RUSSIA-AZERBAIJAN WEAPONS DEAL INCREASES LIKELIHOOD OF RESUMPTION OF KARABAKH WAR – ARF DASHNAKTSUTYUN

YEREVAN. – The weapons deal between Russia and Azerbaijan increases
the chances of the resumption of war at the line of contact between
Azerbaijan and the Nagorno-Karabakh Republic.

Giro Manoyan, Director of the International Secretariat of Armenia’s
opposition ARF Dashnaktsutyun Party Yerevan Bureau and Head of the
Armenian Cause Yerevan Office, noted the aforesaid during a press
conference on Tuesday.

As per Manoyan, Russia’s selling of arms to Azerbaijan does not
conflict with Armenian-Russian contractual relations.

“But Russia’s demeanor is not what was expected of a strategic ally.

The specialists claim that this deal has not upset the balance between
the Armenian and Azerbaijani [armed] forces. In the meantime, providing
such aggressive weaponry to a country like Azerbaijan increases the
likelihood of war,” the ARF official noted.

According to the politician, the probability of war increases because
Azerbaijan’s temptation to change the situation increases.

Manoyan also noted that Russia pursued economic interests by
conducting this arms deal and, as a result, it also resolved the
issue of maintaining its influence in the region.

“But this should not be done at our expense. The Armenian authorities’
public response to this move was insufficient,” he said.

As per Giro Manoyan, Russia should sense that Armenia is dissatisfied
with such behavior.

La société française Proparco alloue 15 millions de $ à Ameriabank
pour soutenir les entreprises agricoles

La société financière française Proparco, qui encourage les
investissements privés dans les pays en développement, a signé un
accord de prêt de 15 millions de dollars à Ameriabank.

Les petites et moyennes entreprises agricoles seront financés dans le
cadre de l’accord.

Du côté arménien l’accord a été signé par le président Ameriabank
Artak Anesyan, du Français Jérôme Bertrand-Hardy, directeur des
investissements chez Proparco. L’Ambassadeur français en Arménie Henri
Reynaud était également présent à la cérémonie.

Bertrand Hardy a indiqué qu’en signant cet accord Proparco entre sur
le marché arménien pour la première fois. Les bénéficiaires seront les
entreprises agricoles car l’agriculture est un domaine prioritaire
pour l’entreprise, selon lui.

« Nous sommes très heureux que nous puissions contribuer à faire
avancé cette sphère en Arménie », a-t-il ajouté.

Bertrand Hardy a également noté qu’Ameriabank a été choisie comme
banque partenaire en raison de sa position sur le marché arménien, de
ses statistiques financières et de son expérience dans le prêt
agricole.

Il a exprimé l’espoir que sa société réussira à maintenir une
coopération à long terme avec Ameriabank et continuera à soutenir les
différents projets en Arménie.

Artak Anesyan, de son côté, a noté que les fonds seront destinés à
soutenir les petites et moyennes entreprises agricoles, les
transformateurs de produits agricoles et les exportateurs.

Le taux d’intérêt annuel dépendra des conditions du marché. Le crédit
sera accordé pour un maximum de huit ans.

misinformation hysteria.

The Press Secretary of the Constitutional Court of the Republic of
Armenia Hovhannes Papikyan reported to Armenpress that Aurelia
Grigoriu has not left Armenia with the Moldovan delegation. `Our
employees waited for Aurelia Grigoriu in front of the Ani Hotel with
two members of the delegation to accompany them to the airport.

But the Parliamentary Advocate of the Republic of Moldova did not
appear and approach the car, which would have taken them to the
airport. Not to be late for the flight, the two members of the
Moldovan delegation were accompanied by our employees to the
Airport, leaving another car for Aurelia Grigoriu at the hotel to take
her to the airport as well. But she never come out from the hotel’, –
said Hovhannes Papikyan.

As Armenpress was reported by the Ani Hotel, Aurelia Grigoriu left the
hotel today at noon. The employees of the hotel noted that no other
details are available.

Armenpress tried to get clarification on the issue from the Romanian
Embassy to the Republic of Armenia, but the telephone number of
neither the Embassy nor the Romanian Consul answered.

The deputy of the Republican Party of Armenia faction of the National
Assembly of the Republic of Armenia David Harutyunyan considers
the news spread by Azerbaijan to be fairy tales, in particular the
information that the Parliamentary Advocate of the Republic of Moldova
Aurelia Grigoriu was threatened in Armenia and was not allowed to
leave the country. David Harutyunyan stated to Armenpress: `I do not
ever comment on such fairy tales and legends’.

In the framework of the Armenia’s chairmanship at the Committee of
Ministers of the European Council, the Pan-European Conference
`The European Standards of Rule of Law and the Scope of Discretion of
Powers in the Member States of the Council of Europe’ was held on
July 3-4 at the National Assembly. The Conference was attended by
about 80 representatives from 32 countries and international
organizations.

During her report `The protection of human rights and security in
`frozen conflicts’ areas’, the Parliamentary Advocate of the Republic
of
Moldova Aurelia Grigoriu made a statement, which does not have any
connection to the reality. She announced that `Armenia occupied
20% of the Azerbaijan’s territory and the Khojalu Genocide was
implemented by the Armenians’. The Parliamentary Advocate of the
Republic of Moldova called Armenia `an aggressor country’.

Later it was found out that two weeks before coming to Yerevan, the
Parliamentary Advocate of the Republic of Moldova Aurelia Grigoriu
was in Baku. The Facebook photos and posts of Aurelia Grigoriu were
spread in the Internet, where the `incorruptible’ and `objective’
lawyer was expressing her love towards Azerbaijan. After the scandal
the photos and posts were operatively deleted from the Facebook
page of Aurelia Grigoriu.

More than 3,000 people participated in the annual pilgrimage to St.
Thaddeus Armenian Church in Iran, Tehran-based Armenian newspaper Alik
reported.

According to the newspaper, for 59 years in a row, in July, thousands
of Armenians have made a pilgrimage to St. Thaddeus Church in Iran’s
West Azerbaijan province.

Primate of the Armenian Diocese of Atrpatakan, Supreme Archimandrite
Grigor Chiftchyan conducted a service today at St. Thaddeus Church,
attended by representatives of Armenian Dioceses of Tehran and
Isfahan, the report said.

YEREVAN, JULY 6, ARMENPRESS: The Armenian delegation of the
International Pop Song Performers Contest “Slavianski Bazaar in
Vitebsk-2013” will leave for Vitebsk, Belarus, on July 7. At the
International Pop Song Performers Contest Armenia will be
presented by Vrezh Kirakosyan, an Armenian singer, who won the first
series (2010`2011) of the Armenian X-Factor series after
getting the top votes in the final broadcast live on the Armenian
Shant TV station on 15 May 2011 against rival finalist and
runner-up Srbuhi Sargsyan.

As reported by Armenpress, Vrezh Kirakosyan stated at the press
conference held on July 6 that he has done a big work to present
Armenia well at the Contest. The Armenian representative sings in the
classic style, but in accordance with the demands of the
International Pop Song Performers Contest, he will perform in pop style.

As stated by the Armenian delegate, on the first day of the Contest on
July 13 he will perform the song of the Polish composer
CzesÅ?aw Niemen accompanied by the local symphonic orchestra.

The Armenian song will be of Arthur Grigoryan.

`I am grateful to my teacher Nadezhda Sargsyan, who has been at my
side and helped me in any issue. She had to leave with me, but
because of some health problems Nadezhda would not be able to be
present at the Contest’, – said Vrezh Kirakosyan.

Vrezh Kirakosyan is grateful to the Acting Minister of Culture of the
Republic of Armenia Hasmik Poghosyan for the provided opportunity to
take part in the International Pop Song Performers Contest “Slavianski
Bazaar in Vitebsk-2013”.

Though the Armenian delegate is a lawyer by profession and graduated
from the Faculty of Law at the Gavar State University, he manages
to combine singing with his profession.

Currently Vrezh Kirakosyan is the deputy director of the Yerevan State
College of Culture and the director of a production company.
After the International Pop Song Performers Contest “Slavianski Bazaar
in Vitebsk-2013” Vrezh intends to shoot his first video and continue
the creative activity.

Liverpool target Henrikh Mkhitaryan is reportedly on the verge of
signing for Borussia Dortmund from Shakhtar Donetsk.

The Ukrainian side have accepted a £21.5m offer from the Bundesliga
outfit for the Armenian international, The Mirror claims.

Shakhtar manager Mircea Lucescu recently confirmed that he would allow
Mkhitaryan to leave for a club of Barcelona or Real Madrid’s calibre,
but is said to have advised him against a move to Anfield.

Dortmund secured Champions League football for the upcoming season,
finishing as runners-up in the Bundesliga behind Bayern Munich last
term.

Mkhitaryan scored 25 goals for Donetsk last season in the Ukrainian
Premier League.

Germany supports UN`s four resolutions on the Armenia-Azerbaijan
Nagorno-Karabakh conflict, German MP, member of the Foreign Affairs
Committee Hartwig Fischer has said, according to the European
Azerbaijan Society (TEAS).

The occupation of Nagorno-Karabakh by Armenia violates international
law as was stated on multiple occasions by the UN Security Council.

“The proclamation of the ‘Republic of Nagorno-Karabakh’ has never been
accepted by the International Community. Every state has the right to
restore its territorial integrity. Some 20% of Azerbaijani territory
has been occupied by the Armenian military forces. The people who have
been driven out of those territories or had to flee during the
military confrontations have the right to return to their homeland,”
Fischer said.

The German MP noted that the resettlement of the conflict between
Azerbaijan and Armenia has to be seen in the light of the regional
context.

“If the ceasefire between the countries does not turn into real peace,
the entire security and stability of the South Caucasus are under
threat. The highest priority lies in the implementation of the
resolutions of the UN Security Council. Therefore Armenia has to make
the first step and has to withdraw its Armed Forces from the occupied
territories,” Fischer said.

According to Fischer, recently, the conflict was aggravated by the
attempts to open the Khojaly airport for international air traffic.

“Armenia makes attempts to support its claims over Nagorno-Karabakh by
these actions which have rightfully been condemned as a threat to the
peace process by the Parliamentary Assembly of the Council of Europe,”
he added.

Any attempt to conceal Armenian Genocide will fail, as long as
Armenian state exists, said Armenia’s President Serzh Sargsyan in his
speech on Friday at the Second Pan-Armenian Forum of Lawyers in
Yerevan, Armenian News-NEWS.am reports.

`It is not accidental that Armenian lawyers are focused on the legal
issues concerning Armenian Genocide. You participate theoretically and
practically in the processes of its international recognition,’ said
President Sargsyan.

He stressed the importance of revealing the truth about the Armenian
Genocide of 1915 to all nations of the world and preventing the
recurrence of the dreadful crime prior to its 100th sad anniversary.

`The international recognition of Armenian Genocide, its denunciation
and elimination of its consequences will always be urgent. As long as
the Armenian state exists, any attempt to conceal this historic truth
will fail,’ stressed Armenian President. `This supreme crime against
humanity must be recognized and condemned once and for all. First of
all [it must be recognized and condemned] by Turkey itself.’

Over 100 renowned lawyers from Armenia, Nagorno Karabakh and Diaspora
participate in the Second Pan-Armenian Forum.

YEREVAN. – Along the lines of a 26 million credit agreement, the
French government will allocate 13 million for the repair of the full
route station of Armenia’s capital city Yerevan.

Yerevan Jur [Water] Company official Artak Malkhasyan told the
aforesaid to Armenian News-NEWS.am.

He informed that the collectors are repaired and the SCADA information
system is broadened and, as a result, it is now possible to track in
real time the condition of the primary points of the water supply
network.

To note, the aforesaid credit agreement was signed in May 2008. The
technical support is implemented, but the credit is not yet allocated.

`We stand ready to take part in the activities once all the matters
are resolved between the governments of Armenia and France, since the
borrower [of the credit] is the government [of Armenia],’ Malkhasyan
noted.

YEREVAN. – Armenian State Migration Agency Chief Gagik Yeganyan told
Haykakan Zhamanak daily that from now on the statistics on border
crossings to and from the country will be made public on a quarterly
basis, the daily reports.

`That is, the figures with respect to those leaving from and those
arriving in Armenia will no longer be publicized once a month. [But]
this decision should be seen not so much a surprise. The problem is
that the aforementioned statistics enables to form an idea about the
volumes and trends of emigration.

`And since emigration is increasingly gaining greater momentum [in
Armenia], it was decided to `shut’ this information as much as
possible and to lessen the frequency of the promulgations on the
volumes of emigration. It is not difficult to imagine the extent the
emigration [from the country] has reached,’ Haykakan Zhamanak writes.
