STATEMENT ON THE PRESSURE EXERCISED BY RUSSIA ON COUNTRIES OF THE EASTERN PARTNERSHIP

Chairman, Honourable Members,

The Eastern Partnership Summit in Vilnius is fast approaching. It
promises to mark a momentous step forward in our political association
and economic integration with several of our eastern European
neighbours. Clearly – and wrongly – this is seen in some quarters as
a threat. As a result, we have seen enormous pressure being brought
to bear upon some of our partners.

The European Union has always been perfectly clear about its policy
towards our Eastern neighbours. Our common interests dictate that we
should work with our eastern neighbours to build a zone of prosperity
and stability in our continent. Already the existing Partnership and
Cooperation Agreements, signed in 1994, foresaw the development of
a free trade area. Feasibility studies launched in 2004 led to the
development of “deep and comprehensive free trade areas” (DCFTAs)
as an integral part of the “new enhanced agreements” – subsequently
known as Association Agreements (AA) – proposed in 2006. The first
DCFTA negotiations started with Ukraine in 2008, as soon as it had
become a World Trade Organization (WTO) member. The Commission’s
Communication of 2008 then laid the basis for the offer extended to
our Eastern Partners at the Prague Summit establishing the Eastern
Partnership in 2009 and confirming our joint objective of political
association and economic integration underpinned by AA/DCFTAs. From the
beginning, the European Parliament has strongly supported this approach
of transforming this part of Europe both politically and trade-wise.

It is true that the Customs Union membership is not compatible with the
DCFTAs which we have negotiated with Ukraine, the Republic of Moldova,
Georgia, and Armenia. This is not because of ideological differences;
this is not about a clash of economic blocs, or a zero-sum game. This
is due to legal impossibilities: for instance, you cannot at the same
time lower your customs tariffs as per the DCFTA and increase them
as a result of the Customs Union membership. The new generation of
Association Agreements will bring enormous transformative benefits
through legal approximation, regulatory convergence, and market
liberalisation. Independent studies indicate that a DCFTA will bring
substantial benefits. Exports to the EU could double over time,
leading to increase in GDP of up to approximately 12%. But in order
to implement these, our partners must enjoy full sovereignty over
their own trade policies, which members of the Customs Union will not.

It may certainly be possible for members of the Eastern Partnership
to increase their cooperation with the Customs Union, perhaps
as observers; and participation in a DCFTA is of course fully
compatible with our partners’ existing free trade agreements with
other Commonwealth of Independent States (CIS) states.

Let me be clear: the development of the Eurasian Economic Union project
must respect our partners’ sovereign decisions. Any threats from Russia
linked to the possible signing of agreements with the European Union
are unacceptable. This applies to all forms of pressure, including:

â~@¢ the possible misuse of energy pricing;

â~@¢ artificial trade obstacles such as import bans of dubious WTO
compatibility and cumbersome customs procedures;

â~@¢ military cooperation and security guarantees: and

â~@¢ the instrumentalisation of protracted conflicts.

This is not how international relations should function on our
continent in the twenty-first century. Such actions clearly breach
the principles to which all European states have subscribed. In
the Helsinki Principles of the OSCE we have committed to respect
each country’s “right freely to define and conduct as it wishes its
relations with other States in accordance with international law”.

The European Union will support and stand by those who are subject
to undue pressures.

Let me emphasise that AA/DCFTAs are not conceived at Russia’s expense.

On the contrary, Russia will also benefit greatly from the integration
of the Eastern Partnership countries into the wider European
economy. Our vision is that these agreements should contribute in
the long term to the eventual creation of a common economic space
from Lisbon to Vladivostok, based on WTO rules.

So we encourage our partners to deepen their ties with Russia,
as we do ourselves, but in a way which is compatible with AA/DCFTA
obligations. The European Union is ready to work with its neighbours
to find ways to promote greater regulatory convergence between the
EU and members of the Customs Union. The last thing we want to see
is a protectionist wall cutting our continent in two. In today’s
ever-more-competitive global economy, we cannot afford to waste our
efforts on a regional geopolitical rivalry.

Closing Remarks

Chairman, Honourable Members,

We need to do a better job of explaining to Russia why it also stands
to benefit from the creation of DCFTAs between the European Union
and its traditional economic partners. The trade-creation effects
will undoubtedly be more important than the trade-diversion effects,
contrary to what some of our Russian friends fear. We will continue
to raise this issue in our bilateral dialogue with Russia.

I understand that Russia sees the extension of European Union standards
and norms as a potentially problematic issue because those of the
Customs Union are currently not always identical with them.

However, we are already now actively cooperating with Russia on
the alignment of many norms and standards. This is a key element of
the European Union-Russia Partnership for Modernisation. And these
standards are also increasingly adopted by the Customs Union. Let me
stress that European Union norms are often adopted internationally,
and are of course fully compatible or identical with WTO rules. So
the European Union is actually helping all our partners including
Russia to modernise and open up to globalisation.

Likewise, the New Agreement we have been negotiating to replace
the European Union-Russia Partnership and Cooperation Agreement
should include provisions for greater convergence of the regulatory
framework between the European Union and Russia and thereby help to
generate stability and predictability for both Russian and European
Union companies.

When we set out to build the Eastern Partnership at Prague in 2009,
there was no substantial talk of the Eurasian Union project. It is
the Russian decision to build the Customs Union and the Eurasian
Union that created a situation where our European partners are now
confronted with a choice between two projects for regional economic
integration. It is inconceivable that our partners should become
victims of their incompatibility. It is inconceivable that through
a decision, made freely, our partners should be punished and their
trading relationship with customs union members threatened to be
placed under far worse conditions than our own arrangements.

We stand by on our side to do all we can to avoid this and work with
our neighbours to find ways of maximising the compatibility between
the EU and Eurasian structures in a way that can facilitate trade
and economic integration.

Still No Case For Beaten Armenian Activists

STILL NO CASE FOR BEATEN ARMENIAN ACTIVISTS

YEREVAN (RFE/RL)-The Armenian police said on Wednesday that they have
still not launched formal criminal proceedings in connection with
last week’s assault on two prominent civil society activists which
was strongly condemned by local and international human rights groups.

Haykak Arshamian and Suren Saghatelian were beaten up by several
unidentified men and hospitalized late on September 5 shortly after
attending a demonstration against Armenia’s membership in a Russian-led
customs union. The incident took place in the courtyard of Arshamian’s
apartment building in central Yerevan.

A spokesman told RFE/RL’s Armenian service (Azatutyun.am) that
the police are continuing to investigate the beating but have not
yet opened a formal criminal case, something which is necessary for
arresting and charging suspects. The official insisted that this must
not be construed as a cover-up.

Arshamian, who is a program coordinator at the Yerevan Press Club,
dismissed these assurances, saying that the police are not willing
to solve the case because they realize that government authorities
may have been behind the beating. He argued that there are many
surveillance cameras on the street leading to his neighborhood and
that police investigators could have easily located the car which
he and Saghatelian say followed them on that night. “They are not
motivated to solve the case,” claimed Arshamian.

The high-profile beating was the latest in a series of violent attacks
on activists challenging the Armenian government. At least six young
men participating in an ongoing sit-in outside the Yerevan Mayor’s
Office have assaulted by unknown thugs since the end of August.

Reacting to the latest incident, more than 30 Armenian non-governmental
organizations signed a joint letter asking the UN Office of the
Commissioner for Human Rights to help stop what they described
as systematic violence against individuals critical of the
government. They claimed that the violent attacks are the work of
“criminal elements” acting with the connivance of the police.

Amnesty International demanded last week that the Armenian authorities
investigate the September 5 attack “impartially and effectively.” “The
authorities are obliged to promote the rights to freedom of expression,
assembly and association. Only an effective investigation will
demonstrate that they take their human rights obligations seriously,”
the London-based group’s deputy director for Europe and Central Asia,
Denis Krivosheev, said in a statement.

Member Of US Congress Tsongas Listened To Concerns Of American-Armen

YEREVAN, SEPTEMBER 11, ARMENPRESS: The Armenian National Committee
(ANC) of Merrimack Valley took issues of importance to Armenians in
the 3rd Congressional district of Massachusetts to the office steps
of Niki Tsongas on Monday, September 9, 2013.

“Armenpress” was informed from Armenian National Committee thatthe
group included longtime ANCA activists Ara Jeknavorian, Aram
Jeknavorian, Tom Vartabedian and Stephen Dulgarian. ANCA Eastern
Region Executive Director Michelle Hagopian accompanied the group to
the meeting Monday morning.

“Tsongas has always been very attentive to our issues and our cause.

We’re glad she’s trying to become an even stronger advocate for
Armenians, and this meeting was a reminder of that,” said Ara
Jeknavorian, ANC of Merrimack Valley co-chairman.

Much of the discussion centered on the situation in Syria and the
ANCA’s stance to oppose air strikes by the United States. The ANC
leaders expressed their dire concern about the region and about
Armenians living there and those who have fled. Rep. Tsongas was
receptive and also deeply concerned about the entire situation, and
she informed the group she would keep the local ANC abreast about
what plays out in Congress this week.

Rep. Tsongas, a member of the Armed Services Committee, was informed
about Syrian rebels targeting Armenians prior to that committee’s
hearing on Syria on Tuesday, September 10.

Besides Syria, Tsongas heard concerns of the local ANC on issues
such as House Resolution 227 (the Armenian Genocide Truth and
Justice Resolution), foreign aid to Armenia and Massachusetts’ 3rd
district Armenian community. She said she is always happy meeting
with constituents as she “is only as good as the stories I hear.”

“The ANCA Eastern Region is very lucky to have such a strong voice
for Armenians in our corner with Rep. Tsongas. She has made her
presence known both locally and nationally, whether by attending
April 24 commemorations or signing on to Dear Colleague letters over
the years,” stated Hagopian.

The ANC of Merrimack Valley also brought up the dedication of a new
Armenian Genocide monument that will be erected on public land in
front of Lowell City Hall in April 2014. Both Jeknavorians, Dulgarian
and Vartabedian all serve on the Merrimack Valley Armenian Genocide
Monument Committee and encouraged Rep. Tsongas to attend the event
next spring.

Liturgies are offered in all the 46 churches of the Georgian Diocese of
the Armenian Apostolic Church. In a conversation with “Armenpress” the
Director of the Press Service of the Georgian Diocese of the Armenian
Apostolic Church Susanna Khachatryan stated this. “There are also
“disputable” churches (5 in Tbilisi and 1 in Akhaltsikhe) along with
the churches functioning under the Georgian Diocese of the Armenian
Apostolic Church. They all are Armenian churches, but the Georgian
side admits that, for instance, Norashen has Armenian origin, but
demands some sort of scientific grounds,” the Director of the Press
Service of the Georgian Diocese of the Armenian Apostolic Church
Susanna Khachatryan said. In addition she noted that she is hopeful
that the activity of the trilateral committee (the Patriarchate of
Georgia, the Ministry of Culture of Georgia, and the Prelacy of the
Georgian Diocese of the Armenian Apostolic Church) will result in
the positive regulation of the issue.

Also she underscored that within the framework of the visit of the
Georgian Prime Minister Bidzina Ivanishvili to Armenia, the Georgian
PM stated that as historical-cultural monuments the “disputable”
churches must be repaired.

PanARMENIAN.Net – Azerbaijan has a whole new reason for a
Karabakh-related hysteria. As Azeri media reported on Wednesday,
September 11, “Foreign Ministry is investigating information concerning
an Italian company’s intention to start operations in Karabakh,” with
“Azerbaijani embassy in Italy instructed accordingly.”

According to Armenian media reports, an unnamed Italian company is
planning to form a light industry cluster in Nagorno Karabakh to work
for Versace, with the company representatives to travel to Stepanakert
September 11 to familiarize themselves with work conditions.

As expected, Azeri journalists asked Versace representative in
Azerbaijan, Ramin Movsumov for comments, in hopes that the info
above will be refuted. The journalists, however, were disappointed
by Movsumov’s remarks.

As he noted in an interview with virtualaz.org, Versace is an Italian
company which can choose to open representations in any country of
the world (Azeri media marked the word ‘country’ in capital letters.).

“I see nothing that would contradict Azerbaijani interests. As far
as I know, the company is opening a boutique, rather than a plant in
Stepanakert. The company president Luigi Antonini recently told me
about their intention to open a representation in Yerevan,” he said.

In conclusion, he advised against mixing fashion with politics,
noting that no step was taken to harm Azeri interests.

Versace representation in Azerbaijan is a part of Qarant holding owned
by the son of the country’s Transportation Minister Anar Mammadov.

know what kind of organization is Customs Union or what Association
agreement with Europe is. People also do not know what they will give
to Armenia. Such opinion expressed president of “Informed and protected
consumer” NGO Babken Pipoyan during press conference on September
11, reports “Armenpress”. “We should not think that after joining
Customs Union we lose the opportunity to export our production to
European market. If we have corresponding production which is worthy
to be in European market, Europe will never reject us,” said Babken
Pipoyan adding that if Armenia’s economy is so developed that Armenian
production is competitive in European market and has demand it will
be very positive progress as many political issues will be solved.

On September 3 in Moscow President of the Republic of Armenia Serzh
Sargsyan announced about Armenia’s decision to join Customs Union
and implementation of steps necessary for that aim and in future
participating in formation of Eurasian economic union. At the same
time Armenian President mentioned that the decision to join Customs
Union is not a refusal from dialogue with European organizations.

Chief of staff of President’s office Vigen Sargsyan on September
4 announced that pre-signing of Association agreement remains in
Armenia’s agenda.

“PRE-PARLIAMENT”: RELEASE OF SURIK KHACHATRYAN’S SON AND BODYGUARD HAS AGAIN DISCREDITED JUSTICE SYSTEM IN ARMENIA

The civil initiative “Pre-Parliament” has disseminated a statement
in connection with release of ex-governor of Syunik region, Surik
Khachatryan’s, son and bodyguard, Tigran Khachatryan and Zarzand
Nikogosyan. The statement says that this has again discredited justice
system in Armenia.

“The criminal regime has again demonstrated that the state government
system with all its components, including justice, has turned into an
instrument for enthrallment and humiliation of its own people. The
case of releasing a man which committed grave crime, as well as the
case of criminal prosecution of a serviceman, which protected the
honor and dignity of his brother, is more than a blatant injustice”,
– the statement says.

The Pre-Parliament thinks that this case as well as therefusal of
sovereignty via joining of the Customs Union, and civil activists
abuse by policemen and criminal prosecution of Armenian citizens,
in fact mean a war by the authorities against their own people. This
war should have an adequate reaction. “The Pre-Parliament calls to
self-organization and formation of the parallel structures of power –
executive, legislative and judicial, in order to take the power into
our own hands at the needed moment and to ensure development of our
statehood”, – the statement by the Pre-Parliament says.

To recall, shootouts in front of Syunik Governor Suren Khachatryan’s
house at 00:10am on June 2 killed former candidate for Goris mayor
Avo Budaghyan and wounded his brother Artak Budaghyan, a commander
at a military unit in the NKR. There was another wounded, Nikolay
Abrahamyan, a relative and bodyguard of Governor Suren Khachartyan. A
criminal case has been initiated on the basis of Article 103.1 (murder)
and Article 235 (illegal use, storage and bearing weapons) of the
Criminal Code of Armenia. Syunik Governor Suren Khachatryan’s son,
Tigran Khachatryan, has been arrested over latest shootouts in Syunik.

Earlier, the governor’s bodyguard Zarzand Nikoghosyan was arrested
over the case. On June 3 Suren Khachatryan sent in his resignation
declaring that everyone must answer for their mistakes. He regretted
for failing to prevent the tragic incident near his house. On July 9,
the brother of Avetik Budaghyan was charged with Article 137.1 of
the Criminal Code. Budaghyan denies the accusations against him. He
was released on the recognizance not to leave. Later on September 7,
Department for Major Cases, Investigation Service, Defense Ministry
of Armenia, set free the son and bodyguard of Surik Khachatryan. The
Investigation adopted a resolution saying that Tigran Khachatryan
and Zarzand Nikoghosyan acted in self-defense.

ARMENIAN PM ATTENDS WORLD ECONOMIC FORUM IN CHINA

Armenian Prime Minister Tigran Sargsyan participated in the opening
ceremony of the World Economic Forum in the Chinese city of Dalian.

Before the start of the forum the Prime Minister met with its founder
and Executive Chairman Klaus Schwab.

Tigran Sargsyan and Klaus Schwab exchanged views on the current
economic developments, the challenges facing the world economy.

During the meeting reference was made to the economic structure
of Armenia, the future programs and the steps towards economic
diversification.

The forum, featuring heads and representatives of government of a
number of countries, will consider the processes taking place in
world economy, their possible implications and perspectives.
