Armenia and Artsakh to realize a two-year joint project in the field

YEREVAN, JUNE 8, ARMENPRESS. Arman Sahakyan – the head of the State
Property Management Department of the RA Government
– will leave for the Nagorno Karabakh Republic for a two-day working
visit on June 9. The press secretary of state Property
Management Department of the RA Government informed “Armenpress” that
meetings with the President of the Nagorno
Karabakh Republic Bako Sahakyan and with the Prime-Minister of the
Nagorno Karabakh Republic Arayik Harutyunyan have been
involved in the agenda of the visit. The aim of the visit is to
discuss issues of increasing the efficiency of state property
management
and fostering collaboration. A memorandum of mutual understanding will
be signed in Stepanakert on June 10 which will
state the cooperation steps between Property ManagementDepartments of
the RA Government and Government of the NKR
aimed at the developing the field.

The schedule of the joint work projects to be realized in 2013-2014 is
specified in the document. In particular, it is planned to cooperate
according to the requirements of the laws to perfect themanagement of
state property, to organize and coordinate the activities of the
inventory taking of state property.

animation festival

YEREVAN, JUNE 8, ARMENPRESS. The Armenian delegation has left for the
French city of Annecy on June 7 to take part in the fair of the
international animation festival to be held there on June 10-15. Like
in the previous year, Armenia will have its own pavilion. The
President of the animation studio of Robert Sahakyants Production
David Sahakyants reported to the Armenpress correspondent that there
are 4 representatives in the delegation. Robert Sahakyants Production
studio’s films are not presented in the contest program. `This year
we will participate with Hayk Sahakyants’ `Quantum jump’ short film
with the expectation to present it to the European market’, – said
David Sahakyants. All the potentials of 3D techniques were used in the
7-minute cartoon for the first time.

The Annecy International Animation Film Festival (Festival
International du Film d’Animation d’Annecy) was created in 1960 and
takes place at the beginning of June in the town of Annecy, France.
Initially occurring every two years, the festival became annual in
1998. It is one of the four international animated film festivals
sponsored by the Association d’International du Film d’Animation (or
ASIFA, the International Animated FilmAssociation). The Festival is
attended by 6-7 thousand animators and about 400 journalists from
different countries of the world.

The festival is a competition between cartoon films of various
techniques (animated drawings, cut out papers, modeling clay, etc.)
classified in the categories of Feature films, Short films,
Filmsproduced for television and advertising, Student films and Films
made for the internet.

Montserrat Caballé « persona non grata » en Azerbaïdjan, après sa
visite du Haut Karabagh

La réaction de Bakou ne s’est pas fait attendre après la visite à
Stepanakert (République du Haut Karabagh) de la célèbre cantatrice
espagnole Montserrat Caballé cette semaine. L’Ambassade d’Azerbaïdjan
à Madrid a présenté auprès du ministère espagnol des Affaires
étrangères, une note de protestation pour « la visite de Montserrat
Caballé dans les territoires occupés de l’Azerbaïdjan » selon l’agence
de presse azérie APA. La notre précise également que « Montserrat
Caballé ne peut désormais plus recevoir de visa azéri puisqu’elle est
déclarée persona non grata » selon l’agence russe Interfax. Le 3 juin
la célèbre chanteuse se trouvait au Haut Karabagh. Le lendemain elle
était chaleureusement reçue par le président Bako Sahakian. Après une
visite de nombreuses églises du Haut Karabagh -dont la cathédrale de
Chouchi- Montserrat Caballé s’est rendue en Arménie.

Our citizens will not feel the rise in the minimum monthly wage, says
economist Vahagn Khachatryan.

“The increase will only affect us as they (authorities) will force
small and medium-sized enterprises that pay minimum wages to
additionally increase prices,” he said.

“This is another populist step taken by the government. I have always
said that our government is more populist than the opposition. The
opposition would never make such ungrounded statements,” said the
member of the opposition Armenian National Congress.

He says the increase in wages is nothing against the background of the
raised gas and electricity tariffs.
“The authorities simply imitate to be caring for their citizens. I
just want to advise my fellow citizens to fear from the authorities
who care for their citizens too much,” Mr Khachatryan said in
conclusion.

Starting July 1, minimum monthly wage in Armenia will be raised from
AMD 35,000 to AMD 45,000.

Las autoridades de Azerbaiyán han declarado persona non grata a la
soprano española Montserrat Caballé por visitar el martes el enclave
separatista armenio de Nagorno Karabaj, cuya soberanía enfrenta desde
1988 a Bakú con la vecina Armenia, informaron este jueves agencias
locales.

Además, el país caucasiano envió una nota de protesta a España
pidiendo explicaciones sobre la visita de Caballé a los territorios
que Bakú considera “ilegalmente ocupados” por las tropas armenias.

Azerbaiyán también aseguró haber advertido ya en mayo pasado a los
promotores de la cantante española sobre las consecuencias de una
visita a Nagorno Karabaj “sin aviso previo a Bakú”.

Caballé, que cumplió recientemente 80 años, fue recibida oficialmente
en la capital regional, Stepanakert, por Bako Saakián, dirigente
armenio del enclave.

El litigio entre Armenia y Azerbaiyán se remonta a los tiempos de la
Unión Soviética, cuando la población mayoritariamente armenia del
Karabaj pidió la incorporación de ese territorio azerbaiyano a
Armenia, tras lo que estalló una cruenta guerra (1991-1994) en la que
murieron, según distintas fuentes, unas 25.000 personas.

La que fue la primera guerra entre dos antiguas repúblicas soviéticas
concluyó con la expulsión de los azerbaiyanos de Karabaj y la
ocupación de una vasta zona de Azerbaiyán, que permitió unir el
enclave a Armenia.

Disabled pilots go on holding protests.

They held a protest in front of the Armenian presidential residence on
Friday, demanding compensations due to them.

David Davtyan, Chairman of the Disabled Pilots Union, says they have
for five years been struggling for compensations for occupational
disability.

The government had paid compensations until the law was amended in 2004.

`Armenian Airlines was deliberately made bankrupt on March 27, 2003.
Robert Kocharyan chaired that meeting, and Decision #331A was signed
by David Harutyunyan. They turned the airplanes into scrap and placed
the premises at Eduardo Eurnekian’s disposal. The helicopters were
transferred to the Ministry of Defense. They divided the rest between
themselves and declared bankruptcy,’ Davtyan said.

The same is being done with the Armavia airline. `They have enjoyed
themselves for ten years, and they are bankrupt now.’
Mikael Andreasyan, a Karabakh war veteran, is among the protesters.

`My plane was shot down two times during the war and I got burns,’ he says.

One of his demands is resumption of pensions. `We have not received
pensions since 2006,’ he says.

Another demand is privileges for freedom-fighters. `As a disabled
soldier I demand the re-institution of the privileges – 50% discounts
on utilities charge.’

Lithuania to try stimulating Nagorno-Karabakh conflict settlement

Lithuania has always advocated and is advocating now for the EU to
take a more serious and more significant role in the conflict
settlement, including the Nagorno-Karabakh conflict, Lithuanian
ambassador to the Eastern Partnership Vaidotas Verba told the media in
Baku.

“The EU must not remain indifferent to the situation in neighboring
regions,” he said. “As co-chairmen of the EU, we will do everything we
need to. We will stimulate this issue and take all steps that may lead
to the conflict’s settlement.”

He added that the declaration may be adopted within the Eastern
Partnership summit in Vilnius in November, which will reflect a
position on the Nagorno-Karabakh conflict.

“If such a declaration is adopted, it will be because of Lithuania,” he said.

The conflict between the two South Caucasus countries began in 1988
when Armenia made territorial claims against Azerbaijan. Armenian
armed forces have occupied 20 per cent of Azerbaijan since 1992,
including the Nagorno-Karabakh region and seven surrounding districts.

Azerbaijan and Armenia signed a ceasefire agreement in 1994. The
co-chairs of the OSCE Minsk Group comprising Russia, France and the
U.S. are currently holding peace negotiations.

Armenia has not yet implemented the U.N. Security Council’s four
resolutions on the liberation of the Nagorno-Karabakh and the
surrounding regions.

Two sensational reports on NAP’s early congress

Has the government’s presidential candidate been agreed with the West?

When all of a sudden the New Azerbaijan Party announced that its
congress scheduled for August will be held on 7 June this became a
topic for serious discussions. The general explanation that the
opposition has is that the authorities saw that steps taken to create
the [opposition] National Council led to a successful conclusion and
were forced to announce their candidate earlier than planned.

Questions remain

Rumours about the National Council being created under the “patronage
of a strong country” could strengthen centrifugal tendencies within
the government and lead to the opposition gaining financial support
from those who fought secret talks in order to ensure their future
prospects [as given]. It is mainly for this reason that the
authorities hastily organized a conferences of local party branches
and decided on the congress. However, one crucial question remains
unanswered: will not this congress further increase pressure on the
authorities given that the West and international organizations do not
approve of the third term of presidency for the NAP chairman, Ilham
Aliyev? If the government have taken this into consideration, what
steps do they intend to take in order to withstand this pressure in
the run-up to the presidential election?

There are two sensational and mutually contradictory reports in this
regard that our editorial office has received from diplomatic sources.
It may be that these two reports are contradictory because the source
of one of these is closely related to European human rights
organizations.

Alleged consultations with the USA

At any rate, according to what a Western diplomat has said, the NAP
congress was brought two months forward after the consultations held
in the USA. The source even said that the US embassy in Baku mediated
the negotiations with the Obama administration and insisted on holding
the congress sooner. The diplomat pointed out that prior to the
creation of the National Council, the US ambassador, Richard
Morningstar, increased the number of meetings with opposition
politicians. The source said that the heightened activity of the
opposition, and most likely other secret reports that the public are
not aware of, were analysed in Washington. The US ambassador received
a message that it would be better for the NAP to announce its
candidate shortly. Interestingly, the NAP “hawks” who are usually
irritated by the US ambassador’s meetings with the opposition this
time treated them with patience. “The last time the US ambassador met
the NAP executive secretary, Ali Ahmadov, was on 25 May. On 31 May,
the NAP unexpectedly decided on its congress,” the diplomat said and
suggested that “the opposition draw its own conclusions”. Remarkably,
such a meeting did take place at the NAP headquarters on 25 May and
relevant reports on this were circulated by news agencies. However, in
recent months nobody from the NAP leadership spoke about a congress to
be held in June and they gave general answers to questions concerning
the congress.

Alleged agreements on presidential election

At a time when Baku’s relations with Russia are chilly but relations
with the US government have visibly improved a conference was held in
Baku on relations between the two countries. Washington recently
became active regarding Nagornyy Karabakh ([Azerbaijani Foreign
Minister] Elmar Mammadyarov met the US secretary of state and soon the
Armenian foreign minister will meet him as well). This creates
suspicions that certain agreements have been made concerning the
presidential election. In conclusion, we would like to say about this
report that from the time he was the envoy for energy issues [probably
referring to Morningstar’s work in the capacity of the US Secretary of
State’s Special Envoy for Eurasian Energy in 2009-2012] the US
ambassador has enjoyed good relations with the authorities and since
being appointed [as the US ambassador] to Baku he is only remembered
by making loyal statements.

“Surprising” move from president

The report we received from the second source is also very
interesting. The report quoted an official from a European
organization mission in Baku as saying that the decision to hold the
unexpected party congress came from the president: “It is said that
the decision came as a surprise even for the NAP leadership because
although the NAP conducted conferences, no special preparations have
been made for the congress. The latest congress held on 2 August 2008
had also been prepared during the first days of August. However, the
decision that came from the Presidential Administration sped up
everything. Even the decision on where to hold the congress was made
later”. According to the official, the decision was surprising for
Western institutions as well: “No matter how predictable the third
term decision was, Western diplomats were astonished that Ilham Aliyev
announced his candidacy sooner than he did in 2008. They immediately
got in touch with their countries”.

Therefore, the NAP will officially announce its presidential candidate
on 7 June. There will be grounds for more serious analysis of the two
sources’ reports after Ilham Aliyev’s presidential bid is officially
announced. Perhaps this is why the authorities made such haste: to
gain more time to think and make decisions.
