AMD 11.7 billion transferred to Armenian government budget as
mandatory social payments

YEREVAN, June 1. /ARKA/. Gayane Zargaryan, head of a finance ministry
department in charge of budget performance analyses, told journalists
on Saturday that the government had collected AMD 11.7 billion in
mandatory social payments accrued from the last year and AMD 6.8
billion in profit taxes in the first half of this year.

`The government budget had income tax revenue and mandatory social
pays 23.2% or AMD 15.5 billion greater in 2012 than in 2011,’ she
said.
Zargaryan also said that a new type of taxes, turnover tax, has been
instituted this year in Armenia, and more than AMD 3 billion had been
transferred to the government budget as turnover tax since the
beginning of this year.

The government budget for Jan-Apr 2013 has been performed with a
surplus amounting to about AMD 27.5 billion.

The budget revenue for these four months amounts to AMD 324.7 billion
– 23.5% year-on-year growth, and spending amounts to 297.2 billion
(10.5% growth).

The 2013 budget calls for 1.032.7 trillion drams in revenue and
1.152.5 trillion drams in spending. Of that amount 993.08 billion
drams are to be collected as taxes and state dues, by 118.7 billion
drams more than in the first four months of 2012. The projected
deficit is 119.7 billion drams or 2.6% of the overall GDP. The deficit
is to be financed by internal and external sources -55.1 billion and
64.6 billion drams respectively. The projected inflation is 4±1.5% and

Young Diasporans Keeping Our Culture Alive, One Song at a Time

Ten bold, black letters of the Armenian alphabet are etched across
Razmik Tchakmakian’s left upper arm, the letters comprising a powerful
word that has been central to the plight of Armenians and significant
to our endurance as a people: Veradznoont, or rebirth. Above it rests
a symbol of Armenian survival: Tsitsernakaberd, the Armenian Genocide
Memorial with a flame emerging from the steel slabs.

Though born thousands of miles away from the monument and his
homeland, Tchakmakian and his two childhood friends, Sevag Titizian
and Sevag Haroutunian, feel their submerged patriotism is not only
skin-deep but entrenched in their hearts. So much so that these former
Armenian School classmates decided to parlay their individual passion
for music and join a band to continue the musical traditions of our
culturally rich past.

`Pyunik,’ which means `phoenix’ in Armenian, pays homage to the
lineage of talented Armenian musicians and singers who have helped
sustain the unique melodies and compositions of our musical
traditions.

`It was kind of like a young band rising out of the ashes of those
artists before us,’ said Tchakmakian.

Playing everything from covers of Harout Pamboukjian’s patriotic tunes
to Tata’s crowd pleasers, `Pyunik’ seeks to entertain and enliven the
spirit of Armenian kef, no matter the occasion.

Formed in 2006 by Haroutunian, the group had its beginnings at St.
Mary’s Armenian Apostolic Church in Toronto, where members practiced
in the church’s hall, under the auspices of Fr. Meghrig Parikian.
Although the group has shifted its members over time, it has found a
successful harmony among its current members, who have all been
musically inclined since childhood.

Haroutunian, 25, Titizian, 25, and Tchakmakian, 23, each brought a
range of talents to the band, and grew up with a great appreciation
for music and the arts in their households.

Playing the violin at the age of nine, Haroutunian switched to piano
when his older brother brought a keyboard home one day. He soon began
taking private lessons with teachers who were experienced in jazz,
classical music, and the Divine Liturgy.

Sevag Titizian
Veering more towards percussion, Tchakmakian started playing the drums
at 10 and picked up the dhol and dumbeg over the years. Titizian, who
sings vocals for `Pyunik,’ also plays the piano and drums.

The band members’ musical influences also show diversity, which add to
their originality as a group. As a vocalist, Titizian has been heavily
influenced by Paul Baghdadlian, Stevie Wonder, James Brown. and Frank
Sinatra.

`Armenian music has been a big influence in my life,’ said
Tchakmakian, who cites Harout Pamboukjian and Ruben Hakhverdyan as
singers who have inspired him. `But rock music and classic rock have
also played a significant role.’

Haroutunian’s musical interests also span genres and include
French-Armenian favorite Charles Aznavour, Canadian guitarist Jesse
Cook, and the American heavy metal band Metallica.

`They all paint different colors in my palette, which allows for
interpretation and usage of elements from each type of genre,’ said
Haroutunian.

Throughout our modern history, Armenian musicians and singers have
rejuvenated our culture, which has been vulnerable to fading away.
Preceding visionaries such as Gomidas and Sayat Nova preserved our
music, ensuring that it wouldn’t be lost, and the more contemporary
singers, such as living legends Harout Pamboukjian and Adiss
Harmandian, modernized them. `Pyunik,’ as a young Diasporan Armenian
group, is continuing the trend and using their musical talents to
engage our generation in the music of our people, while putting their
own modern spin on it.

`Armenian music is close to my heart,’ said Haroutunian, who sang in
the Armenian Relief Society (ARS) Armenian School of Toronto’s school
choir and church choir. `And we believe that young people our age need
to listen and dance to more Armenian tunes.’

Tchakmakian echoed Haroutunian’s words, and though he has played in
rock music bands, says Armenian music `is our own and the younger
generation has to carry it on.’

Music, in all ethnicities, is one of the simplest and most effective
ways to keep a people united. If not for the arts, Armenians from
Toronto to Buenos Aires to Sydney wouldn’t know the familiar sound of
an oud, the universal steps to a `shoorch bar,’ or the symbolic words
to our folkloric songs. And if it weren’t for those dedicated to
continuing our traditions, we would be overshadowed in a world
comprised of more populous and powerful ethnic groups.

`Pyunik,’ which has steadily been making a name for itself over the
years, has performed at a plethora of Armenian events both in Canada
and in the U.S., including the AYF Olympics in Chicago, Montreal’s
Kermesse, and Toronto’s Winterfest. Their most recent performance was
on the Armenian Heritage Cruise earlier this year, which displayed
their talents to a wider audience.

`Performing on the cruise was great,’ said Tchakmakian. `There’s a
cultural aspect that people may not have access to in their own
communities.’

`It was a different dynamic to perform for people from all over the
world,’ said Titizian. `The vibe was great and it was nice to see
everyone having a great time.’

The band would like to continue performing, writing more of their own
music and eventually putting out an album. In the meantime, they are
focused on their professions and their own independent projects. The
childhood friends support each other’s creative endeavors, such as
Titizian’s recently released `Du Im Sern Es,’ a contemporary Armenian
song with an energetic dance beat. Haroutunian composed the musical
arrangements and Tchakmakian makes a cameo in the popular music video,
which was shot on location in downtown Toronto. The song, written by
Titizian, has already reached over 10,000 hits on YouTube.
Tchakmakian’s YouTube channel, `Chaks Drums,’ has already reached over
7,000 views in its short history.

`We are all children of a great community and an even greater culture
who have lots to offer to the world,’ said Haroutunian.

Their devotion to Armenian music brought them together. The commitment
to their culture will keep them connected for years to come.

`All of us have the same passion of being Armenian and supporting
Armenian causes,’ said Titizian. `We are trying to keep our culture
alive. If we don’t do it who will?’

Premier: accord reached on financing of new nuclear power unit
construction in Armenia

YEREVAN, June 1. /ARKA/. The Armenian government and Sergey Kirienko,
head of Russia’s Rosatom, have already reached an accord on the
financing of the construction of a new nuclear unit in Armenia,
Armenian Prime Minister Tigran Sargsyan said Friday as met with his
Russian counterpart Dmitry Medvedev in Minsk.

`It was decided to prolong the old nuclear power plant’s operation
term first, and then think over construction of a new unit,’ the
Armenian government’s press office quoted Sargsyan as saying.

It has been decided that the old nuclear power plant may operate other
two years. It means the construction of the new unit can be postponed
for two years.

Armenian Nuclear Power Plant sits near Metsamor (20 or 30 kilometers
south of Yerevan). The plant started functioning in 1976, and now only
the second, 407.5-megawatt unit operates.

INTER RAO UES belonging to Russian state-owned Rosatom runs the
plant’s funds from 2003 and will run them until 2013. Specialists say
the plant can operate until 2016.

Armenia plans to build a new 1000-megawatt unit. The construction is
estimated to cost $5 billion. At least $150 million is needed to
complete preparations for extension of the old nuclear power plant’s

Armenia Tigran Sargsyan hosted the delegation led by the
Kuwaiti National Assembly Speaker Ali Fahd Al Rashid.

In his speech Tigran Sargsyan stated: “We attach high significance to
the expansion and strengthening of the Armenian-Kuwaiti
relations. I am confident that the visit of your delegation will give
a new impetus to the development of bilateral ties.”

The Media and Public Relations Department of the Government of the
Republic of Armenia informed “Armenpress” that the Kuwaiti
National Assembly Speaker Ali Fahd Al Rashid expressed his gratitude
for warm reception and introduced the members of the
delegation. In addition he emphasized that their visit targets
development and strengthening the ties between the two countries.

Among other things the Head of the Government expressed his
gratification with the cooperation in the spheres of education and
culture,
and on behalf of the Government of the Republic of Armenia thanked for
the material support of Kuwait to the Syrian-Armenians settled in
Armenia.

Today, on June 2, at 00:10 Shots were fired near RA Syunik region
Governor’s house.

As shamshyan.com reports, one person died and two were hospitalized
with gunshot wounds in Goris medical center.

Deceased was the former candidate of Goris Mayor Avo Budaghyan, one of
the injured, his brother Artak Budaghyan-commander of X military unit
of NKR, another injured, Nicholas Abrahamyan, relative and bodyguard
of the Governor of Syunik region Suren Khachatryan. Photojournalist
reports that shots were fired from “Beretta” hunting rifle.

A criminal case on the first ground of 104th article of the RA
Criminal Code (murder) and the 235th article (illegal possession,
possession and use of weapons).

A little earlier, Gagik Shamshyan reported that the crime was discovered.

Before the shots Avo Budaghyan celebrated something in a famous Sdkh
lake in Goris, where incidentally NKR President Bako Sahakyan was also
present, then the candidate of Mayor called his brother and for some
reason they decided to visit the house of the Governor of Syunik.
Without any conversation, they began to shoot, and as aresult
Governor’s aunt’s grandson received a gunshot wound, and the candidate
of Mayor and his brother, not owning them, continued to shoot. At this
time Governor’s realtives were also in the house, but fortunately no
one of them had injuries.

Tools, weapons, and several vehicles were found at the scene. Goris
residents in conversation with photojournalist told that this was not
the first time that the brothers with sweaty heads organized such
fights.

Businessman Avetik Budaghyan murdered today in Armenia’s Goris town,
near the house of governor of Syunik province Suren Khachatryan has
created 200 jobs in Goris.

He was a mayoral candidate but was defeated by current mayor Nelson
Voskanyan. Tert.am reports that Budaghyan had a construction company
who has built a building in Karabakh as well.

A Goris resident, who did not want to reveal his name, said the
brother of Avetik – Artak Budaghyan who is in grave condition now, was
a modest person.

`They have normal, well brought up children,’ the resident said.

The source said relations between Avo Budaghyan and governor Suren
Khachatryan deteriorated in 2010 after mayoral elections where for the
4th time Republican member Nelson Voskanian was nominated. According
to Goris residents, Voskanyan was supported by governor.

Chanteuse française d’origine arménienne, Nara Noïan est installée en
Belgique depuis 16 ans. Elle présente son cinquième album 5. Un album
multiculturel avec ses compositions personnelles, des instrumentaux,
une reprise de Jacques Brel et deux reprises de Charles Aznavour, son
idole.

Une femme aux multiples talents

En Arménie, Nara Noïan a remporté le 1er prix de piano et
accompagnement au conservatoire Komitas ainsi que le 1er prix d’art
dramatique au conservatoire d’Erevan. En 1991, elle obtient le 1er
prix d’interprétation féminine au festival du cinéma de Kouïbychev, en
Russie pour son rôle principal dans le film Nostalgie de Frounsé
Dovlatian.

A côté de ça, Nara Noïan fonde l’école de musique « Monde musical Anna
Pavlovna » en France en 1994 et le centre artistique « Monde de la
découverte » à Bruxelles en 2000. Elle est aussi, par ailleurs, une
femme engagée. Depuis 2009, elle est l’ambassadrice de la fondation
112 promouvoir le numéro d’appel d’urgence européen. Son quatrième
album Oriental Express, sorti en octobre 2011, est quant à lui dédié
au Printemps arabe.

YEREVAN, JUNE 1, ARMENPRESS: The best chess player of the Republic
of Armenia and the Triple Olympic champion in chess Levon Aronyan
preserves his second place in the FIDE ranking list.

As reported by Armenpress, the official FIDE website presents the
new ranking list, where Levon Aronyan places the second with 2813
points. The first horizontal belongs to Magnus Carlsen. The Norwegian
has 2864 points. In comparison with the previous month Magnus Carlsen
has lost 4 points. The third place is occupied by the former world
champion Vladimir Kramnik with 2803 points.

The FIDE top 100 ranking list includes other Armenian chess players
as well: Sergey Movsisyan is on the 48th place with 2699 points
and Vladimir Hakobyan is on the 55th horizontal with 2691 points,
as well as Gabriel Sargsyan – 72nd place with 2671 points.

June 1 is celebrated around the globe as the International Children’s
Day. It was first proclaimed by the World Conference for the Well-being
of Children in 1925,

The decision to mark the day was adopted by Women’s International
Federation in 1949. The United Nations approved the plan, declaring
the protection of children’s life and health one of its priorities.

The day was first celebrated in 1950.

Armenia’s capital, Yerevan, and different cities and towns across the
country are planning today different festive events to entertain the
small citizens.

The Yerevan City Hall has unveiled a list of events planned in
different parts of the capital city .

Thus, the Yerevan Zoological Park will offer free entrance to all
children throughout the day. It has planned different entertaining
events and games, as well as brain rings, promising prizes to the
winners.

Children up to the age 15 can have free access to the merry-go-rounds
and rides in Yerevan’s Haghtanak Park. Different children’s bands will
perform on stage till late evening here. A big concert is scheduled
at 11:00 pm local time. The event organizers also promise a festive
firework.

Liberty Square will host the annual tradition chalk art contest which
will last from afternoon until late evening.

Armenia’s best DJs will perform in Northerrn Avenue from 11:00 am until
night. The special marathon program also includes well-forgotten games,
a show of children’s groups and a street dance performance.

Companies producing confectionary and drinks have also prepared
surprises in different parts of Yerevan.

The Zoological Park will host a drawing day event for all its small
visitors.

The Yerevan municipality promises further different events in all
the administrative districts of the capital.

YEREVAN. – In line with the bulletin which the National Statistical
Service has issued, the foreign investments to Armenia’s economy have
dropped by 12 percent in the first quarter of this year, as compared
to the same period last year, Haykakan Zhamanak daily reports.

“At the same time, direct foreign investments declined by more than
35 percent. According to official data, the foreign investments had
dropped by 8 percent last year, too, as compared to the previous year.

But the official data with respect to foreign investments can no
longer be considered credible. The problem is that an investment of
$200 million was registered in the last quarter of 2012, which [i.e.,
the investment] as if the French had made in the telecommunications
sector, but it turned out to be a lie.

So, it can be argued that the foreign investments [to Armenia] have
reduced more than it is officially presented,” Haykakan Zhamanak
writes.
