Gohar Barseghyan, a Republican Party member of the local election
committee at the Davtashen 5/3 polling station was observed handing
two ballots to a voter.

The error was registered by other proxies on site.

Committee President Narineh Ivanyan (Rule of Law), brushed the
violation aside saying `we all make mistakes’.

Anahit Nersisyan, president of the local election committee at the 5/2
polling station in Davtashen told an international monitor that as of
1pm there had been fourteen cases where voters argued that they needed
assistance in casting their ballots.

`One said he was illiterate, another said he had trouble seeing. But
that’s no reason to allow someone else to step in and help them,’
Nersisyan said.

She also said that she believed that voters with disabilities
shouldn’t be allowed to vote in general.

Some 3 hours have passed since the elections to the Elders’ Council
of Yerevan kicked off, but polling stations have already reported on
numerous cases of vanishing passport stamps. Thus, Mass Media reported
on such incidents in the election districts No.8 and No.12, at the
polling stations 12/15, 12/03, 11/18, 1/09, and 07/23. The head of
one of the given polling stations have already contacted the CEC for
another ink for passport stamps.

With polls now closed in Yerevan, today’s mayoral election has been
marred by extensive reports from local and Diasporan observers of
intense cheating, interference and corruption. The mayoral election,
which many had hoped would be a progressive step forward from
February’s presidential election, has been described by some observers
as a step backward with one calling it `the worst election of the past
few years’.

Just minutes before polls closed, the observer website
had reported more than 250
election related complaints, with the largest concentration of reports
coming in the Sebastia-Malatia district of Yerevan.

Allegations of wrongdoing include –

Party proxies interfering with the election process, sometimes
pretending to represent their opponent’s political party while
engaging in illicit activity

Large crowds gathering around precincts

Political parties busing crowds from one polling place to another
either allowing people to vote twice or to otherwise interfere in the
process

More than 100 Diasporan observers joined another trained 160 election
observers from civil society organizations, including Transparency
International, and spread out all over Yerevan to monitor the election
process. In Armenia, election observers have the right to observe the
actual counting process. Despite the polls already closing at 8pm
Yerevan time, observers are continuing to work well into the night.

More than 800-thousand Yerevan residents were registered to vote, no
word yet on voter turnout or when we can expect to learn the results.

Recently, because of received reports from 8/8 polling station, member
of the Republican Party of Armenia Samvel Aleksanyan came to the
mentioned polling station. Aleksanian was interested in the situation,
gave directions to all the guys from the Republican Party and
threatened: “If I get another signal, do not take offense at me, the
rest decide yourelves”, Aravot.am writes.

When asked whether he has the right to give instructions to the
committee members and trustees, the deputy said:

“I am a trustee and I have documents”. In Ruzanna Grigoryan’s
response, that he is not registered as a trustee, Mr. Aleksanyan only
said nothing and walked away with a smirk.

Ruzanna Grigoryan also complained that the guys from RPA hindered her
work, but Aleksanyan did not pay attention to these complaints and
went to answer the phone.

Then he explained: “I came that there was no problem.” Asked whether
he monitors all polling stations of Malatia-Sebastia administrative
district, he said: “I do not trust, I was at the headquarters, they
called me and I came here.”

HAK proxy Mikayel Kirakosyan has prepared a notice regarding two
groups of young people milling about outside the 7/29 and 7/30 polling
stations in Malatya-Sebastia.

Kirakosyan says the forty or so individuals are `instructing’ people
as to whom to vote for.

He says that one of the men was wearing the chest pin of the
Prosperous Armenia Party but that he was evidently working for the
Republican Party.

One of the young men even walked in, under the guise of being a proxy,
and spent an hour working alongside the local election committee.

L’Arménie, le Haut Karabagh et en Géorgie ont fêté le 170e
anniversaire de la naissance du grand bienfaiteur de la nation
arménienne Mikhaïl Aramiantz. Le 3 mai, Hranouch Hagopian, la Ministre
de la Diaspora s’est rendue au Parc des bienfaiteurs à Erévan, en
compagnie d’une délégation pour déposer des fleurs devant le buste
dédié à Mikhaïl Aramiantz. Alexandre Djanoeff, le petit-fils du
généreux mécène accompagné de sa femme Anna, venus spécialement de
Londres, assistaient à la cérémonie anniversaire. Puis Hranouch
Hagopian a inauguré l’exposition de photos dédiées à Mikhaïl Aramiantz
dans les locaux du Ministère de la Diaspora. H. Hagopian a honoré
Alexandre Djanoeff par la médaille « Boghos Noubar » avant d’inviter
le public présent à visionner le film documentaire « Mikhaïl
Aramiantz, l’Arménien au grand c`ur ».

A Stepanakert (capitale de la République du Haut Karabagh) une
exposition photo est également dédiée à la vie et à l’`uvre de Mikhaïl
Aramiantz. Des invités venus d’Arménie et de l’étranger, après la
visite de l’exposition, se sont rendus à Chouchi puis au village
d’Artsakhi Kyotak où Mikhaïl Aramiantz est né il y a 170 ans.

Le 4 mai, après la messe de requiem en l’église Sourp Etchmiadzine de
Tbilissi (Géorgie), le public fut invité à diverses manifestations
artistiques et culturelles au Centre culturel « Haïastan » de la
capitale géorgienne.

Fire in Yerevan orphanage

The Ministry of Emergency Situations received Saturday evening a fire
alarm from Yerevan’s Mari Izmirlian Orphanage.

The building reportedly caught fire after a blaze erupted in a
second-floor room.

Six rescue teams and a squad from the Ministry’s Crisis Management
Center have gone to the scene.

The Ministry promises to provide further details.
