ANALYSIS: U.S. STEPPING UP EFFORTS ON KARABAKH AS ARMENIA OPTS FOR INTEGRATION WITH RUSSIA

The new American co-chair of the OSCE Minsk Group James Warlick
alone, without his Russian and French colleagues, has visited the
region of the conflict where he has already met with the leadership
of Azerbaijan in Baku, the Armenian foreign minister in Yerevan and
intends to participate in a line-of-contact monitoring in Karabakh.

The fact that the negotiator came alone is explained by his recent
appointment (only about a month ago) and desire to see the situation
on the ground. However, there are also opinions that after the sharp
move by Armenia towards Russia, Washington has decided to redouble
its efforts in the region, at least in order to avoid preventive
steps from Russia.

If Russia has given certain guarantees on the matter of Karabakh’s
security, soon these guarantees must somehow be manifested. This was
stated a few days ago by Deputy Prime Minister of the NKR, former
Deputy Defense Minister of Armenia Artur Aghabekyan. He did not
specify what kind of guarantees those were, but information has already
appeared in the press about the operation of the Stepanakert airport
(for both civilian and military purposes), as well as deployment
of a peacekeeping contingent of Russia or the Russia-led Collective
Security Treaty Organization in Karabakh.

The United States would be concerned about such a prospect, and
it is not by accident that Warlick gave Ilham Alive a letter from
President Obama that reads: “I support your efforts to take advantage
of opportunities for direct dialogue with Armenia in the months ahead,
and to avail yourself of the co-chairs’ time and expertise to move
beyond the current impasse in negotiations. With the outlines of a
compromise already well established, now is the time for a renewed
effort to bring peace to the region.”

Aliyev has only a few months to go before his second consecutive term
in office ends and now he is seeking a third term in office in next
month’s elections. Obama, apparently, hints to Aliyev that he will
have to find some sort of solution during his next term and that
solution, as he made it clear in the message, should be based on a
compromise. It is yet unclear what Russia’s opinion is on this matter.

After the declaration by President Serzh Sargsyan of Armenia’s
willingness to join the Russia-led Customs Union, official Moscow has
not yet made any statements on Karabakh. Armenian Minister of Foreign
Affairs Edward Nalbandian said only during his meeting in parliament
on Tuesday that Karabakh will not suffer because of Armenia’s accession
to the Customs Union.

The case related to the assassination of Hrant Dink, which is set to
restart on Sept. 17, will be more focused on the “terror organization”
aspect of the case, one of the Dink family lawyers has said.

Speaking to the Hurriyet Daily News, lawyer Cem Halavurt said they
would demand that the “real web of connections” be brought to light.

An Istanbul court will begin rehearing the case related to the
assassination of Turkish-Armenian journalist Dink, after the Supreme
Court of Appeals overturned Yasin Hayal’s acquittal on charges of
“being a terrorist organization leader” and finding him guilty of
“founding and leading an organization for crime” earlier this year.

“The Dink case is even more complicated than the Ergenekon [coup plot]
case, and that is why it has not been illuminated yet,” Halavurt said.

“Unless this case is solved, the deep state will not have been
unveiled.”

Halavurt added that it was impossible to continue the case as it was.

He claimed that evidence establishing key links in the murder to
retired general Veli Kucuk and lawyer Kemal Kerincsiz, who were both
given life sentences in the Ergenekon case, had been deliberately
erased by the police department.

“You cannot reach the data with writing petitions to the General
Staff, the gendarmerie, the National Intelligence Agency [MİT], or the
Trabzon and Istanbul police departments,” he said. “[The court] should
order the handing over of the digital systems of those institutions
[to unveil the links].” Another lawyer of the Dink family, Fethiye
Cetin, is set to release a book on the court process of the Dink case,
in which she claims the MİT played a role in the assassination.

Halavurt said that the claims in the book “Utanc Duyuyorum: Hrant Dink
Cinayeti Yargısı” (“I Feel Ashamed: The Judgment of the Hrant Dink
Murder) that the killing order was given by MİT with an encrypted
message, were well established. “Public opinion is aware that the
MİT, as an institution, played a role in the Dink murder, and there
is evidence in the court files,” he said, Hurriyet Daily News reports

Après l’annonce par le President Serge Sarkissian a Moscou de la
decision que l’Armenie se joindra a l’Union douanière la semaine
dernière, une situation etrange a emerge en Armenie. Bien que les
opinions s’expriment en ligne et dans les medias que la decision de
rejoindre une Union Douanière plus regressive [par rapport a l’effort
d’integration de l’UE] a ete prise en raison de pressions, l’arène
politique semble etre tout a fait reconciliee avec cette idee et
meme l’approuver.

Une protestation civile face a l’administration presidentielle le 4
Septembre a reuni plus de deux cents personnes. Les partis Heritage et
” democrates libres “, qui contrôlent conjointement que cinq sièges au
parlement sur les 131 membres, ont publie des declarations condamnant
la decision d’adherer a l’Union douanière, mais l’organe executif du
Parti republicain a vote a l’unanimite en faveur de celui-ci.

Le President du Congrès National Armenien Levon Ter-Petrossian, a
decrit la facon dont l’Armenie a ete entraînee dans l’Union comme ”
humiliante “, mais n’a pas juge l’adhesion a l’Union inacceptable.

Le fait que l’adhesion a l’Union douanière est dicte par ” l’enorme
responsabilite de la securite de l’Armenie et l’Artsakh ” a ete cite
par la Federation revolutionnaire armenienne (FRA). En fait, ce parti
parlementaire a egalement approuve la decision de Serge Sarkissian.

Le parti ” alternatif ” Armenie prospère est toujours ” silencieux ”
sur la question. Cela est etrange etant donne les relations d’amitie
de son chef Gagik Tsarukyan avec le president de l’un des trois
pays membre de l’Union Douanière, le leader du Belarus Alexandre
Loukachenko.

À l’heure actuelle, la Bielorussie est dans un etat de ” guerre
commerciale ” avec la Russie, qui se considère comme le membre
majeur de l’Union douanière. Le Chef de l’une des plus grandes usines
russes, Uralkaliy, a ete arrete a Minsk. En reponse la Russie reduit
l’approvisionnement en petrole a la Bielorussie, tandis que Loukachenko
a ordonne de ne pas fournir d’essence a la Russie. Les analystes
n’excluent pas que cette guerre commerciale puisse se terminer par la
sortie de la Bielorussie de l’union douanière. Le troisième membre de
l’UD, le Kazakhstan, s’emploie activement a developper la cooperation
avec la Chine – la semaine dernière, le leader de la Chine a visite
Astana et de grands accords ont ete signes avec lui.

Apparemment, les partis politiques armeniens dont les representants
critiquent activement Sarkissian pour la decision ” honteuse ”
dans les reseaux sociaux en ligne ne sont pas optimistes quant a un
espoir d’effondrement de l’union douanière avant que l’Armenie l’ait
rejoint reellement.

Mais la Russie semble presser l’Armenie. Le lendemain, après son retour
de Moscou, le President Sarkissian a visite le ministère de la Justice
et a ” demande ” aux avocats de developper, dès que possible, environ
50 projets de loi qui sont necessaires pour l’adhesion de l’Armenie a
l’Union douanière. Il n’est pas exclu que Moscou va forcer l’Armenie
a signer le traite le 29 Novembre, le jour de la sovietisation de
l’Armenie en 1920, et aussi le jour où l’Armenie devait signer un
accord d’association avec l’UE.

Ou bien, cet accord pourrait etre signe dès Octobre lors du 200e
anniversaire du Traite de Gulistan, selon lequel la partie de
l’Armenie qui a appartenu a l’Empire perse a ete transferee a l’Empire
russe. Bruxelles a deja dit que la signature de l’accord d’association
avec l’Armenie est impossible lors du sommet de Novembre a Vilnius.

Comme il est prevu que le commissaire europeen pour l’elargissement
et la politique europeenne de voisinage Stefan Fule visite l’Armenie
le 12 Septembre, les options pour la cooperation de l’Armenie avec
l’UE devraient etre eleves dans l’ordre du jour des discussions.

du Danemark. Mais le coup du sort brisa le reve armenien d’une
qualification a la Coupe du Monde 2014 lorsqu’a la 73e minute, sur une
action de Varazdat Haroyan dans la surface de reparation de l’Armenie,
l’arbitre siffla en penalty tout en expulsant le joueur armenien
deja averti et qui recevait un carton rouge. L’action est litigieuse,
le joueur armenien jouant semble-t-il le ballon de facon regulière.

Daniel Agger (73e) transforma le tir des 11 mètres donnant ainsi

According to him, the visit aims to attend the 3rd informal meeting
of the foreign ministers of the Eastern Partnership states in Yerevan
on September 12-13.

Ambassador of Azerbaijan to the European Union Fuad Iskandarov
will also participate in the meeting. This meeting will be the last
preparatory meeting before the summit of the Eastern Partnership in
Vilnius in November.

in Turkey’s southeast Diyarbakir province

A religious ceremony was held on Tuesday at the historical Surp
Giragos Armenian Church in Turkey’s southeastern city of Diyarbakir.

The religious ceremony, which is annually held in the name of all
Armenian churches, was held under the title of “Church Name” at the
Surp Giragos Armenian Church which was constructed in 1377.

The church was renovated through the joint efforts of the Foundation
for the Surp Giragos Armenian Church and Diyarbakir Metropolitan
Municipality.

Along with Armenian residents of Turkey, high-level officials from the
Turkish Armenian Patriarchate, Diyarbakir Metropolitan Mayor Osman
Baydemir, US Consul General in Adana James Michael Saxton Ruiz also
attended the ceremony led by Istanbul Armenian Patriarchate official
on inter-religions affairs Sahak Mashalyan.

Officials attending the ceremony prayed and extended wishes of hope
and peace for the entire region and its ethnic and religious diversity.

ANKARA: Armenia Surrenders To Russia On The Issue Of The Customs Uni

ARMENIA SURRENDERS TO RUSSIA ON THE ISSUE OF THE CUSTOMS UNION

Armenia, no longer able to withstand the pressures applied by Russia,
has finally agreed to enter the Customs Union. Armenian President
Serzh Sarksyan, during a Sept. 2 visit to discuss Russian-Armenian
relations in Moscow, made a surprise announcement that Armenia would
be entering into the Customs Union formed by a Russian initiative.

The fact that the announcement came at an important stage of ongoing
EU-Armenian dialogue caused a shockwave in Europe.

Sarksyan, who had given no information to the public prior to his
statement and who managed to show first and foremost that Armenia
would not be straying from the Moscow axis, stressed in his speech
how Russia was an important guarantor of the safety for Armenia. In
the meantime, opposition parties in Armenia have now begun to assert
that the country’s foreign policy has collapsed, and that the national
sovereignty of the leadership mechanism has been inextricably tied
to that of Russia.

A statement from the Armenian socialist Dashnak Party asserted that
while there was some level of reason in this move, not to have shared
this information with the public was a great mistake. At the same
time, the Dashnak Party noted that the decision would have a direct
effect on the security of both Armenia and Nagorno-Karabakh, and that
dialogue with the EU during the coming period must absolutely not
be cut off. The liberal opposition Heritage Party in the meantime
made a statement asserting that Armenian relations with the EU had
been forced to an end, and that a stance against European values was
pulling the country as a whole to the edge of a chasm.

One party supporting Sarksyan’s newly announced decision is the
Prosperous Armenia Party, which made a statement noting that
Armenia needed Russia for security, and adding that Armenia
was Russia’s biggest trading partner. As for the Free Democrats
Movement, it announced that in making his decision, Sarksyan had
in fact violated the first article of the Armenian constitution,
and was thus discounting national sovereignty. Raffi Hovhannisyan,
the founder of the Heritage Party and someone who clashed with the
leading party all through 2013, has now called on the Armenian people,
including those in the diaspora, to come up with an urgent solution,
insisting that Sarksyan resign immediately.

‘Armenia should not expect to be able to balance policies between
both Europe and Russia at the same time’

In an attempt to quell negative reactions, Sarksyan did announce
that in becoming a member of the Customs Union, Armenia would not be
breaking off relations with the EU. The current situation does appear
to put the Partnership Agreement — expected after much effort on both
sides to finally be signed in November in Vilnius — at risk. And in
the meantime, statements coming out of Europe have underscored that
Armenia should not expect to be able to balance policies between
both Europe and Russia at the same time. Similar warnings have been
issued in the past. One such example is when officials from the
European Parliament’s Foreign Relations Committee warned Armenia
in relation to the Russian-backed Customs Union, noting that the
European Parliament would not be able to make partnership decisions
with members of this union.

While this has all been unfolding, various media groups based in
Yerevan have backed the idea that ongoing talks with the EU are in
fact not essential for Armenia, and that instead, the Customs Union,
with its promises of security and economic gain, is a wiser decision
for Armenia. As for factions insisting that Armenia has now missed its
opportunity to sign a Free Trade Agreement with the EU, they are busy
debating just what sort of advantages the Customs Union will bring
to Armenia, which has no shared border with Russia. As Armenia does
not have strong relations with other Customs Union members Belarus
or Kazakhstan, many have already queried what sort of gain Armenia
will make from joining the union. Some have also pointed out that any
offer of security for the Nagorno-Karabakh region is a topic which has
nothing to do with the Customs Union anyway. In the end though, the
most essential problem herein is the undependable and unclear foreign
policies being followed by a Yerevan which has just betrayed Europe.

Some are now opining that Armenia’s seemingly sudden desire to enter
into the Russian-backed Customs Union is in fact one path Yerevan sees
for escaping from long-standing pressures placed on it by Russia. The
crises and large protests experienced in recent months over energy
appear to have forced the Yerevan leadership towards a rapid decision.

Prime Minister Tigran Sargsyan, who announced in May that the real
reason for the energy crisis was the question of the Customs Union,
noted at the time that as long as Armenia was not a member, the crises
would only get more serious. Government officials are also insisting
that the people of Armenia ought not have worries on the topic of
membership in the Customs Union, noting that under current laws,
it isn’t possible for Armenia to join yet anyway.

And so the seemingly sudden decision to join the Customs Union
is being linked to the question of the country’s security, with
frightening scenarios being drawn out in front of the people of
the country. Depending on Russia for security matters, as with
so many other issues, the military-rooted leaders of Armenia’s
Nagorno-Karabakh region have in fact caused the collapse of the
country’s foreign policies. In the coming period, the leadership
of Armenia may well confront serious resistance from opposition to
its path, with the struggles of the Karabakh and Armenian peoples
causing great turbulence. The Armenian people, weary of the push and
pull between Europe and Russia, may well propel opposition leaders
to the front when it comes to the topic of the hindrance of national
independence, and of Yerevan being pulled into a Russian sand trap.

Dalian. Bulgarian Prime Minister Plamen Oresharski has met with his
Armenian counterpart Tigran Sargsyan and discussed how to enhance
bilateral relations with a focus on economic exchange, announced the
government’s press center.

The two prime ministers met in the Chinese city of Dalian, while
attending the Annual Meeting of the New Champions, also known as the
Summer Davos.

They reached an agreement about a meeting of the Bulgarian-Armenian
Trade and Economic Commission as soon as possible and a wide business
forum.

A ROAD TO PERDITION FOR ARAB CHRISTIANS

Recent events in Syria have seriously jeopardized the future of
Eastern Christian communities in the Levant. But not as much as
the ill-conceived outbursts of the clergy in support of the brutal
regime of President Bashar Assad and silence in the face of flagrant
atrocities. The prophet Isaiah prophesied the destruction of Damascus –
“Damascus is taken away from being a city, and it shall be a ruinous
heap” – and the patriarchs and bishops seem eager to expedite the
process. Blinded by the fear of Sunni extremists, Christian communities
in Syria have adopted seriously flawed policies and attitudes. Wishful
thinking and poor judgment have somehow aligned Eastern Christianity
with a cruel regime and an anti-Western alliance headed by Iran.

As the Syrian uprising gained momentum, a majority of the Christian
communities grew both critical and skeptical of the Arab Spring. The
Greek Catholic patriarch, Gregory III Lahham, has repeatedly voiced
support for Assad on religious occasions, totally oblivious to the
fact that a majority of Catholics are in Aleppo, where there have
been major advances by rebels, many of whom are Sunni radicals.

In Lebanon, too, churches have made questionable choices. Maronite
Patriarch Beshara Rai has both publicly and privately expressed his
fear that radical Sunni jihadists may gain in Syria and regularly
receives the Syrian ambassador to Lebanon.

The Armenian political and clerical leadership in Lebanon and Syria
has turned a blind eye to Hezbollah’s involvement in the Syrian
conflict. An evangelical pastor in Aleppo who staunchly defends the
Syrian regime accused the opposition of using chemical weapons.

Widespread human right abuses have been met with deafening silence
by representatives of almost all the Christian denominations, with
no hint of empathy for the displaced and the incarcerated.

Many pro-Syrian Christian groups in Lebanon such as Michel Aoun’s Free
Patriotic Movement and Suleiman Franjieh’s Marada Movement regularly
call for the closure of the Lebanese-Syrian border in the face of
Syrian refugees and for expulsion of the displaced in Lebanon. Syrian
refugees are regarded not as victims but as jihadist sympathizers.

This sentiment against the opposition was reinforced by jihadist
terrorist actions against the Syrian Christian population and
institutions as well as the absence of genuine condemnation by the
more moderate Sunni majority.

The Syrian regime and Iranian and Hezbollah propaganda have convinced
large swathes of the Christian community in Syria and Lebanon that
their fate is organically tied to survival of the Assad regime.

The Christian narrative of victimization and persecution is often laced
with anti-Sunni sentiment, without any meaningful consideration that
the Sunni community in Syria has suffered infinitely more than the
Christian community. True, churches have been targeted and destroyed,
but many more mosques have been targeted and destroyed.

True, tens of thousands of Christians have been displaced, but millions
of innocent Sunnis have been made refugees in and outside Syria.

Moral apathy reached its nadir with the gruesome chemical attack in the
Ghouta area of Damascus recently. Instead of horror and condemnation,
conspiracy theories were invoked to exonerate the perpetrators.

The Armenian churches, themselves the victims of genocide, remain
unapologetic about the excesses of the Syrian regime. The Greek
Orthodox church echoes Russia’s position of supporting the regime in
the face of the so-called “takfiris,” with an added anti-Western and
often anti-Semitic twist. Little attention is paid to the fact that
Russia’s ruthless support of a despicable and barbarous regime is the
cause and not the consequence of rising Sunni radicalism. Russia’s
self-serving interest in Syria’s Christians has produced a false
sense of security.

Western countries assisting Syrian Christian refugees are appalled
by the prevalent pro-regime and anti-Western sentiment of Christians,
often directed against those same countries trying to host them. This
week, for instance, Rai attributed the current crisis to a “foreign
agenda” designed to serve Israel’s interests. He also called on Arabs
“to resolve their confessional disputes that were created by the West
and Israel.”

Conspiracy theories and anti-Western rhetoric may appeal to popular
sentiment but are hardly fitting for a cardinal in the Vatican
and perhaps the leading cleric in Eastern Christianity. Eastern
Christianity cannot antagonize the West yet call for its help in
times of despair. The duplicity of siding with Russia and Iran,
yet seeking refuge in France, Germany and Sweden has not been lost
on the West, which has reacted by being slow in granting emigration
visas to Syria’s Christians.

The Greek Orthodox church in Syria survived centuries of turbulence
because of it’s symbiotic relationship with Sunni Islam. Should this
relationship sour as it has, neither Russia nor Iran can save Syria’s
Christians. Christians have not learned the lesson of Iraq. The
fate of Christian communities cannot be tied to a decaying order,
let alone to a brutal dictator who is likely to be overthrown.

The road to perdition has been paved with moral ambivalence, overt
anti-Sunni sentiment and cultural detachment from the West. This
course must be reversed before the coming onslaught against the regime,
which may hasten its downfall, even if such a reversal is unlikely.

God forbid that after the dust settles in Syria, Eastern Christians
will echo a haunting refrain from Psalm 22: “My God, my God, why hast
thou forsaken me.”

Issues related to the development of TV and radio broadcasting as well
