March 26–ZAREH SINANYAN — the City Council candidate at the center of
this election season’s biggest controversy so far — has also amassed
the largest campaign war chest, with $70,065 on hand, according to
the most recent financial disclosure filings.

“The money is just flowing in,” Sinanyan said. “People are
overwhelmingly supporting me.”

Contributions for the April 2 election continued despite a request
by some council members earlier this month to remove Sinanyan from
his city commission seat because of vulgar and threatening comments
that were posted under his name on YouTube and other websites.

The candidate received 28 contributions totaling $9,400 after the
public brouhaha, according to financial disclosures filed with the
City Clerk’s Office March 21.

Sinanyan kept his seat on the Community Development Block Grant
Advisory Committee because some City Council members said there wasn’t
enough evidence to prove he wrote the comments.

Sinanyan has not denied posting the comments, many of which are
directed at Armenia’s geopolitical enemies, saying only that they do
not reflect his values.

The next most successful fundraiser in the council race is incumbent
Ara Najarian, who has $64,375 — much more than the $45,013 he
collected through the second filing period in 2009, the last time he
ran for re-election.

The large hauls indicate that despite the city’s campaign reform
ordinance in 2008, which limited individual contributions to $1,000,
election spending remains strong.

But large campaign war chests do not necessarily guarantee electoral
success. Councilman Rafi Manoukian lost re-election in 2007 even
after raising $171,080 as of the second filing period that year.

Najarian said if he is elected again, he will push for a fundraising
cap of $40,000.

“It’s out of hand,” he said. “It’s not necessary.”

Councilwoman Laura Friedman rounded out the top three with $46,312.

Herbert Molano has $32,700, although $30,000 of that came in the form
of a self-made loan. Sinanyan and Najarian also lent themselves $750
and $2,500, respectively.

The remaining eight candidates for three seats on the dais raised a
total of less than $25,000.

Aram Kazazian, for instance, is far behind what he took in during the
same filing period for his candidacy in 2009, when he raised $60,231.

Kazazian, an architect, has raised just $5,499 so far this year.

But some candidates have also benefited from the generosity of
political action committees. The National Assn. of Realtors Fund
spent $51,670 on behalf of Rick Barnes, a Realtor, who had $9,981 in
his campaign chest, $3,100 of which was a loan to his own campaign.

The National Assn. of Realtors paid for telephone calls, mailers,
voter lists and consulting services.

The Asian American Small Business PAC paid roughly $1,950 for voter
files and telephone calls on behalf of Edith Fuentes, Glendale’s
former zoning administrator.

Fuentes, the only Asian candidate in the City Council field, has
collected $21,589.

Glendale Firefighters for Better Government have spent $9,418 so
far on behalf of Friedman, Najarian and City Clerk Ardy Kassakhian
and donated $1,000 each to Kassakhian’s and Friedman’s campaigns,
their treasurer Richard Bush said.

However, that political action committee did not file independent
expenditure forms until after a reporter’s inquiry and Bush expects
to be fined for the late filing.

Committees that spend more than $1,000 but do not properly file
expenditure reports could be charged up to $10 for each day a statement
is late. And if the matter is referred to the California Fair Political
Practices Commission, the violation may be punishable by a maximum
fine of $5,000, said agency spokeswoman Tara Stock.

The Women’s Political Committee, which supports progressive women
candidates primarily in California, also gave Friedman $1,000, as
did the Glendale Management Assn., a city union.

The Glendale Teachers Public Education Improvement Fund, supported
by the Glendale Unified teachers union, donated $1,000 to Sinanyan’s
campaign, the filings show.

Kassakhian has raised $32,056 so far, while his opponent, Stephanie
Landregan, has collected $9,103, more than half of which was in the
form of a self-made loan.

soldier Sevag Balikcı, sentencing the perpetrator to four years and
five months in prison met severe condemnation.

The parents of the soldier stressed that the ruling was not adequate
to the crime committed. “Sevag died from a racist bullet. Is it truly
a punishment that a chauvinist who killed him merited?” Sevag’s father,
Garabed, questioned.

According to Sevag’s mother, Ani, the hearing was marred by a number of
violations, with eyewitnesses permanently changing their testimonies,
which might come as a result of intimidation.

As Professor Gencay Gursoy told a news conference later, “Sevag’s
murder is very similar to that of Hrant Dink. This is one of the
cases that Turkish justice chooses to ignore,” Ermenihaber quoted
him as saying.

In anticipation of the biggest religious event in Armenia – Easter,
which this year comes on March 31 – food prices have gone up, consumer
rights organizations say, and that has become a tradition for the
local market.

“It’s not the first years that stage-by-stage rise in prices can
be observed. Every time they give some explanations, but the truth
is rather simple: the demand grows, the prices grow. It would be
naïve to believe that the price hike every year is conditioned by
objective factors. These factors accidentally coincide with Easter,
while the objective ones don’t,” says head of the Consumers’ Union
Armen Poghosyan.

Poghosyan says the State Revenue Commission’s role is the key here,
because if an entity or a proprietor decides to raise the prices for
their products, there is no law to prevent that.

“It is about the way profit is taxed. If it were accurately taxed,
there wouldn’t be price hike, because each price increase is subject
to a heavier tax, but since there is no control, this is the picture
we have,” he says. “By our observations consumer basket commodities
have seen roughly 10-percent increase in prices.”

Poghosyan says the work of the State Commission for the Protection
of Economic Competition (SCPEC) is very important as well, because
this body is authorized to check how grounded the price hike is,
but rather than doing it after the given holiday, it should do it at
the moment when manufacturers store up large amounts of products with
hopes for new prices.

“It is wrong to blame only the manufacturers. They claim they
distribute their products with the same prices as before and are not
liable for the selling prices at this or that shop. Consumers would
only win from timely supervision by the state commission,” he says.

Starting last week the egg market (the key product for Easter) has
seen a rise of 5-drams/per egg. On Monday the SCPEC monitoring group
registered the price change in the egg market as well.

The price for Lusakert Poultry manufactured 10-egg pack has gone from
660 drams ($1.65) to 680 drams ($1.70), Arzni Poultry eggs are now
66 (16 cents) drams each instead of previous 64 drams (15 cents),
Yerevan Poultry’s 30-egg pack is now sold at 1,920 drams ($4.8)
instead of 1,860 drams ($4.5), and Arax Poultry’s one egg costs now
65 drams versus former 64.

SCPEC has made a decision to demand reports from the manufacturers
on daily basis concerning the production and realizations volumes,
the surplus, release prices, as well as documented justification for
price changes.

Consumers expect that the prices for the other must-have attributes
of the holiday table – fish, rice, raisins and greens – will go up
as well.

Union of Armenian Fish-Breeders NGO Artur Atayan says that fish
products will cost 100 drams/per kg more, and the price hike will
continue after the holiday, stating as a ground the dire financial
situation of the local fish-breeding entities.

“In 2012, 57 fisheries shut down, creating fish deficit. The majority
of functioning fisheries have large financial bank liabilities, many
have even used their houses as collateral for a bank loan,” he says.

Atayan says, in 2011 the average wholesale price for a kilo of fish
was 1,500 drams ($4), while in 2012 it dropped to 1,150 drams ($3),
and currently is up to 1,450 (around $3.5). Retailers, however, have
their share of fault in the price hike, because they work with bigger
advantage and profitability than the fish-breeders.

At today’s press conference in Freedom Square Vice- Chairman of
“Heritage” Armen Martirosyan spoke about the cooperation with PAP,
ANC and ARF-D.

Dwelling on the question why the cooperation with the PAP failed,
Martirosyan said that they disagreed with Vartan Oskanian’s heading
the list and gathering around the PAP axis in general. We are united
around citizens and the majority of people, he said.

Dwelling on the failed attempt to unite with the ARF Dashanktsutyun,
Martirosyan said that Heritage proposed that Lilit Galstyan heads the
list, which was the biggest concession by us, but the attempt failed.

He didn’t rule out cooperation with ARFD after elections. According
to Martirosyan, the door of cooperation with the Armenian National
Congress is also open. The same goes for the PAP.

Going into details of negotiation with the ARF-D, the Vice-Chairman
of “Heritage” said the latter proposed that the list was headed by
Raffi Hovannisian, which is inacceptable. “Then they proposed me,
which was unacceptable for us, so we proposed Lilit Galstyan”, Armen
Martirosyan said.

An international, academic conference called “Independence and Beyond:
In Search of a New Armenian Diaspora after 1991,” organized by the
Armenian Revolutionary Federation Western US Central Committee in
collaboration with the University of Southern California Institute of
Armenian Studies and the Armenian Review, will take place on April 27.

The one-day conference will take place at the Davidson Conference
Center of the University of Southern California (USC) on Saturday,
April 27, Asbarez reports.

Through its various presentations and discussions, the conference
seeks to examine the impact of the independence of the Republic of
Armenia and subsequent processes of nation-building there on various
facets of Diaspora life, such as political ideologies and cultural
narratives, linguistic and literary production, organizations and
institutions, economic investment, remittances and affiliation,
and hybrid identity formation.

The four thematic panels will feature leading scholars of Armenian,
Diaspora, and Transnational Studies. Using their expertise in
fields that range from Political Science and History to Literature
and Journalism, the conference participants will work toward new
frameworks and definitions in conceptualizing “Diaspora” in the
Armenian context. Traditional paper presentations will be given in
panels entitled, “Revisions of the Narrative of Return” and “Cultural
Narratives and Language in and Evolving Diaspora,” while thematic
conversations will be performed in discussion panels entitled, “New
Definitions of Diaspora and Nationalism” and “Online Space and the
Politics of Information Exchange.”

The court ruling with respect to the case into the death of Sevag
Sahin Balikci-an Istanbul Armenian who was killed, on April 24, 2011,
in a military unit while serving in the Turkish army-did not satisfy
Sevag’s parents, who stated that they will appeal this ruling.

During a press conference that was held by Sevag’s parents and
their attorney, several facts and evidence were presented that were
overlooked during the trial, Pressturk.com of Turkey reports. The
Balikci family attorney, Cem Halavurt, noted that those who were
responsible for the murder were not touched upon during the trial,
and a strong pressure was exerted on the witnesses.

The attorney also stressed that they believe Sevag’s murder was
premeditated, and not a result of negligence, and noted that they
will appeal the court ruling.

As Armenian News-NEWS.am informed earlier, the Diyarbakir Military
Court made a ruling in the case into the death of Sevag Sahin Balikci.

The court sentenced Kivanc Agaoglu-the fellow serviceman of Balikci-
to 4.5 years in prison on charges of negligent manslaughter. But
considering that Agaoglu already had been in custody for some time,
the court ruled that he will spend solely three years in prison.

To note, Sevag Sahin Balikci was killed by fellow soldier Kivanc
Agaoglu, but the Turkish gendarmerie had stated that the death had
occurred accidentally while the soldiers were joking around. Sevag’s
parents, however, assert that he was killed for being Armenian.

Agaoglu was released at the very first court hearing, and on the
grounds that he had no reason to escape. But at Diyarbakir Military
Court, an anonymous senior officer had stated that, after Sevag’s
murder, an eyewitness soldier had told him that Kivanc Agaoglu had
told Sevag: “Chubby, I will kill you!”

Armenia Registers Increase In Number Of Cattle

YEREVAN.- Armenia registered increase in cattle numbers in 2012. The
pig stock also marked significant 34% increase.

National Statistical Service said the number of pigs reached 145
thousand. As compared with the previous year, cattle stock increased
by 10 percent, marking 661 thousand overall.

The sheep stock has increased by 15 percent.

Early in the morning on March 26 Kapan Police Department of Syunik
region received a signal about an incident. 43-year-old Armen V. with
injuries and drunk was taken to the hospital. People, who took him
to the hospital, claimed that the man was injured on the same day,
falling on the stairs in a night club in Syunik village.

As a result of the measures it was revealed that a man was beaten by
43-year-old Zarzand N. and 37-year-old David B. Measures are taken to
detect these men. According to rumors, Zarzand N. was Syunik region
Governor’s security guard.

Turkish writer and publisher Ragip Zarakolu is again in Armenia. He
met with young historians and experts of Turkish studies at the
Western Armenian Research Center.

Zarakolu said there is a destroyed bridge near Ani and reminded that
Hrant Dink was struggling for its reconstruction. However, there are
people in Turkey, who are afraid to restore it.

The Turkish publisher said there are very few Turkish translations of
Armenian works, unlike the Greek, Italian, Jewish and others. Zarakolu
said it’s not only the bridge between the Armenian and Turkish
literatures that has been destroyed. Thus bridge between the Armenian
and Turkish societies has also been ruined, he added.

It’s worth mentioning that Ragip Zarakolu visited Nagorno Karabakh,
as well.
