LA REACTION DU CHEF DE LA DIPLOMATIE ARMENIENNE

Edouard Nalbandian n’a pas tarde a reagir a la declaration des
Presidents Hollande, Obama et Poutine, indiquant que Erevan etait en
plein accord avec les copresidents et demeurait determine a parvenir a
un règlement pacifique du conflit. Selon M. Nalbandian, a l’instar des
pays mediateurs, Erevan ” regrette ” aussi qu'” a cause des tentatives
de Bakou d’obtenir des avantages unilateraux “, il ait ete impossible
d’enregistrer des progrès lors des sommets de Kazan (juin 2011), de
Sotchi (mars 2011), d’Astrakhan (octobre 2010) et de Saint-Petersbourg
(juin 2010). ” L’Armenie partage la position des pays copresidents sur
l’inadmissibilite de faire traîner la conclusion d’un accord cadre
sur les principes fondamentaux “, a-t-il declare, ajoutant que son
pays partage entièrement l’idee selon laquelle il faut preparer les
deux peuples a la paix et non a la guerre. ” Malheureusement, jusqu’a
present, les autorites azerbaïdjanaises agissent de manière inverse “.

M. Nalbandian ajoute en outre qu’en depit des appels de la
communaute internationale a s’abstenir de rhetorique ” provocatrice
“, l’Azerbaïdjan persiste dans cette attitude, poursuivant les
provocations sur la ligne de contact et sur la frontière avec
l’Armenie. Le Ministre armenien a egalement accuse le pays voisin de
” glorifier les assassins, d’encourager la xenophobie et l’hostilite,
contribuant ainsi a la recrudescence de la tension dans la region “.

M. Nalbandian conclut que la declaration des trois Presidents est
susceptible de relancer le processus de negociations si Bakou percoit
bien les messages y enonces.

Sale of a new lot of up-to-date arms to Azerbaijan was nothing but
a preventive measure by Moscow ahead of the Armenia-EU Association
Agreement, diplomatic sources told ArmInfo. “It is not a secret that
the Association Agreement is to be signed at the EPP Summit in Vilnius
in November. Therefore, the sale of arms to Azerbaijan meets this
logic. The deal was legally registered in the package of contracts
with Azerbaijan yet in 2011-2012. It is noteworthy, however, that
Moscow has approved the supply of arms to Azerbaijan quite lately,”
the source says.

On June 15 reports on the supply of military hardware to Azerbaijan
by Russia flooded Mass Media. The military hardware being supplied
to Baku is worth between $700 million and $1 billion and includes 94
T- 90S tanks, about 100 BMP-3 infantry fighting vehicles, 18 Msta-S
howitzers, 18 Smerch rocket launchers, 18 Vena “floating mortars,”
and six TOS-1A Solntsepek multiple launch rocket systems. Only in
2010- 2011 Russia supplied arms in the amount of nearly $3 billion
to Azerbaijan.

Armenia and EU has been negotiating for Association Agreement and for
DCFTA since 2010. The negotiations are due to over till the Eastern
Partnership Summit in Vilnius in Nov 2013. The document will replace
the EPP and Armenia-EU Action Plan. The agreement aims gradual economic
integration of Armenia into EU. In 2011 Armenia’s export to EU totaled
45.5% of total export amid 20.1% export to CIS.

Cooperation with Europe has intensified amid Russia’s growing
integration efforts through formation of the Customs Union and
versatile free trade area in the CIS, which Armenia joined yet in Sept
2011. Armenia’s integration policy implies simultaneous participation
in the free trade areas of the CIS and EU. nevertheless, Brussles
and Moscow regularly offer Yerevan to chose one vector of integration
as Association Agreement with the EU and Russia’s Customs Union are
incompatible.

After winning the battle of Al-Qusayr, a small town near the
Syrian-Lebanese border, various news agencies began writing about a
shift in the military balance-one in favor of the Syrian Regular Army.

Both the military and political wings of the Syrian opposition
underlined the urgent need to rescue the town from falling; in
other words, admitted a possible defeat. On the other hand, the
pro-governmental sources broadcast news of Syrian Army’s advance in the
town and its adjacent territories, insisting on the importance of this
battle. Prior to the large-scale military operation in Al-Qusayr,
the military advanced in the surrounding areas of the Damascus
International Airport, which was often targeted by the militant
opposition. Currently, according to the Al-Mayadeen news agency,
which maintains reporters on the ground, the successful battles of
the Syrian Army in the north of Aleppo province has paved the way
for a larger operation to break the siege in Aleppo.

If the Syrian Army manages to break the siege, the achievement would
not merely be a strategic advance from a military point of view,
but would also decrease the suffering of the city’s inhabitants. It
would also positively influence the Armenian community in Aleppo,
which has been in a vulnerable situation for more than a year. Since
May 2012, and the “Battle of Aleppo,” the economic and security
situation of the city has radically deteriorated. After months of
clashes between the regular forces and the opposition, the city came
under a tight siege imposed mainly by the jihadist organization of
Jabhet Al-Nussra. With the blockade, local Armenians began to face
ever-increasing difficulties in accessing their basic needs: bread,
heating material, electricity, and water. Armenians in the central
parts of the city encountered better conditions, relatively speaking,
until the circle of the siege tightened to include the largely
Armenian-populated area of Al-Midan (Nor Kyug). Moreover, when the
Syrian Free Army occupied the Al-Sheikh Maksud neighborhood, in late
March 2013, Armenian-populated areas such as Al-Suleymanieh, Al-Villat,
and Al-Azizieh were subjected to an unprecedented bombing campaign.

Armenians who had the ability to leave the country did not hesitate
to join others who had already left. Thus, many Syrian Armenians now
reside outside of Syria, mainly in Armenia and Lebanon. The situation,
however, changed over the last weeks, both on the political and
military level.

Should Armenians return to their homes and re-acquire their jobs after
the recent military victories of the Regular Army, on the one hand,
and the political attempts to resolve the conflict (Geneva 2) on the
other? Rev. Haroutyun Selimyan, the head of the Armenian Evangelical
community in Aleppo, in an interview to “First Armenian News and
Analysis” on May 26 encouraged the Syrian Armenians who had found
shelter in Armenia to return to Syria. He concluded the interview
claiming that although Armenia is the motherland of all Armenians,
Syrian Armenians should not leave Syria. Indeed, Armenians generally
enjoyed good economic conditions in the country before the uprising,
whereas today many Syrian Armenians are facing serious challenges
outside of Syria. For instance, those found refuge in Armenia face
obstacles daily: Life there is relatively expensive; the youth are
finding it hard to cope to the Armenia way of life; and the schools
and universities have different rules and principles. Despite all of
these facts, however, Armenians should not be encouraged to return
to Syria, either now or in the foreseeable future, for many reasons;
I will name a few.

The pathway to Geneva 2 is very arduous. We can approach this issue
from at least two analytical angels: First, whether or not this
conference will be held is uncertain, as many of the participants
have preconditions. But Russia, as a central actor in the Syrian
conflict, is putting major pressure on the stakeholders to hold the
negotiations. There is still the possibility, then, that the conference
will be held. Second, even if the conference were to take place, it is
necessary to understand that it will not be for Syria; in other words,
only a few actors are actually interested in ending the conflict. Even
Russia, which does not spare any effort in bringing the conflicting
parties together, is not interested in ending the conflict; rather,
it aims to start a long political process. Dr. Marek Menkiszak,
a prominent expert in Russian foreign policy, argues that “… the
Russian policy concerning Syria is not about Syria, it is about Russia”
(FIIA Seminar, Helsinki 2013). In short, expecting significant changes
after Geneva 2 will be unrealistic.

Another important reason Armenians should stay away from Syria,
at least for the time being, is the nature of the ongoing war. Most
Syrian Armenians, unofficially, support or “like” the Syrian president
and prefer the continuation of the current regime. However, this war
is not merely about the regime; rather, I would argue that this war
is a deep-rooted, modern civil war with distinctive dynamics. Many
regional and international actors-that are not willing to end the
bloodshed-are involved. This civil war will not end overnight. And
even when the actual fighting ends, the struggle will continue for
decades. There are many examples of this-DRC, Angola, Sierra Leone,
Sudan, Iraq, and Afghanistan-where different parties at different
stages of the conflict have a military or political advantage, but
the war continues for years. Therefore, the current military advance
is crucial but never sufficient to conclude the war. As Stanford
Professor Ann Hironaka argues, such conflicts in the 21st century
have become “never ending wars.”

What are the perspectives of the Armenians in Syria? At this stage
of the conflict, it is very difficult to draw conclusions. However,
encouraging Armenians to return to Aleppo is not a wise strategy. Life
in Syria and, particularly, in Aleppo is becoming increasingly
expensive, with a lack of basic necessities, the economic
deterioration, and the decrease in job opportunities; in addition,
there is a major security threat to regular citizens in Aleppo. The
old life that Armenians enjoyed in Syria will not be re-established
any time soon. Therefore, there should be alternatives to Syria. The
Syrian Armenians’ situation in Armenia is becoming relatively better.

Some “success stories” are appearing in the news especially, among the
youth. Hovsep Balmanoukian, 24, who has a bachelor’s in international
relations, described in an interview with “Armenians Today Project”
how he made it into the Armenian job market and how he plans to study
at the American University of Armenia (AUA). He argues that although
life is difficult, succeeding in Armenia is possible.

Armenak Tokmajyan is pursuing a master’s degree in peace, mediation
and conflict research at Tampere University in Finland, while
working as a research assistant at the Crisis Management Centre in
Finland. He previously studied at the University of Van in Amsterdam,
at Sciences-Po in Paris, and at the University of Kalamoon in Syria.

Before enrolling at Tampere, Tokmajyan worked at the UNHCR Aleppo
Field Office in the Protection Unit. He is the author of various
research articles.

Activists of the Armenian National Congress (ANC) party held a protest
in front of the Prosecutor General’s Office on Friday.

They demand the release of political prisoner Tigran Arakelyan.

Aram Manukyan and Levon Zurabyan, ANC parliamentary group members,
were among the protesters.

“This time we have gathered to demand Tigran Arakelyan’s release,”
Zurabyan said.

He wants Arakelyan to know that his fellow members are “backing
him up.”

Tigran Arakelyan was imprisoned for hooliganism and violence against
a public agent.

Russia Has No Right To Sells Arms To Azerbaijan, Armenian Expert Say

The political scientist and Head of the Modus Vivendi analytic center
Ara Papyan strongly believes that Russia has no right to sell weapons
to Azerbaijan as Armenia is Russia’s strategic partner.

Being a strategic partner implies sacrificing political and economic
interests for this partnership.

“I am surprised at Armenia justifying Russia’s step. This is not
your business. Let Russians justify themselves,” he told journalists
on Friday.

He noted that this is a pressure on Armenia, which “has a smell of
blood or, to be precise, of war.”

Armenia needs Russia’s presence as much as Russia needs Armenia.

“The moment Russia should realize you are not part of its game, you
do not exist for it any longer. We are in an unclear situation now. It
turns out that Russia has no commitments to Armenia,” Papyan said.

“So let them say to us ‘you are not our partners any more’. It would
be more honest. So which nation is our partner now?”

Not everything is bought in international relations. Otherwise,
nations would not be strategic partners.

According to Papyan, history repeats itself – Russia is arming
Armenia’s enemy to come to save Armenia then.

“We must understand whether Russia is actually our strategic partner
or not,” he said.

“From the military point of view we are in a rather favorable
situation, and Azerbaijan is sparing no efforts to draw us into
hostilities. As to Azerbaijan’s demand that Nagorno-Karabakh be
autonomy as part of Azerbaijan, that would be suicide,” Papyan said.

Other nations cannot understand that it is not just a matter of war
or peace for Armenia, but a matter of Armenia’s existence, he added.

republic’s IT industry, head of Union of IT Enterprises Karen Vardanyan
said at the opening of the sixth Digitec business forum on Friday.

The forum, ” Smart solutions for smart countries,” is held in Yerevan,
21-22 June.

“The situation related to applying information technologies in business
has changed over these six years. Six years ago it was difficult for
IT representatives to realize the problems and needs of the business,
and business, on its side, had hard time with perceiving what the
sphere offers, but today the situation has changed, we see the close
cooperation, and the figures prove that,” he said.

Prime Minister of Armenia Tigran Sargsyan highlighted the importance
of constant cooperation between the sector and the government.

“It is important for us to get constant impetus from you, to know
what hinders business development and what efforts the government
should make to ensure IT advancement,” PM noted.

Sargsyan has noted the government links hopes to the business forum,
and it will be attentive to its work and proposals.

This year, 62 organizations are to participate in the forum, 43 of
them are local and 19 -from foreign countries such as Singapore,
Georgia, Russia, Ukraine, Italy and Bulgaria.

The aim of the forum is to foster introduction of information and
communication technologies in various sectors of the economy and to
present local and foreign information and communication technology
companies’ products and services.

New traffic streams control and enterprises and customer management
systems as well as call centers, latest telephone solutions, systems
for paying utility bills, 3D systems and the electronic services
provided by state agencies will be presented here.

The forum is organized by the Union of Information Technology
Enterprises and sponsored by Alliance Free Economic Zone of Armenia.

The event will be held under the patronage of Armenian Prime Minister
Tigran Sargsyan and under the USAID Enterprise Development and Market
Competitiveness Project – EDMC.

Four bipartisan US senators have introduced a bill aimed at
prohibiting the administration of President Barack Obama from
providing military assistance to militants in Syria.

The legislation was introduced on June 20 by Democrats Tom Udall and
Chris Murphy and Republicans Mike Lee and Rand Paul in an effort to
bar the US Department of Defense and spy agencies from feeding
anti-Syria Takfiri militants.

On June 14, Obama ordered his administration to provide the militants
with weapons, which include assault rifles, shoulder-fired
rocket-propelled grenades and anti-tank missiles.

Rand Paul said in a statement that the “president’s unilateral
decision to arm Syrian rebels is incredibly disturbing, considering
what little we know about whom we are arming.”

Chris Murphy also argued, “We should be extremely wary of allowing the
United States to be drawn into a complicated proxy war that could mire
our country for years at a potentially incalculable cost to US
taxpayers and America’s reputation at home and abroad.”

Many members of the US Congress remain deeply skeptical about White
House plans for transferring weapons to foreign-sponsored militants in
Syria, while a number of others have been pressing for military aid to
the Takfiris for months.

Washington announced its plans to arm the militants in Syria a day
after it claimed that the Syrian army had used chemical weapons in its
fight against the militants.

Syria strongly rejects such claims and says the extremists have used
chemical weapons on several occasions, including an attack in the
region of Khan al-Assal in the northwestern province of Aleppo on
March 19, where over two dozen people died.

Turmoil has gripped Syria since March 2011, and many people, including
large numbers of Syrian soldiers and security personnel, have been
killed in the violence.

Germany Blocks Turkey’s EU Bid

GERMANY BLOCKS TURKEY’S EU BID

Representatives of Germany blocked the new stage of talks on Turkey’s
joining the EU.

The diplomats had to approve transition to the next stage of talks
during the Thursday session, but the move was blocked by Germany.

Official Berlin is concerned over protests in Turkey. According to
the local diplomats, while reviewing Turkey’s EU bid, it is necessary
to take into account violent suppression of the protest by Turkish
authorities, Rosbalt reported.

Earlier the EU called on Turkey to conduct a large-scale investigation
into actions of policemen who used violence while dispersing the
crowd in Istanbul.

DEFENDERS OF V.KHACHIKYAN CASE DID NOT COME TO THE HEARING

The court hearing of the case of former head of State Social Security
Service Vazgen Khachikyan and others at Yerevan Ajapnyak and Davtashen
Court of First Instance, presided by Judge Mkhitar Papoyan, did
not take place and was postponed until June 27. The cause of the
postponement was the absence of defenders Andranik Abajyan, Hrant
Ananyan, Hovik Arsenyan, Yervand Varosyan and Lusine Sahakyan.

It was planned to continue the interrogation of the witnesses. It
was also planned to discuss the transfer of the trail to Yerevan
Kentron and Norq Marash court building. The participants of the trial
complain that the court room of Ajapnyak and Davtashen is large and
the audibility is poor.

Interview of NKR Foreign Minister Karen Mirzoyan with Mediamax news agency.

– Mr. Minister, you noted in your yesterday’s statement that “the
restoration of full-fledged negotiations with the immediate and direct
participation of the Nagorno Karabakh Republic in all its stages is
a mandatory condition for achieving real progress in the settlement
process.” Can we say the Azerbaijan’s position reduces the chances
of reaching a compromise in determining the future NKR status?

– The NKR status has long been determined by the Nagorno Karabakh
people through free and legitimate expression of will at the
independence referendum in 1991. There can be no return to the past.

The NKR’s independence and security can’t be bargained and we have
repeatedly stated about it.

Thus, we suppose all the efforts should be focused on working out
mechanisms and conditions for peaceful co-existence of two independent
states – Nagorno Karabakh Republic and Azerbaijan – formed as a result
of the USSR collapse.

That’s why we think Azerbaijan’s earliest recognition of the current
realities and NKR’s return to the negotiations table will allow
ensuring progress in the settlement process.

– Azerbaijan constantly raises the issue of the so-called “occupied”
territories. What is your vision of the solution to the problem?

– If we talk about territories liberated during the war imposed on
the Artsakh people, they make inseparable part of the Nagorno Karabakh
and the fact is fixed in the NKR Constitution.

We shouldn’t also forget about the NKR territories which were captured
by Azerbaijan during the military actions and are still under its
control.

The issue should be considered taking into account the above mentioned
and in the context of restoring the historical justice and ensuring
the NKR security in all its aspects.
