Le champion Olympique d’haltérophilie, Israël Militossian compte une
nouvelle médaille. A l’occasion de son 45ème anniversaire, fut remise
à Israël Militossian la médaille d’or du Ministère des Sports. Une
médaille pour « services exceptionnels » au sport arménien. Israël
Militossian, champion du monde et champion d’Europe sous les couleurs
de l’URSS avait remporté une médaille d’argent aux J.O. de Séoul
(1988) pour l’URSS et le titre Olympique aux J.O. de Barcelone (1992)
pour le compte de la C.E.I. (Communauté des Etats Indépendants).

Azerbaijani Terrorist Killed In Syria

AZERBAIJANI TERRORIST KILLED IN SYRIA

YEREVAN, AUGUST 24, ARMENPRESS. Resident of Kohna Khachmaz village
of the Khachmaz region in Azerbaijan Taleh Sahibshah oglu Hajiyev was
killed in Syria. As reports “Armenpress” citing lent.az news website,
according to the countrymen Taleh Hajiyev was killed while fighting
against the Syrian governmental forces together with the mujahideen
terrorists.

Previously the Azerbaijani media reported about the terrorist groups
of the Azerbaijani citizens fighting with the opposition against the
governmental forces supporting the President of Syria Bashar alAssad.

Among other things it was stated that more than 30 Azerbaijani
mujahideens were killed in the aforesaid clashes.

Armenian Defense Ministry Launches Criminal Proceedings On Border In

ARMENIAN DEFENSE MINISTRY LAUNCHES CRIMINAL PROCEEDINGS ON BORDER INCIDENT

YEREVAN. – Armenian Defense Ministry’s investigation department
has opened a criminal case in connection with an incident on
Armenia-Azerbaijan border, spokesperson Meri Sargsyan told Armenian
News-NEWS.am.

The criminal case was opened on charges of “murder committed in a way
dangerous for the life of many people and out of motives of national,
race or religious hate”.

As reported earlier, servicemen of N military unit Norair Petrosyan
and Arthur Asoyan, both being wounded, were found in a post on Friday.

The soldiers were taken to Agarak hospital where Norair Petrosyan
died. The incident was registered in the morning near Agarak on the
border between Armenia and Azerbaijan.

Turkish Media Made Armenians Target Of Hatred

YEREVAN, AUGUST 23, ARMENPRESS: Hrant Dink Foundation has released its
quarterly report on “Hate Speech in Media and Discriminatory Discourse”
for the January – April 2013 period.

While an increase has been observed in the amount of hate speech
content, the report revealed that hate speech targeted less groups.

Columnists marked as the biggest hate speech makers in Turkey. As
reported by Armenpress, quoting the Turkish independent news website
bianet.org, consisting of 53 pages, the report has two sections. While
the first section (Hate Speech in Print Media) covered extensively on
content targeting religious and ethnical groups as well as women, LGBTs
and other disadvantaged groups, the second section (Discriminatory
Discourse in Print Media) covered extensively on BDP and HDK’s Black
Sea Region through 4 national and 2 local newspapers. According to
the report:

* Compared to the same period in 2012, a slight rise has been
observed in the amount of hate speech. According to the report,
the distribution of hate speech cases in 2012 was listed as follows:
First quarter (114), Second quarter (101) and Third quarter (97). In
the first quarter of 2013, 104 hate speech cases were observed.

* Even though the number of hate speech articles has been on the
rise, a slight fall was observed regarding the number of targeted
groups. Out of 17 groups who were targeted in 2013, some were not
targeted more than once. 12 groups, on the other hand, have been
targeted more than once.

* 3 groups have been subjected to hate speech due to ethic
background. Other targeted groups included religious background (6),
national identity (4).

* The majority of hate speech content appeared on national
newspapers. Out of 104 hate speech cases, 94 (90 percent) appeared
in the national media on 13 different national publications and 10
(9.61 percent) appeared in local newspapers.

* Similarly with previous terms, it appeared that most hate speech
cases were observed in columns. The distribution of different types
of material with hate speech included: columns (74), news articles
(27), book review (1). Under “Media Archive” category, 2 publications
were cited.

* Hate speech was mostly observed in the following national
newspapers: Milli Gazete (21 publications, 20.19 percent), Ortadogu
(19 publications, 18.26 publications), Yeni Akit (13 publications, 12.5
percent), Yeni Mesaj (11 publications, 10.57 percent), Yeni Cag (11
publications, 10.57 percent) and Anayurt (5 publications, 4.8 percent).

* The groups that attracted most hate speech included Armenians,
Jewish and Christians. As a primary or secondary figure, Greeks and
Kurds have also been subjected to hate speech.

* Hate speech cases took a dive among persons and institutions
compared to national, ethnic, religious groups. However, a rise has
been observed concerning hate speech toward pro-Kurdish BDP. It was
also observed that hate speech on Kurds have risen dramatically. BDP’s
trip to Black Sea Region marked as the most targeted event.

* The number of hate speech content cases among local media took a dive
as well. However, the report cited: “Considering the incidents and the
effect of coverage during BDP’s trip to Black Sea Region, it can be
said that the low numbers can do not point out a significant quality.

* 12 hate speech cases have been observed towards LGBT and women. The
distribution of types of material included columnists (2), news
articles (9), letter to the editor (1).

* No changes have been observed regarding the words used to
describe homosexuality. It was depicted with words like “perverted”,
“deviant”. The report also reached the following conclusion on the
case: “It could be said that hate speech towards LGBTs and women have
found an easier way to sneak into news discourse.” (EA/BM)

L’ensemble de la presse du 23 juillet couvre la journee de la presse
nationale d’Azerbaïdjan ainsi que la participation du president Ilham
Aliyev a la ceremonie de l’ouverture du nouveau bâtiment construit
pour les journalistes. ” Le gouvernement azerbaidjanais continuera
a soutenir les journalistes et la liberte de la parole existe en
Azerbaïdjan. ” a souligne le president.

Rustam Ibrahimbekov, president du conseil national des forces
democratiques se rendra a Bakou le 31 juillet, ecrit a la une ”
Zerkalo “. M. Ibrahimbekov a rendu son passeport russe, ainsi le
candidat de l’opposition aux elections presidentielles ne rencontrera

La presse fait largement etat d’un accident avec un enfant de deux
ans dans une piscine du centre de loisirs de Nabran a la suite duquel
il a perdu ses deux jambes. Pendant les deux premiers jours cette
information a fait l’objet de nombreuses discussions sur les reseaux
sociaux. La defaillance de la pompe de la piscine etait a l’origine de
cet accident. Les responsables du centre ont disparu. Les utilisateurs
des reseaux sociaux ont lance une campagne de collecte d’argent pour
le traitement medical de ce garcon. Emin Agalarov, chanteur, homme
d’affaires et gendre du president azerbaïdjanais a egalement contribue
financièrement. Le ministère de la culture et du tourisme a annule
la licence d’exploitation du centre de loisirs de Nabran. 23. 07.2013

Relations internationales

Le president de la Republique d’Azerbaïdjan M. Ilham Aliyev a recu
les ambassadeurs et les responsables des missions diplomatiques des
pays musulmans en Azerbaïdjan a l’occasion du Ramadan.

Le president Ilham Aliyev a signe un decret sur l’octroi de deux
millions de manats pour des travaux de reconstruction et d’amenagement
de Siyazan.

La presse d’opposition et ” Zerkalo ” du 20 juillet rendent compte de
la manifestation tenue par l’equipe du journal ” Azadlig ” contre la
maison d’imprimerie Qasid pour ne pas avoir paye la somme d’argent
qu’elle devait au journal. Selon le journal Azadlig ” Qasid ” lui
doit 40 mille manats.

Le programme de la visite pour le 26 juillet de Philippe Lefort,
representant special de l’UE pour le Caucase du Sud et la crise
en Georgie a ete rendu public. Les entretiens avec Ilham Aliyev,
president d’Azerbaïdjan, ainsi qu’avec Elmar Mammedyarov, ministre
des Affaires etrangères d’Azerbaïdjan et Ali Hassanov, chef du Comite

well that if any positive step is taken towards the resolution of
Karabakh problem, this could be the end of their power, Ali Hasanov,
Deputy Prime Minister, Chairman of the State Committee for Work with
Refugees and IDPs told journalists, APA reports.

He said that unless Armenia becomes independent, the fact of occupation
will be protracted by its supporters: “Because they came to power over
these problems and are keeping their powers basing on this conflict.

Hasanov also commented on the statement of Armenian President Serzh
Sargsyan on the upcoming presidential elections in Azerbaijan: “I
consider that on the contrary Sargsyan wants to gain the confidence of
Armenians by taking advantage of Ilham Aliyev trump because Armenian
people and politicians underline and assess the recent activities of
Ilham Aliyev and use them against their authorities.

Ali Hasanov said that injustice continues in the solution of the
conflict: “It is very interesting that those who have not fulfilled
the decisions of the international organizations are being supported.

No one bothers Armenia. But the state or president, who is implementing
the decisions of international organizations, is working in favor of
the people’s interests and improving living conditions of the country
day by day, is not supported. We are facing such kind of injustice.

The Prime Minister positively estimated the visit of Russian President
Vladimir Putin to Azerbaijan: “It is good that the Russian president
highly appreciates the activities of the Azerbaijani President and
state. You know, the national leader Heydar Aliyev said that the
key to the resolution of the conflict is in the hands of Russia. We
consider that it is still the same. We assume and hope when Vladimir
Putin sees Azerbaijan’s development, attitude to the Russian people
here, some changes will happen and the solution of this conflict
will be activated. We know unambiguously that the President will
absolutely solve the conflict, just as he has achieved the development
of Azerbaijan.

by International Law.

It is not understandable why this 20-year-old existing requirement
for the withdrawal of Armenian soldiers is still not implemented.

Moreover, the peace negotiations initiated by the OSCE are repeatedly
stalled,” said Corina Cretu, MEP while replying to a survey on the
Armenian-Azerbaijani conflict over Nagorno-Karabakh from The European
Azerbaijan Society (TEAS).

TEAS told APA that MEP said the Armenian people must live within their
legitimate boundaries of International Law: “This regards above all
the refugees who had to leave their home towns and wait for return
till today. The territory of Azerbaijan must be fully restored. This
entitlement is rightfully claimed by Azerbaijan.

The European Union Enlargement Commissioner Stefan Fule had in a
speech on the beginning of May in Baku stated the interest of the EU
to further strengthens the relationship with Azerbaijan, in addition
to the Eastern Partnership. The Azerbaijani- European cooperation
has very promising future perspectives that should be courageously
used by both sides. For this to happen more stability and security
in the Southern Caucasus is needed. Thus a permanent solution for
the Nagorno-Karabakh question is needed.

The European interest is a peaceful and secure Southern Caucasus
region, which converges with the structures of the European Union.

Therefore the accession treaties are being negotiated. Stefan Fule
said in Baku that the Eastern Partnership should strengthen the ties
between the Azerbaijani people and the European peoples. A stable
political environment is a necessary condition for this. However,
the conflict over Nagorno-Karabakh produces exactly the opposite. It
brings a high escalation potential. In this sense the EU must perceive
its role in the peace negotiations stronger than before.”

On August 26 – 28, 2013 the 10th session of Belarus-Armenia
Intergovernmental Committee on Trade and Economic Cooperation will
take place in Erevan.

The Belarusian part of the committee will be headed by Mr.Mikhail
Amelianovich, Minister of Forestry, the Armenian – by Mr.Vahram
Avanesyan, Minister of Economy. The Belarusian delegation will
include the representatives of the Ministry of Forestry, Ministry of
Foreign Affairs, Ministry of Agriculture and Food, Ministry of Energy,
Ministry of Finance.

During the session the parties will consider the issues of Belarusian
agricultural technical equipment deliveries to Armenia, the development
of industrial cooperation, interregional interaction, legal framework,
humanitarian cooperation.

During the visit to Erevan the members of the Belarusian delegation
will hold meetings in the Ministries of Economy, Agriculture and
Energy of Armenia
