La Production De Bijoux En L’Armenie En Croissance De 7,4%

LA PRODUCTION DE BIJOUX EN L’ARMENIE EN CROISSANCE DE 7,4%

La production de bijoux d’une valeur de 15,1 milliards de drams a ete
realisee en Armenie en 2012 soit 7,4% de plus que l’annee precedente
selon le Service national des statistiques d’Armenie.

851,5 kg de bijoux ont ete produits dans le pays en 2012 contre 434,5
kg en 2011.

L’Armenie a exporte des metaux precieux et des bijoux d’une valeur de
173 millions de dollars en 2012 soit 11,9% de moins qu’en 2011.

Selon le service des douanes d’Armenie, 135900 carats de diamants
polis ont ete exportes en 2012 contre 351300 carats en 2011.

UN ARMENIENS D’ALEP, MEMBRE DU HOMENETMEN, TUE PAR UN SNIPER

Le 2 mai a Alep (Syrie) un Armenien fut tue. La victime, tue d’un
tir de sniper, etait Raffi Daghlian, membre de l’association sportive
armenienne Homenetmen. Il fut atteint au thorax et decede peu de temps
après sa blessure. Le 29 avril, les bombardements dans les quartiers
armeniens d’Alep avaient fait deux blesses legers parmi les Armeniens.

Les quartiers peuples par de nombreux Armeniens, de Suleymanie,
Hamidia, Azizia et Nayal avaient enregistre alors neuf explosions
provoquant degâts et incendies. Depuis le 15 mars 2011 debut des
hostilites entre les opposants armes et le regime de Bachar Al Assad,
selon l’ONU, plus de 70 000 personnes ont trouve la mort. Les victimes
armeniennes sont a ce jour au nombre de 44 a 46.

Une declaration par le Congrès National Armenien de Levon Ter-Petrosian
(HAK) a declare que les deux hommes ont discute du ” contrôle de
la legalite du processus electoral ” et ” la cooperation entre les
forces politiques de l’opposition dans cette direction “.

Ils ont egalement parle de ” la possibilite de la surveillance par
la communaute internationale de ces elections “.

” Ils ont egalement discute des perspectives pour une resolution
pacifique du conflit du Karabagh “, a ajoute le communique sans plus
de precisions.

L’ambassade americaine a Erevan a emis aucune declaration sur la
reunion.

La reunion a eu lieu deux jours après que Levon Ter-Petrossian ait
denonce la reconnaissance par l’occident de la victoire du president
Serge Sarkissian au cours des dernières elections presidentielles. Il
a cite specifiquement un message de felicitations qui a ete envoyee
a M. Sarkissian par le president americain Barack Obama.

S’exprimant lors d’un rassemblement du HAK a Erevan, Levon
Ter-Petrosian a accuse les puissances occidentales de fermer les yeux
sur les graves fraudes dans le scrutin presidentiel du 18 fevrier pour
” des considerations geopolitiques “.

Nalbandian said that Azerbaijani and Armenian foreign ministers may
meet in Krakow this month, it is not excluded that the presidents’
meeting will be organized.

President’s allies think more of the same will do fine.

Despite continuing concerns about the state of Armenia’s the economy,
President Serzh Sargsyan is showing little sign of using his new term
in office to push through major reforms in the near future.

Sargsyan won re-election in February with 59 per cent of the vote.

A member of his Republican Party, Mikran Hakobyan, says the president
just needs to hold his present course, as the government’s existing
policies will be enough to satisfy opposition voters as well as
his own.

“The winning candidate will continue his process of reforms and
formulate new, more ambitious goals for the state,” Hakobyan said.

Opinion polls suggest that Armenians are not particularly happy with
the way things are going. One survey by the APSC group last year
showed that 48 per cent of respondents were unhappy with their lives,
and only ten per cent said they were satisfied.

Hakobyan argues that although people continue to leave the country
in droves, the president has handled an economic crisis effectively,
raised living standards, and avoided social unrest.

The exodus is a major problem. Official statistics service show that
some 200,000 people have left Armenia just in the last four years.

That is a high figure for any country, let alone one with a population
of around three million.

In a survey which the Caucasus Research Resource Centre conducted last
year, 2,600 of the 4,000 people polled – nearly two thirds – said they
too would consider emigrating. (See Armenia’s Shrinking Workforce.)

Speaking in mid-March, Sargsyan pledged to secure seven per cent
economic growth, and also to make sure that wages rose faster than
inflation.

“We have plans to raise the average wage. The government is seriously
considering a significant increase in average wages and pensions from
July 1 this year,” he said.

Hrant Bagratyan, a former prime minister now in opposition, said such
promises had been made before.

“Five years ago the president promised to increase gross domestic
product by 100 per cent, but growth has been just five per cent,”
Bagratyan wrote in a Facebook comment. “It is pointless to blame
this on the global economic crisis of 2009, when the world economy
has risen by 12.5 per cent since then.”

Richard Giragosian, a political analyst who heads the Centre for
Regional Studies in Yerevan, said the president would need to do a
lot more than just maintain current policies if he wanted to dig the
country out of the hole it was in.

“He needs to show political will and think about what development
path Armenia should follow,” Giragosian said. “Sargsyan’s second
term gives him an opportunity to come out from [previous president]
Robert Kocharyan’s shadow, to create a political legacy of his own,
and to strengthen democracy.”

Sargsyan’s main challenger in the February election, Raffi
Hovhanessyan, made an unexpectedly strong showing with 37 per cent of
the vote, in part because bigger opposition figures refused to stand.

He refused to accept defeat and toured the country in what his
supporters called the Barevolution, a pun on the Armenian word for
“hi”. This led to the largest demonstrations Armenia had seen in
years, and even prompted Sargsyan to acknowledge that the country

Even though Hovhannisyan claimed he had been robbed of victory by
fraud, Sargysan was prepared to meet him. Some analysts see this as
a positive development, a sign of a new way of doing politics.

“This meeting was unprecedented in the history of independent Armenia,”
said Alexander Markarov, director of the Armenian office of the
Institute of CIS Countries. “It’s a step that Robert Kocharyan would
not have taken. It is a new format for dialogue that may not satisfy
the wishes of the dissatisfied masses, but that will open a new page
in the relationship between government and opposition.”

The meeting with Hovhanissyan was not a one-off. Sargsyan also showed
a willingness to engage with critics by replying to an open letter
from Serj Tankian, an American rock musician of Armenian heritage who
questioned the election results and spoke of an atmosphere of mistrust.

“This new form of dialogue was unexpected,” Alen Ghevondyan, a
lecturer in politics at Yerevan State University, said. “This kind
of correspondence shows that the government is open to criticism and
discussion. It allowed us to see that the government is ready for
an exchange of opinions on any subject and doesn’t see politics as
a zero sum game.”

Despite the praise for the change in political tone, few commentators
believe more substantive changes are imminent.

“This isn’t a way out of the situation,” said Arman Galoyan, a
columnist for The People newspaper, said in an interview with Gala
television. “It’s just a temporary tactic needed to soothe political
tensions. As long as Sargsyan is in power, nothing is going to change
in this country. After every election, the public grows dissatisfied
again, and a new wave of emigration begins.”

Board member of the Social-Democratic Party “Hnchakyan”, former Deputy
Prime Minister of Armenia Vahan Shirkhanyan told VK about the
prospects for the foreign policy of Armenia, the Yerevan mayoral
elections and the political situation.

– Is the People’s Movement “Revolution of Greetings”, in your opinion,
based on internal dissent with the socio-economic situation, or it is
another “color” project from abroad?

– The leader of the “Heritage” party Raffi Hovhannisyan somehow has to
make a compromise with the authorities. All his latest moves are
inefficient and can only lead to the destabilization of the situation,
which will have a negative impact on the people. Politics is a market
in which there is always a bargain. If this or that figure has
political views that he is going to realize, he will have to
compromise. Because of some features of the geopolitical situation of
Armenia, many centers of power are pursuing their own interests. In
this light, we cannot rule out a direct connection between the latest
internal processes in Armenia and these power centers. However, the
presence in Armenia of a large mass of people who are dissatisfied
with their social position is also more than obvious. These two
factors may well be the catalyst and foundation for a destabilization
of the internal political situation.

– Can the results of the election of the mayor of Yerevan scheduled
for May 5 play the role of a catalyst, especially against the
background of serious discontent in society with the outcome of the
presidential elections in February?

– Of course there will be troubles; however, they are unlikely to go
beyond previous scenarios. A worsening situation in a post-election
period is a common phenomenon inherent not only to Armenia. But the
new excitement in our society is in any case undesirable, since they
bring much more harm to the society itself, the people, than, in fact,
to the authorities. As a result of any internal unrest the country’s
image deteriorates in the international arena, which primarily affects
the economy and the people. I do not think that the elections to the
Council of Elders will be any different from all the previous
elections, even by the fact that one of the pro-government forces will
win. Not only incumbent Mayor Taron Margaryan heading the list of the
Republican Party, but also Armen Yeritsyan heading the list of “Rule
of Law”, whom I consider to be a highly-respected and influential
politician, has a chance of winning.

Meanwhile, in my opinion, Armenia should abandon the liberal economic
system in favor of the development of social democracy. Armenia, going
against all the current trends and challenges, stubbornly follows the
path of further liberalization of the economy, which cannot lead our
weakened economy to positive results. But in the case of a transition
to a social-democratic system the regulatory role of the state in
various fields will increase, which in the case of Armenia is a
necessity.

– What are, in your opinion, the external priorities?

– As a result of the implementation of complementary foreign policy
our country has gone through quite a difficult time. As a result of
complementarity Armenia has undertaken a lot of obligations to the
polar centers of power. Abandoning these commitments and choosing a
new path in foreign policy in a single day is impossible. However, the
establishment of the Customs Union and the prospects for the emergence
of the Eurasian Union, of course, have opened up new possibilities for
Armenia in foreign policy. Everything is simple. Armenia’s interests
can be most clearly reflected in these two structures. Membership of
the Customs Union promises specific economic challenges will be
addressed, while association with Europe and the EU as a whole are
still in the very distant future. Membership of the Customs Union will
give us a boundless market, where Armenian goods will feel a lot more
comfortable than in the European market. Above all, membership of the
Customs Union will open up new possibilities for integration,
including with neighboring countries, especially Iran. Joining the
Customs and later the Eurasian Union is more profitable than European
integration, because the benefits of the first two projects are
realistic and achievable.

The military-political and strategic relations with Russia have no
alternatives. Since 1990, history has repeatedly shown it. An alliance
with Russia is the only guarantee of security for Armenia, and this
relationship will develop at least during the next decade. No other
structure, primarily NATO, will give us such guarantees, even if
Armenia becomes a member of this organization.

The absence of a common border with the countries of the Eurasian
Union is estimated to be as an obstacle in the way of Armenia’s
accession to the Customs Union. But there are no boundaries with
European countries, either.

– What about Georgia, through which transit to Armenia is carried out?

– As for Georgia, being a man who was born there, I am upset to see
how a geopolitical reality that will soon deprive Georgia of a future
is being formed. The implementation of such a scenario would be
possible and would take place not even because Tbilisi has quarrelled
with Moscow. This will happen as a result of an improperly-constructed
domestic policy, which has resulted in the fact that today Georgian
land, which is of the most impassable value, is already being sold to
Indians and South African Boers. Georgia’s problem is not the
unwillingness to take part in integration projects initiated by Russia
in the former Soviet Union. We all understand the importance of
Georgia for Armenia, given that this country is the only transit area
for our country. Therefore, Yerevan is extremely interested in the
fact that Georgia comes out of that state of collapse.

PanARMENIAN.Net – The chairman of Azerbaijani delegation to Euronest
PA, Elkhan Suleymanov sent a letter to the President of the European
Parliament, European Commission, foreign ministers of the EU member
states, Co-Presidents of the Euronest PA, all members of European
Parliament and Euronest PA, slamming the February 18 presidential
elections in Armenia.

“Despite election violations, the international observation missions
evaluated the presidential elections in Armenia as democratic, ” the
Azeri MP said, further accusing Armenia of unleashing Karabakh war,
perpetrating massacre in Khojalu and disregarding democratic values
in blatant breach of the principles and values of the European Union
and Council of Europe.

Suleymanov didn’t fail to mention construction of an airport in
Stepanakert, further expressing “perplexity” that the “aggressor state”
will be chairing the Committee of Ministers of the Council of Europe
as well as continuing talks for Association Agreement with the EU.

Suleymanov went on to accuse the European institutions of double
standards. In conclusion, the MP noted, “unfortunately, I received
no reply to my letter dated March 18, 2013. However, I hope that my
concerns won’t remain unaddressed.”

So the obvious answer is: if the first letter was not given a
reply, it wasn’t deemed worthy of attention. Clearly, the Council
of Europe remembers the “warm welcome” extended to PACE rapporteurs
for Azerbaijan, to say nothing of the fact that Christopher Strasser
has factually been declared persona non grata after the release of
a report on political prisoners in Azerbaijan. Suleymanov would be
better off fighting for democracy in his own country.

A letter like this might be ignored, had not Azerbaijan, named a
non-democratic country in every UN and State Department report,
and criticized for its violation of human rights, become suddenly
“concerned” over the state of affairs in Armenia.

The MP in question had no right to offer a legal or moral assessment
on Armenia’s domestic policy. Baku is well aware who actually started
a war in Karabakh, but do MEPs know about it? Seems like Azeri “caviar
diplomacy” and petrodollars are still able of influencing the CoE.

Meanwhile, according to the head of Armenian delegation to Euronest
PA Vahan Hovhannisyan, “Suleymanov’s letter aims to disorient the
MEPs who’re insufficiently aware of Karabakh conflict.”

“And though Azeri politicians’ remarks are not worthy of comment,
at the next sitting, Suleymanov’s letter will be adequately replied
be the Armenian delegation,” he said.

Cambridge University to host readings of Armenian literature

May 9, with Vsesvit journal published in the framework of Yerevan
World Book Capital 2012 programs to be presented.

According to the editor-in-chief of the journal Oleh Mykytenko,
Vsesvit is the only Ukrainian journal with the translations of foreign
literature works published since 1925.

The anniversary edition included the translations of the works by
Armenian classic and contemporarily writers, such as Eduard
Militonyan, Davit Hovhannes, Artem Harutyunyan, Levon Ananyan, Davit
Muradyan, etc.

Kyiv hosted the presentation of the special edition of Vsesvit journal
in April 2012, with the representatives of Armenian Diaspora ministry,
writers and journalists present.

In November 2012, the journal representatives were awarded RA Diaspora
ministry’s gold medal.

YEREVAN. – Governor Suren Khachatryan of Armenia’s Syunik Region
told capital city Yerevan-residing natives of Syunik that he will
wait for them on Sunday, following the Yerevan Council elections,
at Armenia Marriott Hotel in downtown Yerevan, Zhoghovurd reports.

“Khachatryan advised the people of Syunik to go to the elections
until 2pm and vote for the RPA [i.e., the ruling Republican Party],
and they will receive their ‘due’ at the hotel.

In a conversation with Zhoghovurd, however, the regional governor
denied this news [and said(inlove) ‘No, they are lying, there is no
such thing. That is inappropriate for me; I don’t do such things.

Everything of ours is based on respect, [and] right mutual human
interrelations,'” Zhoghovurd writes.
