Armenian Air Defense Force is improving day by day, Armenian Defense
Minister Seyran Ohanyan has told reporters.
The Defense Minister watched the show of armaments of Armenian Air
and Air Defense Force and radio-electronic forces and show flights
on the territory of Erebuni Airport dedicated to the 21st anniversary
of formation of those forces.
“Nowadays, our equipment and systems enable to control not only the
entire system but also all low passages of the rival, even at low
levels,” said the Minister, adding that even in gorges, the systems
of our Armed Forces are capable to control all tracks of the rival.

Hetq presents new findings on the recent offshore scandal linked to
the names of Armenian Prime Minister Tigran Sargsyan, Primate of the
Ararat Diocese of the Armenian Apostolic Church Archbishop Navasard
Kjoyan and businessman Ashot Sukiasyan.
At the instruction of Dzoragyugh Production Cooperative belonging
to the family of entrepreneur Ashot Sukiasyan $ 9 370 450 have been
transferred from AmeriaBank loans to the accounts of several off-shore
companies at the Hellenic Bank Publik Company of Cyprus.
The loan monies were transferred to: 1. A.B.S. GLOBAL
LIMITED- $7,020,450 2. WLISPERA HOLDINGS LIMITED- $350,000 3.
STR EMERALD LIMITED- $2,000,000
Who are the shareholders of these companies? A.B.S. GLOBAL LIMITED
plays a key role among the aforesaid companies as it received the
largest portion of the amounts. According to the website of the
Department of the Registrar of Companies and Official Receiver of
Cyprus the shareholders of A.B.S. GLOBAL LIMITED are four other
companies, namely
1. A.K. HOLDINGS LIMITED – 1000 shares 2. BCB HOLDINGS LIMITED –
1000 shares 3. “STR EMERALD LIMITED” – 1400 shares 4. “WLISPERA
HOLDINGS LIMITED” – 6600 shares It becomes clear from the aforesaid
that WLISPERA HOLDINGS LIMITED has almost 66 percent of shares in
A.B.S. GLOBAL LIMITED. According to the website of the Department of
the Registrar of Companies and Official Receiver of Cyprus, WLISPERA
HOLDINGS LIMITED has three equal shareholders – Ashot Sukiasyan,

COLONEL WOUNDED IN GORIS SHOOTOUT STILL NOT DISCHARGED FROM HOSPITAL

YEREVAN. – Colonel Artak Budaghyan, who was wounded in a shootout
near the house of Armenia’s former Syunik regional governor, still
is not discharged from hospital.
MOD Central Garrison Military Hospital Director Aram Asaturyan told
Armenian News-NEWS.am that they plan to discharge him next week.
“He is in normal condition; we do not have to worry about a problem.
The [laboratory] analyses should be complete so we may discharge
[him],” he noted.
Asaturyan added that Budaghyan will return to hospital after his
forthcoming post-treatment leave of absence, he will be examined,
and if he is considered fully-recovered, he will return to duty.
Aram Asaturyan informed that Artak Budaghyan should return to military
duty in about 1.5 months
As Armenian News-NEWS.am informed earlier, shots were fired nearby
Syunik governor Suren Khachatryan’s home in Goris city, on June 2
at around 12:10am. As a result, one person was killed and two others
sustained gunshot wounds and were taken to Goris hospital. The person
who died was Avo Budaghyan, the former Goris mayoral candidate. The
wounded were Budaghyan’s brother Artak, and Nikolay Abrahamyan,
a relative and bodyguard of Khachatryan. Subsequently, the wounded
were transferred to capital city Yerevan.
A criminal case is launched on charges of murder and illegal carrying,
possession, and use of arms and ammunition. The Military Prosecutor’s
Office is conducting the investigation.
Two people are arrested in connection with this incident. One of
them is the Syunik regional governor’s son, Tigran Khachatryan, 19,
and the other is the governor’s bodyguard, Zarzand Nikoghosyan.
Pursuant to his petition, Suren Khachatryan was relieved of his duties
as Governor of Syunik Region.

PRISONERS EXTORTED MONEY FROM GOVERNORS AND VILLAGE HEADS ON BEHALF OF ARMEN GEVORGYAN
The Hraparak Daily reported that in a few days the trial of extortion
of money from governors and village heads by way of deception will
kick off. The prisoners serving their sentence called village heads
and governors and introduced themselves as authorized people of
their supervisors and borrowed money from them promising to return
in several days. They sent a taxi driver to take the money. The
interesting thing is that the governors of Lori, Ararat, Shirak,
Armavir and other regions, some vice-governors and several village
heads did not even suspect that they were deceived.
The criminal group extorted several millions within a few months. The
newspaper reports that they called governors and said they were calling
on behalf of vice-prime minister Armen Gevorgyan. The officials who
lost money intentionally provided reduced numbers or altogether denied
everything to avoid complications.

Azerbaijani President Ilham Aliyev are primarily directed towards the
internal audience. He constantly maintains the image of external enemy
in service of hereditary authoritarian regime. The Deputy Minister of
Foreign Affairs of the Republic of Armenia Shavarsh Kocharyan stated
this during the briefing with the journalists. As reports “Armenpress”
among other things Shavarsh Kocharyan commented on Ilham Aliyev’s
threats about resuming the military operations, which followed the
military parade of June 26. “These statements belong to a country,
which spent each day crying after the defeat. One, who is ready to
take that step, will not keep talking about that every day,” Shavarsh
Kocharyan underscored.
VENDORS STAGE PROTEST OUTSIDE MAYOR’S OFFICE

A group of vendors today gathered near the Yerevan Municipality
demanding the city authorities to allow them to continue trading near
Dynamo stadium in Yerevan.
The salespeople complained that they had been driven out by a group
of police officers who claimed that it was their territory and said
they were going to park their cars there. Though the vendors showed
the group the permit issued by the Mayor’s Office the police officers
insisted that they leave the area.
“I guess someone has an eye on the area and wants to get rid of us.
What can we do? How can we feed our families without work? We only
work two days a week and now they have decided to deprive us of our
daily bread,” said Samvel Simonyan, one of the protesting vendors.
The desperate vendors wanted to meet with Yerevan Mayor Taron
Margaryan, as they believe that they complaints do not reach the mayor.
ARMENIAN PM ASSURES DETAILS OF “OFFSHORE SCANDAL” WILL BE MADE PUBLIC
YEREVAN, June 27./ARKA/. Armenian Prime Minister Tigran Sargsyan said
Thursday the media sources would get full access to all the details
related to the so-called “offshore scandal.”
Hetq.am news portal published an article, “Who dispossessed Paylak
Hayrapetyan of property: offshore trinity,” on 29 May raising the
scandal around Armenian Prime Minister. The article says “WLISPERA
HOLDINGS LIMITED” offshore company, registered in Cyprus, is co-owned
by businessman Ashot Sukiasian, Prime Minister Tigran Sargsyan and
Archbishop Navasard Kchoyan, head of the Ararat diocese of the Armenian
Apostolic Church.
The article also informs one of the Armenian commercial banks, with
the support of the premier, has transferred over $10 million to the
company’s bank account.
“There is no limits to the imagination of the media sources when they
invent fairy tales about the offshore zones trying to discredit us. A
criminal case is open, the law-enforcement bodies are investigating
the case, and I can assure you that all the answers will be given,”
Sargsyan said opening the government session.
He called upon the journalists involved in covering this “scandal”
to be more conscientious and differentiate the truth fr om lie.
The premier has also noted all the questions and criticism addressed
to the government will be appropriately responded to.
He has clarified, besides the so-called “offshore scandal,” there are
another three topics bumping attack on the government : expenses of
“Millennium Challenges” fund on the lectures at $14 million, Nairit
chemical plant, and the recent reports of Armenia’s Chamber of Control
on the performance of the state bodies.
As to “Millennium Challenges” issue, Sargsyan noted the press office
of the government had already revealed all the details, however the
media sources continued speculating on this topic pretty actively.
“To avoid the further political speculations, I instruct the press
office of the government to report all the details to the media
sources about the expenditures once again,” he said.
The premier informed the agreements authorizing these expenditures had
been reached back in 2007, the American side was the one to announce
tenders, choose winners, offer grants and implement audit. And it
was quite pleased with the results.
“I don’t understand what else the media sources want, what their
claims are,” he added.
Sargsyan has also instructed the press office to reveal the detailed
information about all deals of Rhinoville company since 2006, when
the company signed an agreement with the Armenian government.
Nairit chemical plant was a monopolized producer of chloroprene rubber
on the territory of the former USSR. In 2006, 90% of its stock was
sold to British Rhinoville Property Limited consortium at 40 million
dollars. The rest, 10%, is owned by the Armenian government.
Rhinоville Property Lim ited is co-established by “Samex” Polish
company, American “Intertex” and Russian “Euro Gas.”
As to the recent reports of the Chamber of Control, Sargsyan instructed
Vache Gabrielyan, head of the government staff, to outline the graph
for all state bodies to present their stance on the reports to the
media sources.
On 13 June Armenia’s Chamber of Control reported to the parliament
about the budget expenditures in 2012. The document revealed serious
violations and embezzlement of public funds in urban development and
state procurement spheres. Head of Control Chamber Ishkhan Zaqaryan
also noted the situation remains the same in many spheres, and from

According to the President of RF Caucasus research company Alexander
Krilov, Armenia is interested in the combat of Russian army. –
Russia has started supplying Azerbaijan with about $ 1 billion
worth striking military equipment, – wrote the Russian remarkable
newspaper “Vedomosti” recently adverting to its sources in the RF
Defense Ministry and in the military-industrial complex. Armenians
are concerned about the fact that Azerbaijan is buying large amounts
of military equipment, about the fact that the official Baku buys
equipment not only from RF but Ukraine, Turkey and Israel. But more
disturbing is the fact that Azerbaijan is arming especially RF, the
Armenia’s strategic partner. Mr. Krilov, what do you think with regard
to this issue? – Supply of any military equipment in the conflict zone
does not contribute to peaceful settlement of the conflict and lead to
increasing of tension. It is clear that the delivery of the equipment
to Azerbaijan deserved an extreme negative feedback in Armenia.
Obviously, it could have a negative impact on our bilateral relations.
Usually, in such cases, there is not shortage of emotionally, to put
it mildly, extreme criticism in the media of Armenia towards Moscow.
Personally, I absolutely do not like it for several reasons. But
let’s try to understand everything without emotions. “Vedomosti”
newspaper is not the official representative of RF government. Without
the information from official sources about the transaction, it is
likely that the newspaper could have inadvertently distorted the
real picture. But after the publication there was no denial from the
official sources, therefore it is more likely that the publication by
“Vedomosti” in part or in full meets the truth, and the outflow of
the newspaper was thought. If the transaction to supply striking
military equipment for about 1 billion dollars from Russia to
Azerbaijan is really true, then why the Russian authorities go for
it. Apparently, there are some considerations, desire to make money,
to invest the amount received in its own military-industrial system
and modernization of the Russian army, as well as realization that
Azerbaijan can easily buy equivalent systems and military equipment
in the international market for $ 1 billion, which it does. It is
known to everybody and you also mentioned it in your question. Will
RF act wisely losing the possibility to retain levers of influence
over Baku (armature requires technical maintenance, spare parts,
ammunition, etc.) and the opportunity to earn good money and to use
earned money for its own army … Even if it deserves a predictable
stormy response in confederate Armenia, can such a transaction leave
the correlation of forces unchanged in the region? Armenia is a member
of the Collective Security Treaty Organization and confederate of RF
having security guarantees from them that are stipulated by specific
agreements, is interested in combat of the Russian army. If it is
done with neither Russian, nor Armenian funds, but Azerbaijani, maybe
in this case it will be advantageous to Armenia as well. Naturally,
in the case if Armenia’s security protection is implemented more
ideally, powerful and equipped with modern military equipment than
what is supplied to Azerbaijan on commercial basis. In fact, that’s
what happens. We may say that as a result the defense system of
Armenia is strengthening, including also with the Azerbaijani oil
dollars. In fact, we should not consider everything in the context
of Armenian-Azerbaijani relations, the potential dangers of safety
in Armenia are much broader, in relation to what is done and can
be done in southern borders of Armenia. – Mr. Krilov, Armenia and
Azerbaijan are in a no-war, no-peace situation. Does Russia, as an
OSCE Minsk Group co-chairing country, contribute to the resolution
of the Nagorno-Karabakh conflict, supplying weapons to both sides
in the conflict? – To prevent the new war and to maintain stability
in Nagorno-Karabakh conflict zone, it is essential to maintain such
balance of forces that will not allow any party of the conflict (even
though everyone knows that it actually the matter is about one party)
to reply on quick defeat of the opponent in a military way. If there
is still no war, and even under the conditions of stable tension its
prospective in the nearest future is not seen in the contact line, it
means that in our cruel and unjust world Russian policy is overcoming
this problem, it means that RF is in line with its role of OSCE MG
co-chair country. That does not mean at all that the Russian policy
is ideal, it may cause fundamental discontent in Armenia, in other
South Caucasus countries, with our Western counterparts, even in RF.
Nonetheless, this policy should be discussed in terms of modern
international and regional issues, in comparison with the policy that
is conducted by the other major powers in the neighboring regions:
the Middle East and North Africa. The acceptable ways and means to
resolve the problems over there, can they be an alternative for Armenia
to RF’s current policy and its confederate relations. Armenia is an
independent state, and it will answer that question. – Recently,
the Minister Energy and Natural Resources Armen Movsisyan meeting
with journalists confirmed that the Government of Armenia discusses
with “Gazprom” the issue of selling 20% of the Armenian share in
“ArmRusGasArd”. On the other hand, on the basis of gas prices rise can
we see the final processes in the EU-Armenia relations? Does Russian
side suggest change in gas prices in the result of seeking signing
of EU Association agreement, as many have mentioned these days? –
The formulation, “the question is under discussion” does not mean at
all that the issue has been settled, and that the decision to sell
the share is adopted. Gas prices have long been a topic of discussion
with the authorities of Armenia, adequate agreements have been reached
on the price increase, which has been postponed until the end of the
presidential elections in Armenia. All this took place earlier than
once “Final processes of Armenia-EU relations” theme became topical.
In practice, along with the importance of the Russian gas price for
Armenia the matter is about more important issue, about historical
choice of Armenia, which appeared in a difficult situation, between
two integration unions. From outer, in the world, the rules of the
game for Armenia are constantly changing. With the establishment
of the customs union, many rules will be changed in the post-Soviet
territory. By what rules of the game Armenia prefers to play, European
Union or Eurasia, depends just on it. It will be its own choice and
personal responsibility. The EU’s future development prospective
under the conditions of insurmountable crisis still is not clear.
Furthermore, it is not clear (if not more) the prospects of its
further expansion and the projects that are related to the post-Soviet
territory. It is difficult to assess the fates of such integration
projects, such as the Customs Union and the Eurasian Union. It is not
excluded that, despite widespread mistrust around them, these projects
have a historical perspective. The opposite is not excluded as well.
In the modern world it is difficult to keep the possibility to play
the game by two rules, the EU and Eurasia. It assumes just this slogan
sounded in Yerevan, “and – and” instead of “either-or”. Although in
the past some Armenian politicians were able to “walk in the rain
between streams” and stay dry. Will present political officials be

SURIK KHACHATRYAN HAS THREATENED AN ARF MEMBER THAT HIS WIFE WILL BE RAPED IN FRONT OF HIS EYES (VIDEO)

The former Mayor Samvel Harutyunyan told new information to
Aravot.am related to the life of the former Governor of Syunik
Surik Khachatryan. According to him, the former governor of Syunik,
the chairman of State University Management board in Goris, the
board member of the Republican Party, the head of Syunik regional
structure of the same party, the board member of YVU, the head of
regional organization of Syunik of the same Union, the President of
Syunik charitable foundation, co-chairman of volleyball federation
of Armenia, the President of the “Armenian warriors” NGO, the
Chairman of Patriotic Union of Syunik and Goris Surik Khachatryan
was operating with his gang in 90s, the gang has already 23 years of
history. “In the spring of 1990 Surik Khachatryan, who was convicted
and imprisoned for the past 4 crime and took his punishment almost in
all prisons of Armenia, also Azerbaijan, at the time in Shushi and
Baku prisons, presents in Goris and begins to direct the President
of Self-defense in Goris and the Board members … During that time,
instead of strengthening the defense of the border in Goris, just the
opposite is happening. and more than two dozen shepherds of almost all
bordering villages, also of “Avangard” farm in Goris regional center,
including Shinuhayr farm, and homeland defenders were dying, and about
5,000 cattle were captured…. In mid of October 1990 such a thing
happened in the village Khnatsakh, a few kilometers from the village,
at night, one of the best defenders of the village Yura and a shepherd
Vagharshak were killed, 1400 animals were captured. When my friends
and I arrived at the place of the incident, we saw that hardly the
Turk might come so close and make that crime. In our deep opinion,
the majority of those crimes were committed in Armenia by oh, gosh!
Armenians. On October 15, Vazgen Sargsyan together with Smbat Hakobyan
arrived in Goris and convened a meeting with fighters for freedom. At
the time, the official battalions were created. During that meeting
I asked whether people with criminal part must take a place in the
command staff of newly established battalion, Vazgen Sargsyan answered
‘no’, but some people who have been convicted in the past may also
participate as ordinary soldier for the defense of the homeland. Then
I asked whether it will be possible for residents of Goris to nominate
candidates for battalion commander, Vazgen Sargsyan gave his consent.
In 2 days, my friends and I initiated general meetings with the
residents of all bordering villages of Goris, which unanimously
recommended the enthusiast of battle, a member of ARF, combat squadron
commander Sos (Lerment) Sargsyan for the post of the battalion
commander. After that, when we were getting ready to leave the
positions, Surik Khachatryan deceptively and forcedly took me and Sos
to their private prison in Goris and kept us there for thirty days and
a few hours of torture. Nothing was left from Sos’s glorious beard,
they were pulling off his beard with nails. Then we were forced to
write where we got the weapons from, were forced to write that we
had taken the weapons from the ARF party, and so on … I concretely
wrote, “I serve with my weapon and with my friends and will continue
to serve for the liberation of the Armenians. After that, they wanted
to hang us at the Goris square, spreading false information that as
if my friend and I were selling weapons to Turks. Contrary to their
expectations, Goris people, especially the residents of Khnatsakh
and Vanatur villagers stood up, where we had participated a lot in
self-defense. This wrath in Khnatsakh was led by the ARF member,
Chairman of Goris Committee, 29 years old inhabitant, father of three
years old lonely child Armen Alexanyan… Three four days later
Surik Khachatryan together with some members of his gang abducted
Armen Alexanyan and his wife, he took them to a place, ties them and
demonstrates a degrading treatment, even threatened that his wife
will be raped in front of his eyes. They were demanding from them
to stop the fight and leave the ARF. Somehow getting rid of them,
Armen continues his fight. Three months later, in the result of the
election by the whole population of the village, Armen is elected as
a village mayor, some time later, when they go home to celebrate with
relatives, a village addict by the name Vahan enters the room and with
an automatic fire destroys many of the participants. Armen Alexanyan,
his sister, his wife, his mother, father-in-law, and three relatives
died, and 7 people were severely injured. After committing the crime
Vahan ran away to his home, changed dresses and came out to get onto
the waiting car to leave, but the crime committer was shot dead near
his house … An investigation was organized but a short time later
it was formulated that due to lack corpus deliciti, the criminal case
