Vanadzor resident Mher Nazlukhanyan is charged with paragraph one of
article 179 of RA Criminal Code (Squandering or embezzlement).

According to indictment, from April to August 2011, serving as the
head of operation at “International Development and Construction”
CJSC, being a responsible person, he squandered construction materials
allocated for the construction of houses in Gogaran, Sarahart and
Arevashog communities in Lori Mraz and the total amount of the
embezzled products equaled to 206.030 AMD.

The signature for not leaving was chosen as a precautionary measure
against M. Nazlukhanyan.

The case has been accepted to the proceeding of the Judge of Lori
Court of First Instance Mushegh Harutyunyan.

Zhoghovurd reports that former Chief of Staff of Armenian Ministry of
Sport Vahe Eloyan has filed a lawsuit with the Administrative Court
appealing against the decision of his dismissal.

Armenian Minister of Sport Yuri Vardanyan announced at a cabinet
meeting that Eloyan is relieved from his post upon his own request
but it was found out later that Eloyan did not submit a resignation
request, and was dismissed illegally.

Du 10 au 12 juin, le ministre des Affaires etrangères de la Republique
du Haut Karabagh, Karen Mirzoyan, effectuait une visite en France
qui l’a conduit a Marseille et a Paris. Le chef de la diplomatie
de l’Artsakh a partage un emploi du temps très charge entre les
rencontres avec les responsables politiques francais qui oeuvrent a
la reconnaissance internationale du Karabagh et avec les representants
de la communaute armenienne.

Moins de deux mois après le president du Haut Karabagh Bako Sahakian,
son ministre des Affaires etrangères, Karen Mirzoyan effectuait a son
tour une visite en France du 10 au 12 juin. Entre les rencontres avec
les representants de la communaute armenienne et les reunions avec les
elus locaux et responsables politiques francais qui ont cree depuis
peu un Cercle d’amitie ayant vocation a resserrer les liens entre la
France et l’Artsakh, le chef de la diplomatie de l’Artsakh avait un
agenda très charge. C’est par Marseille, qui est capitale culturelle
de l’Europe cette annee, que M. Mirzoyan a commence sa visite.

Après une rencontre avec les membres du Conseil paroissial de l’Eglise
apostolique armenienne de Marseille et le Conseil des organisations
armeniennes locales (CCAF), le ministre s’est rendu a la mairie de
Marseille où une reception etait organisee en son honneur, en presence
d’elus francais, de personnalites politiques, de responsables locaux
ainsi que de representants de la communaute armenienne. Dans une
allocution, M. Mirzoyan s’est felicite du developpement des relations
amicales entre la ville de Marseille et l’Artsakh, en soulignant
l’importance de ces relations. Des liens qui seront concretises
le lendemain par une ceremonie dans la mairie des Pennes-Mirabeau,
scellant une Charte d’amitie entre cette localite de l’agglomeration
marseillaise et la ville de Martouni dans l’Artsakh.

Cette declaration sans precedent au niveau municipal en France
salue les efforts du peuple et des autorites de l’Artsakh en vue
de developper une societe libre et democratique. S’inspirant des
valeurs et principes de la Declaration universelle des droits de
l’homme, les parties signataires de ce texte s’engagent a etablir
et developper des relations amicales entre les deux localites, en
s’associant dans la msie en ~uvre de differents projets dans les
domaines de l’education, de la culture, des sports, du commerce et
de l’administration municipale.

Dans la matinee du 11 juin, avant la signature de cette Charte
d’amitie, temps fort de son passage a Marseille, M. Mirzoyan avait
visite l’ecole armenienne Hamaskaïne de Marseille, où il avait pu
rencontrer le personnel enseignant, les elèves et leurs parents.

De retour a Paris Karen Mirzoyan, a rencontre les membres du Cercle
d’amitie France-Artsakh avec lesquels il a evoque les perspectives
d’action et les possibilites de developpement de cette structure qui
compte deja une trentaine de membres, tous acquis a la cause de la
reconnaissance de la RHK. Avant de regagner le Karabagh, Le chef de
la diplomatie de la RHK a rencontre des representants de la presse
armenienne de France et a accorde des entretiens aux medias francais
dont la chaine de television France 24.

Rovshan Rzayev had a speech at the free discussions of the summer
plenary session of the PACE

Correcting Armenian FM Edward Nalbandyan’s speech, as if Azerbaijan
not fully agrees with the items of the statement on Nagorno Karabakh
conflict, issued by the head of the OSCE co-chair states at the G8
Summit, Azerbaijani MP noted that Azerbaijani President declared his
support to the statement,.

Alongside, Rovshan Rzayev noted that although Nagorno Karabakh conflict
is between Armenia and Azerbaijan, communities of both people of
Nagorno Karabakh are first victims of the conflict.

“Therefore we think that contacts between communities of both peoples
can present positive effect on the high level peace talks. But
unfortunately, during this time I cannot find anybody to support
it. I have addressed also to Jean-Claude Mignon on this issue. And I
express my gratitude to Mr. Mignon that he could organize a meeting
of 2 delegations around one table.

But I wish to increase number of this dialogues and contacts. Here,
just now I want to address Mrs. Zohrabyan, I ask her: let’s to start
since now and sit on negotiations table. If in Azerbaijani parliament
there is a law on punishment for the dialogue with Armenians, then I
am ready to be punished for this law. I want to be sure that there
will be somebody to hear my and voice of Azerbaijani community of
Nagorno Karabakh, wishing to solve this issue only via negotiations.

Such a dialogue will serve living together of both peoples’
representatives normally”, said Rovshan Rzayev.

the process of implementation of a number of joint programs in Yerevan

response in case of emergency situations, operation and modernization
of the observatory in Garni, the press service of the National Security

Patrushev left for Gyumri to the 102nd Russian military base where
they met with the commanding staff of the border troops and 102nd
base.The Secretaries of the National Security Council visited the
Byurakan Observatory and got acquainted with the works carried out
there. Within the cooperation between the Armenian and Russian National
Security Councils, Byurakan Observatory will be fully modernized. The
program also envisages putting two modern telescopes into operation
which will become one of the best in the world. The observatory will
also be upgraded with 5 new telescopes made by “Project-Technique”
company.Owing to it, the Byurakan Observatory will be able to operate
fully and will take an important place in the international system
of research of cosmic garbage, starts and meteorites.

Armenia’s ‘peacock Angel’ Worshipping Yezidi Question Dated Customs

ARMENIA’S ‘PEACOCK ANGEL’ WORSHIPPING YEZIDI QUESTION DATED CUSTOMS

As she hangs up washing on branches outside her family’s stone home,
Liana talks wistfully about her curtailed childhood which ended with
marriage at the tender age of 14.

Liana belongs to Armenia’s roughly 40,000-strong Yezidi community,
a livestock-herding people who follow their own ancient religion that
involves the worship of a peacock angel called Satan.

Their customs are strict and sometimes at odds with the values and
practices of the modern world, most notably the tradition of marrying
women while they are still in their early teens.

Some within the community, especially the young, are now wanting
to break out of the limits of tradition and forge normal lives and
careers.

“When I was 14 my parents refused to let me go to school anymore and
married me off instead,” Liana, now 23, said, her olive green eyes
flickering timidly to the ground.

“But I want my daughters to get an education, become experts in
something and live in better conditions,” she said, watching as her
six-year-old daughter continued with the household chores.

The Yezidi are the biggest minority group in Armenia — a largely
mono-ethnic country where some 98 percent of the roughly 3.3 million
population are ethnic Armenians and the country’s Christian Apostolic
Church dominates.

Fierce guardians of their traditions, the Yezidi do not allow outsiders
to convert to their faith and ban the eating of lettuce or wearing
of anything blue.

Although they speak a form of Kurdish, Armenia’s Yezidi fiercely
reject being labeled Kurds and their religion — which has seen them
regarded as “devil-worshippers” by Muslims — is thought by some to
have its origins in the Zoroastrianism of ancient Persia.

The Yezidis do not believe in heaven or hell, and do not regard Satan
as evil. In fact, they worship him in the guise of a peacock angel
whose name they are forbidden from saying out loud.

Found in Armenia’s western valleys close to Mount Ararat, as well as
in their spiritual home in nearby Iraq, along with Syria, Turkey and
Georgia, the strongly patriarchal Yezidi forbid girls from talking
in the presence of male elders or eating with male relatives.

As was the case with Liana, they have commonly married off their
daughters when they are in their early teens, sometimes as young as
12 or 13.

‘A spinster at 18′

Last year when Armenia moved to revise its law on marriage, raising the
minimum age of marriage for both boys and girls to 18, representatives
of the Yezidi community erupted in protest at what they claimed was
an assault on a cornerstone of their culture.

“This is an ancient tradition,” said Aziz Tamoyan, the director of
the Yezidi Union in Armenia. “If a girl is not already married by
the time she is 18 then she is already considered a spinster.”

In the end, in the face of possible street protests, Armenia’s
parliament compromised and the minimum age that girls in the Yezidi
community could marry was set at 16.

“When we brought in changes to the law we had to deal with the
realities of life,” said lawmaker Agvan Vardanyan, a member of
parliament’s commission for human rights that drew up the law.

“The Yezidi community guards its traditions very jealously and they
have families at a very young age whatever the current laws are at
any given time,” Vardanyan said.

“Not to take into account their traditions or their rhythm of life
would not be right.”

But not everyone in the Yezidi community thought that an exception
should be made for them.

Many in the younger generations are increasingly turning their backs
on their ancestors’ way of life by refusing to have many children,
herd livestock or wear traditional clothing.

Although the number is still small – just around 100 – Yezidi students
are now studying at Armenian universities, said Khdr Hajoyan, the
editor of a Yezidi newspaper named after their fabled homeland,
Yezidkhana.

“Young Yezidi boys and girls want to go to school, receive higher
education and rise up the career ladder,” Hajoyan said.

“Why can’t someone from the Yezidi community here become a member of
parliament or a minister?” he asked.

For a growing number of younger Yezidi though, the dream of a better
future lies outside the country – and the strict cultural codes of
their closed society.

Many have already emigrated to Europe or Russia and ever more are
looking to follow them – including Liana and her young family.

“We don’t have a problem with Armenia but I don’t want my daughters
to have the same life as their mother has had,” said Aziz, Liana’s
husband.

“I don’t want them just to be working with cattle all their lives,”
he said. “Whatever they want to be, that is for them to decide. I
don’t want to interfere.”

Australian Politician Calls On Turkey To Recognize Crime Of Genocide

AUSTRALIAN POLITICIAN CALLS ON TURKEY TO RECOGNIZE CRIME OF GENOCIDE

A member of the New South Wales Legislative Council, Rev. Fred Nile
delivered a solemn tribute to Australian ANZAC soldiers who witnessed
and provided relief efforts during the genocides of the Armenian,
Greek and Assyrian population of the Ottoman Empire, reported the
Armenian National Committee of Australia.

Nile’s message comes in light of recent accusations by Turkey’s
Ambassador to Australia that these recorded accounts by ANZAC soldiers
were somehow false, and it also comes at a time when Turkey’s Foreign
Ministry has threatened to ban those Australian politicians, who
supported recent motions to recognize these genocides, from attending
Gallipoli commemorations of ANZAC Day in 2015.

Nile said: “As we head into the centenary year of the landings at
Anzac Cove, it is not an act of friendship to declare that Australian
parliamentarians who support motions recognizing aspects of Australian
history are not welcome at the commemorations at Gallipoli in 2015.”

Shortly after the Gallipoli campaign, Australian soldiers came into
contact with the genocides of the Armenian, Greeks and Assyrians. Over
300 ANZACs were held as prisoners of war (POWs) by the Ottoman forces.

These ANZACs recorded their experiences in detailed diaries and
memoirs with vivid accounts of the genocide. Many of these accounts
are now stored in the archives of the Australian War Memorial.

In his speech on the floor of the Legislative Council, Nile called
upon Turkey to have respect for Australian history and to recognize
the crime of genocide perpetrated by the Ottoman Empire.

Nile said: “Modern Turkey and modern Australia must have a friendship
that is based on mutual respect and understanding of historical
differences. Turkey and Australia have overcome the legacy of the
battles on Gallipoli, so we must overcome whatever difference of
opinion we have about recent motions recognizing the Assyrian and
Hellenic genocides and reaffirming the Armenian genocide.”

ANC Australia Executive Director, Vache Kahramanian welcomed Nile’s
statement paying tribute to the ANZACs and confirming the authenticity
of their records.

Kahramanian said: “The history of the Armenian genocide is intertwined
in the fabric of Australian history. Many brave Australian soldiers
risked their lives to provide aid and assistance to survivors of the
Armenian, Greek and Assyrian genocides.”

“This history is clearly recorded in the archives of the Australian
War Memorial and is a proud testament to Australia’s humanitarian
assistance abroad. Denying the historical reality of the Armenian
genocide also denies our proud Australian history, which should never
occur,” Kahramanian added.

The NSW Parliament passed two unanimous motions in May of this year
recognizing the Assyrian and Greek genocides while reaffirming its 1997
motion recognizing the Armenian genocide. The motion paid tribute to
Australian ANZACs as well as Australia’s proud humanitarian assistance
to victims and survivors of this genocide.

In response, the Turkish Foreign Ministry released a statement stating
that those who were responsible for this motion will “doubtlessly
be deprived of the hospitality and friendship” normally extended
to Australians.

More specifically, the official statement says: “These persons who
try to damage the spirit of Canakkale/Gallipoli will also not have
their place in the Canakkale ceremonies where we commemorate together
our sons lying side by side in our soil.”
