Armenian Foreign Minister Edward Nalbandian participated in the
meeting of the Foreign Ministers of the Visegrad Four and Eastern
Partnership countries in Krakow. In attendance were also the EU High
Commissioner for Foreign and Security Policy Catherine Ashton, EU
Commissioner for Enlargement and European Neighborhood Policy, Åtefan
Füle, the Foreign Ministers of Poland, the Czech Republic, Slovakia,
Hungary, Lithuania, Moldova, Ukraine, Georgia and Azerbaijan, the
Deputy Foreign Minister of Belarus, the Minister for European Affairs
of Ireland, which currently holds EU presidency.

The participants of the meetings discussed the results of cooperation
within the framework of the Eastern Partnership, the perspectives of
future partnership were outlined, reference was made to the
implementation of the Eastern Partnership roadmap and the steps to be
taken ahead of the Eastern Partnership summit in Vilnius.

In this contexts the EU representatives hailed the progress achieved
in the negotiations with Armenia.

Speaking at the sitting, Armenian Foreign Minister Edward Nalbandian
noted: `The Eastern Partnership has become an effective mechanism of
reinforcement of our relations with the European Union; it has changed
the quality and nature of our cooperation with the EU.’

`Our cooperation agenda is comprehensive; it includes political
dialogue, institutional reforms, economy, industry, mobility,
migration and others,’ Minister Nalbandian stated.

The Armenian Foreign Minister presented the results of the negotiation
on the Association Agreement and the creation of the Free and
Comprehensive Free Trade Zone.

At this moment, about 100 civil and environmental activists, mothers
of soldiers who died in the army in peaceful time, have gathered near
the government building.

The reporter of “A1+” reports about the incident which took place at
the scene of action. The participants of the rally tried to tie black
ribbons and cloves on the trees in front of the government building in
memory of Lyuks Stepanyan, yet police associates did not allow them to
do so, saying that they were hindering the movement of pedestrians.

The participants of the rally are waiting for the journalists who were
present today at Seyran Ohanyan’s meeting with Lyuks Stepanyan’s
father.

They also demand that PM Tigran Sargsyan meets them.

New grain terminal to be opened in Poti port

The Pace Group company together with the companies “APM Terminals –
Poti” and “Agricom” will open a wheat processing terminal in the Poti
port on Friday.

It is supposed that the ceremony will be attended by Georgian Prime
Minister Bidzina Ivanishvili and members of the government.

The event will be also attended by U.S. Ambassador Richard Norland,
his Deputy for Economic Affairs John Ashworth, Azerbaijani Ambassador
Azer Huseyn, Turkish Ambassador Levent Murat Burhan and Israeli
Ambassador Yuval Fuchs, Acting Minister of Agriculture Giorgi
Shervashizhe, Economy Minister Giorgi Kvirikashvili, Chairman of the
Parliamentary Budget and Finance Committee David Onoprishvili,
Chairman of the Committee on Sector Economy Zurab Tkemaladze, Majority
MP Eka Beselia, business ombudsman Giorgi Gakharia and others.

According to the company “Pace Group”, such a terminal has never been
in Georgia. The facility will allow the exporting countries from the
Central Asia to consider Georgia as an alternative route for wheat
export to the countries of Mediterranean and Black Sea. The terminal
capacity is 500,000 tons per year.

As anticipated, the authorities in power made an unpleasant surprise
for us, ordinary citizens, immediately after elections. This time,
they surprised us with news on upcoming gas price hike for Armenia.
Given the heavy social and economic situation in the country that has
been deteriorating over the last years, the upcoming gas price hike
will affect all the sectors of public life, starting from economy up
to environment.

On May 14 ArmRusgasprom CJSC applied to the Public Services
Regulatory Committee (PSRC) for revision of the effective tariff for
gas for small consumers from 132 to 221,000 drams ($532) per 1000 cu m
of gas. The tariff for big consumers (over 100000 cu m of monthly gas
consumption) will be increased to $392.

On May 16 some civil activists organized a picket in front of the
Government, PSRC, and the president’s residency, against
ArmRusgasprom’s claims and submitted a relevant application to the
Committee and the President’s Administration. In response, Head of
PSRC Robert Nazaryan said that major reason of the gas price hike is
the growth of the import price from $180 to $270 per 1000 cu m. In the
meanwhile, the report by the State Revenue Committee says that
ArmRusgasprom has purchased the Russian gas for the customs cost –
$247 per 1000 cu m since Q1 2012. Nevertheless, the authorities
declared in December 2012 that gas is imported to Armenia for $180.
This means that the authorities have been concealing that the gas
tariff was increased over a year go not to ramp up the social tension
on the threshold of the parliamentary, presidential, and municipal
elections. By unofficial data, the authorities did it at the expense
of ArmRusgasprom, which had an unofficial agreement with the
Republicans to suffer losses till the very end of the election cycle
in the country. Now, when Mayor Taron Margaryan has retained his post
and the Republicans have finally monopolized the power in the country,
at least for the coming 4 years till the next elections, nothing holds
the authorities from telling the truth to the once again deceived
voters.

However, even in such situation Prime Minister Tigran Sargsyan has
managed to show how the authorities care for the people and promised
to subsidize the new gas tariff by 30 percent. In addition, the prime
minister declared that the country will start issuing eurobonds to the
world equity market. It appears that the government intends to do it
by means of another borrowing.

Theoretically, a 30% subsidizing of the new gas tariff at the expense
of internal resources and through issue of eurobonds could become a
reality. Prevalence of the country’s foreign debt over the internal
debt is a ground for it. Given the specific Armenian mentality when
nearly all businessmen, a significant part of the population, salt
away money or keep it in banks for a rainy day. In other words, there
are possibilities to mobilize internal funds. However, there is
nothing that would motivate the population to withdraw their funds and
help Sargsyan implement a new financial scheme for the country. Over
the 20 years of independence, the Armenian people have been deceived
by the authorities too many times to trust in any initiative of those
in power. As for the foreign investors, including institutional
investors, the target audience of those securities, they will hardly
display interest in the Armenian securities amid actual stagnation of
economy and high political risks of the last years even in case of
very attractive interest rates.

It is noteworthy that the pro-western, anti-Russian political figures
in the country have already taken advantage of the rising price of the
Russian gas. Articles slamming Gazprom and its subsidiary
ArmRusgasprom and, naturally, official Moscow have already flooded the
press. Although the authorities urge Mass Media not to seek political
motives in the given issue, journalists say that the Kremlin once
again used the gas price as a political instrument. This sounds quite
probable, considering that Yerevan has not given any exact answer
either to Moscow or to Brussels regarding its involvement in the
Eurasian integration projects. It is especially relevant considering
Moscow’s tough stance on possible diversification of import of Russian
energy resources with Iranian ones, which is within the national
interests of Armenia. Anyway, Gazprom’s decision could not but arouse
a new wave of anti-Russian sentiments in Armenia. It would be naïve
thinking that Russia’s western `partners’ would not ride on the wave.

In addition, ArmRusgasprom that demands raising the gas price higher
than necessary should not pin too much hope on compensation of its
losses (mentioned above). It is not a secret that with every new rise
of the gas tariff, consumption falls in Armenia. More and more people
start using firewood, especially in rural areas. Consequently, over
the last years, firewood consumption in Armenia has been gradually
growing and will soon reach the level of those `dark, cold and
starving’ 90s, despite the fact that the country’s gas infrastructure
is developed by 95%. The only difference is the price. In the winter
of 2012, firewood cost 15,000-17,000 drams per cu m, while this year
it may cost the people 20,000-25,000 drams. In the meanwhile,
according to the survey by the German Society for International
Cooperation (GIZ) , the country’s forests cover only 11.1% of the
total territory of Armenia. This winter will become a reason for more
destruction of forests, which will cause new problems to the
long-suffering environment of Armenia.

In the meanwhile, the Public Services Regulatory Committee of Armenia
displayed a surprising endeavor and initiated revision of electric
power tariffs not waiting for official applications by power
engineers. Local producers have already responded to the upcoming rise
of tariffs by price hikes. Evidently, this time the rise of the gas
tariff will not pass by the transport sector, which operates on
compressed gas nearly by 100%. What is especially strange about this
entire price hikes that the people and the political parties calling
them opposition almost do not protest. This circumstance one more time
shows the contrariness of the Armenian political field and culture, in
general. Unfortunately, the only explanation is that the people still
have an alternative – migration.

Strasbourg with counterparts from a number of European counties.

During a meeting with Gilbert Saboya Sunyé, the Minister for Foreign
Affairs of Andorra, Mr. Nalbandian congratulated him on the efficient
chairmanship of the Committee of Ministers of the Council of Europe
and hailed the work carried out within 6 months.

Minister Nalbandian also met with PACE President Jean Claude Mignon,
as well as with Foreign Ministers of Norway, the Netherlands and
Cyprus.

YEREVAN. – Armenia’s opposition Free Democrats Party (FDP) is
confident that ArmRusGazprom Company’s plan to raise the Russian
natural gas prices in Armenia is not accidental.

Furthermore, this decision is that much an economic, but rather a
political and a national security matter. FDP issued a statement with
such content.

`We are confident that by raising the price of gas this time, as well,
the Russian party is attempting to apply pressure on Armenia for
showing activeness with respect to the Association Agreement with
European Union.

The hike in the gas price will leave a negative impact on the already
dire socioeconomic condition of the Armenian citizens, [and] it will
have a chain effect. Even the 30-percent subsidy, which the Armenian
government proposed, will not help because it [i.e., the subsidy]
likewise will be implemented from the budget, that is, again at the
expense of the Armenian citizens.

The Free Democrats Party calls upon the Public Services Regulatory
Commission to turn down the petition [to raise the prices of natural
gas in Armenia] by the ArmRusGazprom Company. Furthermore, the
Armenian authorities are obligated to take steps to create and ensure
alternative energy resources in Armenia.

The current situation is a challenge for our state. And it is
necessary to create a political system of governance that will ensure
decoupling of business and politics, and form a new type of tax and
legislative domain,’ the Free Democrats Party statement also reads, in
particular.

L’Azerbaïdjan critique « la mauvaise organisation » de l’Eurovision
2013 par les Suédois

La télévision publique d’Azerbaïdjan « Aztv » lors de son programme
d’information « Kheberlar » a ouvertement critiqué les Suédois pour
leur « mauvaise organisation » de l’Eurovision 2013. « Aztv » qui est
une chaîne contrôlée par le président Aliev revient sur « la superbe
organisation de l’Eurovision 2012 » à Bakou et compare à l’Eurovision
qui se déroule à Malmö. Et les journalistes-fonctionnaires Azéris de
conclure qu’ils sont bien meilleurs et savent organiser et ont le sens
de l’hospitalité que les « froids » Suédois…Les Azéris -qui se
jugent au-dessous des peuples européens- critiquent également le
faible débit des lignes internet mis à la disposition des journalistes
à Malmö. Pire encore, les Azéris se plaignent du « prix trop cher des
denrées alimentaires » obligeant les journalistes azéris à « avoir
faim » et « Aztv » d’affirmer que « nous avons l’impression que la
Suède désire gagner de l’argent grce à ce concours de l’Eurovision ».
Les Suédois seraient bien inspirés d’écouter cette émission d’« Aztv »
également diffusée en anglais sur la chaîne publique azérie ou sur son
site internet. Ainsi ils comprendraient l’état d’esprit des dictateurs
de Bakou !

Une fascination pour les tombes grandioses, construites pour montrer
du respect pour le défunt et accorder l’honneur lors du deuil, cache
que la capitale arménienne d’Erevan, une ville de plus de 1,1 millions
de personnes, va bientôt manquer d’espace pour enterrer ses chers
disparus.

Des tombes décorées avec d’énormes et tentaculaires statues de marbre
et des mausolées de famille abondent dans tous les 21 cimetières
d’Erevan, qui représentent maintenant environ 10 pour cent de la
superficie totale de la ville de 227 kilomètres carrés estiment les
experts. Cette proportion est deux fois la taille de ce que la ville
peut contenir disent-ils.

« Ce qui se passe maintenant avec Erevan est un désastre » a déclaré
Vladimir Badalian, un ancien député et auteur d’une loi en 2006 qui
fixe des limites plus strictes pour les terrains attribués à des
tombes et des parcelles familiales. « Si vous prenez une vue
plongeante sur Yerevan, vous verrez qu’elle est entourée de cimetières
de tous les côtés et la boucle se resserre progressivement ». « J’ai
vu moi-même une fosse qui occupe 260 mètres carrés. Si les choses
continuent comme ça, la capitale deviendra un jour un cimetière »,
poursuit Vladimir Badalian, qui sert maintenant comme ambassadeur
d’Arménie au Turkménistan.

Avec un taux de mortalité en Arménie en constante augmentation au
cours de la dernière décennie (il se situait à 8,49 pour 1000
habitants en 2012, le deuxième plus grand taux dans le Caucase après
la Géorgie), personne ne s’attend à ce que la demande se détende dans
un avenir prévisible. Seulement quatre des cimetières d’Erevan
(Ajapnyak, Chengavite, Spandarian et Arin-Berd) ont encore de l’espace
disponible, selon le ministère des services publics de la ville. Mais
même dans ces cimetières en raison des zones résidentielles les
possibilités d’expansion n’existent pas.

Plus de 46 hectares de terres sont nécessaires pour construire un
nouveau cimetière, et la ville n’en dispose pas a noté un employé
municipal. « Si rien ne change, Erevan sera à court d’espaces
funéraires dans 20 ans » prédit Razmik Harutyunian, un ingénieur au
Département des services publics de la ville.

Pour l’instant, aucun changement n’est en vue. La loi de 2006 a
restreint les tombes à 2,5 mètres carrés et les parcelles familiales à
un maximum de 12,5 mètres carrés, mais ces limites n’ont pas été
appliquées.

Au lieu de cela, la corruption semble être florissante. Selon
l’emplacement dans le cimetière et la taille de la parcelle désirée,
une tombe peut coûter en dram quelques milliers de dollars, ou
atteindre des dizaines de milliers de dollars, selon les familles
interrogées par EurasiaNet.org.

En 2008, le Premier ministre Tigran Sarkissian s’est prononcé sur la
question, en mentionnant « un joueur d’échecs bien connu » qui aurait
payé 2000 dollars en pots de vin pour obtenir une tombe pour son père.
« Les gens n’ont pas honte de quoi que ce soit maintenant » aurait dit
Tigran Sarkissian cité par le quotidien Azg.

Ironie du sort, le premier ministre lui-même est blmé pour avoir
contribué au problème. De nombreux Arméniens affirment que sa décision
d’accorder des jours chômés de commémoration pour les morts pour
chacune des six grandes fêtes de l’Église apostolique arménienne a
renforcé le soi-disant « culte du pays pour les morts ».

Les jours de commémoration, les Arméniens prennent des fleurs et de
l’encens pour leurs proches et des paquets de nourriture et de boisson
pour les pauvres dans les cimetières. Les visites s’élargissent
souvent dans de somptueux et de longs dîners au restaurant – une
coutume dans tout le Caucase – pour rappeler la vie du mort. Des
services religieux sont également organisées.

Un résident d’Erevan Tamara Melkonian, a appelée au respect rappelant
un voisin qui ne pouvait pas payer pour le traitement du cancer de sa
femme, mais « s’est heurté à d’énormes dettes à payer pour une grande
tombe et organiser un enterrement décent ».

La philologue Gayane Melkonian gé de 25 ans en a convenu : « J’espère
qu’un jour les gens en Arménie seront capables de vivre leur vie tout
simplement. . . sans formalités, et ne pas vivre leurs vies pour voir
ce que les autres disent ».

D’autres, cependant, rejettent la critique. « Comment faire le deuil
de notre famille vient de l’me et parler d’argent et de moyens [que
nous avons] est un sacrilège », a affirmé un habitant d’Erevan gé de
37 ans.

Certains essaient de promouvoir l’incinération comme un moyen de
résoudre le problème des espaces dans les cimetières. Douze hectares
de terres ont été mises de côté pour un crématorium et un columbarium
en 2006, mais on s’attend à ce que la construction débute que l’année
prochaine. Les raisons de ce retard ne sont pas claires. Certains
l’attribuent à l’opposition de l’Eglise apostolique arménienne.
L’Eglise, cependant, n’a pas encore émis un avis officiel.

Le Révérend Père Vahram Melikian, porte-parole du Saint-Siège
d’Etchmiadzin, siège de l’Eglise, a déclaré, cependant, que le concept
de crémation »est inacceptable d’un point de vue chrétien orthodoxe,
et est étrangère à la vision chrétienne du monde », car il ne
correspond pas aux croyances de la résurrection du christianisme.

Le sociologue Aharon Adibekian, directeur du centre de recherche
Sociometer, ne voit aucun lien entre la religion et l’absence d’un
crématorium à Erevan. « C’est une question de tradition qui compte, et
non de religion » a affirmé Aharon Adibekian.

« La plupart des gens en Arménie sont des matérialistes et sont
émotionnellement liés par des choses » a-t-il précisé. ‘Le corps a une
certaine valeur et l’endroit où un membre de la famille est enterré
aussi ».

Dans les années 1970, les plans ont également été faits pour qu’Erevan
ait un crématorium, mais le Parti communiste d’Arménie n’a jamais
lancé la construction.

L’Ambassadeur Badalian espère que, finalement, les Arméniens viendront
à reconnaître la nécessité de lutter dans le pays « le culte des morts
». Mais, pour l’instant, il n’existe pas une telle campagne de
