YEREVAN. – The Armenian society faces a serious threat to its
survival. How to subsist and whether or not to live in Armenia.

Political scientist, former presidential candidate Andreas Ghukasyan
stated the aforesaid during a press conference on Saturday.

As per Ghukasyan, the physical survival threat is escalating and the
capacity is exhausting among many in the country. The opposition
political forces, on the other hand, say nothing to the public as of
yet.

In his words, the country’s civil initiatives are forced to play this
role which the political opposition should play.

The political scientist added that Armenia’s oligarchs collaborate
with both Russia and the West, and this situation further strengthens
the positions of the criminal-oligarchic system in the country.

Experts say horticulture has development potential in Armenia

YEREVAN. – According to research carried out by experts, the vineyards
and the fruit and berry plantations are increasing in Armenia, and
this indicates the potential for the development of horticulture in
the country.

The fruit and berry plantations in Armenia grew by 53 percent and the
vineyards, by 33 percent in 2012, as compared to 2003. Such progress
is probably due to the development of the processing industry in the
country.

As per the businesses in this sector, horticulture in Armenia has
great potential for development in the next five years, too.

Nonetheless, the productivity level in this sector is still quite low
as compared with other countries in the region; this is primarily
explained by the present-day low level in using technologies in this
sector. It turns out that solely one-fifth of Armenia’s large farms
make use of any relevant technology.

The widely-known video of the Goris events was edited, Pastinfo news
agency’s correspondent was informed by the lawyer of Artak Budaghian
who is an accused person in the criminal case opened following the
June 1 incident near the house of the then governor of Syunik province
Suren Khachatrian in the city of Goris.

When asked if he has any grounds for such an assumption, the lawyer,
Hayk Alumian, said he has `solid grounds’ and he insists that the
video was edited. `You will become convinced yourself if you watch the
original,’ the lawyer noted.

It is noteworthy that in his interview with Tert.am, Military
Prosecutor Gevorg Kostanian stressed that at the moment neither
Alumian nor he or any investigator can assert whether the video was
edited or not, because the video is being examined by experts.

The military prosecutor also said that if the lawyer or any other
participant of judicial proceedings has such a video, then they can –
based on their right to defense – to submit it, also publicly, to the
preliminary investigation body. The authenticity of the video will be
established based on the results of a respective expert examination’.

Karabakh war veteran Shamir Sahakian went on a hunger strike in
Liberty Square of Yerevan. Sahakian was 16 years old when he fought in
the Aghdam battles, Aysor.am was informed by Karabakh war veteran,
retired Colonel Volodya Avetisian.

`We together with a group of azatamartiks (Karabakh war veterans) are
supporting Shamir by holding a 24-hour sit-in in the square,’
Avetisian said, adding that Shamir Sahakian participated in the war
voluntary and was disabled.

`Shamir is entitled to receive a house. The defense minister selected
a house for him. But the issue was delayed by red tape and now we are
told that azatamartiks will be given houses in 2018. Prior to that, he
and his two minor children will have to rent an apartment,’ Volodya
Avetisian explained, adding that the sit-in will probably last until
July 17.

`The date, by which the prime minister promised to deal with our
problems, expires on July 17. We are going to meet with the prime
minister on that day and then we will decide what to do next,’
Avetisian noted.

TEHRAN — Iranian films `Last Winter’ and `Parviz’ have been honored
with prizes at the 10th Golden Apricot International Film Festival in
Yerevan, Armenia.

The winners were announced during a closing ceremony at the National
Academic Theater of Opera and Ballet on Saturday.

`Parviz’ directed by Majid Barzegar won the Silver Apricot, the
runner-up award.

`Parviz’ is about a man in his fifties who has lived his entire life
in his father’s home and has never held a job. His quiet routine
suddenly comes apart when his father decides to remarry and tells him
to move out.

`Last Winter’ directed by Salem Salavati won the FIPRESCI Award at the
festival.

The award is presented by the International Federation of Film Critics
(Fédération Internationale de la Presse Cinématographique).

`Last Winter’ is about a former mayor who still feels responsible for
the depopulated village he once served. Many of his neighbors have
left since they dammed the valley, and he takes care of their
property.

His cheerful wife Baji, on the other hand, spends her time
embroidering, although her eyes aren’t so good, and sometimes she
reads a letter from their son Barzan, sent while he was serving in the
military years before.

`Circles’ by Serbian filmmaker Srdan Golubovic won the Golden Apricot
Award of the festival.

ARMENIAN, AZERBAIJANI FMS MEET

Armenian Foreign Minister Edward Nalbandian and his Azerbaijani
counterpart Elmar Mammadyarov were set to meet in Vienna on July 12.

“Nalbandian will also meet with the co-chairpersons of the Minsk
group of the Organization for Security and Cooperation in Europe
[OSCE] on the settlement of the Karabakh,” Armenian Foreign Ministry
spokesman Tigran Balaian said.

The last meeting of the ministers took place in May. Armenia and
Azerbaijan are locked in a long-running conflict over the disputed
region of Nagorno-Karabakh, where they fought a war in the 1990s.

India, July 11 — Residents of Sumerpur in Rajasthan’s Pali district
are opposing plans by the Turkish government to set up a World War
I memorial for 149 soldiers whose graves are lying unattended for
decades in the Indian state.

“This area is dominated by Rajputs who were famous for their valour.

The Rajputs participated in both the World Wars. There is no example of
any Rajput war memorial in any other country so why are they allowing
a memorial for foreign soldiers in our town. We will oppose it tooth
and nail,” said Nahar Singh, 72, a retired soldier.

Local businessman Ramesh Bohra, 42, said, “We suspect unwarranted
activities and unwanted visitors due to the proposed memorial. That
is why we are protesting against it.”

The BJP, too, has cashed in on the local opposition.

“These graves have been lying idle for decades and now suddenly
interest has been increasing in its historical aspects. We are opposing
the plan as making a war memorial for soldiers in another sovereign
country is not right for national pride of India,” Mahendra Bohra,
district president of BJP in Pali said.

The 149 soldiers, whose graves are in Pali, of were taken prisoners
in WW-I by British forces and sent to different prison camps including
one at Sumerpur in Rajasthan.

“This place has a historical importance because of which many
historians are nowadays visiting the place. We had bought this to the
notice of Turkish embassy and they are keen to build a war memorial
there. They have got the permission from government of India and
we would now facilitate them to build the memorial and upkeep it,”
Bina Kak, Rajasthan’s minister for tourism said.

The 1917 Reports on British Prison Camps in India and Burma by Anon
says that the Turkish POW camp at Sumerpur was situated on a large
plain bordered by rocky hills and intersected by a river that dried up
in the heat. At one point of time during the War, the camp held 3,366
prisoners, mostly Mesopotamian Arabs, Christians and Armenians. Most of
the Armenian prisoners were from Mardin, situated south east in Turkey.

District authorities say that they will cooperate whenever approached
by the embassy of Turkey. “The ministry of external affairs (MEA)
has given permission to the Turkey government for building a memorial
for their soldiers. But they have not started work till now. Few of
the locals are protesting against it but there is no law and order
situation, ” Ambrish Kumar, Pali district collector said.

[Correspondent] Do you agree that the Russia-Azerbaijan deal on the
sales of about one-billion-dollar worth weapons does not threaten
to upset the balance of forces in the region? Russia is following
the developments closely and will not allow for the violation of the
balance of forces to the detriment of the Armenian side?

[Atanesyan] I am not a military expert but I do not agree with those
Armenian political and military experts who say that the balance
[of forces] will not be upset because of that. It is one thing
when we speak about general criteria and quite another when we see a
concrete move, as a result of which the opponent [Azerbaijan] acquires
ultra-modern offensive weapons and military equipment of Russian make.

I tend to think that the Russian side was guided by its business
interests. However, in that case it is unclear what the expression
means. Does it mean Russia is watching Azerbaijan getting armed?

Weapons sale deal Russia’s “gift” to Azeri leader ahead of vote

It is certainly a matter of the relations between two sovereign states
– Russia and Azerbaijan. However, here a question emerges. Why is
this being discussed now despite the fact that the deal was concluded
in 2012 and its provisions have not been fulfilled yet? Judging from
Azerbaijani press reports, the weapons have not been supplied yet.

[Correspondent] Do you have an answer to this question?

[Atanesyan] I believe it is Russia’s “gift” to Ilham Aliyev.

Azerbaijan is on the threshold of [the presidential] election and the
Russian side provides a political cart blanche to the Azerbaijani
president through publicising this deal or allowing Azerbaijan to
publicise it – in order that Aliyev is portrayed as an influential
political figure, who is ready to settle the Karabakh issue in a
military way.

It is up to diplomats to discuss whether this is a message to the
Armenian sides as well [Armenia and Karabakh] – a message that
Azerbaijan may use weapons.

[Correspondent] There is an opinion that the Russian side does this to
hinder Armenia’s European integration process – warning Armenia that,
mildly speaking, it does not approve of the forthcoming signing of
the association agreement with the EU.

[Atanesyan] If that logic were behind Russia’s moves, it would not
be selling weapons to Azerbaijan at all. Yesterday, rather high
level meetings and discussions were held as part of the visit of
the US assistant secretary of defence in Baku. As far as I know, the
female official [US Deputy Assistant Secretary of Defence for Russia,
Ukraine and Eurasia Ms. Evelyn N. Farkas] was received by Aliyev.

Moreover, it was announced a few days ago that the Sah Daniz [Shah
Deniz] consortium finally selected the trans-Adriatic pipeline for
exports of natural gas from the Caspian basin. This is a serious
competitive challenge for [Russia’s gas supply company] Gazprom,
which is the monopolist in the European gas market.

At this point it is appropriate to recall the words of the Russian
poet: “You cannot understand Russia with your mind.”

[Correspondent] Do you agree that everything was clear with Azerbaijan
anyway, and Russia did not pin any special hopes on Azerbaijan,
whereas in the case of “losing” Armenia Russia may lose its last
loyal ally in the South Caucasus.

[Atanesyan] I said in this respect that this could have been Russia’s
message to the Armenian sides.

However, I do not know how fair it is. I understand that this statement
may sound politically naive but the factor of honesty and gallantry
should be present in relations between Russia and Armenia.

In this regard Russia’s move [selling weapons to Azerbaijan] is not
understandable. This deal seems very dubious to me.

Russia cannot control use of weapons it sold to Azerbaijan

[Correspondent] Some experts mention, as a “mitigating circumstance”,
that Azerbaijan would purchase those weapons anyway and that we should
be happy that out strategic ally [Russia], as a supplier country,
has the opportunity to control the arms race.

[Atanesyan] I do not agree with this opinion. How can Russia control?

Could it, let us say, potentially use T-90 tanks during hostilities?

[Could it exercise control] by means of a remote control? Is Azerbaijan
a fool to buy weapons and military equipment to the tune of one
billion dollars not to be able to use it?

If this is about mechanisms of political restraint, then Russia as
a co-chair country in the OSCE Minsk Group already has levers to
restrain Azerbaijan.

However, the most efficient lever of political restraint would be
not selling weapons to the side of the conflict which permanently
threatens the two other sides with resumption of hostilities.

Russia’s “policy of double standards”

[Correspondent] Moreover, the Russian president at one point deplored
the fact that Georgia was getting armaments, saying that supply of
weapons to a conflict zone is a crime.

[Atanesyan] Under the circumstances, it is probably appropriate to
use the expression, Quod licet Jovi non licet bovi .[Latin for what is
allowed for Jupiter, is not allowed for a bull – reference to double
standards policy].

However, this does not fit into healthy logics. Anyway, weapons are
not jewellery and Aliyev did not spend one billion dollars to buy
jewellery for his wife. If the deal was about jewellery one could
say easily that this deal was business.

However, when offensive military equipment is sold, especially in
the quantity which breaks all limits set for Azerbaijan under the
[Treaty on Conventional Weapons in Europe], it only remains to guess
the purpose behind this move.

Russia seeking to maintain influence in region

[Correspondent] The possibility of the resumption of hostilities
is seriously discussed by Russian politicians and experts. They say
that Azerbaijan is getting ready for a war. Do you think the risk of
resumption of hostilities has increased?

[Atanesyan] If we put aside our national pre-disposition towards Russia
– essentially the last possibility for Russia to maintain influence
in the Caucasus and, especially, South Caucasus, is a force majeure.

Unfortunately, since it became independent, Russia has failed to
manage separatist sentiments in the North Caucasus or to propose its
close neighbours such models of development which may be acceptable
and appealing to all sides.

As a nuclear superpower Russia seeks to maintain zones of influence
and the only way to solve the matter is through a force majeure.

The five-day war in 2008 [Russian-Georgian war] was a vivid example
of that. Unfortunately, the Russian-Azerbaijani military-technical
cooperation fits into this context.

Armenia to withstand challenges through national consensus on Karabakh,
security

[Correspondent] What should Armenia do in order to counteract these
threats?

[Atanesyan] I do not want to portray the situation as tragic, but it
is necessary to make more pragmatic decisions and counteract potential
challenges in a practical and efficient way.

This may be done, in the first place, through modernization [as given]
of the domestic situation in Armenia and Nagornyy Karabakh and the
reaching of a national consensus on most important issues, such as
security and the Karabakh settlement.

Another way, is, of course, the declaration of the political
perspective of searching alternatives or orienting oneself towards
an alternative in the political field [as given].

This may become an important counterbalance, a serious external
political resource for withstanding threats.

problems as well. The discussions continue, and cadre changes are

WORLD AND EUROPEAN CHAMPION TURKISH WRESTLER MIGHT BE PUNISHED FOR INSULTING ARMENIANS

YEREVAN, JULY 12, ARMENPRESS: The world and European champion Turkish
wrestler, the Olympic bronze medalist Rıza Kayaalp, competing in the
120 kg division of Greco-Roman wrestling, who insulted the Armenians,
might be seriously punished.

As reported by Armenpress, this was published by the Turkish Radikal
Periodical.

The International Olympic Committee (IOC) has got applications to
punish Rıza Kayaalp. The International Federation of Associated
Wrestling Styles (FILA) as well has got complaints against the
Turkish wrestler.

During the anti-governmental actions held in the Gezi Park of Taksim
Square Rıza Kayaalp published in his Twitter page: “You left the
square to the Armenians. Let Allah punish the protestingrobbers”, “The
Armenian people celebrate, thinking that they have occupied the Taksim
Square and can easily insult Turkey”, “Betrayers of the Motherland”.
