EMBOLDENED BAKU RAISES VOICE UPON INTERNATIONAL COMMUNITY?

PanARMENIAN.Net – Baku’s incessant bellicose statements prove a fact
that hasn’t been a secret to anyone – Azerbaijan hasn’t the least
intention to contribute to the Nagorno Karabakh conflict settlement.

Recent statement by Azerbaijani Defense Ministry spokesman proves
the above-mentioned.

Commenting on the demand of the international organizations to withdraw
snipers from the line of contact, Eldar Sabiroglu said, “Azerbaijan
refuses to do it. We won’t be pulling snipers till the end of the war.”

International organizations, advocating the Nagornao Karabakh
settlement have been demanding to withdraw snipers from 2011. The
demand came from OSCE Minsk Group, among others, with co-chairs,
as well as the Presidents of the co-chairing countries -Russia,
France and U.S. – urging to pull snipers.

Continuing Azeri provocations came as one of the reasons for the
demand, with the formers leading to the death of Artsakh and Armenian
servicemen, and peaceful population as well. Seems like Azerbaijan
is blatantly ignoring the demand of superpowers, with the latters
expecting to silently digest this affront as they did before.

For many years, Azerbaijan has managed to go unpunished for hindering
Karabakh conflict settlement efforts, ignoring urges to observe
ceasefire, develop mechanisms of investigation of incidents at contact
line, undermining peace talks, threatening a new war, purchasing
inordinate amounts of weaponry in violation of international norms.

Clearly, total impunity affects the ability to recognize limits,
so this time, Baku chose not to wiggle as usual, when pretending to
be ready to solve the conflict. This time, Azerbaijan raised its voice.

What’s the reason behind Azeri leadership’s impudence? Might be,
the oncoming presidential polls in the country, or slight cooling
of Europe-Armenia relations following Yerevan’s decision to join the
Customs Union. So Baku used of the situation to push its agenda.

Let’s wait and see, whether Azeri impudence will be tolerated again or
if the superpowers, ignored by Baku, will choose to put the insolent
country in its place.

President of the Winemakers’ Union of Armenia says this year will
see excellent yield of grapes, and the procuring companies will work
efficiently with timely payments to suppliers.

Avag Harutyunyan, head of the Winemakers’ Union, told the press on
Tuesday that by official data the 45 grape procuring companies of
Armenia will purchase around 240,000 tons of crops, 160,000 of which
is to be used for food and drink production.

Harutyunyan says there are around 10 companies currently operating
in the field, which have purchased around 10,000 tons of grapes,
and starting September 20 all the companies will join the process.

“We have excellent, healthy crops of high quality. This is the last
year of the transition period when the farmer is asking to buy his
grapes. This year a process has commenced that would lead to next year
us asking to buy grapes from the farmer. This is a crucial time for the
Armenian grape market,” he says, adding that grape procurement prices
start from 145 drams (around 35 cents) per kilo and says he believes
the price will not drop, because if farmers had tens of hectares of
vineyards, the price would be justified, but now a farmer in Armenia
has the average of half a hectare of land with 70-80 quintal (100
kilograms) crops-yielding capacity, hence the profitable price for
him would have been 180-200 drams (around 43-48 cents) per kilo.

According to Harutyunyan, there will not be any problems with
the purchasing companies, because since last year the government
and the presidential staff have been overseeing payments and all
the companies, for the exception of only one or two, have met the
incurred liabilities.

In reference to joining the Customs Union, he says wine will not pose
a problem, however things are different with the Armenian brandy,
because 95 percent of it is consumed by the CU member countries while
a third country, namely France, dictates the rules in this game.

“The Association Agreement would allow us to use the word ‘Cognac’
in the Armenian market, the right to use ‘cognac’ term in the Russian
market is the privilege of Russian-French relations. They may reach
an agreement any moment, and in that case our presence in the Customs
Union would largely depend on them,” says Harutyunyan, adding that
if Armenian cognac is not granted access in the CU, there won’t be
enough demand for it to match today’s volumes of production.

Armenia’s decision to join the Customs Union dramatically shortened
Georgia’s way to an Association Agreement with the European Union
(EU), Arnold Stepanyan, Chairman of the Georgia-based Multinational
Georgia NGO, told Tert.am.

“Because it is clear to all the nations, including Europe, that other
states may be pressed like Armenia,” Stepanyan said.

A major part of Georgia’s society is for economic relations with
Europe.

In this context, Stepanyan rules out that Georgia following Armenia’s
scenario.

The Haykakan Zhamanak (Armenian Times) daily reported that Georgian
President Mikheil Saakashvili stated that “the Eurasian community
is rampant corruption, absence of authorities’ accountability to the
public and pressure on minorities. Eurasia is jailed oppositionists,
homeless boys, oligarchic economy, and driving licenses for money.”

That was President Saakashvili’s response to Premier Bidzina
Ivanishvili’s statement that Georgia would one day join the Customs
Union.

said, speaking about the demands of the international organizations
regarding the withdrawal of snipers from the frontline.

A delegation of high-ranking officers of the Azerbaijani Defense
Ministry, parliamentarians and public figures visited the military
units near the line of contact.

Asked about the border incidents, which claim the lives of soldiers,
Sabiroglu insisted that “Armenia suffered twice as many losses.”

Raffi Hovannisian Wants To Launch New "Nation-Wide Protest Movement"

RAFFI HOVANNISIAN WANTS TO LAUNCH NEW “NATION-WIDE PROTEST MOVEMENT”

YEREVAN. – A nation-wide protest action planned for September 20 in
Liberty Square will be held for the sake of restoring justice in the
country, Raffi Hovannisian said.

Leader of the opposition noted that it was Heritage party that applied
to the municipality for holding a protest action, but this does not
mean that other political forces are not able to participate in what
he calls “nation-wide protest movement.”

“Many young people from other parties will participate in the event,”
he assured.

Asked whether political parties’ can consolidate over discontent at the
decision to join the Customs Union, Hovannisian did not give a precise
answer, once again repeating that “members of different political
forces will participate in the nation-wide protest movement.” He
added that the issue on Customs Union was includes in the agenda.

The public meeting will be devoted to the 22nd anniversary of Armenia’s
independence.

YEREVAN. – Serzh Sargsyan must leave his position for the sake of
Armenia, leader of the Heritage party said.

Raffi Hovannisian said if the current internal and foreign policy
continues at the same pace, Armenia will become a third-rate country.

“By joining the Customs Union, Armenia will lose its geopolitical
importance, and will lose its independence to the extent that may not
even give meaning to the 100th anniversary of the Armenian Genocide,”
he told reporters.

At the same time, the opposition leader is confident that without
joining the Customs Union, democratic Armenia and democratic Russia
can develop their partnership.

“The decision to join the Customs Union was made individually, and
no member of the government led by the Prime Minister, not a single
member of the ruling Republican Party of Armenia spoke against it,”
Hovannisian emphasized.

The runner-up in presidential elections said his party has been and
remains a supporter of European values and signing of the Association
Agreement.

“Meanwhile, Armenia’s joining the Customs Union under the current
conditions is unacceptable,” he concluded.

the Hamazkayin Sos Sargsyan State Theater Company from Armenia for
a five day festival of Armenian theater at Barnsdall Theater in Los
Angeles and ARTN Theater in Glendale, starting on October 16, 2013

of Hamazkayin founding fathers to promote theater arts to Armenian
communities all over the world. This unprecedented theater festival
will instill the love of Armenian theater in children, teens and

The Los Angeles community will have the pleasure of welcoming the
Hamazkayin State Theater Company under the artistic direction of
famed director Sos Sargsyan with its cast and crew of 16 members.

emigration and “Sale,” a tragicomedy performance will be performed
during the festival.

Russie et ailleurs dans l’ancienne Union sovietique en quete de
travail. Maintenant, une initiative privee s’efforce d’attenuer les
effets de l’ecoulement regulier de ce capital humain en incitant les
Armeniens de souche vivant a l’etranger, en particulier ceux installes
dans l’Ouest, de se reinstaller dans la ” patrie “.

Le projet soutenu en grande partie par une campagne des medias en ligne
a commence par ceux qui ont deja fait le deplacement et est encadree
dans l’esprit de la Peace Corps et vise a faire appel a des impulsions
idealistes de la diaspora. Ses principaux defenseurs presentent un
zèle missionnaire lors de l’examen de l’attrait du rapatriement. ”
Je crois vraiment que cette terre a une sorte d’attraction magnetique
“, a commente une native de Los Angeles Madlene Minassian, qui a
decide avec sa famille de s’installer en Armenie il y a environ une
decennie. ” Beaucoup de gens sont heureux de vivre dans un certain
endroit, mais je peux dire que je suis heureux et fière d’etre ici,
et je pense que c’est un genre different d’existence “.

Le Projet Armenie 3500 s’efforce de convaincre 3500 Armeniens de
l’Ouest de se deplacer soit en l’Armenie, ou dans le Nagorno-Karabagh,
au cours des trois prochaines annees. Ceux qui optent pour Karabagh
peuvent etre admissible a une maison comme incitation supplementaire.

Le programme est gere par un groupe de 30 personnes qui ont deja
ete rapatries.

Ces evangelistes soutiennent que les participants a Armenie 3500

Relever le quota cible des rapatries ne sera pas facile affirment
certains experts. Un sceptique est la professeur d’histoire Stephan
Astourian, directeur executif du programme d’etudes armeniennes a
l’Universite de Californie, Berkeley. Il a note que le rapatriement
depuis que l’Armenie a obtenu son independance de l’Union sovietique
en 1991 a ete minime au mieux. ” Le fait de la question est qu’une
quantite infime d’Armeniens ont ete rapatries, a l’exception d’un seul
pays l’Iran ” a declare Stephan Astourian. Il estime que le nombre
de rapatries armeniens depuis 1991 de 5000 a 10000. Les donnees
officielles ne sont pas disponibles.

En revanche, le Programme des Nations Unies estime que près de 1,3
million d’Armeniens ont quitte l’Armenie depuis 1991.

Stephan Astourian affirme que les raisons de la faible participation
de la diaspora a revenir vivre en Armenie sont les memes qui ont
incite les Armeniens a quitter – une absence d’etat de droit, et des
difficultes economiques avec en plus, la corruption generalisee.

” Je pense que le rapatriement serait hautement souhaitable s’il y
avait un Etat fonde sur la primaute du droit, avec le contrôle de
la police, une reelle vie parlementaire et judiciaire ” a commente
Stephan Astourian.

L’Armenie est classee 123e sur 178 pays en 2010 dans le rapport de
Transparency International mesurant la corruption ; legèrement mieux
que l’Azerbaïdjan voisin, qui a ete classe 134e, mais bien pire que
la Georgie, 68e place.

Armen Rakedjian a une experience directe de la bureaucratie et de la
corruption qui sevit dans les communautes armeniennes de la region.

Après avoir demenage de Paris a la ville du Haut-Karabagh de Chouchi
en 2004, Armen Rakedjian a ete pris dans une dispute sur la propriete
incorrectement enregistre qui lui a finalement coûte son investissement
de 50000 dollars. Il met sa perte sur la pretendue necessite de payer
des pots de vin et de ” hauts salaires ” pour corriger le problème.

Neanmoins, Armen Rakedjian a decide de rester a Chouchi, où il
dirige un B & B avec sa femme, Cristina. Au Karabagh, dit-il, il peut
preserver son identite culturelle. En France, ” Je n’ai pas d’assurance
que ma fille va rester armenienne ou les enfants de ma fille “,
a declare Armen Rakedjian. ” Je dois vivre ici. Je dois supporter
toutes les difficultes et avoir la possibilite de rester armenien “.

La mesure dans laquelle soit le gouvernement de facto du Karabagh
ou le Ministère de la Diaspora de l’Armenie prete main-forte aux
rapatries pour vivre cette transition n’est pas claire. L’Armenie
a actuellement aucun programme finance par l’Etat couvrant le
rapatriement. Des representants du ministère de la Diaspora, qui
est une cible frequente des critiques affirmant qu’il fait peu pour
soutenir les rapatries en Armenie, n’etaient pas disponibles pour
commenter a temps cette publication.

Le soutien parraine par l’Etat aurait pu aider Natasha Hillis et son
mari, Victor Sargissian, un dentiste, pour leur deplacement a Erevan
a partir de Ventura, en Californie. Les problèmes financiers ont
force le couple et leurs deux jeunes fils a revenir aux Etats-Unis
l’ete dernier. Bien que Victor Sargissian a trouve du travail dans
un cabinet de dentiste, il se plaint que les affaires etaient lentes,
avec la plupart des habitants incapables de payer des soins dentaires
reguliers.

” Gagner sa vie pour soutenir le niveau de vie auquel nous sommes
habitues ici aux Etats-Unis etait fondamentalement impossible ” a
raconte Natasha Hillis, qui a enseigne l’anglais a temps partiel. ”
Je me faisais 4 $ l’heure, et mon taxi vers et depuis le centre me
coûtait 3 $ “.

De nombreux rapatries reconnaissent que leurs attentes de la vie en
Armenie etaient irrealistes. Pour contrer cela, un groupe a but non
lucratif Wynnewood, base en Pennsylvanie, Birthright Armenia, offre
des bourses de voyage aux membres de la diaspora afin de travailler
comme benevoles a court terme en Armenie sans s’engager dans un
mouvement permanent. 25 des 550 participants au programme depuis
son lancement en 2003 vivent encore en Armenie, selon le directeur
executif de l’organisation, Sevan Kabakian.

Deux de ces participants -la pigiste canadienne Nyree Abrahamian et
son mari americain, Areg Maghakian, directeur adjoint des operations
du projet Tree Armenia – vivent maintenant en Armenie depuis près
de cinq ans. Meme s’ils n’ont pas exclu la possibilite de revenir en
Amerique du Nord, le couple a dit qu’ils se sont enracines en Armenie.

Malgre l’absence d’emploi bien remunere, l’attraction de travailler
dans un pays en developpement où ils pourraient avoir un impact
plus important a finalement persuade le couple de rester. ” C’est
emouvant et changeant et tournant ” a declare Abrahamiana propos du
developpement de l’Armenie. ” Non seulement vous pouvez voir cela,
mais vous arrivez a etre une partie de celui-ci et effectivement
l’affecter “.

Des groupes de la diaspora espèrent que, finalement, d’autres Armeniens
diront la meme chose.

Les autorites de Bakou savent se montrer magnanimes… Le ministère des
affaires etrangères de l’Azerbaïdjan a ainsi annonce qu’il pourrait
reconsiderer l’interdiction de sejour dont il a frappe certaines des
personnes inscrites sur sa liste noire, si toutefois elles en formulent
la demande… ou s’il estime que le pays a plus a perdre qu’a gagner
de cette mesure ! Le gouvernement azeri avait officiellement annonce
en debut d’annee que toute personne ayant visite le Haut Karabagh
sans en demander l’autorisation au prealable aux autorites de Bakou
se verrait interdire l’entree sur le territoire de l’Azerbaïdjan.

Avant meme la promulgation de cette mesure, toute personne, publique
ou privee, ayant visite l’Artsakh etait consideree comme personna non
grata en Azerbaïdjan et se voyait inscrire sur une liste noire qui
s’est allongee, au point sans doute d’inquieter Bakou, d’autant qu’y
figurent certaines personnalites qui risquaient de mettre a profit
leur notoriete pour faire une publicite très peu flatteuse pour le
pays, dont l’image est deja bien ecornee sur la scène internationale.

Des centaines de parlementaires, journalistes, et artistes de
renom sont inscrites sur cette liste que le gouvernement azeri se
dit aujourd’hui pret a etudier au cas par cas, quand les personnes
concernees lui demander de lever l’interdit. Pourtant, il est precise
que le requerant doit faire amende honorable, et accompagner sa demande
d’une mention precisant que son sejour au Haut Karabagh aurait ete
fortuit ou en tout cas qu’il n’y remettra plus les pieds.

Dernièrement, c’est la visite d’une delegation de deputes et
journalistes danois au Karabagh qui avait suscite l’ire du ministère
azeri des affaires etrangères.
