Monte Melkonian was born on November 25, 1957 in Varselia (a town
not far from Frezno), California. In 1969, his family moved to Spain.

After leaving school, Monte left for Turkey to see his ancestors’
lands. Later he moved to Lebanon. Upon his return to United States,
Monte entered Berkley University, to specialize in archaeology and
Asian history. After internship in Japan he worked as a teacher in the
Armenian schools of Iran and Lebanon (beginning 1957). Monte Melkonian
knew 7 languages, and had the degree of Associate Professor of History.

In the 1970s, Monte Melkonian took part in Lebanese Civil war. In
spring 1980, he joined ASALA. Monte planned and organized the seizure
of Turkish Embassy in France (known as Van operation) and several
other operations against Turkish representative offices in European
states. While ASALA member, he took part in the assassinations of
several Turkish diplomats in Europe during the early to mid-1980s
and was later arrested and sent to prison in France. In 1989, he
was released and in the following year, acquired a visa to travel
to Armenia.

Throughout his tenure, Melkonian carried several different aliases
including “Abu Sindi”, “Saro”, “Timothy Sean McCormack” and “Commander
Avo”; the last of which was the name addressed by troops under his
command in Nagorno-Karabakh.

One of the outstanding, talented and experienced commanders, Monte
Melkonian died in strange circumstances on June 12 1993 in Marzilu
village. He is revered by Armenians as a national hero.

The fourth conference of the Turkish Coalition of America (TCA) was
held in Tbilisi, Georgia, from June 5-8. The event featured more than
80 scholars from 15 countries. The conference was organized by Prof.

M. Hakan Yavuz of the University of Utah and sponsored by the Turkish
Coalition of America (TCA).

Present at the conference were political scientist Ara Papyan, Director
of the Modus Vivendi Center, and historian Garabet Moumdjian, lecturer
at the California University.

The conference made no reference to the Armenian-Turkish relations,
and only one of the 71 reports was dedicated to the Armenian Genocide.

Therefore, the conference was more of scientific nature, Ara Papyan
said. At the same time, he did not rule out that the sponsors pursued
the aim of denying the fact of the Armenian Genocide yet again.

Ara Papyan said it’s necessary to step from the campaign for
recognition of the Armenian Genocide to compensation claims.

Garabet Moumdjian noted, in turn, that the issue of reimbursement
should become the main target ahead of the 100th anniversary of the
Armenian Genocide.

The historian considers that the issue needs diplomatic and legal
solutions, without bypassing the scientific aspect. He added that
the judicial proceedings demand a huge preparatory work.

Debat Politique Et Retour Aux Sources Culturelles

DEBAT POLITIQUE ET RETOUR AUX SOURCES CULTURELLES

La branche de l’association Renaissance Armenienne-Paris a organise
une conference-debat le vendredi 7 juin dans les locaux de l’AGECA,
177 rue de Charonne a Paris. Après une brève introduction par Schanth
Vosgueritchian presentant l’association au public ainsi ses objectifs,
la conference a ete animee par Garegin Chugasezian, venu d’Armenie,
membre du mouvement Sardarabad, coordinateur du Pre-parlement.

Cette conference contenait 2 volets : d’abord, une synthèse sur la
situation electorale et post-electorale en Armenie et les differents
scenarios previsibles dans un proche avenir. Le deuxième volet
concernait la presentation de l’Encyclopedie multimedia dediee a la
vie et a l’~uvre de Gomidas Vardabed dont le concepteur est Garegin
Chugasezian. Une partie du public, qui etait heterogène, assistait
pour la première fois a une conference de Garegin animee a plusieurs
reprises au cours de cette annee a Paris et en region parisienne. Le
sujet principal dans ce premier volet et toute l’inquietude qui en
decoule etait la situation politico-economique du pays et l’emigration
massive et quotidienne des citoyens armeniens (citee d’ailleurs avec
beaucoup d’ironie par le president Aliev). D’une part, l’indifference
du regime et des oligarques face a cette hemorragie et d’autre part
la mainmise de l’economie et des ressources du pays, bradees a des
pays etrangers, laissent peu de temps a la reflexion.

Le Pre-parlement depuis les dernières elections et notamment depuis
le mois de mai a accru ses meetings et ses interventions auprès de
la population a Erevan et en province. L’objectif et la prochaine
etape a court terme sont la constitution de bureaux et des equipes
representant le Pre-parlement dans differentes regions du pays pour
sensibiliser la population et etre a l’ecoute de leurs revendications.

Une question recurrente a ete soulevee au cours du debat concernant
la position de l’armee et celle de la police face a la population
en cas de conflit et leur positionnement vis a vis des meurtres de
differentes personnalites ces derniers temps.

Le deuxième volet de la conference etait purement culturel. L’edition
de 2 disquettes multimedia qui representent l’~uvre integrale de
Gomidas Vartabed. La première est une encyclopedie exhaustive de
la vie du compositeur depuis de sa naissance jusqu’a son decès avec
tous les elements detailles par ordre chronologique lies a sa vie,
ses ~uvres et ses activites. Une etude approfondie a ete menee pour
rassembler toutes ces informations, un travail de longue haleine
et qui a porte ses fruits. La deuxième disquette interactive est
une compilation de 20 chants populaires composes ou repertories par
Gomidas et presentee sous forme de karaoke avec un sous titrage en
armenien et une translitteration en caractère latin de facon a pouvoir
chanter meme si on ne maîtrise pas l’alphabet armenien.

Cette conference a ete clôturee avec joie par quelques chants
nostalgiques entonnes par l’ensemble du public. Le choix porte sur
Gomidas par Garegin Chugasezian n’est pas fortuit. Il considère
avec une très grande conviction que l’~uvre du compositeur est un
element declencheur d’une renaissance armenienne et un catalyseur
qui symbolise intrinsèquement l’amour pour la patrie et la richesse
culturelle armenienne que l’on doit absolument preserver et raviver

Les Avocats Sont En Grave

LES AVOCATS SONT EN GRAVE

L’association du Barreau national de l’Armenie a confirme mardi qu’elle
ne cautionne pas la grève organisee par des centaines d’avocats. Près
de 200 avocats ont cesse de travailler lundi pour protester contre les
decisions arbitraires prises par la Cour de cassation. Ils s’opposent
en particulier aux refus soi-disant non fondes de la part de la Cour
de considerer la grande majorite des recours dans les affaires penales
ou civiles.

Le tribunal de grande instance a fait face a des manifestations
similaires il y a un an. Le vice-president de la Chambre des
avocats, Ara Zohrabian, a declare que l’Association du Barreau a
evite d’exprimer son soutien aux avocats lors de la dernière grève,
car elle espère toujours que les autorites armeniennes resolvent le
problème avec des amendements legislatifs.

” Nous avons decide d’attendre jusqu’a ce que le gouvernement se
manifeste pour etablir un projet de loi. Nous aurons ainsi fait
usage de tous les instruments juridiques ” , a-t-il declare a RFE /
RL (Azatutyun.am).

Selon Zohrabian, la Cour de cassation a elabore une serie d’amendements
a la legislation armenienne, en reponse a la grève de juin 2012. Il a
declare que les projets d’amendements obligeraient la Cour a justifier
ses decisions.

Les avocats sont sceptiques quant aux modifications legislatives
prevues. Selon eux, la Cour de cassation s’en tiendra a ses pratiques
douteuses. La seule solution est que les tribunaux deviennent
veritablement independants du gouvernement.

High Court Rebuffs Armenians’ Genocide Case

The U.S. Supreme Court refused Monday to revive a California law
that would allow heirs of victims of the nearly century-old Armenian
genocide to sue in state courts for unpaid insurance benefits.

The law, passed in 2000, was struck down in February 2012 by a
federal appeals court, which said California was intruding into
sensitive foreign policy questions that were the exclusive domain of
the federal government.

The law “was intended to send a political message on an issue of
foreign affairs” and “imposes the politically charged label of
‘genocide,’ ” the Ninth U.S. Circuit Court of Appeals said in an
11-0 ruling. The ruling dismissed a class-action suit filed in 2003
by several hundred Armenian Americans against a German insurance
company and two subsidiaries.

The high court denied review of the ruling without comment Monday.

The appeals court ruling was one of a series of decisions that have
barred California and other states from allowing victims of decades-old
foreign atrocities, like the Nazi Holocaust and the use of slave
labor by the Japanese military, to seek redress in their courts.

As many as 1.5 million Armenians were killed in the Ottoman Empire
between 1915 and 1923. Most historians consider it a genocide, but
the Turkish government protests use of the term and has urged U.S.

administrations to prevent any endorsement by Congress.

The California law would have allowed descendants of Armenians killed
or deported during that period, or of anyone who escaped to avoid
persecution, to sue insurers until the end of 2013, long after the
normal deadlines would have expired.

In urging the Supreme Court to take up the case, state Attorney General
Kamala Harris’ office said the appeals court’s ruling “allows judicial
censorship of state legislation because of the potential offense of
foreign officials.”

The Obama administration endorsed the appellate ruling and asked the
Supreme Court to deny review. President Obama condemns the Armenian
killings in annual speeches but has refrained from describing them
as a genocide.

The case is Arzoumanian vs. Munchener Ruckversicherung, 12-9.

THE LAST PERSON ACCUSED IN THE FRAMEWORK OF THE CASE ABOUT
COUNTERFEITED SPARE PARTS FOR MIG AIRPLANES RECEIVED A SENTENCE WITH
PROBATION PERIOD; The Moscow city court issued the last sentences in a
whole series of criminal cases related to equipment of MiG-29 fighters
that Russia tried to sell to Algeria in 2006 with counterfeited or
obsolete components.

The Moscow city court heard the criminal case against Mikael Kazaryan,
58, who flew to Moscow from Armenia, behind the closed doors in two
meetings. having recognized Kazaryan as a person guilty of committing
of a crime outlined by part 4 of article 159 of the Criminal Code
(fraud on a very big scale), the court sentenced him to an imprisonment
term of four years with probation period, which was below the lowest
level. The sentenced and his lawyer are not going to contest the
sentence.

The criminal case against General Director of Rezon company (it was
located in Nizhny Novgorod) Mikael Kazaryan became continuation of a
loud scandal associated with supply of MiG fighters and spare parts
for them to Algeria by Russian airplane-building corporation (RAC) MiG.

According to the international contract worth $1.3 billion signed in
2006, the Russian party had to supply 28 combat airplanes MiG-29SMT
and six combat training airplanes MiG-29UB and components for them
to the Defense Ministry of Algeria. According to the agreement of the
parties, the airplanes like the spare parts for them had to be new. In
reality it turned out that the components were produced between 1982
and 1996 and were already used. Technical passports for these products
were also counterfeited to give appearance of new ones to them. All
this was revealed in 2007 when having received the first 15 MiGs the
Algerian party announced that it found defect components in them. In
October of 2007, Algeria spoke about return of the airplanes to Moscow
and return of the money paid for them. Algeria said that otherwise
it would give up its obligations in the framework of other deals. In
2008, the parties agreed on such return and the airplanes returned
to Russia and were included into the Russian Air Force.

According to the accusation, Kazaryan was one of suppliers of RAC
MiG and in accordance with the agreement of the parties in 2007 he
supplied the system of limitations of flight angles (SOS-3M-3) to
the customer. In reality the system was assembled from secondhand
spare parts of the end of the 1980s. every such module cost RAC
MiG 2 million rubles but due to the scandal and arrest imposed by
the Federal Security Service on all components being at warehouses
Nizhny Novgorod-based Rezon managed to supply only one such kit and
to receive money for it. In the course of investigation it was found
out that the manufacturer plant did not do the system of flight angles
limitations supplied to RAC MiG unlike it was written in the passport
and did not issue a technical passport for the product.

Aware of investigation into a criminal case against him, Kazaryan
hid in Armenia but afterwards he flew to Moscow voluntarily, signed
a pre-trial agreement on cooperation and provided detailed evidences
in the framework of the criminal case. He also requested hearing of
his case in accordance with a special procedure counting on sentence
with probation period. During the trial and investigation the accused
confessed his guilt fully and repented and the court took this into
account during issuing of the sentence.

The case heard by the Moscow city court was the last in the whole
series of cases instituted because of supply of low-quality or
secondhand components for the Algerian MiGs. Earlier, in July of 2009,
the Savelovsky district court of Moscow sentenced General Director of
ATK Aviaremsnab Musail Ismailov and his deputies Alexander Kutumov and
Valery Dorykin to 5.5 years of imprisonment for supply of counterfeited
spare parts for Polish air force through RAC MiG and in 2011 the court
added two years of imprisonment to Ismailov for a similar crime in
the framework of the “Algerian case.” Investigating into this case,
operatives of the Federal Security Service paid attention to managers
of other suppliers: ATK Dvizhenie, Volga-Aviaservis and SNK-Plus. In
2012, the Moscow city court finally sentenced Sergei Sobolev to
five years of imprisonment and his accomplices Mikhail Zhevagin
and Sergei Kruglenkov to penalties worth 500,000 and 200,000 rubles
respectively. The criminal persecution of former Senior Deputy General
Director of RAC MiG Sergei Tsivilev accused in accordance with article
201 of the Criminal Code (misuse of powers) for signing of contracts
with suppliers of falsified components was dropped in December of
2012 because of expiry of statute of limitation.

country’s east, killing dozens of Shias, mostly pro-government
fighters, activists said, Belfast Telegraph reported.

At least 60 died in Hatla village in the province of Deir el-Zour
on Tuesday, June 11 according to the UK-based Syrian Observatory for
Human Rights.

The rebel attack was reportedly in retaliation for an earlier attack
by Shias from Hatla that killed four rebels.

The Observatory said many villagers from Hatla were forced to flee
to nearby Jafra.

The clashes came a week after Syrian troops backed by Lebanon’s
Shia Hezbollah group captured the strategic town of Qusair near the
Lebanese border.

At least 14 people were killed on Tuesday when two suicide bombers
hit a square in central Damascus.

One of the explosions took place inside a police station and many
officers were among the dead. Syrian state TV quoted a security
official as saying 14 people died in blasts caused by two “terrorist”
suicide bombers near a police station in the bustling Marjeh Square
in the heart of the capital. The official said another 31 were wounded.

OSCE Chairman-In-Office To Arrive In Armenia On June 19

OSCE Chairman-in-Office, Ukraine’s Foreign Minister Leonid Kozhara
will visit the South Caucasus from June 17 to 20, Acting Director
of Information Policy Department of the Foreign Ministry of Ukraine
Yevhen Perebiynis declared.

June 17-18 Leonid Kozhara will be in Azerbaijan. He will visit Georgia
June 18-19 and Armenia on June 19-20.

As part of his visit Leonid Kozhara will hold meetings with the leaders
of these countries to discuss the work of the OSCE in the region. In
particular, reference will be made to the process of settlement of
the Nagorno-Karabakh conflict, the activities of the OSCE offices in
Azerbaijan and Armenia, as well as the course of the Geneva Discussions
on Transcaucasia, the next round of which is scheduled for late June

Armenia Should Risk In Its Relations With Iran

ARMENIA SHOULD RISK IN ITS RELATIONS WITH IRAN

The Iranian ambassador to Armenia met with journalists and made a
series of important statements which can be viewed as proposals to
activate bilateral cooperation.

His proposals deal with the increasing the supply of gas to Armenia,
leasing of Syunik pastures, laying of railway and construction of a
common hydro station. None of these projects has been realized so
far, in addition the reason is not political, but geopolitical or
rather geo-psychological.

Armenia is trying not to make the U.S. angry with its too friendly
relations with Iran, but doing so, Armenia irritates Iran. Moreover,
farsighted experts started speaking about the possible normalization
of Iranian-American relations especially in the context of Asad’s
recent successes in Syria.

Ambassador’s statements were not made now by chance. Armenia should
take into account all the circumstances, it should not express
unnecessary fear and it shuold risk to activate cooperation with Iran.

The first task should be the gas, moreover, Iranian ambassador hinted
that the price could be negotiated. He even said that Iran does not
need electricity with which Armenia pays for the Iranian gas. He also
said that the gas is supplied in the sign of friendship.

Increasing the supply of Iranian gas, which is cheaper that the
Russian, may help Armenia to solve several economic and geopolitical
issues. First of all, it will be again possible to reduce prices for
consumers, secondly, it will allow differentiating energy sources,
thirdly, Armenia will express its friendly moods to Iran, and fourthly,
it will make the West understand that Armenia can’t be e mediator
between Iran and the West.

It is noteworthy that the representative of ministry of energy has
already stated that the ministry is considering the Iranian proposal
on gas. At the same time, the ministry of agriculture refused the
Iranian proposal on leasing of Syunik pastures. Projects on the
railway and hydro station were not commented on.

This way or another, Armenia won’t manage to keep relations with Iran
at the level of “good intentions”. It will have to undertake measures.
