PRAGUE. – The World Cup qualifying match between the Czech Republic
and Armenia made the headlines of the Czech media on Friday.

“There is nothing except for victory in today’s game. We must get
only three points,” famous Sport newspaper writes.

The newspapers are writing about expected starting line. They believe
Levon Hayrapetyan will play in the left wing.

The Czech reporters said “a knife is put to our throat”, assuming
this game will decide the national’s fate.

Our region faces stability challenge because a possible U.S. military
action against Syria can have unpredictable consequences for the
region, Giro Manoyan, Director of the ARF bureau’s Hay Dat and
political affairs office, told a news conference in Yerevan.

According to Manoyan, not only Syria, but also its neighboring
countries are in danger. “We should be concerned about this
destabilization,” he said.

Regarding Syrian Armenians, Manoyan said that the military action
against Syria will pose a bigger threat to their security.

By saying “yes” to the Customs Union, by saying “yes” to dependence on
the Putin regime, and by saying “no” to the Free Trade Area agreement
with EU, Armenia has gone away from Europe.

Gunnar Hokmark, Vice Chairman of the European People’s Party (EPP)
Group in the European Parliament, stated the abovementioned.

In Hokmark’s words, this decision by Armenia will weaken the prospects
for democracy in the country and increase the risk of Russia’s
influence on its neighbors.

As per the European Parliament member, Armenia’s U-turn toward
Armenia stresses the importance of achieving the European Partnership
objectives for those countries that strive for European integration.

“Those countries that are prepared to strengthen the democratic
institutions and the rule of law should know that the EU is open for
close cooperation and integration, strengthening their independence,
and our common security,” Gunnar Hokmark stated.

Moscow either forced Armenia to join the Customs Union, or Putin made
huge promises to Serzh Sargsyan; let’s say, he pledged to recognize
the independence of Nagorno-Karabakh.

David Phillips, Director of the Program on Peace-building and Rights
at Columbia University’s Institute for the Study of Human Rights in
the US, told the aforesaid to the Voice of America Armenian service.

Phillips stated that he was very much surprised by Armenian President
Serzh Sargsyan’s announcement on Armenia joining the Customs Union.

As for several analysts’ view that Turkey and Russia should assume a
main role in resolving the Nagorno-Karabakh conflict, Phillips noted
that neither Turkey nor Russia is impartial in this matter.

David Phillips also believes that the Armenians and the Turks can
find new avenues for reconciliation, and the some existing business
relations and the cultural cooperation are positive and visible
processes in this direction.

Vahagn Khachatryan of the opposition Armenian National Congress (ANC)
says he doesn’t expect the European Union to meet Armenia half-way in
the wake of the president’s recent statement expressing the country’s
support to the Customs Union.

Speaking to Tert.am, the politician noted that Europe is not absolutely
ready for such a concession.

“We must definitely expect serious developments. The important question
is whether or not it is necessary to begin the negotiations on November
29 [when Armenia is expected to initial the Association Agreement in
Vilnius, Lithuania]. I think the Armenian side is quite likely to sign
a document with the Europeans, but not of course an economic one,”
he said.

Asked to what extent membership in the Eurasian Customs Union is
compatible with the Deep and Comprehensive Free Trade Area deal,
the opposition MP hesitated to make any clear remark. “I don’t think
anyone can say today to what extent they are compatible. It is better
to ask that to people who are members of those unions, given especially
that no one has seen the documents. We have to wait with patience
to see what response the Armenian authorities will give to the EU
representatives and what response will be made by the EU,” he added.

As to whether the Customs Union may restrict Armenia’s opportunities
for a free trade, Khachatryan said he doesn’t such scenario likely.

“To the best of my knowledge, there are no restrictions in case of
[a membership in] the Customs Union. One the other hand, conflicting
remarks are being heard by different European officials, some saying
compatibility is possible, with others ruling it out. That is why I
say no one can give a clear answer today, except the representatives
of those two organizations who know their charters and all the
arrangements,” he explained.

Commenting on future developments, the politician said they will
depend on Europe’s decision which will be by all means a political
one. “Whatever Europe decides, that must be a political decision, not
something in the economic domain. This is why [FM] Edward Nalbandian
is in Brussels. Besides, a meeting is taking place with the Europeans
next week to address the topic,” he noted.

Asked whether Russia will allow the compatibility option (in the
light of possible pressures), Khachatryan answered that the country
has never been known for its unpredictable steps in that connection.

“Russia’s step was absolutely predictable given that the Customs
Union is a political rather than an economic issue for it. So we
were supposed to comply with the decisions of Russia, i.e – to make
a political decision. But economically, I cannot say to what extent
they are compatible; they must be, from the point of view of Russia,”
he added.

At the end, the opposition MP warned against any attempts of
identifying Armenia’s membership process with that of Ukraine. “It is
necessary to distinguish things in between. Russia created serious
problems for Ukraine because there is a very big quantity of goods
exported to Russia from Ukraine. So the rationale is that the market
will face problems; Armenia is not that kind of country. Other
principles have to be applied here; there is no common standard,”
Khachatryan explained.

TROIS NAVIRES DE GUERRE RUSSES DANS LE BOSPHORE, EN ROUTE VERS LA SYRIE

ISTANBUL, 05 sept 2013 (AFP) – Trois navires de guerre russes ont
franchi jeudi le detroit turc du Bosphore pour se rendre, selon une
source militaire russe, en Mediterranee orientale, près de la Syrie,
sur fond de preparation d’une intervention militaire occidentale
contre le regime de Damas.

Venant de la mer Noire, le navire de guerre electronique SSV-201
“Priazovie” a emprunte le detroit, qui traverse la metropole turque
d’Istanbul, en compagnie des grands navires de debarquement “Minsk” et
“Novotcherkassk”, a constate un photographe de l’AFP. Le “Priazovie”
avait quitte dimanche soir Sebastopol, port ukrainien où est basee
la flotte russe de la mer Noire, “pour une mission dans l’est de la
Mediterranee”, selon une source militaire russe citee par l’agence
russe Interfax.

Interfax a egalement mentionne l’arrivee prevue le 5 ou 6 septembre du
“Minsk” et du “Novotcherkassk” en Mediterranee orientale. La Russie
maintient une presence constante de plusieurs navires de guerre dans
l’est de la Mediterranee où ils font des rotations depuis le debut
de la crise syrienne il y a deux ans et demi.

A la suite d’une attaque a l’arme chimique dans la banlieue de Damas le
21 août, attribuee par les Americains au regime du president Bachar
al-Assad, le president americain Barack Obama a demande au Congrès
de voter en faveur de frappes aeriennes en Syrie. Moscou s’y oppose
vigoureusement.

Principal soutien du regime de Damas auquel elle livre des armes,
la Russie exploite depuis la periode sovietique une base militaire
dans le port de Tartous, a 220 km au nord-ouest de Damas.

millions de drams pour la renovation d’una autoroute a une societe
detenue par Hermineh Naghdalyan, vice-presidente de l’Assemblee
nationale du pays.

Mme Naghdalyan, membre du Parti republicain au pouvoir, est la seule
proprietaire de la societe en question – Sisian F & PA, Ltd (La
compagnie s’engage dans la construction de l’autoroute, les travaux
de terrassement, la fabrication de pierre et le transport de fret).

Le ministère des Transports et des Communications a decide que le
contrat serait etabli sur un processus base sur des negociations et
non sur un appel d’offres ouvert.

Les sections de l’autoroute Goris-Meghri, jusqu’a la frontière avec
l’Iran, devraient etre reparees.

Dans son cercle d’amis proches, Mme Naghdalyan est connu comme ”
Mme Entreprise “.

En fait, elle est la plus riche femme deputee dans l’Assemblee
nationale.

” (FAF) seront presents aujourd’hui a Prague pour le match Republique
tchèque-Armenie comptant pour les qualifications de la Coupe du monde
2014. Les membres du FAF encourageront la selection armenienne capable
de realiser l’exploit. Pour ceux qui n’ont pu realiser le voyage
vers la Republique tchèque, les membres du FAF donnent rendez-vous
aux supporters Armeniens au parc Toumanian a Erevan, pour suivre
le match en direct sur un ecran geant. La rencontre debutant a 20h
(heure d’Erevan) soit 18h a Paris et qui sera suivie partout dans le
monde par les 10 millions d’Armeniens qui soutiendront l’Armenie.

THE KREMLIN ON THE DETAILS OF PUTIN’S MEETING WITH SARGSYAN

The Kremlin press service reported that during today’s meeting
between Vladimir Putin and Armenian President Sargsyan, the main
topic of discussion will be the Eurasian integration process, the
settlement of the Nagorno-Karabakh conflict, peace in the region,
and the bilateral cooperation.

As the site of GALA reported, citing a source in the Kremlin, it is
scheduled to discuss the development of integration processes in the
CIS, in particular – the prospects for cooperation between Armenia
and the Customs Union and the Common Economic Space of Russia, Belarus
and Kazakhstan, and current issues of multilateral cooperation within
the CSTO.

“It is assumed that the talks will focus on the important issues of
security and stability in the South Caucasus, including the further
steps to resolve the Nagorno-Karabakh conflict. As one of the co-chairs
of the OSCE Minsk Group, Russia undertakes ongoing mediation efforts
aimed at a peaceful settlement of the Nagorno-Karabakh problem,”
the press service of the Kremlin reported.

Recall that the main intrigue of the Moscow meeting is Russia’s
requirement to Armenia not to sign the Association Agreement with the
EU this fall. Observers in Yerevan believe that Putin will exert open
pressure on Sargsyan, claiming to support the Customs Union between
Russia, Kazakhstan and Belarus.

In Armenia the observers believe that Sargsyan will not yield to the
pressure, and in response Moscow will supply new weapons to Azerbaijan,
which could aggravate the situation at the front, and even become
the basis for the resumption of hostilities.

Reorientation of Yerevan towards the European Union is mainly
explained with the fact that Armenia was disappointed at Russia,
which dramatically increased the price of gas for Armenia, bought
the entire industrial infrastructure, but did not invest anything in
Armenia, and then threw it in the lurch. -02D-
