Armenia, Iran Join Efforts To Fight Organized Crimes

ARMENIA, IRAN JOIN EFFORTS TO FIGHT ORGANIZED CRIMES

The prosecutor generals of Armenia and Iran signed on Tuesday a
memorandum of understanding, expressing their commitment to join
efforts in combating organized crimes.

The two countries had earlier cooperated through diplomatic channels,
with the Islamic Republic’s Embassy to Armenia assisting greatly in
bilateral efforts.

The document signed will from now on ensure a direct communication
between the sides, enabling them to provide a prompt and effective
response to requests for legal aid in criminal cases.

Before the signing ceremony, Armenian Prosecutor General Aghvan
Hovsepyan hosted a delegation headed by his Iranian counterpart,
Gholam-Hossein Mohseni-Eje’I. He later had a private discussion with
the Iranian official to consider cooperation issues and possibilities
of a further progress.

Both officials highly praised the cooperation level, pointing out
to the recent years’ essential progress in the economic and tourism
sectors, and the larger scales of product turnover. They mutually
agreed that the existing conditions make the collaboration between
law enforcement bodies necessary.

The sides reached agreements over developing the ties between
prosecutor’s offices and police agencies.

Member of Parliament Hrant Bagratyan shared his concerns about
emigration on his Facebook wall. Visiting the north of Armenia
and crossing the Georgian border on Sunday, he saw something that
shocked him. Hundreds of people are crossing the border on foot,
leaving Armenia and carrying along with them their luggage and
bed. These people are happy to leave Armenia. Only some of them
were dissatisfied that they cannot take away with them their cattle,
the ex-prime minister of Armenia tells.

He says he was terrified by the number of people who crossed the
border by the BCP of Bagratashen. On April 21 6000 people crossed
the border while usually this number is below 1000, usually 400-500
people daily leave Armenia by this BCP.

The member of parliament talked to some young men from Achajur
village. His impression was that the young men were happy to leave.

They said there were days when 120 people left their village in
one day.

The international community must take Azerbaijan’s threats of
regaining the disputed region of Nagorny Karabakh seriously and
condemn Baku’s ongoing arms-buying spree, NKR President Bako Sahakyan
said.

In France for a three-day visit, Bako Sahakian told AFP he saw no
signs of a breakthrough in peace talks and warned that Azerbaijan was
stoking tensions with enormous arms purchases.

`We can only be worried by the policy of militarisation and
over-arming undertaken by Azerbaijan, because there are also clear and
explicit threats against our country,’ he said.

`The international community must react to this situation,’ he added.

But he said the negotiations should be expanded to include
representatives of the authorities in Karabakh, which is home to about
150,000 people.

`To have real and serious progress in the negotiating process the
format must be re-established to have participants from Nagorno
Karabakh,’ Sahakyan said.

He said he believed a negotiated solution was possible and insisted
authorities in Karabakh would not be the ones to start a new war.

`It is a complex conflict, you cannot expect a solution from one day
to the next. But there is no alternative to peace and dialogue,’
Sahakyan said.

Sahakyan said he was hoping to drum up investment in France in the
hopes of boosting the region’s small economy, which relies mainly on
agriculture, manufacturing and some mining.

He said he also expected progress soon on one of the region’s key
efforts – resuming commercial flights into a revamped airport in the
capital, Stepanakert.

Sahakian said Karabakh was `not very far’ from being prepared to
restore flights into the region and that he hoped they could resume
this year.

`This initiative must not be linked with resolving the conflict or be
seen in this context,’ Sahakian said. `Civil flights that will be
established between Yerevan and Stepanakert are aimed simply at
helping us emerge from the isolation that has been imposed on us.’

The uncle of the two men who set off bombs at the Boston Marathon, who
struck the only grace note in an otherwise horrific week, worked as a
=80=9Cconsultant’ for the Agency for International Development (USAID)
a U.S. Government Agency often used for cover by agents of the CIA, in
the former Soviet Republic of Kazakhstan during the `Wild West’ days
of the early 1990’s, when anything that wasn’t nailed down in that
country was up for grabs.

`Uncle Ruslan’ Tsarni of Montgomery Village Md., whose name was the
top trending topic worldwide on Twitter last Friday for his
plain-spoken condemnation of his two nephews, has had a checkered
business career, that began well before he graduated (as Ruslan Z
Tsarnaev) from Duke Law School in 1998.

Tsarni, a well-connected oil executive, is currently involved in an

international criminal investigation into a Kazakh billionaire
banker-turned-fugitive alleged to have absconded with $6 billion from
Kazakhstan’s BTA Bank.

The story begins with The London Sunday Times on May 8, 2011, which
reported the sale of the personal home of England’s Prince Andrew to
billionaire Kazakh Oligarch Timur Kulibayev, who `controls that
country’s oil industry and happens to be married to the daughter of
its autocratic President Nursultan Nazarbayev.’

What does that have to do with “Uncle Ruslan?” Let’s take a look.

“Can’t tell your Oligarchs without a scorecard”

Headlined “Prince’s home in ‘laundered cash’ inquiry,” the story
raised several red flags.

One was that the President-for-Life’s son-in-law had paid $5 million
over the asking price to purchase Prince Andrew’s home, which raised
eyebrows.

Red flags and eyebrows were raised still further, in these times of
global near-depression, at the conspicuous oligarchic consumption
(read: bad taste) exhibited when the Kazakh President-for-Life’s
daughter-for-life Goga Ashkenazi celebrated her 30th birthday with a
lavish party before the scandal hit.

Goga, who made her appearance in a Swarovski crystal-encrusted,
backless lace dress, attended by Prince-for-Life Andrew, was
entertained by fire-eaters, peacock-feathered stilt-walkers, and a
girl swinging on a trapeze pouring vodka into ice sculptures shaped
like naked male and female torsos.

There was even a woman suspended in a bird cage (true) who was there
to direct guests to strategically-placed vomitoriums (alas, not true)
strewn about the mansion grounds.

Enter “Uncle Ruslan”

But the biggest red flag, the one pertinent to murder in Boston, was
Oligarch Kukibayev’s use of money laundered through a network of
offshore companies to attempt to hide his purchase of Prince Andrew’s
crib, which emerged during a legal battle between another billionaire
Kazakh oligarch, Mukhtar Ablyazov, and BTA Bank, from which Kazakhstan
claims Ablyazov embezzled a very cool $6 billion dollars.

And this is where =80=9CUncle Ruslan’ Tsarni comes in.

The purchase of the Prince’s estate was put together, according to
prosecutors in Italy and Switzerland, by a group of oil executives who
comprise `a network of personal and business relationships’ allegedly
used for `international corruption,” reported The London Telegraph.

Tsarni, called `a US lawyer who has had dealings in Kazakh business
affairs,’ by the Sunday Times, clearly appears to be a member of that
network.

The Sunday Times reported, `A statement by Ruslan Zaindi Tsarni was
given in the High Court in December, claiming that Kulibayev bought
Sunninghill and properties in Mayfair with $96 million derived from a
complex series of deals intended to disguise money laundering.’

`Tsarni alleged that the money came from the takeover of a western
company, which had been used as a front to obtain oil contracts from
the Kazakh state.’

A Big Big Sky’s the Limit

The `western company’ used to launder the money which the Sunday Times
referred to is Big Sky Energy Corporation, where Ruslan Tsarni was a
top executive.

Big Sky, which used to be known as China Energy Ventures Corp, is a
now-bankrupt US oil company run by S.A. (Al) Sehsuvaroglu, a long-time
executive of Halliburton, which had oil leases in Kakakhstan’s Caspian
Basin.

Tsarni was Big Sky’s Corporate Secretary and Vice President for
Business Development. He joined Big Sky in 2005.

A press release announcing his appointment stated:

`Mr. Ruslan Tsarni, a U.S. citizen, has over 10 years of professional
experience in oil and gas legislation and corporate law. Previously,
Mr. Tsarni served as Corporate Counsel of Nelson Resources Limited
Group as well as Managing Director of several of its operating
subsidiaries.

`From 1999 to 2001, Mr. Tsarni worked as Head of Legal Affairs of
Golden Eagle Partners LLC.

Big Sky was on somebody’s watch list

`From 1994 to 1996, Mr. Tsarni served as a consultant contracted by
USAID for projects aimed to develop securities markets in Central
Asia, where he trained corporate governance and corporate finance
principals in state and private companies.’

According to a source who worked for many years as a journalist at
Platts Oilgram News, a respected oil industry trade publication, good
corporate governance was not a Big Sky priority.

`Nelson, Big Sky, Ablyazov, Kulibayev and the rest were all on my
watch list for intelligence connections and pay-offs of various kinds
at Platts,’ stated the source, who requested anonymity.

The news corroborates other reports beginning to emerge about the
family and its abundant connections. A “connected” family?

Before the Tsarnaev family moved to the United States a decade ago,
they lived in the northern Kyrgyz town of Tokmok, near the border with
Kazakhstan, which is home of the country’s largest ethnic Chechen
community.

The day after the massive manhunt in the Boston area that led to the
death of Tamerlan and the capture of Dzhokhar Tsarnaev, Radio Free
Europe and Kyrgyz Service correspondent Timur Toktonaliev traveled to
Tokmok.

>From there, he reported that the extended Tsarnaev family is
well-known there, even beyond their local community.

`It is not known if there was anything more than a personal
connection,’ the story reported, `but organized crime boss Aziz
Batukaev, who is also an ethnic Chechen, lived next door to the
Tsarnaevs. Batukaev grew up and lived in Tokmok, but is now in
Chechnya.

Halliburton executives, suspected CIA assets, Chechnyan crime bosses,
oligarchs stealing billions from banks and laundering money with
seeming impunity, fire-eaters, peacock-feathered stilt-walkers, and a
girl swinging on a trapeze pouring vodka into ice sculptures shaped
like naked male and female torsos…

If there hadn’t been two of them, the investigation would already be
pointing to a single misfit, a lone nut bomber.

Out on the ragged bleeding edge of the former Soviet Union, Ruslan
Tsarni had a decade-long business relationship with Halliburton, the
multinational juggernaut run by Dick Cheney before he became Vice
President of the United States.

Delving into the business connections of `Uncle Ruslan’ Tsarni, as he
became known after his well-received condemnation of the atrocities
allegedly committed by his nephews Dzhokhar and Tamerlan at the Boston
Marathon has led to the discovery of the Rosetta Stone of the Boston
Marathon bombing.

Like the elaborately carved stone unearthed almost 200 years ago which
led to deciphering ancient Egyptian hieroglyphs, digging through
Ruslan Tsarni’s curiculum vitae has yielded clues to unlocking the
puzzling riddles left behind after last week’s attack.

Two oil fields with a side of natural gas, please

Reported first here two days ago, there has already been a big
surprise in Ruslan Tsarni’s background: Tsarni did a two-year stint,
beginning in 1992, as a `consultant’ for the U.S. Agency for
International Development (USAID), in the former Soviet Republic of
Kazakhstan.

At a time when vast natural resources and enormous fortunes were `in
play’ during the economic free-for-all after the collapse of the
Soviet Union, the 24-year old Tsarni was already a `player.’

Its long been an open secret that USAID is often used overseas to
house CIA and other US intelligence operatives.

Oddly enough, just six months ago the country competing with the US
for influence in the region, Vladimir Putin’s Russia, unceremoniously
kicked USAID out of Russia for, Putin spokesmen alleged, encouraging
his political opposition.

However Ruslan’s involvement with USAID, while suggestive, might still
be irrelevant, were it not for the discovery of his decade-long
involvement with companies in the orbit of the Sun God, Halliburton,
which stands accused in numerous and increasingly-credible accounts as
“lead dog” in an invading force of `non-state actors.’

All of this, mind, was in support of a noble cause. We were fighting
communism. No, wait? We weren’t anymore.

Still, we must have been fighting something. Wait. It’ll come to
me…Maybe it was a push to weaken Russia’s grip over former Soviet
Republics. That sounds like an admirable goal. Alas, the means chosen
to achieve it involved providing covert U.S. support, in Chechnya, to
Islamic terrorists.

Haven’t we all already see that movie? No one with a functioning heart
could be anxious to see it again. But, wait! Does Dick have a
functioning heart?

Friends Dick never got around to shooting

All was in readiness for the launch of a deniable covert op (the best
kind). In April 2005, Ruslan Tsarni was named an officer in an oil
company in Kazakhstan, being run at the time by a man named S.A. (Al)
Sehsuvaroglu.

Sehsuvaroglu had somewhat inexplicably left behind a 25-year career as
a top executive at Dick Cheney’s Halliburton-his last job was as
Senior Account Manager, Caspian Region; and Country Director,
Kazakhstan-and had, just three months before ‘Uncle Ruslan’ was hired,
taken over a penny stock oil play called Big Sky Energy Corp
(OTCBB:BSKO.OB).

Big Al and Uncle Ruslan already knew each other. Both men did time at
Nelsen Resources, yet-another Halliburton-connected oilfield company
active in Kazakhstan.

Even before that, Tsarni had landed, between 1999 and 2001, at Golden
Eagle Partners LLC in Kazakhstan. Golden Eagle worked so closely with
Halliburton, reported London’s Financial Times, that both firms were
convicted of collusion to breach confidentiality agreements.

For Uncle Ruslan, who was Golden Eagle’s Head of Legal Affairs, it
would have been, very much, a case of “my bad.”

In a story headlined `Halliburton ethics called into question,’ on Jun
22, 2004, London’s Financial Times reported that both companies had
been convicted in Federal Court and fined a total of $70 million.

`At a time when Halliburton is being charged with immoral and even
illegal business practices in countries ranging from Iraq to Nigeria,’
the paper reported, `a close reading of the court documents provides a
disturbing backdrop.’

Moreover the questionable business practices for which Halliburton was
convicted took place under Dick Cheney, who court documents revealed
had been very aware of what his minions like Ruslan Tsarni at Golden
Eagle had been doing on his behalf.

These were not, to put it kindly, self-made men

Still, while militant Chechen groups have been blamed for terror
attacks in the past, their targets have usually been Russia, their
bitter foe in the aucasus wars.

So why is this line of inquiry crucially relevent to the Boston
Marathon bombings?

Consider: In the last several months, Tamerlan Tsarnaev had posted
videos to YouTube indicating his interest in radical Muslim
ideologies.

Moreover the Tsarnaev brothers are of Chechen heritage, born into the
cauldron of the Caucasus; into a war which quickly boiled over until
it had engulfed Chechen separatists, Russian security forces, Islamic
extremists, and organized crime.

Last Friday, U.S. authorities said they had no proof that anybody
beyond the two Tsarnaev brothers was involved in the marathon
attacks. But they were not done looking.

Then yesterday two law enforcement officials stated that they believe
there is a `Chechen connection’ to the bombings.

Ruslan Tsarni’s personal and business background are in the same
troubled region-Chechnya and the former Soviet Republics collectively
known as the Stans-that is crucial to piecing together the narrative
of his two nephews in the Boston Marathon bombing.

And as an officer with decades of experience working with companies
doing business in a highly-volatile region, it is fair to question how
much of Ruslan Tsarni’s impassioned rant against his nephews owed to
shame for his family’s disgrace, and how much to rage at having his
past revealed-as he had to have known it would be-in an unflattering
light.

A bleeding edge that really is…a bleeding edge

You can look for clues out on the ragged bleeding edge of the Russian
Federation in troubled Dagestan, and prowl the back alleys of
Makhachkala on the Caspian Sea.

Or you can look in Almaty, out on the wind-swept steppes of
Kazakhstan.

Or poke around tiny Bishkek, capital of the little `Stan’ that could,
the one no one’s ever heard of, Kyrgyzstan.

Or trek to Tokmok, home to a large ethnic Chechen community, where you
can seek out the former home of Anzor Tsarnaev, sitting right next
door to that country’s top Mob Boss, a man named Aziz Batukaev, who to
the surprise of no one locally, just secured his early release from
prison.

And you can marvel that it truly is a small world after all, when a
train of events set in motion 6200 miles east of Boston came to shut
down a major American city and transfix an entire nation for an week.

But if you’re the type that prefers to get your travel fix watching
Michael Palin trekking across a wall-mounted 60′ TV screen, you can
turn your eyes to a man standing at the top of the driveway of a
smart-looking $600,000 Federalist-style home in an upper-middle class
planned community outside of Washington D.C.

Wearing blue jeans, flip-flops and a blue polo shirt, `Uncle Ruslan’
Tsarni’s vehement denunciation of his nephews won him thumbs up from
everyone from Keith Olbermann on the left, who called him the
“definition of a great American,” to John Podhoretz on the right, who
said `Ruslan Tsarni was the only good news of the week.’

It seemed too good to be true. And it was.

WASHINGTON, April 24 — Rep. Adam Schiff issued the following news:

Today, Rep. Adam Schiff (D-CA), the lead sponsor of the Armenian
Genocide resolution in Congress, delivered his remarks in Armenian on
the House Floor to honor the more than one and a half million Armenian
men, women and children who were murdered by the Ottoman government.

In a historic first in the Congress, Representative Schiff said in his
Armenian address, “I speak to you from the floor of the House of
Representatives in the language of your grandparents and your great
grandparents – the language they used to speak of their hopes, their
dreams, their lives and their loves in the years before 1915 … I
speak to you in the language of sons who watched their fathers
murdered … I speak to you in the language of the girls begging the
gendarmes for mercy …”

“My Armenian friends, here and around the world, today on the 98th
anniversary of the [genocide day], I speak to you from the floor of
the House of Representatives in the language of your grandparents and
your great grandparents – the language they used to speak of their

“Throughout the Ottoman Empire, tens of thousands were to be killed outright.

“I speak to you in the language of the sons who watched their fathers’ murdered.

“Women were raped by the thousands.

government sought to destroy a people.

babies in their arms.

“A nation was scattered around the world… To the Middle East, to
Europe and to America.

“I speak to you in the language of the survivors who came to America
for freedom and made a new life.

“For almost a century, Turkey has denied the genocide. In the face of
overwhelming evidence – much of it from American diplomats and
journalists – Ankara has denied that the genocide ever happened. They
want the world to forget.

“I speak to you in the language of those who were lost. Their voices
drift across the decades – begging us to remember.

“I am not a descendant of the fallen, but I speak to you in their
beautiful language because on this day, we are all Armenian. And not
just on this day. Whenever we speak out against mass murder, whenever
we refuse to be cowed into silence, we are all Armenian.

“For many years I have sat with you and listened – to the stories of
those who were lost in the genocide and those who survived.

“I speak to you in their language to thank you for sharing your
history with me. And I speak to you from this place, this House,
because Americans have always shown the courage to look horror in the

Today pictures have appear on the Internet, where there is the image
of well- known old walnut in the territory of Haghartsin Church… It
was burned, the pictures were shock not only for me, as a resident of
Dijijan, but for also all those who at least once have stood near the
huge tree’s blower and have taken a picture.

A question arises, who and why, who just decided to burn that tree in
Dilijan, Haghartsin, which is a part of Armenian history, the symbol
of the church, around which myths are created every year with a new
content.

But who lets to burn the tree, whether in Dilijan, in such a humid
place, such a huge Armenian tree could burn so fast that no one
noticed. Where were the guards, guarding the church, the peasants, who
should take care of Haghartsin, whether they should not preserve it,
whether I’m not responsible for each tree in my backyard …

Whether there is not a single, rich Armenian oligarch or Christian,
who has no money, whether there was need to repair the old church in
European style.

Shame on all those, who are responsible for burning the walnut, who
left it burning, and shame on those who in the place of burnt walnut
the day after tomorrow will build something new.

Yuri Vardanyan estime que l’état des routes est le problèmes le plus
grave à Erevan

Yuri Vardanyan, un glorieux haltérophile arménien, champion olympique
et recordman du monde 43 fois a souligné mauvais état des routes comme
l’un des plus graves problèmes d’Erevan.

« Je considère que la solution à ce problème est un objectif hautement
prioritaire de la capitale », a-t-il dit. « J’ai vécu aux Etats-Unis
un bon moment, j’ai été dans quelque 120 pays et je souhaite que la
capitale de mon pays utilise la meilleure expérience des villes
européennes ».

Il a dit que ce problème est résolu progressivement au cours des
quatre dernières années, mais il reste encore beaucoup à faire.

« J’ai parlé au maire de Taron Margaryan de nombreuses fois, et je
pense qu’il fait tous les efforts pour résoudre les problèmes de la
ville » a-t-il ajouté. ‘Je peux dire qu’il y a tant de problèmes ici
que même si le meilleur maire de l’Europe prend le cabinet du Maire
d’Erevan, il ne sera pas en mesure de mettre en bonne marche les
choses à cause du manque d’argent ».

Yuri Vardanyan a également distingué une mauvaise organisation des
copropriétés comme un autre problème qui attend une solution.

Le sportif a déclaré que des progrès ont déjà vu ici et le programme
élaboré par le Parti républicain d’Arménie est le plus réalisable
entre les programmes pour les prochaines élections du conseil de la
ville.

« Je pense que Margaryan a de l’expérience et qu’il va être en mesure
de mettre en `uvre le programme, s’il est réélu » a-t-il dit.

« Armenia Wine » prévoit d’augmenter de 300% l’exportation du vin
d’Arménie cette année

Même si l’Arménie produit du vin depuis plus de 6 000 ans, c’est le
cognac arménien qui est davantage connu dans le monde pour ses
qualités. Afin de redonner au vin arménien une notoriété
internationale, la société « Armenia Wine » produit des vins de
qualité.

Conseiller d’« Armenia Wine », le français Jean-Baptiste Soula affirme
que la découverte d’une usine de fabrication de vin dans la région de
Vayots Tsor datant de 64 siècles prouvent que les Arméniens (ou
proto-Arméniens) maîtrisaient dans les temps anciens la fabrication du
vin. Il affirme également que l’Arménie est prête à relever le défi et
présenter le vin arménien au même rang que les meilleurs vins du
monde. « Jusqu’en 1960 il y avait en Arménie 300 variétés de raisin,
mais actuellement seules 30 d’entre-elles subsistent car la production
de vin a atteint un niveau industriel avec des cultures concentrées
essentiellement dans les régions de Tavouch, Arakadzodn, Ararat et
Vayots Tsor avec des variétés de raisins typiques de l’Arménie telles
que l’aréni, le gakhet et le garmrahyut » continue-t-il. «
L’irrigation des pieds de vigne dont le système date pour certains
d’un millier d’année devrait être modernisée pour avoir une production
plus importante et de qualité » ajoute Jean-Baptiste Soula. La société
« Armenia Wine » pointe aujourd’hui à la 52e position des plus grands
investisseurs en Arménie. Cette année elle prévoit une augmentation de
300% de ses exportations. Une exportation-record essentiellement vers
les marchés des Etats-Unis, Pays Baltes, Bulgarie, Tchéquie, Belarus,
France et Russie. En 2013 « Armenia Wine » produira 2,5 millions de
bouteilles. Cette année, elle achètera des vins auprès des producteurs
des variétés de raisons d’Aréni, Haghtanag, Saberov, Gankoun,
Voskéhad, Rgatsiteli, Mouskat. Au total près de 3 000 tonnes de
raisin. « Armenia Wine » produit également du cognac. Elle importe de
France des tonneaux en chêne.
