A new Cabinet has been formed in Armenia. Addressing his new
ministers, President Serge Sargsyan said that the goal which was set
last year on providing 7% economic growth was achieved; the same task
was set for 2013. However, according to the President, `qualitative
indexes and certain indices of work efficiency and settlement of
social problems’ are expected from the government.

The new Cabinet is not brand new because changes touched on only three
ministers – of economy, of finances, of sport and the youth.

The former minister of finances Vache Gabriyelyan was replaced by the
head of the Central Office of the government David Sarkisyan.
Sarkisyan in his turn was replaced by Gabriyelyan. The Minister of
Economy is now the economist, the former deputy minister of economy
Vagram Avanesyan; while the former Minister of Economy Tigran Davtyan
was appointed the representative of Armenia in WTO.

Weightlifter Yuri Vardanyan replaced Grachia Rostomyan in the Ministry
of Sport and the Youth. Experts believe it was a political step. When
Prosperous Armenia left the ruling coalition in summer 2012, President
and the leader of PA who is the chairman of the National Olympic
Committee, Gagik Tsarukyan, agreed that the Minister of Sport should
be a person acceptable for the sporting society of Armenia for
avoiding conflicts in the sporting sphere. The agreement requires that
this sphere shouldn’t be politicized because it will have vicious
consequences for sport. Appointment of the multiple weightlifting
world and Olympic champion Vardanyan broke this agreement due to two
aspects.

Firstly, despite respect for the prestigious athlete by the
population, the attitude to him in the sporting world is ambiguous.
For example, Vardanyan has very complicated relations with some
sporting functionaries; his relations with Tsarukyan cannot be called
good as well.

Secondly, there is a political aspect. According to the secretary of
the parliamentary fraction of the ruling Republican Party of Armenia,
Ovanes Saakayan, `the former Minister of Sport and the Youth Affairs
Grachia Rostomyan represented Prosperous Armenia which voted against
the governmental program. It means they are against the course of the
government; so the problem had to be solved.’ Saakyan also expressed
doubts on possible problems between Vardanyan and Tsarukyan.

Two aspects are significant in this situation. First of all, being the
minister, Rostomyan froze his membership in PA. Secondly, Vardanyan
was President’s ally for several years. Nevertheless, the agreement
was violated by the ruling leadership; the new appointment is a
political step.

As for the economic sphere, there are no clear internal political
grounds, but changes in this sector is much more acute than in the
sphere of sport, considering the hardest socio-economic situation. The
former Foreign Minister, MP from Prosperous Armenia Vardan Oskanyan
thinks that for achievement successes in settlement of numerous
socio-economic problems, the government has to provide radical
transformation – from the saving policy the country should shift to
the extended policy of growth. Secondly, resistance to changes by
oligarchs must be broken. Thirdly, the government should not
thoughtlessly follow the IMF’s recommendations.

On the one hand, changes in the economic team of the government may
mean that the leadership understands existing problems. On the other
hand, appointment of two new ministers is not a sign of changing the
whole economic policy of the government. Time will tell whether these
shuffles are made for providing real changes in the country or it is
visible repairs to show the population that the government is striving
for real achievements.

falsification of Azerbaijani journalists

A group of Armenian hackers `Ananun’ published on the website
`Vs.ananun.am’ a new “portion” of correspondence of Azerbaijani
journalists who are engaged in anti-Armenian propaganda and
falsifications. This time it was the turn of Bahram Batiev, journalist
of “Vesti.az” news agency, whose working correspondence concerning to
Armenian issues, is made public and is being widely discussed in the
network.

One of the notable points is the cooperation with the representatives
of the Azerbaijani community of Israel, presenting themselves in media
as independent and neutral experts. For example, the messages of
Avigdor Eskin, offering their services to the Azerbaijani side, as
well as subsequent reports for the fees are posted in the network.

It is also noteworthy that in the correspondence experts Arie Gut, Lev
Spivak and Michael Agaronov admit openly that they are representatives
of the Azerbaijani Diaspora in Israel: “The highest assessment of the
work of our Diaspora is reflected in Akbar Hasanov’s article, the
famous Azerbaijani journalist.”

However, for example, Peter Lucksimson, the editor in chief of “News
of the Week” Israeli newspaper rebukes the Azerbaijani adulterator for
distorting his interview about the “dangers of the Armenian lobby.”

The correspondence with well-known anti-Armenian Guram Markhuliya, who
asks to call him Aliyev, is also interesting. He expresses his desire
to learn Azerbaijani “to do a something pleasant to his brothers” and
also alludes to the straitened financial conditions.

The correspondence with Georgi Vanyan the organizer of the failed
Azerbaijani film festivals in Armenia can also be found in the
network. Bahram Batiev and Rizvan Huseynov promise Vanyan to attend
his event in Georgia.

Expert Oleg Kuznetsov suggests his services, “for voicing the
disposition of the Azerbaijani side.’ Batiev rejects his hints at
covering the cost of his services. In the end he gets his satisfaction
in his “appreciative audience” of his anti-Armenian interviews placed
on Vesti.az news agency site.

Another interesting point is the cooperation of Ukrainian resource
“Hvilya” with Azerbaijani propagandists; anonymous complaints of a
teacher from Krasnodar region on his Armenian colleague Varvara
Markarian, for example, or the testimony of retired serviceman
Stanislav Razdobreev, whose interview was “corrected”, and then
completely removed from “Vesti.az.” It is noteworthy that in his
personal correspondence Russian military “gives” Batiev inconvenient
questions of the Armenian journalists and recognizes that lied to the
Armenians. Finally the proposal of actor Joseph Harry can be noted
about sitting with Bahram in Tbilisi alone and drink a glass of
Armenian cognac.

YEREVAN. – Armenia’s Prime Minister Tigran Sargsyan received a
business delegation led by Rainer Lindner, the Executive Director of
the Committee on Eastern European Economic Relations of Germany.

Sargsyan expressed a hope that the German businessmen’s visit to
Armenia will stimulate the deepening of bilateral economic relations,
the Armenian Government press service informs.

`Germany is one of our primary partners in the economic domain. There
are numerous successful bilateral programs,’ the PM added.

In his turn, Lindner stated that the German side stands ready to carry
out practical programs, and noted that they are interested in
collaboration in several domains.

In this context, the German businessmen introduced PM Sargsyan their
investment projects, and Sargsyan expressed willingness to provide
respective assistance.

Furthermore, Rainer Lindner thanked Armenia’s premier for conducting a
policy that is geared toward signing the Armenia-EU Deep and
Comprehensive Free Trade Agreement. The German guests also welcomed
the Armenian government’s decision to lift visa requirements for the
citizens of EU-member countries.

The parties also discussed regional matters.

Small hydropower plants built and yet to-be-built on rivers of Armenia
have raised a discontent among the local population of Armenian
provinces. Villagers warn that hydropower plants (HPPs) exhaust
irrigation water, challenging farming and harming the ecosystems.

While authorities are licensing various companies to build more
hydropower plants, residents of the target villages trash the
construction pipes stocked there, block the roads and highways, and
declare they won’t concede to another `oligarch’.

Residents of Byurakan village, Aragatsotn province, are unhappy about
the small hydro being built on the Amberd River. Last week Ujan
villagers joined them and blocked the Yerevan-Gyumri highway. There
are three small HPPs on Amberd, run by `Amberd HPP’ LLC; this would be
the fourth.

`We suffer from water insufficiency because of the existing hydropower
plants; if a new one is exploited drinking and irrigation waters
flowing from Aragats to the villages will be cut. They did not hold
public discussions in our village and are doing whatever they want
right in front of our eyes, depriving us from our source of living.
This new hydro belongs to Prosecutor General Aghvan Hovsepyan’s son,’
says Sahak Mkhitaryan, resident of Byurakan.

Residents of Marts village, northern Lori province, pushed the pipes
for the construction of Martsiget-1 small hydro down the gorge. They
are unhappy that 30 hectares of forage area would dry out and they
would no longer be able to collect hay for their livestock, it would
also endanger their orchards they say.

Villagers complain that `Marts Energy’ LLC has started the
construction without the expert conclusion required by the RA law on
`Environmental impact expertise’; neither were public hearings held.
`Environmental Expertise’ state non-commercial organization did not
approve the project. The villagers have signed a petition and sent it
to the ministry of environmental protection.

The Armenian government favors small HPPs, viewing them as beneficial
for the country’s sustainable development and ecologically harmless.
In 1997 there were only 11 of them, part of which are not fit for
exploitation now. Today, there are 144; 130 of which are licensed.
(The electric power demand in Armenia is met 30 percent by HPPs, 40
percent by the nuclear power plant, and 30 percent by thermoelectric
power plant.)

Aram Gabrielyan, coordinator of United Nation’s Framework Convention
on Climate Change, says construction of small hydropower plants is
pure business, and common people do not benefit from it anyhow;
instead the rivers Vorotan and Hrazdan have suffered, having lost
their `feeding’ capacity.

`The more small hydropower plants are built, the higher is the
electric power tariffs. The reverse process would be the case if the
republic had more big HPPs,’ he says.

Currently 1kWh of electric power in the daytime costs 30 drams (7
cents) and 20 drams (5 cents) at night, instead of former 25 drams (6
cents) during the single-tariff system.

Gabrielyan say those international organizations investing in small
HPP development in Armenia, are thinking of provision of loans to
build the plants, rather than fostering the use of solar energy,
because there are guarantees that their loans would be returned along
with interest.

In Shatin village, Vayots Dzor province, the construction of Yegheg
small hydro on the River Yeghegis has started without the villagers’
prior consent. By now 12 licenses have been granted for building HPPs
on this river. According to the Ombudsman’s regional office
representative in Vayots Dzor Lusine Martirosyan, villagers complain
of lack of public discussions. There was only one public hearing,
during which the village voted against, the other two were not held at
all, failing to suspend the construction of the small hydro.

The Armenian state encourages the construction of small HPPs and, with
the support of the Norwegian government, implements `Norway-Armenia
cooperation project for sustainable development of small hydropower
plants’. Project national coordinator Inessa Gabayan believes saying
`no’ to HPPs is not the right way, and villagers should have their
input in controlling those, rather than just complaining.

`The sphere is rather business-attractive, but only at first sight.
There is no monopoly here. However, we have serious legislative
issues… Our project goal is bringing to surface those issues and
ensure sustainable development of the sphere. I see the solution in
using the state-of-the-art technologies. The specifically designed
devices would register all the shortcomings of HPP exploitation,’ she
says.

YEREVAN. – At present, 1,678,000 trees `live’ in Armenia’s capital
city Yerevan, the Yerevan Municipality told Armenian News-NEWS.am.

According to the source, there are currently 326,000 trees in the
city’s areas of common use, and 798,000 trees in the areas of limited
use. At the same time, 554,000 trees are planted in the areas of
special use.

In addition, landscape gardening at the Paros forest grove is planned
to be increased this year. Also, an irrigation system is planned to be
installed at the Yerablur Military Pantheon. Furthermore, a
large-scale tree-planting is expected in these areas this fall.

As a result, a little more than one tree falls for each Yerevan resident.

YEREVAN. – Armenian Police Chief Vladimir Gasparyan and opposition
Heritage Party Chairman, ex-presidential candidate, former FM Raffi
Hovannisian likewise were invited to the official opening of the Surb
Hovhannes Mkrtich (Saint John the Baptist) Church.

The place of worship was built with the financial means provided by
Gagik Tsarukyan, the chairman of the non-pro-government Prosperous
Armenia Party.

Both Gasparyan and Hovannisian, however, did not attend the
consecration ceremony of the newly built church in Abovyan city.

Police Public Relations and Media Department Chief Ashot Aharonyan
told Armenian News-NEWS.am that the Chief of Police could not attend
the event solely due to his work overload.

Heritage’s National Assembly Faction leader Ruben Hakobyan, who was on
hand at the official opening on behalf of the party, told us that
Hovannisian could not attend the event because he was not in capital
city Yerevan and he was busy.

Armenian singer featured in Rakhmaninov opera

In celebration of the 140th anniversary of composer Sergei
Rachmaninoff, the Commonwealth Lyric Theater will perform his opera,
`Aleko: The Gypsies’ June 9-13 at Center Makor.

Appearing in the lead female role will be popular Armenian soprano
Knarik Nerkararyan, who has performed frequently throughout Greater
Boston and the North Shore, the Armenian Mirror Spectator reported.

The soloist will appear twice in the challenging role of Zemphira,
Sunday, June 9, at 3 p.m. and again on Thursday, June 13, at 8 pm.

The theater is located at 1845 Commonwealth Ave., site of the former
Boston Vocal Arts Studio.

A month ago, Nerkararyan electrified a Merrimack Valley audience
during the 98th anniversary commemoration concert of The

Armenian Genocide. She was joined there by mezzo-soprano Victoria
Avetisyan and tenor Yeghishe Manucharyan.

Nerkararyan is the winner of American Educators of Italian Origin
United 41st Opera Auditions and was runner-up in the Los Angeles
International Liszt Competition for Vocalists. She also won first
place in both the 2007 and 2010 Concerto Competition at Azusa Pacific
University.

Highlights of her operatic roles are Mimi in `La Boheme’ and more
recently as Kupava in the American premier of Rimsky-Korsakov’s opera,
`The Snow Maiden,’ with the Lowell House Opera Society where she
gained rave reviews. She has also appeared with Opera Boston and
Boston Lyric Opera.

Nerkararyan currently serves as choir director for St. Gregory Church
in North Andover.

The libretto itself is an exciting story about gypsies: love,
betrayal, jealousy and a crime of passion. Written in 1892 when

Rachmaninoff was still a teenager, `Aleko’ became his most-performed
opera in Europe. The last time it was performed publically was in
1916.

Lusine Petrossian, the authorized representative of the Hello Yerevan
coalition of parties in the Central Election Commission (CEC), has
filed a petition in the Administrative Court of the Republic of
Armenia, challenging decision no. 107-Ô± of the CEC made on May 11.
Referring to a set of articles of the Principles of Administration and
Administrative Proceedings Act, which had outrageously been violated
by the actions taken and no. 107-Ô± made by the CEC, request is made of
the court to find the above-mentioned decision void and compel the CEC
to discuss the request made by the Hello Yerevan Coalition on May 10
to find the results of the Yerevan City Council election null. The
opposition ANC, in its turn, sent a package of reports on crimes to
the Special Investigative Service (SIS) on Monday, demanding to open
cases, launch a preliminary investigation into the `crimes’ in a set
of polling places of Yerevan they had mentioned, find the perpetrators
and hold them accountable. inquired during a
conversation with attorneys how grounded the above-mentioned requests
were, and, generally, what expectations there were from the
examination of those cases. Attorney Karen Mezhlumyan replied: `If a
crime has been committed and if those allegations are grounded, a case
should be opened. If there is a report on a crime and evidence proving
it must have happened, they should find out as a result of an
investigation whether this incident took place, and who the
masterminds were.’ We inquired whether one could notice will on the
part of the Armenian government and judicial system to carry out a
fair examination of those cases. Mr. Mezhlumyan replied: `I am more
inclined to think that there is no will. Otherwise, investigations
would have been launched into the allegations made in press releases
and publications of the mass media. If we look at it from the
practical perspective, it is pointless; there are very poor prospects.
On the other hand, considering political and legal aims, such requests
are to be made, since this is another platform to show the violations
that were committed once again.’ Tigran Ter-Yesayan, the director of
Forum, a human rights center, in his turn, said: `The process is
important here, since the content is more or less clear to everyone.
We want this state to mature and such petitions to be heard in
accordance with the procedure. It seems to me that people send a
message to the population most of the time, asking to vote for them
and their teams, but they should take into account the fact that they
will be reminded about their messages tomorrow, be it a presidential
election, a National Assembly election, a city council election, or a
village chief election. You cannot make a choice that they should go
away. Making requests, for how many years the requests will remain
unattended to, whether there will be an investigation, whether it will
have an impact on the process or not; it is just mockery. Is this a
kindergarten or a state? Suppose, the ANC and Hello Yerevan made
requests. So what? A non-commissioned officer will be appointed chief
of police, the chief of police will be appointed Minister of Economy,
the Minister of Economy will be appointed chief inspector of the
region.’ We inquired of Armen Khachatryan, the coordinator of the ANC
center for legal assistance, what expectations they had from the SIS,
given the fact that no investigation had been launched into a lot of
publications about electoral fraud in the press. Mr. Khachatryan
stated in response: `The expectation is that the perpetrators will be
prosecuted and will be held accountable. The law doesn’t provide for
any other expectations from the SIS. And if we hadn’t had
expectations, we wouldn’t have made reports. That the SIS served the
government is obvious, but, on the other hand, cases are pending; the
preliminary investigation is in progress. After it is finished, it
will be clear once again whether the SIS has served the government or
if charges regarding obvious crimes are brought to court, it will be

Dink murder was an organized crime, not an individual action, Turkish
high court rules

Turkey’s Supreme Court of Appeals has overturned previous rulings
acquitting the Hrant Dink murder convicts of connections to a criminal
organization, saying the murder was committed by an armed crime gang,
Hurriyet Daily News reports.

In the ruling announced today, the court approved the sentences given
to suspects but overturned the decision that acquitted them of crime
gang connections.

The previous ruling, which claimed that there was no crime gang
connection in the murder of Dink, had been highly controversial,
causing a stir in public debate.

The suspects will now be on trial again in the Istanbul court that
gave the initial rulings.

Dink, an Armenian-Turkish journalist, was assassinated in Istanbul in
January 2007 by Ogün Samast, a 17-year old Turkish nationalist, in
front of the offices of Agos, the weekly for which he was the
editor-in-chief.

After two years of proceedings Samast was convicted on July 25, 2011,
of premeditated murder and illegal possession of a firearm by
Istanbul’s Juvenile Court for Serious Crimes and sentenced to 22 years
and 10 months. Another suspect, Yasin Hayal, was convicted of ordering
the murder and was sentenced to life imprisonment.

Following a five-year trial, the court had ruled on Jan. 17, 2012,
that it saw no `deep state’ role in the plotting of the assassination,
despite serious claims that a number of civil servants were
`indirectly’ involved. The ruling was overturned a year later by the
Supreme Court of Appeals, which led to prosecutors restarting their
probe into the murder.

L’association culturelle « Arménia » organise une table ronde sur le
thème « Quel avenir pour les Arméniens de Syrie ? » le vendredi 17 mai
à 20h30 à la salle Cheneviers de la MJC Jean Moulin de
Bourg-Lès-Valence (20 avenue Jean Moulin).

Lors de la soirée, « Arménia » laissera la parole au public pour
débattre sur la situation des Arméniens de Syrie victimes de la guerre
civile. Krikor Amirzayan (président d’« Arménia ») « avec le Collectif
Mémoire et Avenir nous avions organisé en février dernier une
conférence sur la situation de la Syrie. Le public était présent en
nombre. Mais de très nombreuses questions posées n’ont pas trouvé de
réponse faute de temps d’une soirée passionnante. Nous tenterons lors
de ce débat avec le public, de faire le tour des questions
essentielles auxquelles est lié l’avenir même de la communauté
arménienne de Syrie qui souffre terriblement de cette guerre civile et
dont une partie a déjà émigré. Nous essaierons lors de cette soirée
d’apporter quelques réponses à nos inquiétudes et interrogations ». Au
terme de la soirée « Arménia » offrira une réception.

LES ARMENIENS DE SYRIE

Aujourd’hui près de 600 familles -la plupart d’origine arménienne-
originaires de la Syrie vivent dans notre région. Valence qui est
l’une des villes de France où les Arméniens de Syrie sont les plus
nombreux. Peu avant la guerre civile qui ravage le pays depuis deux
ans, la communauté arménienne de Syrie était estimée à 80 000 membres
dont 45 000 vivaient à Alep et seulement 6 000 à Damas. Le reste
habitant essentiellement dans les villes de Homs, Rakka, Deir-el-Zor,
Kessab et Kamishli. Dpuis, une saignée démographique est intervenue au
sein de cette communauté. On estime à 25 000 le nombre d’Arméniens qui
ont émigré. 12 000 avaient pris la direction de l’Arménie. Depuis, 7
000 semblent y avoir trouvé refuge à Erévan et dans d’autres villes
d’Arménie ainsi qu’au Haut Karabagh, selon les données du ministère
arménien de la Diaspora. En Syrie, sous de nombreux régimes, dont
celui d’Assad -père et fils- les Arméniens bénéficient dans ce pays
d’un statut de minorité protégé. Des Arméniens qui se retrouvent dans
le commerce, l’artisanat et l’industrie. Même si les Arméniens sont
présents en Syrie depuis des millénaires et que le roi arménien
Tigrane le Grand avait à l’apogée de son Empire arménien conquis au
1er siècle avant J.C. la Syrie et la Palestine, les premières
communautés arméniennes de Syrie remontent au 14e au 16e siècle. Le
Royaume arménien de Cilicie bordant la Syrie. Mais cette communauté
arménienne de Syrie, descendante directe du royaume arménien de
Cilicie allait se développer au début du 20e siècle avec l’arrivé des
rescapés du génocide et la perte de la région d’Alexandrette
(Iskanderun) cédée par la France à la Turquie kémaliste.

A Alep qui comptait il y a peu 45 000 Arméniens, la communauté
arménienne constitue la plus grande minorité des dix communautés
chrétiennes présentes dans la ville. Une ville de près de 2 millions
d’habitants et qui est l’une des plus anciennes villes habitées au
monde. Alep existait déjà à l’époque paléo-babylonienne (2004-1595 av.
J.-C.), sous le nom de Halab. Des tablettes cunéiformes datant de 5
000 ans mentionnent même l’existence de cette ville d’Alep.

A Alep les Arméniens très nombreux dans les quartiers de Sulemaniyé,
Nor Kiugh ou Aziziyeh, comptent 14 écoles, autant d’églises et une
dizaine de clubs et d’associations culturelles et sportives. La
réussite des Arméniens est aussi industrielle. Sur les quelque 500
usines de la ville, 50 appartiennent à des Arméniens. L’hôtel le plus
célèbre de la ville où séjournèrent Agatha Christie (qui y écrivit la
première partie de « Meurtre dans l’Orient Express ») ou de nombreux
chefs d’Etats (à l’exemple de Charles de Gaulle ou même…Kémal
Atatürk), l’hôtel Baron fondé à la fin du 19e siècle appartient à une
famille arménienne, les frères Mazloumian. Alep où de nombreux titres
de la presse arménienne étaient édités. Parmi ces derniers « Yeprad »
(Euphrate), « Ararat », « Arévik », « Gantsassar » étaient publiés de
1927 à 1963. Aujourd’hui la plupart des journaux arméniens de Syrie
viennent du Liban.

La communauté arménienne de Syrie fit toutefois l’objet de trois à
quatre vagues successives d’émigration depuis un demi-siècle. Dans les
années 1960 suite aux menaces de montée nationaliste pan-arabe de la
Syrie emmenée par le président égyptien Nasser, une vague d’émigration
arménienne fut observée en direction de l’Arménie soviétique, de
l’Europe, d’Australie et du Canada. Dans les années 1970 cette vague
migratoire continua en direction des pays arabes du golfe persique, de
l’Europe (en particulier vers la France considérée par les Arméniens
comme une seconde patrie), les Etats-Unis, le Canada, l’Australie et
l’Amérique du Sud (essentiellement Uruguay et Argentine).

Aujourd’hui une troisième forte vague d’émigration est en cours. Avec
en priorité l’Arménie (devenue indépendante depuis 1991), les pays du
golfe et les Etats-Unis. La communauté arménienne de Syrie est-elle
menacée de disparition ? Question à laquelle apportea peut-être une
réponse le public invité par « Arménia » à cette table ronde.
