Ter-Petrosian: Such whining is inappropriate

Members of Armenian National Congress (HAK) along with the first
Armenian President, HAK leader Levon Ter-Petrosian laid flowers at the
Eternal Flame and the Tomb of the Unknown Soldier in Victory Park of
Yerevan.

L. Ter-Petrosian then answered the questions of journalists.

Asked why HAK lost the elections to Yerevan Council of Elders, L.
Ter-Petrosian said: `I would like to ask you if it was an election? If
you think so, then you are Serzh Sargsyan’s supporter because no one
but Serzh Sargsyan considers this an election’.
`We have said for five years that it is necessary to get rid of
robbers and bandits. It was not a pledge, it was our goal and we need
to struggle for it,’ Ter-Petrosian said.

In response to a reporter’s question: `Is it possible that HAK will
lead its supporters to the streets?’ ,Levon Ter-Petrosian replied:
`Struggle is carried on not only in streets. As long as a political
force exists, it should struggle – there is no other path. It is
necessary to struggle for another 100 years, and then a result will be
achieved’.

When a reporter remarked that the 2008 struggle did not give any
results, the leader of HAK said: `Such whining is inappropriate. You
are destroying the spirit of struggle. There was a struggle in 2008.
There will be a struggle in 3008. As long as there are problems,
people will fight them. If you want to struggle, let’s struggle to the
finish, if you don’t want, then go home’.

Great Patriotic War

For already 21 years May 9 has double symbol for Armenians: together
with the victory in Great Patriotic War in 40s, Armenians mark the
liberation of Karabakh town of Shoushi in 1992.

May 9, 1992 Shushi celebrated its victory. As a result of right
calculation of military activities 21 years ago on this day one of the
towns of Karabakh was fully liberated from Azerbaijanis which were
bombing Nagorno Karabakh capital Stepanakert from Shushi which has
geographically higher location.

Shushi’s liberation was considered the first great victory in the
Nagorno Karabakh conflict which was to encourage the Armenian fighters
in future. Shushi’s liberation was a historic necessity to restore the
inviolable right of the Armenians to live on their historic land.

Shushi’s liberation was also an economic necessity as the blockade of
land and air territories, lack of electricity, gas and drinking water
and permanent bombing from Shushi paralyzed the economy in the whole
territory of Nagorno Karabakh.

Speaking to Tert.am, Commander of Shushi special battalion Zhirayr
Sefilyan said that after the liberation of Shushi the enemy understood
that Artsakh (Nagorno-Karabakh) does not belong to them and this was
the beginning of the Armenian victory.

`Shushi’s liberation was of great significance in our history. Its
military significance was not agreed with the geographic location only
it was of psychological, military significance. As you know the
psychological factor is very important during the wars. If you manage
to psychologically weaken your enemy, you are the winner. Shushi was
our first important victory,’ he said.

Sefilyan stressed that one of the significances of that days was the
high spirit of the people which lacks today.

Vardan Devrikyan, participant of Shushi liberation war, said Shushi’s
liberation has a symbol of making impossible possible. `Shushi must be
an example for us for making the impossible possible. The liberation
of this settlement was important in three respects – military,
military-political and psychological. For the first time after losses
our people celebrated a big victory,’ he said.

May 9 is also the Day of establishment of Karabakh Defense Army which
is being celebrated with the Day of liberation of Shushi.

YEREVAN. – Economic standards are not applied in Armenia’s healthcare sector.

Healthy Lifestyle monthly magazine editor Ashot Melkonyan told the
aforesaid to Armenian News-NEWS.am, with respect to the discussions on
the Government’s `Armenia’s 2012-2015 Long-Term Development Program.’

As per Melkonyan, that is why it is not clear as to the expenses the
hospitals will have to make to take care of hospital patients. Such
standards enable to clearly specify the cost of state coverage for
hospital costs.

In Melkonyan’s words, the manpower standards of Armenia’s hospitals
are such problem, too.

`At present, many hospitals have a surplus of surgeons that are rarely
performing surgeries,’ he added.

According to Melkonyan, the clarification of the list of hospitals,
where the patients have the right to immediately receive free medical
care, likewise will be helpful to clarify the state coverage in the
healthcare sector.

`Such list does exist, but it is not always used,’ Ashot Melkonyan stated.

YEREVAN, MAY 9, ARMENPRESS: The Government of the Republic of Armenia
implements different events directed to the improvement of the social
and economic conditions of the veterans. Among them is the provision
of the annual tour packets to 100 veterans to the health center of
Arzni. 12 million AMD was allocated in 2012 from the reserve fund of
the state budget for the organization of the rest and recovery
treatment of veterans. As Armenpress was reported by the Chairman of
the Union of Veterans of the Republic of Armenia, the Colonel Simon
Yesayan, by the decree of the Government such program was implemented
in 2010 on the occasion of the 65th anniversary of the victory in the
Great Patriotic War, providing 300 veterans with the opportunity to
organize their rest and recovery treatment for 12 days.

The youngest participant of the Great Patriotic War, living in
Armenia, is 87 and the eldest is 100. By April 1 2013 the number of
the veterans in Armenia has been 1850. If the 65th anniversary of the
victory in the Great Patriotic War was celebrated with 3500 veterans,
now their number is only 1850. According to the statistics, 30-45
veterans pass away every month.

There are 50 veteran organizations functioning in Armenia, 11 of which
are in Yerevan. According to official data, 600,000 Armenians, not
only from the Soviet Armenia, but also from different countries of the
CIS and Diaspora, took part in the Great Patriotic War, 200-250,000 of
which fell with hero’s death.

Le Président Serge Sarkissian a reçu l’ambassadeur de la Fédération de

Le président a exprimé sa gratitude à l’ambassadeur pour ses efforts

Les relations entre les deux pays ont été mises à un tel niveau grce
à 50 rencontres entre les deux présidents et un certain nombre de
documents importants signés, a dit le président.

Serge Sarkissian a exprimé l’intérêt de l’Arménie dans la poursuite du
développement des relations.

M.Kovalenko, à son tour, a déclaré qu’il restera un ami de l’Arménie
et contribuera davantage à l’amitié entre l’Arménie et la Russie.

Ivan Volinkin a été nommé au poste d’ambassadeur russe en Arménie.

Ankara strongly condemns `genocides’ motion by New South Wales

ANKARA

Recognition of the `Assyrian, Armenian and Greek genocides’ by New
South Wales’ Parliament has angered Ankara, prompting it to deliver a
`strong condemnation’ while noting the decision will have negative
repercussions.

`We strongly condemn and reject this motion which is in no way
compatible with historic facts. The fact that this motion has been
passed through a fait accompli by a local politician, whose antagonism
to Turkey in his attitude and behavior is well-known, during a session
at the State Parliament attended by a small number of
parliamentarians, shows how lightly and unsoundly such a sensitive
issue is dealt with. It is evident that history will not be rewritten
by such motions passed by petty political calculations under the
influence of ethnic lobbies known for their excesses and prejudices,’
the Foreign Ministry said in a written statement delivered today.

New South Wales’ legislature unanimously passed the motion on May 1 at
the request of the Assyrian Universal Alliance, the Australian
Hellenic Council and the Armenian National Committee.

Accordingly, the Parliament `joined the Assyrian, Armenian and Greek
communities of New South Wales in honoring the memory of the innocent
men, women and children who fell victims to the first modern
genocides.’

`Although the solid friendly relations existing between the peoples of
Turkey and Australia will not deteriorate because of this unilateral
decision which is the fait accompli of a small group, its negative
repercussions are nonetheless inevitable. In this context, the
proponents of such initiatives aimed at dealing a blow to the very
special relations that exist between our peoples will doubtlessly be
deprived of the hospitality and friendship that we will never withhold
from the people of Australia. These persons who try to damage the
spirit of Çanakkale/Gallipoli will also not have their place in the
Çanakkale ceremonies where we commemorate together our sons lying side
by side in our soil,’ the Foreign Ministry said.

`Necessary representations with Australian authorities have been made,
stressing that our primary expectation from the Australian authorities
for the sake of our relations that have developed so far on the basis
of friendship, is that they be more attentive to unacceptable claims
directed toward Turkey and the Turkish identity and that they take
timely action against initiatives carrying anti-Turkish content and
hate speech,’ the ministry said.

Russian energy companies Rosneft and Itera are reportedly in talks
with the Armenian government over a possible acquisition of the
country’s largest chemicals plant, Nairit.

The largest producer of chloroprene rubber in the Commonwealth of
Independent States, Nairit has been operating at minimal capacity
since a gas price hike in 2010 made production unprofitable. Without
either a strategic investor or a bailout, the company faces bankruptcy
due to a debt burden of around $130m.

According to reports, the Russian oil and gas producers are set
to decide on an acquisition by the end of May. The UK’s Rhinoville
Property Limited has held a 90% stake in Nairit since 2006, while the
Armenian government, which owns the remaining 10%, has been trying to
find a way to revive production. Russian business daily Vedemosti,
citing an unnamed company source, writes that Itera is considering
“different variants of participating in the project”.

The privately-owned gas producer offered a deal to Yerevan to
take on Nairit in 2011. However, that was turned down in favour
of an alternative investment plan drawn up by Armenian officials
and submitted to state-controlled giant Rosneft instead. Under
that proposed programme, investment of around $512m is needed
to modernise the plant. The government has already applied to the
Eurasian Development Bank (EDB) for $100m.

The talks on finally structuring a deal come as tension builds
around Nairit. On April 29, employees gathered outside both the
Armenian government building and the presidential residence to appeal
for salaries to be paid and production to resume. “We have come to
demand a year’s salaries and to let Nairit start operating. For three
years we have been going to Nairit with no certainty over whether
the plant will keep operating or not,” the company’s press officer
Anush Harutyunyan told Armenia Now.

ARMENIA’S HERITAGE PARTY HAS FAILED – OPPOSITION MP

YEREVAN. – The non-government Prosperous Armenia Party (PAP) and
the opposition ARF Dashnaktsutyun Party carried out the most serious
cooperation during the capital city Yerevan Council of Elders election,
which was held on May 5.

Opposition Armenian National Congress (ANC) bloc National Assembly
Faction leader, ANC Party Vice-Chairman Levon Zurabyan stated the
aforesaid during a press conference on Wednesday.

“This does not mean that the Congress representatives were ‘shining’
everywhere, [but] those certainly are exceptions,” Zurabyan added.

He stressed that ANC, ARF and PAP fought with principle and in the name
of legitimacy. The opposition Heritage Party, on the other hand, as per
Zurabyan, failed and it very often collaborated with the opposite camp.

“The majority [of Heritage] collaborated with the authorities,”
the ANC MP noted.

As for PAP allowing for election violations, Zurabyan stated that
they had received reports that PAP was directing the voters.

He added that the police actions gave no reason to believe that the
law enforcement acted adequately during the vote.

“The Police failed yet again, or became accomplices. Distribution of
election bribe is an operation that comprises thousands of people. It
is impossible to be unable to prevent such operation,” Levon Zurabyan
said.

He stressed that the Armenian authorities, led by President Serzh
Sargsyan, are the primary accountable ones for all types of election
violations.

Experts Discussing Promotion Of Female Farmers’ Activities In Armeni

EXPERTS DISCUSSING PROMOTION OF FEMALE FARMERS’ ACTIVITIES IN ARMENIA

YEREVAN, May 7. /ARKA/. Promotion of female farmers’ activity in
Armenia’s rural areas is being discussed now in Yerevan at a two-day
conference focused on agriculture problems.

The conference is organized by Armenian Young Women’s Association as
part of the Active Women in the Rural Communities of Armenia program
being implemented in cooperation with the Asian Development Bank.

“The aim of the program is to assist female farmers in Armenia’s rural
communities and to strengthen their capability to develop agriculture
by creating and strengthening business ties among producing, processing
and financing companies,” Lilit Asatryan, chairwoman of Armenian Young
Women’s Association, said in response to ARKA News Agency’s question.

She said that the major part of agricultural work is done by women. It
means they shoulder also other problems, such as irrigation water
shortage.

“Water problem is widely discussed today,” Asatryan said. “This
problem strikes hard especially at Ararat Valley’s farmers.”

She said that the valley is now under threat of desertification,
and this affects agriculture badly.

The head of the Association also spoke about the problem of insurance
and related risks, which should be taken into account by farmers.

She paid special attention to the problem of sales of finished
products at markets and stressed the importance of organization of
agricultural fairs in Yerevan for ensuring direct supply of farmer
products to the city residents.

In her words, the Association is planning to organize a number of
agricultural exhibitions in Yerevan in 2013 to promote farms.

Representatives of rural communities and nongovernmental organizations
took part in today’s discussion.

They pointed out the necessity of enhancing farmers and agronomists’
awareness of production process optimization ways. This will enable
farmers to lessen risks and build up their profits by improving
qualities and enlarging quantities of their products.

The Active Women in the Rural Communities of Armenia program includes
trainings, seminars and professional consulting for women farmers
from Ashtarak, Ararat, Yerevan and adjacent villages.
