Russian officials say Armenia needs to regulate customs relations with
Nagorno-Karabakh before it enters the Eurasian Union. If Karabakh
enters the Eurasian Union as a part of Armenia, it will indirectly
lead to Nagorno-Karabakh being recognized as part of Armenia.

Nagorno-Karabakh is part of Azerbaijan but has been de-facto
independent since 1994. Only Armenia recognizes Nagorno-Karabakh. So
far no solution has been suggested for this issue.

TEHRAN (FNA)- Jihadist fighters linked to the Al-Qaeda set fire to
statues and crosses inside churches in Northern Syria, and destroyed
a cross on a church clock tower, a watchdog said.

Islamic State of Iraq and the Levant (ISIL) fighters entered the
Greek Catholic Church of Our Lady of the Annunciation in the Northern
city of Raqa and torched the religious furnishings inside, the Syria
Observatory for Human Rights said.

They did the same at the Armenian Catholic Church of the Martyrs,
and also destroyed a cross atop its clock tower, replacing it with
the ISIL flag, the Observatory said, AFP reported.

Additionally, Christians clerics have been kidnapped, and some brutally
murdered, by jihadists.

In January, the Middle-East director of Human Rights Watch, Sarah
Leah Whitson, said, “The destruction of religious sites is furthering
sectarian fears and compounding the tragedies of the country.

“Syria will lose its rich cultural and religious diversity if armed
groups do not respect places of worship.”

The New York-based group said that “while some opposition leaders
have pledged to protect all Syrians, in practice the opposition has
failed to properly address the unjustified attacks against minority
places of worship.”

At the outset of the rebellion against President Bashar al-Assad,
rebels welcomed the support of jihadist groups, largely made up of
foreign fighters.

But the jihadists, who have reached a position of dominance in
specific parts of the country, are increasingly alienating the native
population.

On Thursday, an ISIL commander from the United Arab Emirates was killed
in fighting with Kurds in the North of Syria, the Observatory said.

A report on Thursday said that Al-Qaeda-linked militants in Syria
have destroyed several Jewish mausoleums in the historical town of
Tadouf in the Northern city of Aleppo.

Militants reportedly demolished a number of the most ancient Jewish
mausoleums in Aleppo in North of Syria.

Foreign-backed militants have so far destroyed many religious sites
in Syria since the unrest began in 2011.

Earlier this month, members of the al-Qaeda-affiliated al-Nusra Front
attacked the historical Christian village of Maaloula near the capital,
Damascus, and destroyed parts of it, before Syrian security forces
arrived to repel them.

Three of the seven historical churches in the village were burnt by
the anti-Damascus militants.

Maaloula – a mountain village of 2,000 residents, 60km Northeast
of Damascus – is a major pilgrimage destination for Christians from
around the world.

It’s home to some of the most ancient Orthodox Christian relics and is
also one of the very few places in the world where people still speak
Aramaic, a biblical-era language that Jesus is believed to have spoken.

In mid-August, The Syrian armed rebels killed tens of civilians and
injured dozens more by attacking two Christian-populated villages in
Homs countryside.

A group of extremist armed rebels attacked two villages of Al-Hasn
and Marmarita mostly populated by Christian citizens, killed more
than 15 villagers and injured many more.

The Syrian army, however, repelled the attacks and pushed back the
militants who were trying to capture other villages of Homs countryside
in Western Syria.

The conflict in Syria started in March 2011, when sporadic pro-reform
protests turned into a massive insurgency following the intervention
of western and regional states.

The unrest, which took in terrorist groups from across Europe, the
Middle-East and North Africa, has transpired as one of the bloodiest
conflicts in recent history.

As the foreign-backed insurgency in Syria continues without an end
in sight, the US government has boosted its political and military
support to Takfiri extremists.

Washington has remained indifferent to warnings by Russia and other
world powers about the consequences of arming militant groups.

Unified Investigative Agency To Be Establish In Armenia

UNIFIED INVESTIGATIVE AGENCY TO BE ESTABLISH IN ARMENIA

Armenian President Serzh Sargsian has signed a decree on the
establishment of a legal assistance committee on forming a unified
investigative agency.

The unified investigative agency will be based on investigative
authorities existing in the defense ministry, police and State Revenue
Committee, the president’s press office told Interfax.

“The decree on the creation of the unified investigative agency has
been signed in order to increase the efficiency of the preliminary
investigation on criminal cases and enhancing the independence of
the investigative authorities,” the press office said.

The legal assistance committee has been ordered to draft and submit
bills, necessary to form the unified investigative agency, to the
president’s secretariat.

Former Armenian Prosecutor General Agvan Ovsepyan has been appointed
the committee chairman.

Russia To Help Guard Syrian Weapons Destruction

RUSSIA TO HELP GUARD SYRIAN WEAPONS DESTRUCTION

MOSCOW — Russia says it is ready to help ensure security for the
destruction of Syria’s chemical weapons.

Russian news agencies quoted Deputy Foreign Minister Sergei Ryabkov
confirming that Russia would help guard the facilities where the
weapons are being destroyed.

Ryabkov, speaking Thursday during an arms exhibition in Nizhny Tagil,
said he hoped that other members of the Collective Security Treaty
Organization would also participate. The organization includes Armenia,
Belarus, Kazakhstan, Kyrgyzstan and Tajikistan.

U.N. inspectors returned to Syria on Wednesday to continue
investigating three incidents of suspected chemical weapons use
this year.

The U.S. and its allies accuse the Syrian government of carrying out
an attack near Damascus on Aug. 21 that killed hundreds of people.

Syria and Russia blame the rebels for the attack.

Most Armenians have a die-hard habit of asking a new acquaintance:
“Tseronq urdeghen en?” (“Where do your grandparents come from?”).

In the Diaspora and even in Armenia, whenever a group of Armenians
gathers, a “little” Armenia is created. One’s ancestor may turn out to
be from Hadjin, Marash, Aintab, Garin (Erzrum), Van, Mush, Sassoun,
Baghesh (Bitlis), Kayseria, Musa Ler (Dagh), Amasia, Zeytun, Sis,
Adana, Ourfa, Dikranagerd and many other lost Armenian localities in
Turkish-occupied Western Armenia and Armenian Cilicia.

Immediately after the Turkish-executed Armenian Genocide of 1915-1923,
the forcibly deported orphaned survivors kept their memories of their
localities alive by laying the foundation to numerous compatriotic
societies. To the credit of succeeding generations living in-exile,
several compatriotic associations continue to exist in the Middle
East, Europe, United States, Canada, South America and elsewhere;
and serve as living bridges to the lost homeland.

Many exiled Armenians used to grant each other nicknames based on
one’s ancestral roots – Hadjintsi Koko (“tsi” suffix meaning “from”),
Marashtsi Manouk, Aintabtsi Vicken, Vanetsi Hrayr, Mushetsi Hagop,
Sassountsi Jirayr, Adanatsi Minas, Kaysertsi Sarkis, Musa Lertsi Sahag,
Zeytuntsi Harut, Sisetsi Avedis, Ourfatsi Hovannes, Bitlistsi Armen,
so on and so forth.

Even one of the three officially recognized Armenian municipalities
of the Middle East Bourj Hammoud, Lebanon (population 200,000) is
subdivided into several neighborhoods named after the lost Armenian
localities in Armenian Cilicia such as Nor (New) Sis, Nor Marash,
Nor Amanos; and Nor Hadjin in neighboring Beirut, capital of Lebanon.

In many other communities of the Armenian Diaspora, as far I know,
there are no neighborhoods that are named after such localities. But
many members have established additional chapters on various continents
creating one more layer in their transnational community.

Marashtsis serve as a good example. Compatriotic Union of Marash
boasts several chapters worldwide – one in Eastern United States;
another in Western U.S., Argentina, Australia, Syria and Lebanon. They
even have a city in contemporary Armenia named Nork Marash. Zeytuntsis
have Verin (Upper) Zeytun also in Armenia.

In the United States, there are literally dozens of such organizations
continuing their mission in keeping the spiritual ties to one’s
ancestral roots alive. They serve as a bedrock of the Armenian Cause
on micro level. These organizations educate their members about
their hometown cultural values as well as their personal rights to
recover one day their ancestral real and personal properties illegally
confiscated by Turkey. In a sense, they serve as unofficial Armenian
municipalities in exile.

One such organization is Sis Compatriotic and Cultural Society (USA)
that was founded in 1993 in Los Angeles to continue the mission of the
mother chapter in Lebanon that was established in the 1920’s. This
association is named after historic capital of Armenian Kingdom
of Cilicia (1080-1375) that later became an important city in the
short-lived Autonomous Armenian Cilicia also known as Integral Armenia
(1919-1921).

The organization is still going strong thanks to the undying dedication
of its members. Like many other Armenian compatriotic organizations,
Sis Compatriotic seems to be determined to overcome the challenges to
secure quality regeneration in order to keep the torch alit generation
after generation until the day comes when Sis, Cilicia – like many
other localities is freed from the yoke of illegal Turkish occupation.

That day may come “in 5, 50 or 500 years,” says (Zeytuntsi) Harut
Sassounian, Publisher of The California Courier, reminding us, but
what good is it if coming generations forget about their roots and
their ancestors’ Cause! What if one day historic opportunities come
and the lands are freed but there are no Armenians to claim them!

That’s exactly why Armenians must continue educating themselves and
their children about their Cause both on macro and micro levels.

It is with such a sense of urgency that Sis Compatriotic and Cultural
Society Board of Trustees has organized its biennial general meeting
this Sunday Sept. 29 in order to pave the way for the new generation
of Sisetsis.

A recent invitation letter by the organization states: “Our
organization can remain strong as long as together we maintain a
high level of national awareness; a sense of mission and mutual
empowerment. Similar to other Armenian compatriotic organizations,
Sis Compatriotic and Cultural Society propagates restorative justice
for all fellow compatriots. Each and every compatriot is entitled to
demand the return of his/her ancestral real and personal properties
to them as the rightful owners.”

By keeping its compatriotic unions strong the Diaspora can benefit
from its ancestral roots reinforcing the Armenian Cause on micro
level that can be crucial in empowering individual Armenians in their
collective quest for justice.

Armenia, India Hold Foreign Office Consultations

ARMENIA, INDIA HOLD FOREIGN OFFICE CONSULTATIONS

YEREVAN, SEPTEMBER 27, ARMENPRESS: India and Armenia held the seventh
round of Foreign Office Consultations and reviewed the entire gamut
of bilateral relations over a two-day meeting, Armenpress reports
referring to Vancouverdesi.com.

Both sides also held the sixth meeting of the India-Armenia
Inter-Governmental Commission in New Delhi Sep 25-26.

Sergey D. Manassarian, the deputy foreign minister of Armenia and
Ashok K. Kantha, secretary (east) in the ministry of external affairs,
held wide-ranging Foreign Office level consultations on Sep 25.

The two sides also discussed regional and international matters and
exchanged views on the current international situation. They expressed
satisfaction at the close cooperation in international fora between
India and Armenia.

The sixth session of the India-Armenia Inter-Governmental Commission
(IGC) on Trade, Economic, Scientific and Technological, Cultural and
Educational Cooperation was also held.

Discussions included a review of ongoing cooperation in various fields
like IT, science and technology, health, development cooperation,
tourism and civil aviation and culture.

Both decided to intensify bilateral efforts to implement various
project related proposals and agreed that bilateral agreements
currently under discussion would be finalized expeditiously.

‘The negotiating process on the Karabakh conflict settlement has
recently been at a deadlock, while international mediators don’t show
activity due to the upcoming presidential elections in Azerbaijan. Yet
various international research centers have advanced new theories
of the conflict settlement. For example, the last report of the
International Crisis Group contains some approaches ,which are
dangerous for the Armenian side’s position,” political scientist
Hrant Melik-Shahnazarian said at a meeting with reporters today.

In his words, expert circles of the West try to equate the actions
of Armenia and Azerbaijan. The political scientist noted that the
extradition of Ramil Safarov and his glorification by Azerbaijan
have always been perceived as the main reason of the collapse of the
Karabakh conflict negotiating process, but in parallel with it, an
attempt is now being made to present the plans to operate Stenakert
airport as a factor.

“This thesis was already advanced in the report released by the
International Crisis Group yesterday. The studies, which were conducted
by the United Royal Services Institute for Defense and Security Studies
(RUSI) and financed by Azerbaijani side, contain the same thesis. They
are trying to develop that thesis and move it to the political arena,’
the expert noted.

According to H. Melik-Shahnazarian, the second thesis is one about
inefficient activities of the OSCE Minsk Group, that is to say,
the Minsk Group has for years failed to contribute to the conflict
settlement and the format of negotiations should therefore be changed.

“Azerbaijan is really interested in expanding the format of the OSCE
Minsk Group because its main ally and elder brother – Turkey is not a
Co-chair of the OSCE Minsk Group and has no opportunity to be engaged
in active politics in the South Caucasus. The Azerbaijani side tries
to stir up activity at the Armenian-Azerbaijani border by taking
subversive actions so that those theses would not be unfounded. It
aims to show to the international community that the conflict was
not frozen,” Melik-Shahnazarian said.

As regards the third thesis, the political scientist stressed
that Azerbaijan tries to show that although Armenia won the war,
nevertheless it has lost in the wide sense as it lags behind by
its economic indices. According to the political scientist, in this
context, data about economic progress, Azerbaijan’s defense budget,
etc. are constantly announced.

“These theses are now being advanced at an expert level. They will
become an information factor, but I am convinced that with the lapse
of time they will become a political factor as well so we should
struggle against this,” he stated.

Commemorating Armenian Independence Day has become a tradition in

Last year, Armenia’s Dilijan and Romania’s town of Roman were
officially declared sister cities.

Gasanli: Ilham Aliyev turned Azerbaijan into holding company

Jamil Gasanli and other opposition leaders were once again under
attack by most of the presidential candidates in debates on public
television in the evening on September 26. In turn, the presidential
candidate of the National Council of Democratic Forces (NCDF) Gasanli
again spoke personally with corruption allegations against President
Ilham Aliyev.

Opponents of Gasanli this time chose a slightly different tack. At
first , they sent a spike of attacks against other opposition leaders,
Isa Gambar and Ali Kerimli , and especially against the latter, and
tried to present Gasanli cheated “victim ” of these politicians.

So , Zahid Oruc said that the environment of Gasanli in NCDF by hiding
behind his back is not coming to the debate , and after the elections
they will leave him on the field alone, as they did with Abulfaz
Elchibey .

In response Gasanli said that he is running for president in person
and therefore he has nothing to blame other politicians in the studio.
Gasanli, in turn urged his critics not to act as trustees for Ilham
Aliyev.

After that, he became the target of attacks.

So, Zahid Oruj put the blame on him for applausing Heydar and Ilham
Aliyev in the parliament and other government activities, and Gudret
Gasanguliev reminded that Gasanli was once expelled from the Popular
Front for the fact that he went against the decision of the party for
the sake of his MP mandate.

In response Gasanli said that Oruj does not have the moral right to be
a member of parliament, as the European Court of Human Rights declared
illegal the election in his district, having satisfied the complaint
of another candidate , a member of the Popular Front Party Nemat
Aliyev.

Next, Gasanli referring to the authorized representative of Ilham
Aliyev , the executive secretary of the ruling party New Azerbaijan
Ali Akhmedov, asked him to report on the 48 billion dollars taken from
the country by the ruling elite.

I addition, Gasanli recalled that exactly a year passed since the
scandal known as Gulargate (in exile the former rector of the
Azerbaijan International University Elshad Abdullayev, 26 September
2012 put on the Internet a video of his conversation with the then
deputy Gular Ahmadova, during which Ahmadova promised Abdullayev to
elect him to parliament in the 2005 elections and assured him of
inclusion in the President’s list). Gasanli reminded that in this
conversation , both the briber and the bribe-taker were members of the
New Azerbaijan.

Noting that the usurpation of power is the gravest crime against the
state, Gasanli claimed responsibility of the party New Azerbaijan and
its leader for that.

He said the chairman of the party New Azerbaijan “either gives or
sells the parliamentary seats.”

In response Akhmedov expressed the opinion that “very little time
remains before giving Jamil Gasanli to law enforcement agencies for
his defamatory statements.”

Akhmedov denied the export of $ 48 billion, said that ” Azerbaijan
does not have such money,” and all of these are inventions of
anti-Azerbaijani minded foreign media . As for the same “Gulargate”,
then, as Akhmedov said, Gular Ahmadova is held responsible and will
soon appear in court .

He accused Gasanli of a “revanchist” speech .

Next Gasanli touched on the topic of monopolies in Azerbaijan in
various spheres.

According to him, in fact, in Azerbaijan, there is “one monopoly –
Ilham Aliyev, who runs the country , as if his own holding .”

At the same time , according to Gasanli , the population of the
country is in a difficult social situation . So, he said, while 140
million manat is allocated annually from the state budget for free
medicines for certain categories of patients , most of them do not
receive these drugs.

Saving time on the last TV debate performance, the head of the party
Modern Musavat Hafiz Hajiyev called Gasanli, who had already left the
studio, “father-in-law of Armenians” and “traitor.” -06D
