summer transfer target Henrikh Mkhitaryan… regardless of whether
Luis Suarez gets his transfer or not, Mirror reported.

The Anfield club are close to tying up a big money deal for Armenia
international Mkhitaryan, despite his Ukrainian club Shaktar Donetsk’s
high asking price.

Manager Brendan Rodgers will complete the deal for the attacking
midfielder he has targeted for months with the blessing of his American
owners, regardless of the uncertainty over the Suarez’s future.

Mkhitaryan is not seen as a direct replacement for Uruguay striker
Suarez, and was identified as the main summer signing long before
Real Madrid came calling with an offer that has turned Suarez’s head.

Rodgers wants a midfielder who can knit together his side’s creative
play while also providing a goal threat from behind the front line.

The Armenian fits the bill after attracting the attention of the likes
of Chelsea, Manchester City, Barcelona, Juventus and Atletico Madrid
with his 25 goals from midfield this season.

The 24-year-old, who has just set a Ukrainian Premier League record
for most goals in a season, signed with Italian super-agent Mino
Raiola in May to facilitate his move to a top European club.

According to our sources, the Azerbaijani forces have carried out
diversions in a number of sections of the line of contact between
Karabakh and Azerbaijani armed forces, mainly in Karvachar direction.

Asked to comment on the report, NKR Defense Army spokesman Senor
Hasratyan said, “NKR forces keep 24-hour guard along the line of
contact, and are able to prevent or repel any invasion.”

“NKR Defense Army has sustained no casualties in recent days”,
Hasratyan said in response to our question.

TURQUIE : POURQUOI LA JEUNESSE BOUSCULE LE SULTAN ERDOGAN

Le premier ministre Recep Tayyip Erdogan a beau a nouveau ce lundi
nier toute dérive autoritaire, les affrontements ont repris pour
la quatrième journée consécutive en Turquie entre policiers et
manifestants hostiles a Erdogan, dont le parti islamo-conservateur
grignote par petites touches les valeurs de la laïcité sur fond de
réislamisation rampante de la société et d’autoritarisme croissant.

Analyse.

Les manifestations ayant touché plus d’une vingtaine de villes du
pays, dont la capitale, Ankara, Istanbul, Izmir, pour ne citer que
les principales, sont révélatrices du profond malaise qui règne
en Turquie après plus de dix ans de gouvernement ininterrompu de
l’AKP (Parti de la justice et du développement, issu de la mouvance
islamiste). Le parti islamo-conservateur, qui se targue d’avoir fait
passer la Turquie d’une situation au bord de la banqueroute en 2002
au statut de quinzième puissance économique au monde -la Turquie
est membre du G20-, ambitionne de la faire accéder au club des dix
pays les plus riches du monde en 2020, année du centenaire de la
création de la Turquie moderne par Mustafa Kemal, dit Ataturk. Et
pour ce faire, son premier ministre, Tayyip Erdogan, surnommé le
Sultan, semble être prêt a tout pour y parvenir.

L’armée et la justice déja mises au pas

Certes, l’AKP a remporté a la régulière les élections depuis
2002, et ce, même si au scrutin législatif de juilletâ~@¯2011,
il a enregistré pour la première fois un léger recul. Mais
il n’en demeure pas moins qu’en dépit des assurances de ne pas
toucher au caractère laïc de l’Ã~Itat et aux libertés, le parti
islamo-conservateur grignote par petites touches les valeurs de
la laïcité sur fond de réislamisation rampante de la société
et d’autoritarisme croissant. Ainsi, après avoir mis au pas
l’armée, puis la justice, l’AKP s’est attaqué aux intellectuels et
journalistes, accusés, pour certains, d’être liés au PKK (Parti du
travail du Kurdistan, kurde), d’autres accusés sans preuves dans le
cadre de l’affaire Ergenekon (une tentative de coup d’Ã~Itat fomenté
par des militaires a la retraite) ou pour avoir évoqué le génocide
arménien.

Identité musulmane

Sur les 70 journalistes emprisonnés, plusieurs ont déja été
condamnés a la prison, le reste le sera sans doute incessamment sous
peu. Pire encore, alors que la censure revient en force au point où
aucun grand média n’a consacré d’images aux récentes manifestations
d’Istanbul, instaurant une sorte d’omerta sur une actualité qui
dérange, voila qu’Erdogan s’est mis en tête de moraliser la jeunesse
turque, estimant que ” â~@¯former une jeunesse religieuseâ~@¯ ”
vaut mieux qu’une jeunesse qui s’adonne a l’alcool ou a la drogue
! Des faits -auxquels il faut ajouter le refus d’une majorité de
Turcs de voir leur pays s’impliquer dans le conflit syrien- qui
inquiètent ces 50% de Turcs, dont une majorité de jeunes, qui ne
se reconnaissent pas dans l’identité musulmane que veut instaurer
l’AKP. Aussi ces jeunes voulaient-ils faire entendre une autre voix
que celle que leur préconise le gouvernement islamo-conservateur.

Head Of Armenian Military Institute Resigns After Cadet Murder Case

Lieutenant-General Martin Karapetyan has filed a resignation note after
the murder of a cadet at the Armenian Military Institute named after
Vazgen Sarkisyan, press secretary of the Armenian Defense Ministry
Artsun Ovannisyan says on Facebook.

Defense Minister Seyran Oganyan had a special meeting for the murder
case and ordered a scrupulous investigation.

Armen Melkumyan, a third-course cadet, shot at Sipan Movsisyan of
the same course during a guard switch on June 1. Movsisyan died at
the Grigor Lusavorich Medical Center.

Preliminary investigations say that the murder was provoked by an
argument.

MINSK, 3 June (BelTA) – Armenia shows interest in strengthening and
expanding integration with the Customs Union, Armenian Premier Tigran
Sargsyan said at the Business Forum of the Single Economic Space
(SES) in Minsk on 31 May.

“Armenia has always showed its interest in strengthening and expanding
integration processes within the CIS, the Eurasian Union, and the
Customs Union. We are moving this direction,” the Armenian PM said.

Armenia has no common border with the Customs Union. A task group
has been set up to promote integration processes between the parties,
Tigran Sargsyan said.

According to the Armenian Premier, everything that affects business
expectations should be taken to the forefront in the integration
processes. “Business expects we reduce the risks it has today. These
are the risk of frequently changing rules and the risks of losing
the earned money,” the Armenian Premier noted.

“We should be united by common values, we should discuss the issues
of shared concern, we should come to non-routine decisions that take
into account business expectations,” Tigran Sargsyan believes.

Ruben Babayan, director of State Puppet Theater after Hovhannes
Tumanyan, and Vahan Artsruni, singer-songwriter met reporters and
talked about the recent murder incident in Syunik. According to Ruben
Babayan, after the war, the criminal is returning to the peace life.

He said that the general atmosphere is criminal.

According to him, the state management is based on the criminal and not
specialists and this is the issue. Babayan says that Syunik governor
is a clown and his statement is ridiculous, just like Hairapetyan’s
statement “I wish I was not sleeping”. He advised to look at Suren
Khachatryan’s face and everything will become clear.

Vahan Artsruni noted that the authorities are unable to fight against
itself. There is a crisis of government.

Ruben Babayan says that in case the country was normal, Suren
Khachatryan would already be arrested, since the weapons were found
at his place. If now he is not sleeping in jail, then, they are trying
to make him slip away.

Alternative Energy And Energy Saving As A Strategic Goal For Armenia

ALTERNATIVE ENERGY AND ENERGY SAVING AS A STRATEGIC GOAL FOR ARMENIA

The price of gas, imported to Armenia, as well as of energy, has again
increased significantly. This will surely result in the price increase
(already in the process of rising) for a line of goods and services
– shortly speaking, “the cost of living continues to get higher”. I
am not about to talk over social and economic aftereffects, aroused
as a result of gas or energy price rise, this is a subject for a
separate analysis. I would only note that the government should not
allow Armrusgasprom, a monopoly player in the market, to get richer
on the account of the population.

I would like to pay attention to some other global issue, which
unfortunately is almost not highlighted here.

Armenia doesn’t have natural resources for gas and oil and no resources
would eventually appear even in the face of our complaints for the
energy price upsurge. Undoubtedly, the society should request from
the government to impose efforts and to regulate the prices of
the energy suppliers for the sake for population’s and economy’s
interests. However we should take into account that energy prices
display a tendency for a continual increase in the global market.

Therefore, Armenia faces a strategically important challenge, a goal to
develop and realize a strategic program in this sphere. The effective
consumption of energy, energy resources, the curtail of heat losses,
the investment of energy saving systems, the usage of alternative
energy suppliers needs to be set as the must for the forthcoming
years. I think the government should initiate the development of
suchlike program, starting from the energy audit of the country. That
is, it should compile exact details and information over the volumes
of the consumed energy resources, indices of the energy-effectiveness
and so on.

I’m sure that suchlike audit would unravel that Armenia is one of the
“richest” countries in the world, if we allow to waste an energy so
lavishly both in household and in other spheres of the economy. How may
the leading international experience prompt us, how can we minimize our
dependency from the imported energy suppliers? First of all, we can
start with simple programs, which do not require major investments,
implementation of technical solutions. We may start with deployment
of the so-called smart light systems, by means of which the light
in buildings, porches, companies, organizations and streets turns on
only upon its necessity. Suchlike systems will allow us to curtail the
waste of energy from thrice to 7 times. One of the solutions is also
the usage of modern energy saving lamps. Taking into consideration that
suchlike lamps are still quite expensive, then encouragement measures
should be created to foster their usage, minimum requirements can be
imposed in case of the purchase of state defined goods.

I think here we need to change the ideology of the state purchasing
by assigning relevant structures to purchase goods, materials, and
equipments, in coherence with the modern energy requirements. Suchlike
programs are carried out in many countries of the world, even in
energy-opulent Russia.

We all know that significant resources are spent on the heating of
the buildings, houses. Lots of energy saving measures are applied all
over the world for raising the energy efficiency of the multi-storey
and administrative buildings. Just bringing about some of those, like
the usage of the up-to-date materials for thermal insulation, hot
water tubes, the installation of thermal heat pumps for Earth-power
consumption, installation of solar collectors, all in all suchlike
techniques which consume solar energy for adding illumination of urban
areas and so on. Modern construction sphere has already started to
deploy technologies for walls, ceiling, even paints on the basis of
energy saving. It’s been about ten years since different countries
practice the construction of the so-called “Passive houses”, i.e.

energy saving houses where the heating is provided in winter without
any usage of heating systems, and in summertime period – without
air-conditioning techniques. It’s clear that construction will
cost higher in case of usage of suchlike materials. And it means
that here the government should also develop different measures for
encouragement.

Alternative energy and recovery resources are put on usage with
high volumes all over the world. First of all, it’s the consumption
of the solar energy. We all know about the special solar batteries
and collectors which are deployed on the roofs. Especially, thin
solar panels are used throughout the world. For the last 10 years
the production of suchlike panels has become so cheap that they
have even started to compete with other energy sources. It’s worth
mentioning, that besides, the solar batteries don’t pollute the
environment and are very safe. And most important – the solar energy
is free of charge. Many of us think that the usage of the solar
batteries is available only for the rich, but on the contrary. It’s
comfortable especially for the middle class families – by spending
once the money, you save the energy by receiving it for 25 years on
for free. One should not forget that the investment of modern energy
saving technologies is equal to the production of energy resources, it
brings income and is more eco-friendly. We can bring about Denmark’s
example, for the last 20 years its VAT has increased for 1,5 times,
whereas the annual consumption of energy resources for the analogical
period has not increased.

We can go on enumerating energy saving systems and components of
alternative energy which have been extensively used. But I would only
like to stress the following thing. The above-mentioned directories are
not of simple business type, which can be attended only by business
circles. The government should develop a long-lasting strategically
important program which will envisage broadband researches, the
results of which will be used for the development of technologies,
standards, methods, legislative, financial assistance.

Suchlike program should unconditionally run informative and insight
works with the society in all aspects.

To tell the truth Armenia works in this direction to some extent,
an energy saving law is also adopted. However that’s not enough. The
lack of the financial sources is often brought about as an excuse. But
state rate and tariff policy, explicitly thought over for the efficient
use of this sphere, can ensure a bulk of investments.

Investments can be done both in industrial and commune sectors. Like,
we can see on the example of the intensity of small-sized water-power
plants construction in Armenia as the investors have received clear
and legislative guarantees from the state. One should also not forget
that Armenia is rich in leading engineering minds and resources which
need to be invested for the program realization.

It would be also necessary to invite the banks and leasing companies to
an active leg of collaboration. It’s true that banks don’t have quite
a big experience in making investments in the energy saving sphere or
in the calculation of local risks, but by the due assistance of the
state and international structures all these issues can be solved step
by step. The most important thing is here to realize – the growth of
the country and population welfare can be ensured only by an effective
consumption of energy resources and by the investment of energy saving
technologies. Then it means that the energetic effectiveness of the
economy is to become one of the major goals for the economic strategy
of Armenia.

The situation in Turkey reflects processes developing in Dar al-Islam,
director of the Armenian Centre for National and International Studies,
Manvel Sargsyan, told ArmInfo correspondent when commenting on recent
disorders in Turkey.

“These are rather serious and big processes. But it is not clear yet
if they will gain the organized nature or not. The position of the
state structures and army to the given processes is not clear either”,
– the expert said.

He also added that if the situation goes on developing, the army will
play a crucial role. “If the army supports the ruling regime, the
situation will be similar to that in Syria. But if the army supports
the people, the process will develop the way it used to develop in
Tunis”, – he said.

On May 28 2013, a few hundred people gathered at Istanbul’s Gezi Park.

They were there to protest the demolition of Taksim’s last remaining
public park. The people gathered in the park were mostly environmental
activists, leftists, and a few outspoken public figures; artists,
musicians, actors-actresses. They had only one aim: to protect the
trees in the park from being cut down (or ‘transferred to a more
suitable spot as claimed by the government representatives) and to
protest the planned construction of a replica of 19th century Ottoman
Barracks in its place, which was to serve as a luxury residence and
Istanbul’s 94th shopping mall. They could not have known that they
were about to ignite the biggest civil protest movement Turkey has
witnessed in the last three decades.

IMF May Start Considering New Program In Armenia In June

IMF MAY START CONSIDERING NEW PROGRAM IN ARMENIA IN JUNE

YEREVAN, June 4. /ARKA/. The International Monetary Fund may start
considering allocation of new funds to Armenia in June, the IMF’s
resident representative in Armenia Guillermo Tolosa said.

Tolosa refrained from mentioning the exact amount of the new program
saying that the current one has not been completed yet.

The negotiations will start after the IMF Board of Directors gathers
in June to finalize the current program, Tolosa told ARKA.

The resident representative said the IMF wanted the new program to be
the last one as after it Armenia would be able to create favourable
conditions for foreign investors on its own.

Under the three-year EFF and ECF arrangement approved by IMF Board
on June 28 2010 Armenia received 266.8mln SDR.

According to official statistics, total foreign investments (excluding
the ones through banks and state administration) amounted to $131
million in January-March, a reduction of 11.9% against the year before.

In commenting Armenia’s improvement of 18 points in Doing Business
2013 rating, the resident representative said the country needs
a breakthrough to ensure the progress has a real impact over the

Levon and Tamara Tashchyans had three babies 19 days ago. On the occasion
on International Child Protection Day, the family received a gift today
from Yerevan mayor Taron Margarya: three prams and child care articles.

Tashchyans have come to Yerevan from border region in Lebanon which is
close to Syria. “We are very excited at what Mr. Margaryan did”, said the
father of the family who was a volunteer in Artsakh war.
