There is no response yet from Brussels but one thing is clear: Armenia
will retain ties with the European Union; the world has not collapsed,
political scientist Alexander Markarov told reporters in Yerevan in
commenting on Armenia’s decision to join the Customs Union.

The format of relations with the EU is the question now, he added.

Political scientist Sergey Minasyan, for his part, said that Europe
was aware that Armenia seriously negotiates with Russia trying to
find some ways so as not to lose the two vectors.

“There can be an opinion that Armenia was pressured to take that
step, but I think they will understand that Armenia’s move was due
to security interests,” Minasyan said.

L’Armenie a annonce mardi son intention de rejoindre l’Union douanière
dominee par la Russie, son principal allie, un projet soutenu par
le president russe Vladimir Poutine qui milite pour une integration
toujours plus etroite des pays de l’ex-URSS. Cette annonce a ete faite
lors d’une visite a Moscou du president armenien Serge Sarkissian.

“Le president armenien Serge Sarkissian a fait part de la decision
de l’Armenie d’entrer dans l’Union douanière et de prendre toutes
les mesures necessaires pour cela, puis de participer a la formation
d’une union economique eurasiatique”, ont rapporte les agences russes
citant une declaration commune signee par les deux dirigeants.

L’Union douanière, pour l’heure composee de la Russie, du Belarus et
du Kazakhstan, doit en effet selon les projets de Moscou deboucher
sur une Union economique eurasiatique.

“Le president russe Vladimir Poutine a soutenu la decision de l’Armenie
et assure que la Russie ferait tout son possible pour faciliter ce
processus”, est-il ajoute dans la declaration.

Lors de la rencontre, M. Poutine a annonce que la compagnie de chemin
de fer russes RZD prevoyait d’investir 15 milliards de roubles (341
millions d’euros) dans le developpement du reseau ferre armenien,
selon l’agence Interfax.

Il a aussi indique que l’entreprise publique Rosatom allait cooperer
avec les experts armeniens pour prolonger jusqu’a 2026 la duree
d’exploitation de la centrale nucleaire de ce petit pays enclave
du Caucase.

Dans un discours poste sur son site, Serge Sarkissian a pour sa part
explique que sa ” decision est rationnelle “, etant donne l’adhesion
de l’Armenie a l’Organisation du Traite de securite collective,
une alliance militaire dirigee par la Russie. ” J’ai deja dit a
plusieurs reprises que lorsque vous faites partie d’ un système de
securite militaire, il est impossible et inefficace de vous isoler
de l’espace economique lui correspondant , ” a-t-il declare.

” Cette decision n’est pas un abandon de notre dialogue avec les
structures europeennes “, a ajoute le leader armenien. Il a indique
que son gouvernement demeure determine a mettre en oeuvre les ”
reformes institutionnelles ” recherchees par ces structures, mais il
ne fait aucune mention de l’accord d’association prevue avec l’UE.

La Russie a multiplie les tentatives pour accroître l’integration
des ex-republiques sovietiques depuis la disparition de l’URSS en 1991.

M. Poutine avait qualifie en 2005 l’explosion de l’Union sovietique
(1991) de “plus grande catastrophe geopolitique” du XXème siècle.

Representatives of some political parties in Armenia have already
reacted to the Tuesday announcement of the government’s decision for
the country to join the Russia-led Customs Union.

Of them, so far only representatives of the opposition Heritage Party
have pronounced categorically against the prospect.

In a joint statement with Russian President Vladimir Putin following
their talks in Moscow on Tuesday Armenian President Serzh Sargsyan
announced that Armenia has decided to join the Customs Union and
later participate in the formation of the Eurasian Economic Union, a
Russia-led economic integration project at this moment also involving
Belarus and Kazakhstan.

Heritage Party representative Stepan Safaryan believes that “the
unexpected announcement of the intent to join the Customs Union not
only jeopardizes Armenia’s independence (as no one is so naive as to
believe that the Eurasian Economic Union is a purely economic and
not a geopolitical project), but also deprives Armenia of its best
prospect of entering European markets and space, and, furthermore,
of the possibility of having a more sustainable and democratic state.”

“And it is Russia and not Armenia that will gain from the big
geopolitical game. Economically, Armenia will not gain anything more
than it can get from Russia today,” added Safaryan.

Meanwhile, Eduard Sharmazanov, the spokesman for the ruling Republican
Party of Armenia (RPA), says that Armenia continues to remain committed
to European integration and deepening strategic relations with Russia
and joining the Customs Union does not mean that Armenia gives up
its dialogue with European structures.

The RPA’s former coalition partner, Prosperous Armenia (PAP), still
refrains from expressing its formal position on the development,
even though in the past the party appeared to favor Armenia’s move
towards the Customs Union. The party’s spokesman, MP Tigran Urikhanyan
says the PAP will express its official position only after having
relevant discussions.

The decision to join the Customs Union was taken with great enthusiasm
by one of its ardent advocates in Armenia, the Constitutional Rights
Union party (CRU). Its chairman Hayk Babukhanyan is a deputy elected
on the RPA proportional list and is a member of the RPA parliament
faction at present. The CRU believes that this decision meets Armenia’s
best state and national interests.

“In the Eurasian Union Armenia not only will maintain its security
system, but will also be able to develop its economy, culture, and
preserve national identity, will keep away from alien elements,
anti-national manifestations and impositions. The platform of
Eurasian civilization is closer and more understandable to us,”
says Babakhanyan.

The opposition Armenian National Congress (ANC) and the Armenian
Revolutionary Federation (ARF) have not expressed their official
positions on the matter yet. Member of the ANC faction, chairwoman
of the Social-Democratic Hunchak Party Lyudmila Sargsyan (no relation
to the president) only said that cooperation with Russia needs to be
expanded in all areas, but before making the decision on joining the
Customs Union the issue should have been discussed with the people
and the country’s political forces.

Armenia’s former foreign minister, opposition figure Alexander
Arzumanyan told RFE/RL’s Armenian Service that the decision is
“totally unacceptable” for Armenia. He said President Sargsyan owes
an explanation when he returns to Armenia.

Meanwhile, a new Facebook group opposed to Armenia’s joining the
Customs Union has been created. It called on all people who are against
the move to converge for a protest in Baghramyan Avenue in Yerevan
(where the Presidential Palace is situated) on Wednesday afternoon.

Question: “What time is it when it’s Armenian time?”

Answer: “Well past the hour of punctuality.”

As a conscientious Armenian, I like to be on time. I like to see
events begin on time. As a journalist, I’ve always been raised in a
punctual world – by the clock.

This business about “hurry up and wait” may fit well with the military
but not in my world. With some of us, the trouble with being prompt
is that nobody’s there to appreciate it.

There’s another drawback. Those who don’t keep proper time look at me
as if I were some sort of oddball. They think I never have anything
to do.

If I show up for a 10 o’clock Badarak, I’m in close company with the
Der Hayr, one or two deacons and a soloist. One benefit, if you’re a
people watcher, is getting to see all those who straggle into church
at odd times.

Another is finding a parking place close to the door. I can’t for
the life of me figure why anyone would come traipsing through the
door 10 minutes before the service ends.

And because I love to punch a clock, I waste a lot of time waiting
for others to arrive. For that reason, I have a wife who hates to be
the first one there.

“No sense in getting there on time,” she’ll maintain. “No one else
will be there.”

At church, you can always count your blessings. If you have none to
count, you can always count the lights in a chandelier or better yet,
read the bible.

Of course, it doesn’t help when the service goes two hours and people
get restless. You might catch them having a coffee on religious time.

At parties, early arrivals can enjoy first helpings at the onion dip
and get a jump on the other appetizers. As a patron of promptness,
you can always be the first to leave because you were the first to
arrive, especially if the evening is a bore.

I’m willing to bet that in most Armenian homes, there is usually one
spouse who maintains a prompt attitude and another who enjoys being
fashionably late. How did this trend start, you may ask?

I have no idea but I can tell you my grandmother spoke of Armenian
time with a snicker. She often told me my grandfather would be late for
his own funeral. As to my parents, dad was a stickler for punctuality
while mom was the dallying sort.

I certainly inherited his genes and usually end up having an anxiety
attack whenever we’re to step out for the evening. I’ve been known
to inform my other half that the concert is slated to begin at 7:30,
when in actuality it was 8 o’clock.

That way, I could breathe a sigh of relief knowing we’d be 15 minutes
early as opposed to 15 minutes late.

I’ve even taken the liberty to secretly move the clocks back a half
hour to erase any doubt of a last-minute frenzy.

“We’re running late,” I’ll proclaim. “Let’s get moving.”

“Goodness, where did the time go all of a sudden?” she’ll gasp.

“I’ll only be a minute.”

Make that another half hour Armenian time.

Both my sons are punctual to an extreme. I cannot say the same for
a daughter who, I’m afraid, has lost all concept of time. She has
written every sequel to Armenian time.

“Better late than never,” is her favorite adage. “Don’t get me
stressed out.”

I believe it’s a case of how we manage our time. If we take an hour
to read the Sunday paper over a lumberjack’s breakfast and manicure
our nails, there’s no way the average Armenian can make a 10 o’clock
Badarak, unless they get up at 5 a.m.

The last four Armenian events I’ve attended were late in starting.

Had you attended the Kohar Symphony concert Nov. 3, you would have
gotten my drift.

People were taking their seats well after the start which was delayed
15 minutes for that very reason – to get people seated in time.

Perhaps we can take a lesson from American time. It waits for no man –
Armenian or not. Try being 15 minutes late for an attorney. The clock
is usually running and doesn’t hesitate when there’s a fee involved.

After all is said and done, Armenian punctually is a virtue –
especially if you want to avoid meeting people. We may be late
on occasion but at least we’re reliable. And it usually gets you
an apology.

Un groupe d’etudiants a accueilli la nouvelle annee scolaire en
dehors des auditoriums, en face de leurs institutions respectifs
d’enseignement superieur, pour protester contre les frais de scolarite
plus eleves.

Les etudiants de l’universite d’Etat d’Erevan qui ont boycotte les
cours, se sont rassembles devant le bâtiment principal et ont ete
rejoints par des etudiants du Conservatoire d’Etat Komitas d’Erevan
appellant les autres etudiants a suivre leur exemple.

” Nous allons emmene ce mouvement vers la ligne d’arrivee victorieuse,
et si tout le monde soutient les etudiants, nous allons certainement
gagner ” a dit Harutyun Lazarian, etudiant de deuxième annee au
Departement des relations internationales, qui a ete arrete lors de
la manifestation. La police a explique que l’etudiant avait recu
plusieurs avertissements afin de ne pas utiliser un haut-parleur,
cependant, il a rejete l’injonction des policiers.

Le syndicat des etudiants Nikol Aghbalyan du Parti Revolutionnaire
Armenienne a organise une marche de protestation de l’Universite
d’Etat d’ingenierie d’Armenie (SEUA) vers le bâtiment du gouvernement,
exigeant du pouvoir de prendre des mesures et que la decision sur
l’augmentation des frais de scolarite soit annulee.

Plusieurs grandes universites d’Armenie, parmi elles l’YSU, l’YSEU,
L’Universite d’Architecture et de la Construction, le Conservatoire,
l’Universite de la Cinematographie et du Theâtre on annonce en
mai leur intention d’augmenter les frais de scolarite pour l’annee
universitaire 2013-2014.

En particulier, les etudiants de l’universite d’Etat d’Erevan devront
payer de 20000 a 100000 drams (50 $ – 240 $) des frais annuels
plus eleves qui varient selon les filières (59 premier cycles et
20 cours pour un diplôme de Master). Les frais de scolarite minimum
sont actuellement de 400000 drams (environ 987 $), les plus eleves
de 800000 drams ( 1975$).

Les frais pour les ecoles d’ingenieurs pour l’annee universitaire a
venir vont de 402000 drams (965 dollars) a 522000 drams (1250 $),
selon la profession selectionnee. Les frais au Conservatoire ont
augmente de 100000 drams a 200000 drams (240 $ – 480 $), les futurs
musiciens devront donc a l’avenir payer de 700000 a 800000 drams (
1700$ – 1950$) par an au lieu de 600000 drams (1500 $) auparavant.

Certaines des universites affirment que la decision est motivee par
l’augmentation prevue des salaires pour le personnel enseignant.

Bien que des frais plus eleves seront appliques qu’aux etudiants de
première annee seulement et n’affectent pas les etudiants actuels,
depuis le debut de l’ete les etudiants de première annee et les
etudiants plus âges ont tenu regulièrement des protestations exigeant
l’annulation de la decision et de trouver d’autres moyens pour
augmenter les salaires.

Professeur de biologie a l’universite d’Etat d’Erevan Ani Zakharyan a
rejoint la protestation, en disant que, meme si son salaire est faible
elle s’oppose a ce qu’elle soit releve a la charge des etudiants.

” Il n’est pas pertinent de savoir si mon salaire sera augmente ou
pas, si ca va se faire au detriment de la bonne medecin de demain,
d’un bon avocat, je ne le veux pas. L’education et la culture et
d’autres domaines devraient se developper en raison de la croissance
economique, alors que maintenant, ils [les autorites] tentent de
reduire au silence les protestation des enseignants et des recteurs
a l’aide aux etudiants “, dit-elle.

Au cours de la reunion du cabinet jeudi dernier, lorsque le
gouvernement a approuve les nouveaux projets de loi sur les
modifications et les changements dans les lois de Republique sur
l’education et la formation professionnelle post-universitaire, le
Premier ministre armenien Tigran Sarkissian a declare qu’une fois que
les projets seront passes l’executif sera en mesure de reglementer
le domaine via des decrets respectifs et de donner des directives
claires aux universites pour leurs politiques de prix.

Armenia’s several senior officials spent their summer holidays.

“Health Minister Derenik Dumanyan spent most of his rest overseas.

Following his business trip to the US, the minister rested there,
subsequently, four more days in Artsakh [i.e., Nagorno-Karabakh].

“Diaspora Minister Hranush Hakobyan made use of ten working days from
her vacation and organized her rest in the Czech Republic, to solve
her health issues.

“Justice Minister Hrayr Tovmasyan spent his holidays in [Armenia’s]
Jermuk [city] with his family.

“Economy Minister Vahram Avanesyan did not go on vacation because he
is in office ever since May 2013.

“NA [i.e., National Assembly] Speaker Hovik Abrahamyan spent a part
of his vacation abroad, the other part, in Armenia.

“Defense Minister Seyran Ohanyan did not make use of the opportunity
to vacation.

“[National] Olympic Committee of Armenia President [and Prosperous
Armenia Party Chairman] Gagik Tsarukyan spent his summer vacation
abroad with his family,” Haykakan Zhamanak writes.

State officials and guests participated in celebrating the 22nd
Anniversary of the Independence of Artsakh

STEPANAKERT–On September 2, the President of the Nagorno-Karabakh
Republic, Bako Sahakyan, partook in the festive events dedicated
to the 22nd anniversary of the Artsakh Republic’s proclamation of
independence.

The President visited the Stepanakert Memorial Complex and laid flowers
at the monuments of freedom-fighters who perished for the independence
and freedom of Artsakh. He also laid flowers at the resting place
of the first Speaker of the National Assembly of Arstakh, Arthur
Lazarian, among others.

Armenia’s Prime Minister Tigran Sargsyan, Primate of the Artsakh
Diocese of the Armenian Apostolic Church Archbishop Pargev Martirosyan,
Arstakh National Assembly Speaker Ashot Ghоulyan, Prime Minister
Ara Haroutunyan, Armenian and Artsakh officials, representatives of
the Diaspora, and guests from abroad also attended the events.

“This is a magnificent state holiday, which we traditionally celebrate
with great pride and responsibility,” President Bako Sahakyan said in
his address issued on the occasion of the Day of the Artsakh Republic.

“We’re proud of the heroic people who gained freedom and independence
through the blood of their brave sons and now continue to carve their
own future. We feel responsibility for strengthening the statehood
created through these enormous sacrifices, developing this native land,
and leaving a strong and prosperous homeland for the generations to
come,” Sahakyan said.

President Sahakyan called on the people of Armenia and the Diaspora
to join them in their “daily, painstaking work” in confronting the
issues that face Artsakh.

Armenian President Serzh Sarkisian also issued an address on the
occasion of the anniversary.

“Dear Artsakhians, today, on this great day, Armenians all over the
world together with you say “Yes.” “Yes” to democracy and universal
human values, “No” to anti-Armenian fascism and the whims of dictators.

“Today, on this great day we state that the Republic of Nagorno
Karabakh, as a state, continues to develop comprehensively. The
peaceful toil and creative work of the people of Artsakh have already
cardinally and positively changed its outlook. There are some countries
in this world which are officially recognized by the international
community, but who dream of having the internal orderliness and
stability that Artsakh enjoys; its level of democracy and political
freedom. And all this despite the fact that the people of Artsakh
are compelled to use only one hand for work, because the other must
still hold a weapon.”

Sarkisian added, “Certainly, there is still much to be done; serious
problems still exist ranging from everyday life problems to political
and military issues. However, one thing is clear for us all: there
is no return to the prison cell of a medieval khanate.”

Customs Union of Russia, Belarus and Kazakhstan

NOVO-OGARYOVO, September 3 (RIA Novosti) – Armenia is ready to join
the Moscow-led Customs Union of Russia, Belarus and Kazakhstan and
later take part in establishing the Eurasian Economic Union, Armenia’s
president said in a statement Tuesday.

“Armenian President Serzh Sargsyan voiced Armenia’s decision to join
the Customs Union and take the relevant required practical steps,
and later participate in forming the Eurasian Economic Union,” said
the statement, jointly issued by the administrations of Sargsyan and
Russian President Vladimir Putin after they met for talks.

Putin backed Armenia’s decision and “expressed the Russian side’s
readiness to contribute to the process in every possible way,” the
statement said.

Moscow hopes all members of the Customs Union would back Yerevan’s
decision to join it, Russian Foreign Minister Sergei Lavrov said
Tuesday.

Russia, Belarus and Kazakhstan have agreed to establish the
proposed Eurasian Economic Union by 2015. The union is intended as
an alternative to the European Union that will be mostly comprised
of former Soviet republics.

At a time when Armenia is choosing between EU and Eurasian integration,
there appear to be certain contentions between Moscow and Yerevan,
including Russia’s raising of natural gas rates and planned weapons
deliveries to Azerbaijan, with which Armenia is at loggerheads over
the disputed Nagorno-Karabakh region.

Relations between Armenia and Azerbaijan have been strained for
more than two decades, since the conflict over Nagorno-Karabakh,
a predominantly ethnic Armenian region, first erupted in 1988. The
region then claimed independence from Azerbaijan to join Armenia.

Over 30,000 people are estimated to have died on both sides between
1988 and 1994, when a ceasefire was agreed. Nagorno-Karabakh has
remained in Armenian control and tensions between Azerbaijan and
Armenia have persisted.

Putin and Sargsyan on Tuesday confirmed their adherence to the
Nagorno-Karabakh conflict resolution by political means, the two
leaders said in the statement.

The Russian and Armenian leaders also praised bilateral relations and
said they planned to take bilateral cooperation to a higher level,
also strengthening collaboration in the military and economic spheres.

Bilateral trade grew over 22 percent last year to more than $1.2
billion. Rail monopoly Russian Railways may invest about 15 billion
rubles ($450 million) in the development of Armenian railroads,
Putin told journalists.

Serzh Sargsyan paid a working visit to Moscow on September 3 on
invitation of Russian Federation President Vladimir Putin. Presidents
Sargsyan and Putin mentioned with satisfaction the positive dynamic
of Armenian-Russian cooperation in political, trade-economic,
cultural-humanitarian, military spheres and confirmed loyalty to
the principles enshrined in treaty “About friendship, cooperation
and mutual support” signed on August 29, 1997 and declaration
“About strategic cooperation between Republic of Armenia and Russian
federation aimed to 21st century” signed on September 26, 2006. During
the negotiations the heads of the states discussed the current level of
bilateral strategic partnership and its prospects, issues relating to
foreign policy cooperation. The Presidents confirmed their loyalty to
Nagorno-Karabakh conflict peaceful settlement in format of joint work
with OSCE Minsk Group Co-Chairs, on the base of one principle formed
from retraining from threat or use of force, Territorial integrity of
states, equal rights and self-determination of people. In the context
of joint work directed to regional stability and security was mentioned
the mutual readiness of sides in further expansion of cooperation in
a number of fields. The Presidents of two countries with a separate
statement confirmed Armenia’s and Russia’s determination in developing
integration processes in Eurasian territory.

The readiness of two countries of practical implantation of joint
programs directed to strengthening energy security of Armenia,
modernization and diversification of its economy was expressed.

Armenian and Russian Presidents highlighted the importance of
continuation of joint efforts in direction of implementation of
infrastructure programs including railway connection as well as new
logistic and communication ways. The importance of full realization
of long-term economic cooperation program till 2020 between Armenia
and Russia was stressed.

Putin expressed his support to the abovementioned decision of Armenia
and informed about readiness of Russian side to support the process.

Speech of Armenian President Serzh Sargsyan during press conference
on results of negotiations with Russian President Vladimir Putin:

“Honorable Mister President, respectable representatives of media,
I want to begin with gratitude word directed to Mister Putin for just
ended open negotiations, atmosphere of confidence and arrangements
directed to further development of Armenian-Russian relations. As it
was said in constructive atmosphere together with Russian President we
discussed the main issues of strategic partnership of our countries –
in political, trade-economic, energy, humanitarian and other fields.

Naturally we spoke about regional issues and settlement
of Nagorno-Karabakh conflict. I confirmed once more Armenia’s
readiness to settle the conflict exclusively peacefully on the base
of principles of self-determination of people, retraining from threat
or use of force, Territorial integrity of states. I re-confirmed our
readiness to continue looking for solutions from crises on the base
of settlement principles and elements reflected in joint statements
of Russian, American and French Presidents. One of main topics of our
negotiations was the necessity of infrastructure reforms in Armenia,
securing modernization and diversification of oru economy where Russia
is represented with many enterprises. We discussed in details on
prospective directions of our cooperation. We also discussed issues
relating Eurasian integration and I confirmed Armenia’s wish to join
Customs Union and be involved in the process of formation of Eurasian
economic union. 20 years ago Armenia together with Russia and other
CIS member states formed its military security system in format of
Collective security treaty. During these decades the system approved
its vitality and efficiency. Today our CSTO partners form new platform
of economic cooperation. I have said many times that being in a same
system of military security it is impossible to isolate yourself from
corresponding geo-economic territory. This is a rational decision and
it comes from interests of the Republic of Armenia. This decision
is not refusal from dialogue with European organizations. During
these years Armenia in support of its European partners held serious
institutional reforms. Nowadays Armenia in this sense is much more
efficient and competitive country as it was several years ago. Ladies
and gentlemen the results of our negotiations are reflected in our
joint statements signed with Vladimir Putin several minutes ago. I
am sure that realization of all arrangements will give new impetus
to strategic allied partnership. Mister President I am grateful for
warm receiption and made arrangements”.

Shish Kebab Festival To Be Held In Akhtala, Sept 7

SHISH KEBAB FESTIVAL TO BE HELD IN AKHTALA, SEPT 7

This year the Shish Kebab festival will be held in Akhtala, on
September 7.

Speaking of declaring September 7 world day of shish kebab and making
Akhtala the world center of shish kebab, Chairman of the Armenian
Cookery Traditions Development and Protection NGO Sedrak Mamulyan
told journalists on Tuesday the aim is to make Armenia attractive to
tourists and arouse their interest in Armenian cuisine.

“Besides organizing a festival, we are holding a competition. We have
a task of developing public catering,” he said.

The motto of the festival is ‘When September comes’, and the festival
will from now on be held during the first week of September.

Andre Simonian, vocalist of the Beautified Project rock band, said
that the festival is part of culture and the band intends to perform.

“We have invited well-known painters to come and pain the local
church,” he said.

Mekhak Apresyan, Head of the Tourism Department, Ministry of Economy of
Armenia, said that this is a way of contributing to tourism development
in Armenia’s communities.
