DIYARBAKIR, Turquie- Le monde d’Abdurrahim Zorarslan a bascule a l’âge
de 25 ans, lorsque son clan kurde lui a revele qu’il etait armenien.

Son père, un survivant des massacres ottomans, sauve et islamise par
un couple kurde, est decede sans avoir dit un seul mot sur sa reelle
identite. Après un grand examen de conscience, Zorarslan ” a ecoute
quelque chose en lui ” et a ” secrètement ” accepte son identite
armenienne. Âge aujourd’hui de 53 ans, il parle sans detour et se
presente comme un chretien avec un prenom typiquement armenien, Armen.

qui ont decide d’accepter leurs origines armeniennes, enhardies par
le tabou armenien qui se brise en Turquie ces dernières annees et
le message de pluralisme repandu par le mouvement politique dans
la region.

Cette re-connexion est un processus douloureux -en raison non seulement
de ces craintes profondement enracinees concernant les massacres de
1915-17, mais egalement parce que le sud-est rural et pauvre possède un
tissu social specifique où des normes patriarcales strictes gouvernent
les clans soudes et où l’Islam reste un ciment social puissant.

Au debut du 20e siècle, les Kurdes et les Armeniens dominaient la
population de l’Anatolie orientale. Lies aux Turcs par une fraternite
islamique, les Kurdes ont participe aux massacres orchestres par les
dirigeants ottomans et se sont empares des proprietes de leurs voisins
armeniens massacres ou deportes. De nombreux enfants armeniens ont
echappe a la mort en trouvant refuge dans des foyers musulmans :
certains enfants ont ete sauves par compassion, d’autres ont ete
enleves pour devenir des esclaves ou des epouses. Les enfants adoptes
ont ete islamises et assimiles dans la culture kurde ou turque. On
ignore combien de survivants ont vecu en tant que musulmans, les
estimations allant de dizaines de milliers a plusieurs centaines
de milliers.

Selon les recits de descendants a Diyarbakir, la plus grande ville
kurde de Turquie, certains survivants ont garde des souvenirs de leur
identite armenienne, ont recherche d’autres Armeniennes islamisees
a epouser et ont fait savoir a leurs enfants qu’elles etaient leurs
racines. D’autres ont sombre dans le silence et ont essaye d’effacer
complètement leur passe, hantes par l’horreur des massacres et soucieux
de proteger leur progeniture des persecutions.

Les voisins, cependant, n’ont jamais oublie. Un souvenir d’enfance
commun aux descendants est que leurs pairs les traitaient de ” gavour
” ou ” infidèles ” lorsqu’ils jouaient dans les rues. Souvent, les
membres de la famille revelaient le secret dans le feu d’une dispute
familiale, appelant un père ou une grand-mère ” sale Armenien(ne) “.

Certains se plaignent qu’en raison de leur foi musulmane, ils sont
souvent ostracises par les Armeniens chretiens de Turquie aussi,
qui sont concentres dans la ville cosmopolite d’Istanbul et dont le
nombre s’elève a environ 60.000 personnes.

Mais il y a toujours quelqu’un pour leur rappeler qui ils sont. Ils
ne sont pas complètement acceptes d’un côte comme de l’autre. C’est
dramatique. “, a declare a Al-Monitor Gafur Turkay, le petit-fils d’un
survivant armenien, dans la cour de l’ancienne eglise Sourp Giragos
de Diyarbakir, un monumental rappel de l’existence de la communaute
armenienne qui fut un jour prospère dans cette ville.

Après des decennies de silence delibere, Turkay se presente desormais
directement comme ” un Armenien “. Son père reste un musulman fervent
qui a fait le pèlerinage Hadj a la Mecque. Sur 18 frères et s~urs,
seul lui et un de ses frères se sont convertis au christianisme.

Cet assureur de 47 ans est egalement membre du Conseil de la fondation
qui gère l’eglise de Sourp Giragos : en ruines, elle a ete reconstruite
et rouverte au culte en octobre.

Il estime qu’au moins 1 million de personnes dans le sud-est de la
Turquie ont du sang armenien aujourd’hui, meme si les mariages mixtes
et la croissance demographique naturelle ont dilue les origines
armeniennes. L’acceptation de racines armeniennes, explique-t-il,
est un sujet difficile, car les descendants restent fortement lies
a l’Islam et assimilent l’armenite au christianisme.

” Très souvent, ces personnes sont des musulmans inflexibles – un
trait qu’ils ont certainement developpe afin d’etre acceptes et pour
dissiper les suspicions. Qu’ils restent musulmans, mais j’aimerais au
moins qu’ils acceptent leurs origines armeniennes “, dit Turkay. ”
Mais je n’arrive meme pas a convaincre ma propre s~ur. ‘Dieu m’en
garde! Tu ne peux pas me faire dire que je suis une Armenienne’,
c’est tout ce qu’elle dit. ”

Pour Zorarslan, le ressentiment de sa propre famille ne correspond pas
a sa volonte de redecouvrir ses racines. Sur son telephone portable,
qui sonne en jouant une musique armenienne, il affiche fièrement
des photos de ses cousins qu’il a retrouves en France, en Hollande,
aux Etats-Unis et a Istanbul. Ses yeux brillent de plaisir, puis
se remplissent de larmes en racontant que certains de ses parents
ont ete heureux de se remettre en contact, mais d’autres ont refuse
de repondre a ses lettres ou de le rappeler. ” Est-ce a cause de la
religion? Est-ce qu’ils s’inquiètent que nous ne soyons pas reellement
de la meme famille ou est-ce qu’ils pensent que j’en veux a leur
argent ? Je suis toujours en train d’essayer de comprendre “, dit-il.

Behcet Sayan, 47 ans, se souvient que son grand-père etait ami avec
six autres survivants de leur village natal près de Diyarbakir et
que ces hommes âges discutaient en armenien. Ex-ouvrier du bâtiment,
qui accueille desormais les visiteurs a l’eglise Sourp Giragos, Sayan
dit qu’il a embrasse la foi chretienne ” dans son c~ur “. Il espère
que d’autres membres de la famille suivront son exemple, mais il est
pessimiste. ” Mon frère aîne est un hadji. On ne pourra pas changer
sa mentalite, meme si on le decoupe en morceaux. J’espère que mes
enfants me suivront, mais je sais que la vie sera difficile pour eux
s’ils le font. Que chacun prenne sa propre decision. “, dit-il.

Sourp Giragos, l’une des plus grandes eglises du Moyen-Orient, n’a
toujours pas de pretre ni de congregation. Nichee derrière des murs
en pierre dans une petite rue pavee du c~ur historique de Diyarbakir,
l’edifice sert essentiellement d’attraction touristique.

L’interview d’Al-Monitor avec Turkay dans la cour de l’eglise a parfois
ete interrompue par des jeunes, qui, après avoir visite l’eglise,
ont voulu nous dire bonjour et nous confier qu’eux aussi avaient des
ancetres armeniens. Certains s’etaient renseignes sur les cours de
langue armenienne, lances l’an dernier dans la ville.

Kevork Calis, le professeur d’armenien qui vient d’Istanbul en avion
toute les semaines pour enseigner, a poliment refuse la requete
du journaliste d’assister a l’un de ses cours. ” J’ai environ 20
etudiants. Ce sont tous des descendants d’Armeniens islamises. Nombre
d’entre eux viennent au cours en secret. “, a-t-il explique.

Compares aux Turcs, les Kurdes ont ete plus disposes a faire des
efforts pour se reconcilier avec les Armeniens, mus par leurs propres
souffrances dans la Turquie post-ottomane et desireux de faire avancer
leur cause de pluralisme democratique. L’administration locale kurde
de Diyarbakir, par exemple, a fourni une aide financière pour la
renovation de l’eglise de Sourp Giragos et a sponsorise les cours
d’armenien dans la ville.

En fevrier, l’homme politique kurde important, Ahmet Turk a admis que ”
nos grands-pères ont du sang sur les mains ” et il s’est excuse auprès
des Armeniens. Ces excuses, cependant, ont eu un effet contraire,
lorsqu’un ancien legislateur a semble rejeter une responsabilite kurde
directe dans les massacres, en disant que les Kurdes avaient ete ”
manipules ” par les Turcs.

Les leaders d’opinion armeniens ont emis des doutes quant a la
sincerite kurde, agaces par les commentaires du chef rebelle kurde
emprisonne, Abdullah Ocalan, lors son recent processus de paix avec
Ankara. Dans une transcription fuitee dans les medias en fevrier
dernier, Ocalan a souligne l’importance des liens islamiques entre les
Kurdes et les Turcs, et il a parle en termes hostiles des Armeniens
et autres non musulmans.

C’est dans ce climat aigri, que la municipalite de Diyarbakir est
en train de preparer un geste rafraichissant : un monument dedie
aux communautes qui ont souffert des persecutions en Anatolie doit
etre inaugure dans la ville a la veille du 24 avril, le jour de la
commemoration du genocide armenien.

IRAN CALLS FOR EXPANSION OF RELATIONS WITH ARMENIA

Iranian Foreign Ministry Spokesman Ramin Mehmanparast has urged the
promotion of trade ties and tourism cooperation with Armenia.

In a meeting with Armenian Deputy Foreign Minister Shavarsh Kocharyan
in Yerevan on Tuesday, Mehmanparast said Iran favors good relations
with regional states, particularly its neighbors, and believes
cooperation can help regional states’ development.

He noted that Tehran and Yerevan’s diplomatic relations are currently
at their best level, and called for further trade, economic, cultural,
and tourism ties between the two countries.

Mehmanparast highlighted that Iran and Armenia’s support for each
other at international level clearly attest to the fact that both
states enjoy excellent relations.

Kocharyan, for his part, said that Armenia seeks peace and tranquility
and thinks the Islamic Republic of Iran plays a significant role in
the establishment of regional stability.

He also stressed the need for promotion of Yerevan-Tehran economic
ties.

Today the “Spared by the Sequester” spotlight falls once again on the
Agency for International Development. On March 29, USAID awarded
$3,881,188 to Chemonics International, Inc. to help implement reforms
to Armenia’s pension system.

Over the last number of years, the Government of Armenia (GOAM) with
USAID’s technical support has consistently worked to make the country’s
social protection system more efficient and financially stable.

The cornerstone of the GOAM’s old-age poverty reduction program is
its new multi-pillar pension system. This 4 year activity will provide
technical assistance to the GOAM to implement the new pension system
to make it fiscally sound and sustainable. The efforts will result
in an increase in the percentage of economically active citizens who
contribute to the pension resources. The project will also assist
the GOAM, to a limited and targeted extent, to design and develop an
Integrated Social Services system (ISS). The Project will assist the
Ministry of Labor and Social Affairs (MLSA), the private sector, and
civil society to implement the pension reform and to improve social
services policy, benefits, and delivery systems.

Hey, when they’re done there, can they come back here to the United
States and help us develop a fiscally sound and sustainable pension
system?

Artur Brothers Imported Some Items Into Maldives: Ministry

The infamous Armenian brothers accused of being global conmen and
drug traffickers had secured an import license and brought in some
items into the Maldives, Economic Ministry said Wednesday.

Economic Minister Ahmed Mohamed told Haveeru that the Artur brothers’
company “Artur Brothers World Connection” was registered in the
Maldives after the Tourism Ministry had granted a foreign investment
permit. Hence under normal practice, the Arturs had been granted the
necessary business permits, he said.

“We have learned that they had imported some goods under that license.

We haven’t been able to determine what those items are. It is not
something the Ministry keeps track of. We have to find that out from
the customs,” Ahmed explained.

However, Haveeru has been able to confirm that the Artur brothers’
company had imported a car and some motor parts, while the local
shareholder in the company had tried to bring in a live goat shipment
under that license.

According to the Minister, after the case of the Artur brothers had
surfaced in the local media, the Ministry had sought advise from
the Police over a course of action on the company registered by
the Arturs. However, the Police are yet to respond to that request,
he added.

In order to avoid such situations in future, Minister underlined the
importance of centralizing registration of foreign investments. In
that regard, he said such issues can be avoided if the whole process
is brought under the mandate of a single Ministry or institution.

The Armenians had been linked to a huge scandal in Kenya which
eventually led to their highly controversial deportation.

A local media outlet KTN’s investigations team produced a daring
expose of the cover-up that followed the seizure of Kenya’s largest
ever cocaine haul in December 2004.

The channel further disclosed how several tonnes of the cocaine went
missing; how the brothers’ were allowed to escape and how two State
prosecutions were deliberately mishandled.

A top leader in the then Kenyan opposition had also accused the Artur
brothers of being mercenaries sent into the country to kill him.

Meanwhile Immigration Department on Tuesday confirmed that one of
the two brothers have left the Maldives.

The trial of Anna Lazarian, a young mother charged with killing her
baby, got underway today at the Syunik Regional Court of Jurisdiction
in the town of Goris.

The session lasted for only a few minutes since the defendant said she
wished to be represented by a lawyer. Given Lazarian’s very limited
resources, the court will apply to the Public Defense Office for a
pro-bono lawyer.

In September of last year, Lazarian publicly confessed to killing
the child and claimed that Azat Ghukasyan, the mayor of Hartashen,
had raped her.

The next trial date was set for April 9.

Russian Investments In Armenia Decreased Over Three Times

Foreign investment in Armenian economy in 2012 amounted to 1.59 billion
dollars, News.am writes with reference to the National Statistical
Service of Armenia.

In 2012 investments reduced by eight per cent compared to the same
period in 2011. Telecommunications was backed by 37.6 per cent of
foreign investment and 49.82 per cent of direct investments in the
real economy in 2012.

France became the largest foreign investor in Armenia with $230
million worth of investments which is 2.3 times more than in the
previous year. More than 90 per cent of these investments were made
in telecommunications, Orange Armenia.

Investment inflow from Russian companies in 2012 amounted to $123
million, 3.2 times than in 2011. One-third of Russian investments
were made in the telecommunications sector. Russian companies also
expressed interest in the energy sector ($25 million), production
of non-ferrous metals ($7.2 million), retail trade ($ 25 million)
and transport (14.5 million dollars).

Foreign investments in Armenia are also being made from Argentina
to the sum of 51 million drams (due to the activity of Eduardo
Eurnekian). Most of the investments made are in agriculture.

Investments from Germany and Switzerland were made in the mining
sector, constituting $ 48 million and $43 million respectively.

Investments from the Seychelles fell to telecommunications worth
$23 million.

A few more days and we will be witnesses of the so-awaited Serzh
Sargsyan’s inauguration ceremony in the Sports and Concert Complex.

Despite Raffi Hovannisian’s, in fact, threats with personal life,
however, the ceremony is going to be diligent and thorough manner,
especially concerning the guests.

Yes, today’s current political situation allows us to make several
interesting conclusions, and first of all, Serzh Sargsyan’s
inauguration ceremony, concerning possible guests.

First, years ago, when Serzh Sargsyan’s inauguration ceremony took
place, many people called it a mourning ceremony, it was empty,
isolated, but concerning the guests, it was rather full of guests, all
131 deputies of the National Assembly, hundreds of foreign officials,
including Metyu Brayza, who presented the U.S. attendet the ceremony.

European countries were represented by the accredited to the
country Ambassadors, the Prime Minister of Georgia, the Russian
Duma’s Vice-Speaker, EU Special Representative in Caucasus Peter
Semneby and others als atteneded the ceremony. This time, however,
was quite different from the situation in 2008, so this time Serzh
Sargsyan and his team should have been prudent concerning the guests’
list of inauguration ceremony.

First of all, recently the Republican president, and the authorities
are in conflict with several embassies existing in Armenia, in
particular, the series may be related to the British Ambassador,
the U.S. Ambassador, Ambassador of Lithuania (new bloggers), and
Ambassadors for this series may be continued.

Then, those 131 MPs, compared to last year, not all will be present
in the inauguration ceremony, in particular, ANC, “Heritage” parties

how to fill the funeral ceremony and illuminate the ceremony. And
once again Serrzh Sargsyan is to be alone.

A new wave of clashes in Syria has caused problems to the Armenian
neighborhoods.

Zhirair Reisyan, Spokesman for the local diocese of the Armenian
Apostolic Church (AAC), informed Tert.am that cemeteries are in the
dangerous zone, and people cannot bury their dead.

“Fortunately, the Armenian community has not had losses in recent
days,” Mr Reisyan said.

After militants seized the Sheikh Maqsud district, which is of
strategic importance, some Armenian districts are exposed to danger.

Some Armenian families have been evacuated from Sheikh Maqsud. Others
have to stay at home in Sheikh Tahanie and are receiving aid.

The city hardly has power supply and telephone communication.

On 9 April the people of Armenia will secure the victory gained on 18
February, the leader of the Heritage party, Raffi Hovannisian, said
at today’s rally of his supporters in Nor Hachn. He also added that
he does not head the fight but only serves to it. “The illegal power
has nothing but several infamous governors and mayors which frighten
citizens and act contrary to the ideology adherence to which they
demonstrate. Garegin Nzhde’s ideas do not suppose imposing pressure
upon citizens and the election fraud”, – Hovannisian said.

For his part, a member of the parliament from the opposition Armenian
National Congress, Nikol Pashinyan, said the power elected by the
people as a result of free and transparent election, cannot promise
the moon but guarantees the true power of the people. He also added
that Armenia has never had and will never have a president named
Serzh Sargsyan and called participants in the rally to be at the
Liberty Square on 9 April – the inauguration day.

Raffi Hovannisian resumed his visits to the regions of Armenia after
the hunger strike which he stopped on 31 March. Today he also visited
Abovyan town.

HCA Vanadzor Office Blames Armenian Police For Aiding Hooligans

Helsinki Citizens’ Assembly Vanadzor Office (HCAV) has disseminated
a statement condemning the 29 March 2013 decision of R.Minasyan,
the senior investigator of the investigation division of the Lori
investigation department of Armenian Police. According to that
decision, the criminal case on the 16 April 2012 attack against the
HCA Vanadzor Office has been dismissed.

To recall, on April 16, 2012, at approximately 11 a.m. a group
of about 200 people gathered outside the office of the Helsinki
Citizens’ Assembly (HCA) in Vanadzor, demanding that the screening of
a series of short films made in Azerbaijan planned for the next day
be cancelled. The crowd threw eggs and stones at the office, broke
several windows and threatened the staff with further violence unless
their demands were met. The group dispersed only after HCA leaders
promised not to show the films. The HCA’s Vanadzor office agreed
to provide its premises to the Caucasus Center of Peace Making, a
non-governmental organization working on confidence-building projects,
which planned to show four short films by Azerbaijani filmmakers as
part of a film festival.

“The investigative bodies have refused twice to institute a criminal
case, thereby vividly patronizing the those who committed the acts
of violence against the public organization and encouraging new such
crimes. The well-known international organizations – Human Rights
Watch, Amnesty International, Freedom House, as well as the Armenian
organizations condemned the fact of the attack on HCAV. Moreover,
the international human rights organizations qualified this as
