SAN BERNARDINO — A larger-than-life clay likeness of slain sheriff’s
Detective Jeremiah MacKay stood in an artist’s studio here on
Wednesday, awaiting a trip to a San Diego foundry to be cast in bronze.

The memorial sculpture is the creation of Khachik Khachatouryan,
a sculptor whose works are on view in the Huntington Library in San
Marino and the Rock and Roll Hall of Fame in Cleveland, among other
well-known venues.

The 8.5-foot bronze statue of MacKay pays tribute to the 1995 Rim of
the World High School graduate and Redlands resident who was killed
Feb. 12 in a gunfight near Barton Flats with rogue ex-Los Angeles
police Officer Christopher Dorner.

The sculpture will stand on a 4-foot granite pedestal in a grassy
area of Lake Arrowhead Village, near a plaque dedicated to MacKay’s
grandmother, Audrey MacKay, a dedicated community member.

The area will be known as MacKay Corner.

Khachatouryan said he has worked on the sculpture more than 16 hours
a day for two months.

“I give my time,” he said. “He gave his life.”

The sculpture of the 35-year-old MacKay will capture him wearing a
sheriff deputy’s uniform, a badge and a Scottish beret, which he wore
when he played the bagpipes with the Inland Empire Emerald Society.

His right hand is placed on his heart, representing his sacrifice,
and the other outstretched hand represents giving to the community.

The dove that will rest on the granite base stands for peace and
life, according to the artist, who said, “It is important for me to
capture his soul, his essence. I do not want to make him an empty,
hollow sculpture. I want his big heart and personality to show.”

The sculpture is 30 percent larger than real life.

Although there is no charge for the artist’s commission, materials
and forging of the bronze are expected to cost about $25,000, an
amount that has been donated by the philanthropic Berger Foundation.

A Lake Arrowhead resident, Khachatouryan came to the United States
from Armenia in 1989.

His mother, Elizabeth, who was visiting the studio, said that ever
since Khachik was a little boy, people have raved about his talent.

“Khachik has been sculpting nearly 40 years and drawing since he was
2 years,” she said.

Sheriff’s Capt. Rick Ells said MacKay worked for him out of the San
Bernardino office and as a detective out of the Lake Arrowhead office.

“About three months ago, I was at a fundraiser for the MacKay family
and a gentleman approached me and said he knew of a local sculptor
who wanted to do a sculpture of Jeremiah, and I said that would be
wonderful. I think it’s fantastic how it turned out and how quickly
it was accomplished. He worked long days to get it done,” Ells said.

Khachatouryan has an exhibit titled “Stainless Steel Succulents,”
consisting of 10-foot-high pieces, at the Huntington Library.

“With the volume of visitors the Huntington has, it is an honor,”
Khachatouryan said.

LONDON, Aug 9 (IFR) – The Republic of Armenia, rated Baa2 by Moody’s
and BB- by Fitch, has hired Deutsche Bank, HSBC and JP Morgan to lead
the issue of its debut US dollar-denominated Eurobond, according to
the country’s finance ministry.

” government approved finance minister’s proposal about an agreement
with lead-managers to issue Eurobonds. Three companies – Deutsche Bank,
HSBC and JP Morgan have been selected as lead-managers of the issue,”
the finance ministry said in a statement on its website.

In May, Prime Minister Tigran Sarksyan said the sovereign plans to
raise USD500m through its first Eurobond sometime this year.

It plans to use the proceeds to repay the country’s USD500m debt to
Russia, which it received in 2009 to help it through the financial

The Armenian government has approved plans to issue the country’s
first sovereign Eurobond, and has given the go ahead to the finance
ministry to sign a contract with bankers.

At a meeting on August 8, the Armenian cabinet backed a proposal from
Finance Minister Davit Sargsyan to sign a contract with Deutsche Bank,
HSBC, and J.P. Morgan Securities. The trio has already been selected
as chief underwriters for the issue, according to a statement published
on the finance ministry’s website.

Prime Minister Tigran Sargsyan announced in May that Yerevan planned
to issue a $500m sovereign Eurobond by the end of this year. The
government hopes that the debut bond will establish a benchmark to
help private Armenian companies tap international capital markets at
better rates.

The issue will also help Armenia find an alternative to development
funding, with most international financial institutions no longer
viewing it as a low income country. “This is a new page in our economic
policy, and not only in the management of public finances. We create
opportunity for the private sector to attract cheaper funds from the
financial markets,” Sargsyan said on May 16.

deposits are estimated to cost more than $16.3 billion, Hrachia
Avakian, a leading specialist from the Institute of Economics of the
National Academy of Sciences, said to a news conference today

He said the projected cost of these resources is about $24.7 billion.

According to him, Armenia has eight proven deposits of gold, the
largest being in Sotk.

Avakian also said that there are six proven fields with gold and
polymetallic reserves which can be developed for another 300 years,
producing each year 1,800 tons of copper, 5,300 tones of lead,
7,300 tons of zinc, 670 kg of gold, 70 tons of silver, 2,300 tons
of cadmium, 11 tons of bismuth, 18 tons of selenium and many other
metals, as well as several thousand tons of sulfur and iron.

“The cost of proven gold and polymetallic reserves in Armenia exceeds $

YEREVAN – ONEArmenia, a non-profit crowdfunding platform, which has
been functioning for less than a year, has successfully funded their
third crowdfunding project, closing a $6,305 round of funding to
bring clean water to the village of Karotan in the Kashatagh region
in Nagorno Karabakh.

The project, in partnership with Tufenkian Foundation, was originally
launched in January of this year and was able to raise 65% of its
$22,193 funding goal. After receiving a $3,000 donation in the interim,
ONEArmenia was ready to round out the remaining $5,532 but surpassed
that goal by $773 in just 3 short weeks.

Every penny raised will go towards the creation of a drinking and
irrigation water supply of a well to provide fresh water to Karotan
and its surrounding villages. From the cost of building materials to

page. With ONEArmenia’s commitment to transparency and accountability,
they will keep everyone in the loop with progress reports from start
to finish.

The campaign also gained support from the Armenian Youth Federation of
Canada, who organized a fundraiser at their most recent event. “Access
to clean water is fundamental in so many ways,” said Ani Elgudzhyan,
member of the AYF Vancouver Chapter. “We are happy to bring together
the Armenian community of Vancouver for this important cause.”

ONEArmenia is currently in talks with the Tufenkian Foundation on
how to use the extra money in a sustainable way.

with Sahman Development Project to build greenhouses in the village

semble imperatif d’elever une nouvelle protestation contre ces actes
ignominieux que le gouvernement a non seulement toleres, mais encore
encourages ouvertement – d’autant plus que, cette fois, des chretiens
appartenant a d’autres races et a d’autres confessions ont parfois
partage le meme sort. Outre cela, les autorites avaient commence,
a peu près au meme moment, a expulser les habitants armeniens
de differentes localites des environs d’Izmit (Nicomedie) – donc
a proximite immediate de la capitale -, soi-disant parce qu’ils
avaient l’intention de preter main-forte aux Russes pour debarquer
sur l’embouchure du Sakaria. Cet incident a suscite une très vive
inquietude dans la population armenienne de Constantinople et le bruit
a couru que, lorsque les fetes du baïram, qui commencent aujourd’hui,
seraient terminees, tous les Armeniens de la capitale seraient eux
aussi expulses. etant donne le nombre d’Armeniens qui resident ici
(80 000 au bas mot), une telle mesure non seulement aurait cause
de graves perturbations dans l’activite economique et commerciale,
mais aurait mis serieusement en danger la vie et les biens de la
population non musulmane, etrangers compris.

C’est pourquoi j’ai remis a la Sublime Porte, le 11 août, le memorandum
dont copie jointe. Talaat Bey, qui l’a recu en l’absence du grand
vizir, a promis de faire tout ce qu’il pourrait et m’a assure que
les Armeniens de Constantinople ne seraient pas deportes.

Le president de la Chambre, Halil Bey, qui n’apprecie apparemment
pas la facon dont le gouvernement agit vis-a-vis des Armeniens, m’a
affirme que le gouvernement n’approuvait pas les massacres et autres
atrocites, mais qu’il n’avait pas toujours ete en mesure de mettre
un frein aux dechaînements de la masse ; de plus, les autorites
subalternes auraient commis, elles aussi, un certain nombre de
maladresses dans l’execution de l’ordre de deportation.

Pour completer le tableau de la situation, il faut encore dire que
la population turque de l’interieur a très souvent le sentiment que
le gouvernement allemand approuve l’extermination des Armeniens et,
meme, qu’il en est carrement l’instigateur. C’est pourquoi j’ai donne
des instructions aux consuls imperiaux d’Anatolie, les enjoignant de
refuter categoriquement ces affirmations compromettantes que meme des
officiers, des ecclesiastiques et des personnalites de la meilleure
societe soutiennent publiquement. Je me permets de soumettre ce cas a
l’appreciation de Votre Excellence et de lui demander s’il ne serait
pas opportun de faire paraître en temps utile dans la presse allemande
un avis precisant que nous sommes absolument etrangers aux mesures
coercitives prises par le gouvernement turc contre les Armeniens,
et que, par consequent, nous n’avons aucune responsabilite dans tous
ces excès, que nous ne pouvons que desavouer et deplorer.

Enfin, parallèlement aux demarches que nous entreprenons ici, il
serait souhaitable d’attirer l’attention du nouvel ambassadeur ottoman
a Berlin sur les consequences que pourrait avoir la politique de son

Par son memorandum du 4 Juillet l’Ambassade d’Allemagne a eu
l’honneur de faire connaître a la Sublime Porte la manière de voir du
Gouvernement Imperial Allemand au sujet de l’expatriation des habitants
armeniens des provinces anatoliennes, et d’attirer son attention sur
le fait que cette mesure avait ete accompagnee en plusieurs endroits
par des actes de violence, tels que massacres et pillages, qui ne
pouvaient pas etre justifies par le but que le Gouvernement Imperial
Ottoman poursuivait.

L’Ambassade d’Allemagne regrette de devoir constater que, d’après les
renseignements qu’elle a recus depuis lors de sources impartiales et
dignes de foi, les incidents de ce genre, au lieu d’etre empeches
par les autorites locales, ont regulièrement suivi l’expulsion
des Armeniens, de sorte que la plupart d’eux ont peri avant meme
d’arriver au lieu de leur destination. Ce sont surtout les provinces
de Trebizonde, de Diyarbakir et d’Erzeroum où ces faits sont signales
; en certains endroits, comme a Mardin, tous les Chretiens sans
distinction de race ou de confession ont subi le meme sort.

En meme temps le Gouvernement Imperial Ottoman a cru devoir etendre
la mesure d’expatriation aux autres provinces de l’Asie Mineure,
et tout dernièrement les villages armeniens des districts d’Izmit a
proximite de la capitale ont ete evacues de leurs habitants dans des
conditions semblables.

En presence de ces evenements l’Ambassade d’Allemagne, par ordre de
son Gouvernement, est obligee de protester encore une fois contre
ces actes d’horreur et de decliner toute responsabilite quant aux
consequences qui pourraient en resulter. Elle se voit forcee a attirer
l’attention du Gouvernement Ottoman sur ce point d’autant plus que
l’opinion publique est deja portee a croire que l’Allemagne en sa
qualite de puissance amie et alliee de la Turquie aurait approuve ou
meme inspire ces actions de violence.

Despite Iran’s sizeable Azeri population, and their shared Shi’a faith,
bilateral relations remain fraught.

as a critical voting bloc in Iranian elections.

Ethnic Azeris in Iran may receive less fanfare than the Iranian Kurds,
yet they play an increasingly important role in Iran’s political
process. Not only is Supreme Leader Ayatollah Ali Khamenei of Azeri
descent, but Azeris have emerged as a critical voting bloc in Iranian
presidential elections. Indeed, Iran’s two most recent presidents,
Hassan Rouhani and Mahmoud Ahmadinejad, have both garnered strong
support from Iran’s Azeri provinces, winning East and West Azerbaijan,
along with Ardabil and Zanjan.

Azeris are descendants of the Oghuz Turks who migrated to the Caucasus
Mountains and northwestern Iran in the 11th century from Central Asia.

During this time, many areas of the Persian Empire experienced an
influx of Turkish immigrants. Although many of Iran’s inhabitants
remained Persian, others adopted the Turkic language. As such, there
is a good deal of cultural overlap between the Iranian Azeris and
their Persian countrymen. While both are Shi’a, Azeris in Iran tend
to be more secular; a trait shared with Azeris living in the Republic
of Azerbaijan. Although intermarriage and a fluid border have made
precise counting difficult, Azeris are believed to comprise just
under a third of Iran’s population.

Despite Iran’s sizeable Azeri population-and indeed, in part because
of it- Iran’s relationship with neighboring Azerbaijan has been
fraught since Azerbaijan gained independence from the Soviet Union
in 1991. Shortly after the Republic of Azerbaijan was established,
its first President Abulfaz Elchibey called for unifying Azerbaijani
Iran with the new Republic. Iran’s President at the time, Akbar Hashemi
Rafsanjani, was less than thrilled by this gesture and feared that it
could sew dissention and secessionism within Iran’s borders. Relations
weren’t helped by Elchibey’s pro-Turkey bent and vehement secularism.

Thus, Tehran has struggled to woo Baku since its formation. Despite
being the first country to establish full diplomatic relations with
the Republic of Azerbaijan, repeated attempts to solidify working
relations have been thwarted. Multiple points of contention cause Baku
to balk at the kind of relationship Tehran is so keen to establish.

For instance, Baku detests Iran’s treatment of its Azeri population
and remains bitter over Tehran’s decision to align with Armenia in
the Nagorno-Karabakh War.

Partly as a result, Azerbaijan has always maintained ties to Iran’s
regional rival Israel, and this appear to be increasing. In February
of 2012, for instance, Azerbaijan signed a US$1.6 billion defense
deal with Israel, which included provisions for Baku to purchase
intelligence hardware, air defense systems, and unmanned aerial
vehicles from Israel. While this substantial arms purchase is not an
immediate threat to Iran, it underscores just how much Azerbaijan is
aligning with Israel. One of Iran’s top priorities in dealing with
Azerbaijan is to undercut its relationship with Israel, especially
amid reports that Azerbaijan has granted Israel access to an airfield
near the Iranian border.

Another factor hindering ties between Iran and Azerbaijan is
the extensive smuggling networks inside Iran. Azerbaijan has been
especially sensitive to the narcotics entering its borders via Iran,
although this is likely conducted by non-state actors. Moreover, as
international sanctions against Tehran have tightened, the lure of
untold profits has resulted in many Iranian state actors-particularly
the Islamic Revolutionary Guard Corps- expanding their black market
smuggling activities.

The Iran-Armenia and Azeri-Israeli relationships show the foundation
of such political alliances to be purely pragmatic. From a strictly
sectarian standpoint, Iran and Azerbaijan’s shared Shi’a ties would
make them close allies. Yet Iran has backed a Christian nation against
Azerbaijan, while the latter has cozied up to Israel. In a neighborhood
where it is impossible to keep your enemies closer than your friends,
the Supreme Leader’s Azeri blood may not be enough to establish a
lasting detente between Iran and its looming neighbor to the north.

COMMISSION LETS CITY COUNCIL DECIDE ON LOCATION OF MONUMENT COMMEMORATING ARMENIAN GENOCIDE

Although the Pasadena Parks and Recreation Commission unanimously
voted to accept the design of a monument honoring victims of the
Armenian Genocide, it left the final decision of where the memorial
should be placed up to the City Council.

The commission backed off from making a decision after a handful of
local residents voiced opposition to putting the memorial – designed
by 26-year-old Art Center College of Design student Catherine Menard –
in Memorial Park, located on the northeastern edge of Old Pasadena.

Prior to the meeting, opponents of the plan met briefly with City
Manager Michael Beck to express their concerns.

The council is expected to take up the matter on Sept. 9.

“We received a couple of emails and comments,” said Beck, who appeared
not to be swayed by the arguments. “We did look at other parks.

Ultimately, from a staff perspective, we still think Memorial Park
is the best location, but we are taking one more look to see what
other locations might exist.”

In letters and during the public comment portion of last week’s
meeting, opponents said they were against using the park because it
has traditionally been used to honor American war veterans. Located on
the corner of North Raymond Avenue and Walnut Street, Memorial Park
contains tributes to local residents that lost their lives fighting
in the Civil War and Vietnam. The Vietnam War memorial was a project
started by Paparian, a former US Marine, while he was on the City
Council in the late 1990s. That memorial was first placed in Central
Park, south of Colorado Boulevard, between South Fair Oaks and Raymond
avenues, but was later reinstalled at Memorial Park.

The roughly five-acre park also contains the Levitt Pavilion
amphitheater, which attracts hundreds of people during the summer
when concerts are held there.

Paparian, who chairs of the Pasadena Genocide Memorial Committee
(PASAGMC), which commissioned Menard’s design, did not return phone
calls seeking comment for this story.

According to Parks and Recreation Commission Member Donabed Donabedian,
a quarter of the 16 people who spoke at the meeting opposed the use
of the Memorial Park. The remaining dozen speakers at the meeting
were for the idea.

One person against the plan was Old Pasadena businesswoman Debbie
Meymarian.

“My grandparents were all genocide survivors and I couldn’t be more
proud of my family or my heritage,” Meymarian wrote to the commission.

“However, I think that the placement of the proposed memorial in
Memorial Park is perhaps short-sited and misguided. All of the
commemorations in the park have to do with United States servicemen
and women. What is to keep another ethnic group in this city from
wanting a memorial to their ancestors in Memorial Park?

Where does it stop? Surely, there is a more appropriate place to
honor our ancestors.”

Emina Darakjy, a longtime resident and a member of the city’s Urban
Forestry Advisory Committee, also opposes using Memorial Park as a
location for the memorial. Darakjy’s husband’s grandparents escaped
to the United States after witnessing the murder of several family
members during the Armenian Genocide.

“I like the design,” Darakjy wrote in an email. “I think the monument
should be built. However, I do not think the monument should be
erected in a park that has become a sacred ground for memorials for
US servicemen and women who gave the ultimate sacrifice defending
our nation. Besides the Vietnam memorial and the Union soldier
commemorating the Civil War, the perimeter of the park has banners
honoring the Pasadena servicemen who lost their lives during the
Iraq War.”

Darakjy said another major concern is the size of the park, which
she said is too cramped.

“The site is too small for such a monument, which will draw thousands
of people every April 24, a day of remembrance for the Armenian
community, when stores and restaurants close,” stated Darakjy. “Are
we going to have to close down Walnut, Holly and Raymond streets
every April 24 to accommodate the crowds?”

The Armenian Genocide Memorial is expected to be unveiled April 24,
2015. The memorial’s circular design features a 16-foot-tall tripod
at its center. From the apex of the three beams will fall a single
drop of water every 21 seconds, totaling 1.5 million drops – tears –
a year for each of the victims of the government-sponsored atrocity,
considered the first genocide of the 20th century.

“We are certainly sensitive to the feeling that the park is not the
right location,” said former Pasadena Police Chief Bernard Melekian,
a member of the PASAGMC. “But it is equally important to note we have
gone through the entire city process and the memorial fits the use of
what was intended for the park. We’re comfortable with that part of it
and a number of Armenian veterans, myself and Bill Paparian included,
are going to speak to why we think it is important to put it there. We
are memorializing one of the defining events in the 20th century.”

Since the US Census does not classify Armenian as a race and many
Armenians register as white, it is difficult to estimate how many
Armenians live in Pasadena. However, according to church membership
rolls, there are about 20,000 Armenian Americans living locally.

Neighboring Glendale has the highest percentage of residents of
Armenian descent in the United States. That city commemorates the
genocide every year on April 24 in front of City Hall with a resolution
acknowledging the Great Crime, which began in 1915 and ended in 1923,
killing 1.5 million Armenians, who had been hanged, poisoned, drowned

Turkish Ottoman Empire. The Pasadena City Council has been issuing
an annual proclamation commemorating the Armenian Genocide on April
24 for more than 30 years.

Along with the Jewish Holocaust and the enslavement of African
Americans, it remains one of the darkest episodes in human history,
and one which the Turkish government denies to this day.

Turkish Deputy Consul General Arif Celik voiced his opposition to
the project on an Aug. 9 visit to Pasadena Deputy City Manager Julie
Gutierrez.

Congressman Adam Schiff (D-Burbank) renewed his longstanding calls
this year for the United States to formally acknowledge the genocide.

During the 2008 election, then-candidate Barack Obama promised that
he would recognize the genocide if elected, but later went back on
his word.

“I urge you to acknowledge the Armenian Genocide in your statement this
year, to call genocide genocide and to stand with the ever-dwindling
number of survivors, as well as the descendants of those who were lost,
and who must otherwise continue to suffer the indignity, injury and
pain of denial,” wrote Schiff in a letter to the president.

Meanwhile, members of the Armenian Community Coalition (ACC) an
alternative group led by former City Council candidate Chris Chahanian,
which broke off from the PASAGMC, presented the city with an update
on its separate plans for a memorial.

“It was a meet and greet,” said Pasadena Public Information Officer
William Boyer. “They wanted to update us with their plans. So far,
nothing has been submitted.”

* Due to incorrect information provided by a Park and Recreation
Commissioner, the Weekly reported that the commission voted against
placing the monument in Memorial Park. The commissioners suggested
that the city look for an alternative site, but voted to allow the
City Council to make the final decision.

Martirosyan (AM). According to the abstract* posted by the World
Intellectual Property Organization: “The invention concerns metal-air
battery cell for the use in electrically rechargeable batteries. More
particularly, the invention relates to battery cell with alkaline
aqueous electrolyte, comprising a first reversible electrode and an
air electrode forming a first galvanic cell, wherein said battery cell
comprises also a second reversible electrode (i) forming a second
