IMPORT OF RUSSIAN NATURAL GAS TO ARMENIA IN THE FIRST HALF FELL BY 7.2% TO 945 MILLION CUBIC METERS

YEREVAN, July 19. / ARKA /. The import of Russian natural gas to
Armenia in the first half of the year fell by 7.2% year-on-year to
945 million cubic meters, ArmRosGazprom national gas distributing
company said today. It said sales of Russian gas in the reporting
period dropped by 2.2 percent to 825.7 million cubic meters.

Compared to last year’s first half, natural gas consumption by energy
sector slashed by 15.4% to 84.8 million cubic meters. Household
consumption decreased by 10% to 300.7 million cubic meters and other
consumers’ consumption fell by 5.8% to 97.7 million cubic meters.

In the first half of this year sales of natural gas to the industry
increased by 13.6%, sales to liquefied gas stations rose by 10.7%
to 135.4 million and 207 million cubic meters respectively.

ArmRosGazprom is the sole supplier and distributor of Russian natural
gas. The company was founded in 1997; its shareholders are Gazprom

YEREVAN, JULY 19 ARMENPRESS: Many members of Egypt’s ancient Christian
minority fear Mursi’s Muslim Brotherhood will not give up power so
easily, rpeorts Armenpress referring to Reuters.

Neither is the Coptic Christian community under any illusion that
the army’s installation of an interim government devoid of Islamists
spells the end to its long-standing grievances, such as difficulties
in getting state jobs, equality before the law and securing permits
to build churches.

Communal tensions and attacks on Christians and churches rose sharply
under Mursi, Egypt’s first freelyelected president. Many Copts, who
make up about a tenth of Egypt’s 84 million people, left the country
where their ancestors settled in the earliest years of Christianity –
several centuries before the arrival of Islam.

Islamists are staging a vigil at a Cairo mosque and regular protests
to demand Mursi’s reinstatement, and it is dawning on Christians
that they could yet return to power when elections are held under a
military plan to restore democracy.

Some might even resort to force, they fear. Islamists have killed at
least five Copts since Mursi’s overthrow, according to the Egyptian
Initiative for Personal Rights, a rights group.

“It’s an improvement that Mursi is gone but I am still not entirely
relaxed,” said Roman Gouda, visiting with a friend the Egypt’s biggest
Cathedral in the Cairo district of Abbasiya.

“I am worried because the Brotherhood keep protesting,” said his
friend Amir Habib.

Habib was one of hundreds of Christian youths at the gated cathedral
in April when fighting broke out between Copts and Islamists, who
threw petrol bombs and fired birdshot from neighboring houses into
the compound. The Interior Ministry blamed Christians for starting
the trouble by torching cars.

Security is tight at the cathedral, which houses the Pope’s seat,
theological institutes, tailors for religious vestments and a nuns’
home. Only one gate is open for the public, manned by security guards
and policemen. Few worshippers come as many want to keep a low profile,
a church official said.

During Mursi’s presidency, Pope Tawadros said he felt Christians were
sidelined, ignored and neglected by the Brotherhood-led authorities.

Copts were emigrating “because they fear the new regime”, he said.

Moscow within the next few days. During a talk with the correspondent
of Aysor.am, Harutyunian’s daughter, Lilit Harutyunian, refuted the
information that her father’s lawyers advised them against coming to
Moscow because their security cannot be guaranteed.

In her words, they have so far failed to get into touch with Hrachia
Harutyunian, but he has received the clothing and food sent to him.

H. Harutyunian is charged in the July 13 deadly crash near the Russian
city of Podolsk. The crash left 18 people dead.

Yet his spokesman refuted that information.

The prime minister is not the only high-ranking official and member of
the ruling party to be treated abroad. All officials, starting from the
president, prefer European clinics where they can receive efficient

Still a few months ago Gagik Minasyan, a senior lawmaker affiliated
with the ruling Republican Party of Armenia, hinted that the choice of
Armenia between the European and Eurasian Unions will largely depend
on what they have to offer on Karabakh.

European Union Commissioner for Enlargement and Neighborhood Policy
Stefan Fule, who visited Armenia earlier this month, did not answer
this question, but said that he advised the Armenian authorities to
disclose the text of the Association Agreement with the EU. Although
the agreement is to be initialed already in November, the public in
Armenia is not yet familiar with its text and, accordingly, the EU
position on Karabakh.

Will Karabakh, a de-facto part of Armenia, also become a member of
the Association with the EU? Will the EU demand setting up outposts
on the border with the NKR thus isolating Karabakh? Or the EU still
insists on the resolution of the conflict based on the so-called Madrid
principles involving territorial concessions on the part of Karabakh?

These questions have no answers, but, judging by the fact that the
EU does not set forth conditions on Karabakh publicly, apparently
a political decision has been made to include Karabakh in the
Association program – as part of a policy of regional integration
without a political settlement of the conflict.

A few years ago when the project of Eastern Partnership had just
started, it consisted of six countries, including Armenia and
Azerbaijan. A year ago Azerbaijan was eliminated from the number of
countries with which the EU plans to sign an Association Agreement in
November. It led experts to suggest that Azerbaijan did not agree with
the EU demands regarding Karabakh and does not intend to participate
in the integration policy without a political settlement.

Reports appeared in the Armenian press recently suggesting that the
Russia-led Customs Union’s offer is not as favorable for Armenia in
terms of Karabakh as the EU’s and, therefore, Armenia has chosen the
path of European integration. Russia, analysts say, would like to gain
a foothold in Karabakh militarily by introducing Collective Security
Treaty Organization peacekeepers there. But Armenia opposes this move.

Relations between Armenia and Russia have been going downward on
the eve of the EU Eastern Partnership summit in Vilnius. After the
road accident at Podolsk, Russia, where an Armenian truck driver was
responsible for 18 deaths, a new wave of discontent rose in Armenia
in connection with the degrading treatment of the Armenian suspect.

Even protests were held in front of Russian diplomatic missions
in Yerevan and Gyumri. The Russian Embassy in Yerevan, meanwhile,
issued a statement, claiming that it was an attempt by some political
forces to undermine Russian-Armenian relations. Opinions have been
voiced in Armenia that anti-Russian sentiment, if not encouraged,
then, at least, not obstructed by Armenian authorities now.

At the Eastern Partnership summit in Chisinau, Moldova, on July 11,
Armenian President Serzh Sargsyan spoke not of Karabakh, but of
Turkey. He said that Armenia’s accession to the EU Customs Union
(which is part of association) is meaningless if Turkey, a member of
the Union, continues to keep its border with Armenia closed.

Apparently, the EU is trying to persuade Turkey to open its border with
Armenia. Perhaps Turkish Foreign Minister Ahmet Davutoglu’s unexpected
visit to Baku on July 18 was connected with this development. Although
the top Turkish diplomat made a number of tough statements on Karabakh
and relations with Armenia, he did not say explicitly that Turkey
will not open its border with Armenia.

El Ministerio de Educación y Cultura creará el `Museo del Genocidio
Armenio’, un espacio de `educación, reflexión y memoria de dicho
pueblo’, y que estará abierto a todas las comunidades, donde se
tratarán temas como el racismo, la xenofobia, los derechos humanos, la
tolerancia y la paz.

n el lanzamiento del proyecto participaron el Educación y Cultura,
Ricardo Ehrlich; el subsecretario, Oscar Gómez; el coordinador del
Sistema Nacional de Museos, Javier Royer; el embajador de la República
de Armenia, Vahagn Melikian, y el arzobispo de la iglesia Armenia en
Uruguay, Hakob Kelendjian.

El Ministerio de Educación y Cultura ofreció la vieja casa de José
Enrique Rodó, en la calle Treinta y Tres, la que deberá ser
reacondicionada para este proyecto.

Según afirmaron las autoridades de gobierno, el museo será una
muestra de `fortaleza y de construcción de toda la ciudadanía, y no
sólo del pueblo armenio-uruguayo’.

`Será un lugar para la construcción cotidiana de los valores del
respeto por el otro, en pos de la tolerancia en la diversidad y en la
igualdad de los derechos’.

En tal sentido, Ehrlich dijo: `todo dolor que afecte la dignidad
humana nos concierne. No podemos ser ajenos’.

Genocidio

El genocidio armenio fue la deportación forzosa y exterminio de un
millón y medio de personas por el gobierno turco-otomano entre 1915 y
1923.

Se caracterizó por la utilización de marchas forzadas en las
deportaciones, en condiciones extremas, que generalmente llevaban a la
muerte a muchos de los deportados.

La fecha del comienzo del genocidio se conmemora el 24 de abril de
1915, el día en que las autoridades otomanas detuvieron a 235
intelectuales armenios que eran líderes de la comunidad armenia en
Estambul.

Uruguay fue el primer país que reconoció este genocidio, al cumplirse
los 50 años de este hecho, en 1965, declarando el 24 de abril como el
Día de los Mártires Armenios.

Karabakh official comments on Turkish, Azeri FMs’ remarks on peace talks

Nagornyy Karabakh president’s press secretary Davit Babayan has given
an interview to the Armenian Hayots Ashkharh newspaper, commenting on
the recent remarks by Turkish Foreign Minister Ahmet Davutoglu and his
Azerbaijani counterpart Elmar Mammadyarov made at their joint news
conference, where they expressed dissatisfaction with the mediation of
the OSCE Minsk Group in the Karabakh-Azerbaijan conflict. In addition,
Turkey expressed full support for Azerbaijan’s position in the peace
talks.

Babayan said that Azerbaijan’s position in the talks was very much
concentrated on territorial issues. He added that Azerbaijan was now
circulating the notion of “West Azerbaijan”, implying the whole of
Armenia under the term, thus defying Armenia’s territorial integrity.

“The Azerbaijani side takes every opportunity to announce that the
current Republic of Armenia was also created on ‘Azerbaijani’
territories, pushing ahead the notion of so-called ‘West Azerbaijan,'”
Babayan said adding: “In these circumstances, it is really difficult
to imagine how we could arrive at a comprehensive solution”.

Babayan also opined that keeping the current status-quo could also be
a sort of solution, as it provided an opportunity to establish
regional stability, while changes could be dangerous. “Why should we
break fragile regional stability and include new elements in the
[peace] process, which could blow up the situation?” Babayan said.

He also expressed scepticism about prospects of a prompt peaceful
resolution to the conflict due to Azerbaijani President Ilham Aliyev’s
legitimacy problems. “Unfortunately, I think that in the coming five
years, [Azerbaijan’s] rhetoric will grow harder, because, Aliyev,
albeit he could ensure legal grounds for being re-elected for a third
term, still has serious legitimacy problems,” Babayan said.

Commenting on Turkish Foreign Minister Ahmet Davutoglu’s remarks that
the OSCE Minsk Group has become inefficient and that Turkey supported
Azerbaijan in the Nagornyy Karabakh conflict, Babayan said that the
statements were linked to domestic problems that the ruling elite was
trying to smother with the help of pan-Turkic ideology.

“After Erdogan’s coming to power, radical changes took place in
Turkey. The role of the Army decreased and the ruling elite is anxious
about the Arab spring expanding to Turkey. In order to show that they
are adequate to society, they boost nationalism, promoting pan-Turkic
ideas,” Babayan said, adding that he expected that Turkey would harden
its position on the Karabakh issue.
