believes that public forum discussions are the basis of
new democracy and urges caring citizens to join the ongoing events.

The Heritage party leader says each session of the forum shows that a
new quality has been created, as it is highly important to introduce
to people possible alternatives and ways that would lead to victory
for minority parties.

Former candidate for presidency Andreas Ghukasyan, who has been one
of the forum speakers, says the newly-shaped format is important
first of all because it enables direct communication with citizens.

“It gives you a chance to sense public sentiments and moods directly,
because people ask you questions they are concerned about. On the
other hand- this format enables our citizens to get to know their
politicians, understand the platform substance, learn their personal
qualities,” Ghukasyan told ArmeniaNow. “In any case, it is beyond
comparison to the formal sessions adopted by pro-establishment parties,
where everything proceeds by a pre-set scenario. This forum is the
direct opposite, the alternative of those.”

Another speaker, oppositional MP Nikol Pashinyan stated that public
forums held in Liberty Square with Hovannisian’s approval have to
have a practical objective – formation of new administration, which
would become a most important tool for a velvet revolution.

Meanwhile, political analyst Yervand Bozoyan does not see anything
positive or slightly effective about the Liberty Square forums,
and says it has zero impact on society.

“A square in its essence is a unique place, and people rallied there
need slogans, posters and mottos; that’s the world practice. Commonly,
it is not a place suitable for analysis, those are made in seminars.

If you start making analysis at squares, you can’t keep the crowd,
people would just leave. When analysis are transferred to squares,
it becomes an absurdity, because when Raffi Hovannisian says he
wants to find out through voting who is “for” or “against” turning
to the Constitutional Court (CC), I wonder how they are planning to
count people, and after all, how many among those are familiar with
CC specifics and subtleties, for us to consider it a civil forum,”
Bozoyan told ArmeniaNow.

Heritage party member, activist David Sanasaryan said in his speech
at one of the forum sessions that there are no “idle viewers” among
the participants; everybody has to take part with a participant status.

“The way I see it, lecturers should not just come and stand, but
register their names saying they want to deliver a lecture. We have
to form our own ‘shadow government’ which is a political term – we
have to replenish it with our presence, enrich it, not be afraid,
say I am this specialist and can assume this or that duty,” he said.

Bozoyan counters that the public forum is a rally by its looks, but
not by essence. Such discussions should be held by experts, but in
closed rooms rather than in the presence of a crowd, because this way,
he says, the expert community degrades and is subject to erosion.

During the 7th public forum on Monday, Heritage’s Styopa Safaryan
said that many people do not see what is happening at Liberty Square
as a political process.

“But look, they, nonetheless, are forced to somehow respond, give
interviews, which is a result too. This is the kind of politics that
Armenia needs like air and water, this is when to people’s voice of
protest they respond by interviews, hence we have to understand this
one wonderful truth – what we are doing now at Liberty Square is the
greatest of politics,” he said.

Manvel Sargsyan, heading the Armenian Center for National and
International Studies, told ArmeniaNow that these forum discussions
are a novelty; they are declared apolitical, hence political party
flags are dropped.

“People have direct participation in these events. Open forums enable
this or that politician or public figure, if they have an opinion to
share, to introduce them. A new political culture is being shaped. One
should take as a departing point the fact that for 16-17 years there
have been no results, meaning that the issues set have not been
resolved, however there are always objective results. This culture
is developing, new approaches are needed, society is developing.

Doubtlessly, there is no struggle without consequences.”

Expert: Anti-Army Sentiments Growing In Azerbaijan

EXPERT: ANTI-ARMY SENTIMENTS GROWING IN AZERBAIJAN

“Anti-army sentiments in Azerbaijani society have grown, turning into
anti-government sentiments,” the military expert David Jamalian said
at the meeting with reporters today.

In his words, there is growing disconnect with the army among the
public. “Ethnic minorities such as Lezgins, Talyshs and others suffer
more and more casualties in the army. Azerbaijani authorities are
trying to set these peoples and their natural allies- the Armenians
against each other,” David Jamalian said.

He noted that the Aliyev clan has done nothing to prevent such negative
phenomena in the army.

The expert said Azerbaijan is an artificial state formation where it is
impossible to set up a single society, partly because of inter-ethnic
and enter-community tensions within Azerbaijani society.

NUMBER OF IRANIAN TOURISTS TO ARMENIA DECLINES BY 43%

The number of Iranian tourists to Armenia has declined by 43%,
according to Ayub Najari, Head of the Transport Department of Eastern
Atrpatakan province in Iran , IRNA news agency reported.

Najari said 7,151 people crossed the Iranian-Armenian border on March
15-24, which is a 43% decline as compared with the same period of
last year.

34, 723 people crossed the Iranian-Azerbaijani border in the indicated
period. Only 1,300 of them were Iranian citizens.

We should come out of this complicated situation so that both the
state and the people benefit from it, member of RPA parliamentary
faction Artak Davtyan told reporters in Yerevan.

In the current situation, much depends not only on individuals, but
also on constitutional mechanisms, said the Republican MP, adding that
he agrees to the opinion that the opposition should have control and
should be represented in some key bodies.

According to him, the final resolution depends not on individuals
but on mechanisms. The necessary changes will come, Davtyan said.

“We should make it so that the people trust these mechanisms,” he said.

Un poète en visite au collège Angèle-Vannier

Le poète Marianne Auricoste a rencontré les élèves de 4e et de 3e du
collège Angèle-Vannier, vendredi, juste avant sa lecture des Voix du
poème, le soir même, au centre culturel du Coglais, à Montours.

Son intervention au collège a été l’occasion pour elle d’apporter des
textes inédits illustrés par les élèves de 4e et étudiés par ceux de
3e.

Cet opuscule sera ensuite édité par le pôle artistique et disponible à la vente.

« L’important, c’est la langue, celle avec laquelle vous êtes nés et
non votre origine,annonce Marianne Auricoste, aux collégiens.Les mots
du français ont une résonance particulière pour vous et pour toute
personne issue de l’immigration, mais née ici. D’origine arménienne
moi-même, j’ai regretté, lors d’une visite dans ce pays de ne pas
pouvoir m’exprimer dans cette langue. »

Marianne Auricoste a notamment créé l’association Le chant des mots.
Elle a également joué au thétre avec des comédiens tels que Suzanne
Flon, Michel Lonsdale ou Claude Piéplu, entre autres.

Des spectateurs passionnés ont assisté, vendredi, à la performance de
l’artiste arménien Aratat Sarkissian. Grce à des rouleaux de
plastiques ou de cuivre, qu’il a lui même fabriqués, il imprime
l’image dans l’argile. Ainsi le conte de David et Khatoun, poème
épique traditionnel prend forme sous nos yeux. Le lien entre
impression et expression devient évident. L’artiste Garri Karadjanian
traduit le conte en français. Ararat Sarkissian est invité à présenter
son art lors de la Biennale 2013 à Venise.

Heritage party leader opened today regular open civil council’s
discussion, presented the programs for the coming days and gave the
microphone to writer, orator Arkady Vardanyan and ex-MP of the
Heritage party Vardan Khachatryan.

The two speakers accentuated that only people are able to solve the
existing situation in the country. `According to the Constitution, our
country is legal and social state but it is not so, we see how our
people are suffering,’ Arkady Vardanyan said.

Speaking about justice, the orator said when a person sees how justice
is being violated, this person suffers the greatest offense. When
there is no justice there cannot be legal and social state.

`The rich continue becoming richer, while the number of poor people
grows. The emigration continues,’ he said, adding that his wish is to
see the spheres of strategic significance of the economy in the hands
of the people while today few teem in their wealth while the
overwhelming majority is in hard social condition.

He said the proposals voiced by Raffi Hovannisian may step by step
take to reforms if of course the president manages to understand and
accept them in a right way, `but I do not think it will happen,’ he
added.

Vardanyan called on everyone to attend the inauguration of the
`elected president’ Raffi Hovannisian on April 9. `All the issues may
be solved with the wish of the people. These authorities understand
very well that being deprived of authority is the same for them as
death but I know that people will solve the existing issues,’ he said.

Former MP Vardan Khachatryan said the important circumstance is that
the power belongs to people and no one can argue it.

He said when people leave the country it means the bearers of our
state are leaving and if this emigration continues it will be
difficult to solve functional issues.

Asked whether the incumbent authorities will agree to Hovannisian’s
proposals, Khachatryan said neither of the authorities are ready for
concessions which means people must act and when people act the state
cannot be endangered.

Armenia-born professional boxer Arthur Abraham (36-4, 28 KOs) lost to
former WBO champion Robert Stieglitz (44-3, 25 KOs) after suffering an
unfortunate injury in a rematch of their first fight from last summer
in which the Armenian had prevailed.

The fight in Magdeburg, Germany, on Saturday night was stopped at the
beginning of Round 4 when Abraham, dubbed `King Arthur’, had developed
a big bruise on the left eyelid.

The ring doctor who examined the boxer recommended termination of the
fight, with the official verdict giving Stieglitz a win by technical
knockout.

The boxing news website, proboxing-fans.com, quoted Stieglitz as
saying that he was ready for another rematch and would `give Arthur
the chance again and again’.

Abraham’s manager Wilfried Sauerland, for his part, said his charge
had lost `by an unfortunate injury’. `When decency prevails, there
will be another fight,’ he added, according to the source.

L’ambassadeur Heffern a rencontré une citoyenne américaine ayant
dénoncée la fraude électorale

L’Ambassadeur des Etats-Unis en Arménie John Heffern a rencontré la
citoyenne américaine Narine Esmaeli, qui a été placée sous enquête par
les autorités arméniennes, après avoir révélé la fraude électorale,
immédiatement après les élections présidentielles du 18 février.

Observatrice d’une organisation internationale non gouvernementale,
Narine Esmaeili a été en poste au bureau de vote 17-5 dans la ville
d’Artashat lors de l’élection présidentielle arménienne. Quand elle a
protesté face aux fraudes électorales présumées, elle a été
physiquement agressé et menacé par les responsables du bureau de vote.
Actuellement, une procédure judiciaire a été ouverte contre elle.

La situation juridique de Narine Esmaeli a été au c`ur de sa rencontre
avec Heffern.

L’ambassadeur a promis de continuer à suivre de très près son cas,
ainsi que d’autres développements post-électoraux. John Heffern a
indiqué que le bien-être des citoyens américains à l’étranger demeure
la priorité absolue pour le gouvernement des États-Unis.

John Heffern a déclaré que les États-Unis demeure résolu à continuer à
travailler avec le gouvernement d’Arménie et le peuple arménien pour
aider à renforcer les processus démocratiques qui garantissent la
liberté de tous les individus en vue d’exprimer leurs points de vue et
opinions, sans crainte de harcèlement ou de persécution.

Narine Esmaeli a signalé qu’elle avait vu un groupe de 25 à 30 hommes
marchant dans le bureau de vote et entourant l’urne. Le policier qui
gardait le bureau avait ignoré sa demande de ne pas laisser plus de 15
personnes entrer dans le bureau de vote car cela était une violation
des règles du vote. Quand elle a essayé de protester, l’un des hommes
du groupe l’a poussée contre le mur et a tenu ses mains l’une contre
l’autre, alors que des membres du bureau ont coupé le cachet de l’urne
pour permettre à l’un des hommes du groupe de verser un sac plein de
bulletins de vote dans la boîte. Les policiers locaux, qui sont
arrivés sur les lieux plus tard, répondant à son appel, ont demandé à
Narine Esmaeili d’être une « bonne fille » et ne pas parler aux
médias.

L’enquête sur les activités de Narine Esmaeli a commencé une semaine
après les élections.

« L’enquêteur Hovakimyan, qui était sarcastique et agressif dès la
première seconde où nous nous sommes rencontrés, a toujours tenté de
modifier mon témoignage et l’ordre des événements dans le but de
placer le blme et la suspicion sur moi. Au lieu de transcrire
exactement ce que je racontais, l’enquêteur a utilisé des questions
suggestives et les réponses méprisantes comme « vous savez ce n’est
jamais arrivé » a déclaré Narine Esmaeli au bloggeur d’Amnesty
International Simon Maghakyan.

« Pour éviter toute distorsion de l’enquêteur sur mon témoignage, mon
avocat Tigran Yegoryan insisté sur le fait que nous enregistrons
l’interrogatoire du 1er mars. Après avoir argumenté pendant 40
minutes, le départ de l’enquêteur ce dernier revint avec Andranik
Mirzoyan, chef du Service des enquêtes spéciales. Le chef a arraché de
façon effrayante l’enregistreur de la main de mon avocat et de manière
agressive l’a jeté contre l’étagère dans la salle d’entrevue. Puis mon
avocat et moi-même avons été entouré par une demi-douzaine
d’enquêteurs » a ajouté Narine Esmaeli.

« Nous avons quitté l’endroit physiquement intact, mais j’ai peur d’y
retourner. C’est exactement ce qu’ils veulent de moi. C’est exactement
pourquoi je ne vais pas arrêter mon combat pour la justice » a
expliqué Narine Esmaeli.
