YEREVAN-Mining contributed to economic growth in Armenia between
2004-2010 while simultaneously creating income inequality and poverty.

This is according to a recent study by the American University of
Armenia’s Acopian Center for the Environment conducted in cooperation
with the AUA College of Business and Economics.

Center for the Environment conducted in cooperation with the AUA
College of Business and Economics.

The study’s principal researcher and author, Dr. Aleksandr Grigoryan,
looks at regional-level data and reports that mining does have some
positive impact on the growth of the economy.

“This supports the claim often repeated by proponents of mining that
it is needed for Armenia’s economic growth,” said Dr. Grigoryan,
an assistant professor of economics at AUA.

Mining and Poverty Dr. Grigoryan’s analysis, however, also shows
that mining contributes to higher poverty and greater income
inequality. “Our analysis shows that the mining sector is likely
to increase income inequality and deepen poverty in the regions of
Armenia in which it operates,” stated Grigoryan.

This runs counter to claims by mining proponents that the sector
creates jobs that will have medium- to long-term development impact
on the regions and the country.

These conflicting realities can be explained by a number of factors
prevalent in Armenia’s economy, according to Grigoryan.

“Mining has been growing as a share of the Armenian economy for several
years now but with the economic crisis and increase in world metal
prices, mining took on a more significant role in our GDP growth,”
he explained, noting that this trend is expected to continue if no
other sector of the economy picks up steam.

Mining and Income Inequality An increase in poverty is another observed
effect of mining, a relationship that Dr. Grigoryan says needs to be
studied further.

Other research on the impact of mining conducted by the AUA School of
Public Health and AUA Acopian Center reports some residents claiming
that property owners are forced to sell their properties at very low
prices. Such occurrences, if they have taken place, would deprive
villagers of an asset critical to wealth creation, according to Dr.

Grigoryan.

Moreover, workers in the mining or mineral processing industries are
not provided health insurance, a fact that may burden families with
health costs or lower productivity.

The Role of Policy “If we are to make mining a key sector in the
Armenian economy, we also have to develop the right socio-economic
policies where the immediate communities and the country benefits
maximally,” said Alen Amirkhanian, director of the AUA Acopian Center.

Mining and extractive industries have played a significant role
in ensuring long-term and equitable growth for several countries,
particularly Norway, Australia, and Botswana. “These countries have
successfully used mining to raise the standard of living for a vast
majority of their populations because they devised and implemented good
public policy,” stressed Amirkhanian, who organized an international
conference last November on the topic.

Without proper policies designed to regulate and leverage mining,
Armenia will continue on a path that follows mining models that enrich
a few while depriving larger numbers of current and future generations
of opportunities to benefit from their patrimony, added Amirkhanian.

According to the Armenian Statistical Service, in 2011, Armenia’s
mining industry employed 15,500 workers or about one percent of the
country’s total employment and contributed to about 3 percent of the
its GDP.

AUA is organizing another international scientific conference on
“Emerging Issues in Environmental and Occupational Health.” The
conference, set for April 22-23, will bring leading experts from around
the world to Yerevan to explore the impact of mining and construction
in transition economies such as Armenia. The research they present
will provide solutions to the occupational and environmental health
problems facing workers, communities and children and help craft
public policy to address these issues.

US Secretary of State Kerry underlined Turkey’s commitment to
supporting Middle East peace process and Syrian issue.

United States Secretary of State John Kerry said that Turkey will be a
“constructive player” at the Middle East peace process, on the Syrian
issue, Nagorno-Karabakh and the Cyprus issue.

Kerry, who spoke and answered questions at the Committee on Foreign
Affairs of the U.S. House of Representatives said, “[Turkey] made
commitment to supporting the Middle East peace process and the Syrian
issue. They discussed with us for assistance on the Nagorno-Karabakh
and Cyprus issues. I think that Turkey is a constructive player on
these issues.”

Kerry also said that he believes that the Turkish-Israeli relations
will go on without any interruption and added that he has a good
working relationship with Turkish Foreign Minister Ahmet Davutoglu.

human rights and laws.”

Daily Hurriyet’s columnist Ahmet Hakan commented on it, criticizing and
mocking the Turkish government that imitates protection of religious,
national and cultural values.

“The audience might think that (1) respect for believers is at the
highest level in our country, (2) the word “Armenian” is not used as a
swearword, (3) there is no neglectful and humiliating attitude towards
atheists, (4) every ideology, religion and value enjoys respect, (5)
those calling an entire city “gavurs” are disgraced,” the columnist
writes ironically, criticizing the atmosphere of intolerance in Turkey.

US Secretary of State John Kerry has called Turkey a constructive
regional player in the Mideast peace process, the ongoing Syrian
crisis, the Nagorno-Karabakh conflict and the Cyprus issue.

“Turkey is committed to supporting the continuing peace process
in the Middle East as well as the Syrian crisis. Turkey is going
to host the next meeting of the Friends of Syria core group this
Saturday. Through regular talks held with Washington, Ankara is
assisting us on the settlement of the two frozen conflicts — the
Nagorno-Karabakh conflict [between Armenia and Azerbaijan] and the
Cyprus issue. I think Turkey will be a constructive player on these
issues and we are looking forward to maintaining constructive ties
with Ankara,” Kerry was quoted as saying by the Anatolia news agency
while answering questions posed by members of the Committee on Foreign
Affairs of the US House of Representatives on Wednesday.

While making his remarks about the 2014 Foreign Affairs Budget before
the House Foreign Affairs Committee, Kerry also said he believes
that Turkish-Israeli relations will go forward without any further
interruption and added that he has a good working relationship
with Turkish Foreign Minister Ahmet Davutoglu. He also reminded the
committee members of the several meetings he has had with Turkish
Prime Minister Recep Tayyip Erdogan.

Asked to comment on the reconciliation process between Turkey and
Israel, two of the US’s closest partners in the region, Kerry said
that a meeting scheduled to be held next week will be a step forward in
the strengthening of bilateral relations between Ankara and Tel Aviv.

Kerry is set to visit Turkey this weekend, his third visit to the
country in two months, to attend the meeting of the core group of
the Friends of Syria.

Kerry also expressed his hopes for restoration of full diplomatic
relations between Israel and Turkey and urged the ambassadors of
both countries to return to their posts. “I am very hopeful that
both sides will be taking their relations forward without a hitch,”
Kerry was quoted as saying by the Anatolia news agency.

Following the bloody 2010 Mavi Marmara raid, when Israel refused to
comply with Turkish demands for an apology and compensation for the
victims of the attack and families of the dead, Turkey expelled the
Israeli ambassador and also recalled its ambassador to Israel.

unemployment, according to Abel Aghanbegyan, head of the department
of economic theory and policy at the Russian Academy of National
Economy and Public Administration, who was a key speaker today at
Yegor Gaidar Readings at Russian-Armenian (Slavonic) University.

Yegor Gaidar was Russia~Rs acting prime minister from 15 June
1992 to 14 December 1992. He is best known as the architect of the
controversial shock therapy reforms administered in Russia after the
disintegration of the Soviet Union.

“The unemployment rate in Armenia is extremely huge. Officially there
are 265,000 jobless people, but in fact of 2.3 million working age
citizens only 1.1 million are employed , the rest are not considered
unemployed. Such figures can not be found in any other country,”
he said.

According to the National Statistical Service of Armenia, the number
of officially registered unemployed in February 2013 stood at 61,300,
which was 8.6% lower than in February 2012. In February 2013 their
number fell by 1.1% from the previous month.-0-

Armenian Archives To Publish 4th And 5th Volumes Of Genocide Memorie

ARMENIAN ARCHIVES TO PUBLISH 4TH AND 5TH VOLUMES OF GENOCIDE MEMORIES

YEREVAN.- Armenia’s National Archives is the largest depositary of
evidence of the Armenian Genocide, archive director said.

Amatuni Virabyan said they are preparing for the April 24 which will
mark the 98th anniversary of the Armenian Genocide.

He noted that the national archives have 12,000 documents, which
are divided into several groups: state papers, testimonies of the
Genocide survivors which is the most valuable part, as well as copies
of the documents brought from different countries having ambassadors
in Turkey in 1915.

“Studying of the Genocide issue began only after 1965. Of course,
a large number of documents were published, but they were mainly the
state and diplomatic papers,” he told reporters.

The feelings of people were left out of the research. Therefore, they
are engaged in publishing the documents containing stories of people
whose families have not survived or escaped but were eyewitnesses of
horrific events, Virabyan said.

He recalled that Armenia’s national archive has published a
three-volume collection of Armenian Genocide memories recorded since
1916. This year the 4th and 5th volumes will appear.

“The first volume is devoted to the province of Van, the second –
to Bitlis, and the third – to the rest of the territories of Western
Armenia. The fourth volume will be devoted to Cilicia, and the fifth –
to the rest of the territories of the Ottoman Empire,” Virabian noted.

The English and Turkish versions will be released by 2015.

Virabyan informed about an electronic register of names of the Armenian
Genocide victims, which will be posted on the web. He explained that
publishing the names of 1.5 million people is impossible, and the
register already includes about 150-200 thousands of names.

“Another area of the research is specification of material losses. We
have about 29,000 papers and we will publish them in turn during the
next 10 years,” he added.

The National Archives is engaged in studying the issue of extermination
of the Armenians in Azerbaijan. According to him, the two published
volumes represented about 600 documents of what actually happened in
1918 in the Armenian provinces of Gandzak, Shaki and Shirvan.

What Is The Real Government Of Armenia?

WHAT IS THE REAL GOVERNMENT OF ARMENIA?

Serzh Sargsyan’s new press secretary Arman Saghatelyan’s appointment
attracted many people by the fact that he has served in the army. In
addition, he served during the war in Artsakh and participated in
military actions.

This circumstance is important indeed and not only in terms of
patriotic pathos. Pathos means nothing in this case. The problem
is more specific, notably in our country where military service is
mandatory and our state and army is built in an ongoing war, at the
line between war and peace.

During the presidential election, for example, focus is on
participation of any of the candidates in the war in Artsakh. This
relation cannot be a dogmatic factor though. After all, the fact that
a person did not take part in the war does not mean that he or she
is not worth heading the state or has fewer merits.

At the same time, it is clear that the war of the recent past
which still goes on could not avoid leaving an impact on the scale
of political evaluations, even though a vast field opens up for
maneuvers. Apparently, the society must cross this field and during
this period the history of war will be filtrated from fake heroes.

The problem is topical in the context of public administration,
especially when military service is a key requirement for having a
place in this system. Besides the legislative requirement or norms
Armenian state life needs moral norms. With parallel use of these two
norms law becomes morality if man does not violate law not because
he is afraid of punishment but due to his kind, thinking and values.

Arman Saghatelyan’s biographical episode earned public attention
because there are a lot of people in public administration who occupy
important positions but have not served in the army. In their case,
it is meaningless to speak about not only harmonious but also separate
existence of legal and moral norms. Absurdly, people who have not
served in the army have received medals from the ministry of defense
or Yerkrapah Union of Veterans

Now the government appoints Arman Saghatelyan with one hand and
nominates Taron Margaryan for mayor who has not served in the army.

Perhaps very few people think that were Taron Margaryan’s father not
the prime minister, he would have served in the army, his “military
service” passed at the municipality of Avan community, Yerevan.

However, Taron Margaryan has medals and titles from “military service”,
he is mayor of Yerevan and will continue to be after May 5.

Which is the real government of Armenia? The government which appoints
Arman Saghatelyan or the government which makes Taron Margaryan a
mayor of Yerevan?

98th anniversary of the Armenian Genocide on April 24 with a series
of commemorative events, at the centre of which will be the annual
march in Nicosia, Gibrahayer reported.

A commemorative gathering will be held at the Armenian Genocide
Memorial, which will be addressed by the Armenian MP Vartkes Mahdessian
and Archbishop Varoujan Hergelian. The event is under the auspices
of the Mayor of Strovolos Lazaros Savvides who will also address
the event.

On Thursday, April 18 Armenian MP Vartkes Mahdessian addressed the
Cyprus Parliament at a special commemorative session.
