Members of the Armenia-United Kingdom parliamentary friendship group
Stephen Pound and John Whittingdale recently met with representative
of the separatist regime of Nagorno-Karabakh, Karen Mirzoyan, Armenia
Today reported.

The conflict between the two South Caucasus countries began in 1988
when Armenia made territorial claims against Azerbaijan.

Armenian armed forces have occupied 20 per cent of Azerbaijan since
1992, including the Nagorno-Karabakh region and seven surrounding
districts.

Azerbaijan and Armenia signed a ceasefire agreement in 1994. The
co-chairs of the THE OSCE Minsk Group, Russia, France and the U.S. are
currently holding peace negotiations.

Armenia has not yet implemented the U.N. Security Council’s four
resolutions on the liberation of the Nagorno-Karabakh and the
surrounding regions.

Baku-APA. Armenian-Turkish relations and the opening of the border
between the two countries are discussed at the European Parliament,
four years after the signing of the Armenian-Turkish protocols,
APA reports quoting RIA Novosti.

This time the European MPs had come to listen to the presentations
by Turkish journalist Cengiz Aktar and Armenian political analyst
Richard Giragosian.

Aktar noted that the Azerbaijani factor continues to play a huge role
in Turkey.

“The Azerbaijanis’ position on this matter is clear: Turkey
shall not normalize relations with Armenia unless Armenia gives
Nagorno-Karabakh,” the Turkish journalist stated.

Selim Yenel, Turkey’s Ambassador to the European Union, told that
Armenia needs to take concrete steps in the Karabakh issue.

To the query as to why he is confident that Armenia will stand to
gain from the normalization of relations, Yenel responded: “We all
gain from this. We need positive changes, and we can start from this.”

And to the question as to whether he agrees with the claims that
the Azerbaijani authorities have a great impact on Armenian-Turkish
relations, the Turkish diplomat responded: “Turkey and Azerbaijan
may be two different countries, but we are one nation. We cannot
disregard Azerbaijan. We see that they were treated unfairly, and we
await Armenia’s steps to correct it.”

Dr. Armine Hacopian

GLENDALE-Glendale Community College starts the year with the most
senior board member, Dr. Armine Hacopian, as one of the five board
members at the helm.

Dr. Armine Hacopian was reelected to the GCC board for a fourth term
last April. Due to her hard work, commitment, educational, and career
choices she has served as an outstanding role model for students.

Hacopian came to the USA at the age of 16, in 1969, unable to speak
any English. She had always been an outstanding student, so she was
determined to not allow a language barrier to stop her from achieving
and accomplishing. By the end of her first year, she had already
decided that she would choose the field of education as a career
path, with the goal to help newcomers overcome challenges faced when
migrating to the USA. To this day she is following her passion of
helping others through education, as was the promise she made to her
ailing father.

Hacopian’s father experienced the acts of Genocide, first-hand, at the
age of five, as he watched the slaughter of his mother and father and
his extended family, while hiding in the shrubs. Paralyzed with fear,
he didn’t move for several days. He was found days later and rushed
to an orphanage, where, along with scores of other homeless children,
he was subjected to abuse. Needless to say he grew up without any
love or tenderness, nor education. Later he became self educated
in the art of photography, and through great effort and hard work,
he was hired as the official photographer of the Shah of Iran.

Therefore, he raised his children by instilling in them the belief that
education was critical for success in life. He provided encouragement
that his children needed to focus and shine in at least one area,
to have big dreams, and never to forget to help those in need. Armine
being one of his children, took this to heart and based her life on
this one piece of advice.

In honor of her father, Armine became a life long learner, she
continued many years of education beyond earning a BA. With two
MAs, six credentials, and a doctorate in educational leadership and
supervision, Dr. Hacopian has become one of the first Armenian-American
women to break down career boundaries by seeking an elected political
office for an institution of higher learning.

Hacopian has learned from her mother how to be dedicated to an
organization with unconditional love, as her mother (Anelka Shirvanian
Shadakhouni) has been one of the longest serving members of ARS for
more than fifty years. Hacopian has brought that unconditional love
and commitment to GCC.

Throughout her career, Dr. Hacopian has been extremely busy in
leadership roles, helping her community thrive by belonging to various
community service organizations. Being a board member of the League
of Women Voters, the goal to educate the community to become better
informed voters has been an on going passion. Currently, she also
serves on the Royal Canyon Property Owners Association where she has
brought joint concerns between GCC and the neighbors for discussions
and solutions.

She was one of the co-chairs who helped pass a $98million dollar
bond measure for capital improvements at GCC. Through her genuine
hard work, and with the support of her co-trustees, the Garfield
campus construction plan received an additional funding of two
million dollars. Her new effort will be towards focusing on the
new construction plan – which will start very soon at GCC – of the
Student Services Lab building, where many of the student services
will be housed, built with state funding.

During her career, Dr. Hacopian has been an outstanding teacher,
department chair, counselor, and coordinator of Even Start Family
Literacy program, through which she was able to work closely with Head
Start and provide parenting classes and mitigate domestic abuse as
a result. She also was an ESL specialist, helping teachers improve
their skills as they worked with students, whose primary language
was not English.

In addition, she has been on K-12 and college accreditation teams,
both internal and external. She has presented at numerous conferences,
focusing on motivation, diversity, education, and workplace sexual
harassment prevention and its impact on victims. Serving on doctoral
dissertation committees has been another recent commitment of hers.

She was a consultant for the Department of Affirmative Action of
La County, where she was able to train sexual harassment prevention
and understanding differences to the executives and upper management
teams. A trainer of trainers, she has been a sought after consultant
in the areas of career transitions, diversity understanding, and
sexual harassment prevention, communication and conflict management,
program reviews and leadership evaluations, and motivating employees
are just to name a few.

One of Dr. Hacopian’s experiences most dear to her heart was being a
co-founder of a private Armenian School in Glendale (currently named
Chamilian and Tufenkian Preschool). For more than twelve years, she
was a member of the Western Prelacy Board of Regents dedicating her
time and commitment to Western Prelacy Armenian schools in California.

Due to her extensive accomplishments, dedication and service, Dr.

Hacopian has been recognized by being awarded various prestigious
honors. Most recently she was honored by the California State Senate
as “Woman of the Year” (2012), the Commission on the Status of Women’s
“Woman of Courage, Jewel of Glendale” award (2013), and a Congressional
Recognition as “Woman of the Year” (2013), awarded by Congressman
Adam Schiff. Other honors include the Armenian Cultural Conference
“Woman of the Year” (1997), the Armenian-American Chamber of Commerce
“Business Woman of the Year” (2009), and the Armenian Educational
Foundation’s “Educator of The Year” (2003).

Since 2001, she has been the president of the Glendale Community
College Board of Trustees for three different terms and as the past
immediate GCC board president, she dedicated all her energy toward
leading the college through a very tough budgetary cycle, and hiring
a new superintendent/president.

The best recognition for Dr. Hacopian’s hard work is the fact that she
had no opposition this last April for her fourth term election. She
appreciates the community’s trust in her efforts to be an excellent
Glendale Community College Board Member.

In an interview, Dr. Hacopian indicated that her best accomplishment
was to be married to Vahe Hacopian, a long time board member in
the Armenian Educational Foundation. It is important to note that
Vahe and Armine met each other when they were both in the AYF “Mousa
Dagh” Chapter. They have two daughters who have each gone to AYF Camp
since age eight, attended Tufenkian Preschool and Chamlian. For six
weeks as part of their missionary work in Armenia, both daughters
participated in Armenia’s Land and Culture organization, where each
stayed in Armenia’s Gogaran and Sagmosavank villages and proudly
helped excavate these churches, keeping Hacopian’s father’s (Sako
Shadakhouni) dream alive.

The Hacopian’s have five grandkids who attend Tufenkian Preschool
and Chamilian Elementary School.

YEREVAN, SEPTEMBER 19, ARMENPRESS: On September 16 in Vienna began
its works 57th session of general conference of United Nations’
International Atomic Energy Agency.

“Armenpress” was informed from Armenian Foreign affairs ministry that
in the conference takes part Armenian delegation headed by the Minister
of energy and natural resources Armen Movsisyan. In the delegation are
included Deputy Minister of energy and natural resources Areg Galstyan,
permanent representative of Armenia in international organizations
located in Vienna, ambassador of Armenia in Austria Arman Kirakosyan
and other representatives of the sphere.

On September 17 with s speech performed head of Armenian delegation
Armen Movsisyan. The minister reverberated to various spheres of
cooperation between Armenia and International Atomic Energy Agency.

In framework of general conference Armenian delegation held meetings
with several high-rank officials from the organization as well as
delegations from other countries.

Armenia’s Membership In Customs Union To Have Favorable Impact On En

ARMENIA’S MEMBERSHIP IN CUSTOMS UNION TO HAVE FAVORABLE IMPACT ON ENERGY RESOURCES PRICES

YEREVAN, September 19. / ARKA /. After joining the Customs Union
Armenia will pay for energy carriers the same price as the other
members of the union pay, Bruno Balvanera, the EBRD Director for
Caucasus Region, Moldova and Belarus, told journalists on Thursday.

He said that Armenia will benefit from this, since Customs Union member
countries receive natural gas at a lower price than other countries,
and this will have a positive impact on the country’s economy and on
inflation, which is under considerable pressure.

Balvanera said that Armenia has only expressed its intention to join
the Customs Union, and it will pass long way of negotiation.

He found it premature to forecast something. He said time is needed
to see what impacts Armenia’s membership in the Customs Union will
have on its imports and exports.

Balvanera also stressed that every country has the right to decide to
join this or that alliance, and the EBRD respects Armenia’s decision.

He remembered that Russia is member of the EBRD, and some 30% of the
EBRD projects are being implemented in Russia. Kazakhstan and Belarus
are the EBRD members as well.

He added that the EBRD has the experience of working with the Customs
Union members and its policy toward Armenia remains unchanged.

Armenian and Russian presidents, Serzh Sargsyan and Vladimir Putin,
made a joint statement on September 3, after they met in Moscow. It
has become known from the statement that Armenia has decided to join
the Customs Union and it intends to take part in formation of Eurasian
Economic Union in the future.

The announcement came as Armenia was poised to sign the

Chief Accountant of the Service of Bailiffs of Armenia, Head of the
Financial and Economic Department Satenik Hovhannisyan, as well as
Head of the Personnel Department Narek Gasparyan have been arrested
on a charge of huge embezzlement of public funds.

According to , 19 people are involved in the
high-profile case, with 16 of them, including chief and vice-chief
of the Service of Bailiffs, have been charged with huge embezzlement.

One more vice-chief of the Service of Bailiffs Gegham Grigoryan is
wanted by the police.

The planes NKR has purchased will be technically ready to carry out
flights from Stepanakert Airport in 15 days, Haykakan Zhamanak says.

According to the head of the Nagorno-Karabakh Republic General
Department of Civil Aviation (NKR GDCA), the airport is also ready for
work. He added that currently the planes are undergoing maintenance
by the producing company.

I. Questions regionales

1. La plus grande cathedrale armenienne en dehors d’Armenie inauguree a
Moscou/L’ensemble de la presse rend compte de l’inauguration a Moscou
d’une cathedrale armenienne en presence du President Sarkissian,
du “President” du HK, Bako Sahakian, du Catholicos Karekine II et
du Patriarche de toutes les Russies, Cyrille. La construction de
l’eglise a ete lancee en 2006 et a ete financee par un groupe d’hommes
d’affaires russes d’origine armenienne. La consecration a ete effectuee
par le Catholicos Karekine II et le primat du Diocèse de la Russie,
Mgr Ezras Nersisyan, dont la cathedrale servira de residence.

L’Azerbaïdjan refuse de retirer ses tireurs d’elite des positions
avancees/Le porte-parole du Ministère de la Defense azerbaïdjanais
a indique que l’Azerbaïdjan ne retirera pas ses snipers tant que la

II. Relations exterieures/ Union douanière eurasiatique

1. Edouard Nalbandian a Varsovie/ Les Ministres des AE des deux
pays ont discute, selon le communique officiel, des relations entre
l’Armenie et l’UE. Le Ministre armenien a rappele que depuis le debut
du Partenariat oriental, l’Armenie s’est dite prete a approfondir
son partenariat avec l’UE, mais non aux depens de ses relations avec
la Russie. C’est dans ce contexte qu’il faut, selon lui, considerer
la decision de l’Armenie de rejoindre l’Union douanière. Mediamax
reproduit le communique du Ministère polonais des AE, selon lequel
le Ministre Radoslaw Sikorski, a reaffirme le soutien de son pays aux
aspirations europeennes de l’Armenie, tout en indiquant que le choix
de Erevan en faveur de l’Union douanière rendait complexe le paraphe
de l’accord d’association et de l’accord de libre-echange avec l’UE.

M. Sikorski ne partage pas l’idee selon laquelle l’accord d’association
peut etre dissocie de l’accord de libre-echange. /Hayots Achkhar,

2. L’adhesion a l’Union douanière divise l’opposition armenienne/RFE/RL
consacre un reportage aux positions divergentes des principaux partis
d’opposition quant a l’adhesion a l’Union douanière.

Si Raffi Hovhannissian, leader du parti Heritage, accuse le President
Sarkissian d’avoir sacrifie l’independance et la souverainete du
pays, il accuse de meme la Russie de vouloir recreer l’URSS. Le
point de vue de M. Hovhannissian est partage par plusieurs autres
groupes d’opposition non representes au Parlement, ainsi que par
des parlementaires de l’opposition, tels qu’Alexander Arzoumanian,
ancien Ministre des AE, et Nikol Pachinian, ancien redacteur en chef de
Haykakan Jamanak. En revanche, la FRA/Dachnaksoutioun a soutenu cette
adhesion, estimant que celle-ci etait vitale pour la survie du pays.

Selon ce parti, ni les Etats-Unis, ni l’Union europeenne ne
proposeraient a Armenie les garanties de securite offertes par
la Russie.

3. L’Armenie pourrait finalement ne pas adherer a l’Union douanière
?/Le quotidien Jamanak se dit informe de sources “fiables” que
l’Armenie pourrait finalement renoncer a l’idee d’adhesion a l’Union
douanière, evoquant l’absence d’avantage economique. Le groupe de
travail qui doit etre forme d’ici la fin de l’annee, charge de preparer
les documents d’adhesion, pourrait conclure, selon ce quotidien, que
l’adhesion a cette structure n’est point rentable pour l’Armenie. Ce
quotidien estime que la Russie avait besoin d’une victoire politique
qu’elle a obtenue le 3 septembre, a savoir empecher l’Armenie de
signer l’accord d’association a Vilnius, et n’aurait desormais plus
interet a ce que l’Armenie adhère reellement a cette union.

III. Politique interieure

1. Le parti Dachnak propose un programme d’action visant a combattre
l’emigration/Le parti d’opposition FRA/Dachnaksoutioun a presente un
programme intitule “Nous vivrons dans notre pays” visant a combattre
les flux d’emigration juges “alarmants”. Les deputes Armen Roustamian
et Artsvik Minassian ont appele les autorites a prendre en compte
des mesures proposees, car l’Armenie ne peut plus se permettre de
perdre d’habitants. Ils proposent des reformes radicales dans 11
secteurs importants.

Murad Zahdi Oz est porté disparu depuis ce matin, a annoncé mercredi
l’Agence nationale d’information (ANI) après la découverte par
les services de renseignements des Forces de sécurité intérieure
(FSI) d’une voiture louée en son nom et abandonnée dans la région
de Maameltein, près de la ville de Jounieh (nord de Beyrouth).

L’ARMENIE SOUHAITE-T-ELLE ADHERER A L’ORGANISATION DE COOPERATION DE SHANGHAI?

Alors que le PM Tigran Sarkissian, se trouvant en Chine pour prendre
part au Forum economique mondial, aurait exprime le souhait de
l’Armenie de s’integrer a l’Organisation de cooperation de Shanghaï,
le Ministre des AE, Edouard Nalbandian, a precise qu’il s’agissait
d’un statut d’observateur que l’Azerbaïdjan a egalement sollicite
auprès de cette organisation. / Rapporte par l’ensemble de la presse
