DEPUTY OF EUROPEAN PARLIAMENT: ARMENIA WILL NOT INITIAL THE AGREEMENT WITH THE EUROPEAN UNION AS IT HAS CHOSEN THE CUSTOMS UNION WITH RUSSIA

We hoped that at the Vilnius “Eastern partnership” summit Armenia will
be able to initial the Association Agreement with the EU, but that
will not happen as Armenia has already chosen the Customs Union with
Russia, a deputy of the European parliament, Jacek Saryusz Wolski,
said in an interview with Polska newspaper.

He slagged off Russia’s policy directed at banning of several
post-Soviet countries to integrate in Europe, as he said.

YEREVAN. – Mayor Taron Margaryan of Armenia’s capital city Yerevan
chaired a working consultation meeting devoted to the preparations
for the 2795th anniversary events of the founding of Yerevan.

Deputy Mayor Aram Sukiasyan reported that the ongoing activities
toward the external artistic lighting of the capital city are being
completed, informs the Yerevan Municipality Information and Public
Relations Department.

It was also reported that the placement of the 2795th anniversary
posters and banners are still in progress.

In addition, it was informed that the setting up of about thirty
festive stages proceeds according to schedule.

Margaryan instructed the respective persons in charge to keep the
preparations under constant control and to regularly report on the
activities.

PanARMENIAN.Net – European Union has always been one of the most
important partners of Armenia, parliament speaker said in Geneva.

As Hovik Abrahamyan told Bundestag President Norbert Lammert, “Armenia
has always been open to cooperation in international platforms;
however, not ignoring its strategic interests – especially in the
light of closed borders and a conflict in Karabakh.”

According to Abrahamyan, Armenia will continue adhering to European
principles and values. “We’re determined to expand the process of
institutional reforms aimed at strengthening of democracy, promoting
human rights and the rule of law,” Abrahamyan said. He went on to give
high assessment to current level of Armenian-German ties, expressing
Armenia’s interest in their further expansion, Novosti-Armenia said.

The Armenian National Assembly delegation led by Abrahamyan is
attending a Geneva-hosted Inter-Parliamentary Union summit on October
7 to 9.

MEN USE INTERNET MORE IN ARMENIA

YEREVAN, OCTOBER 7, ARMENPRESS: 58% of the Armenian society has got
Internet accessibility. In Yerevan Internet is accessible to 60%
of the people and in the marzes – to 48%. As reported by Armenpress,
the Internet Society NGO carried out a poll among 1520 citizens of
the Republic of Armenia and presents the results.

By the way, the major part of the Internet users is men – 56,5%
and the women users make 43,5%.

The Internet users mainly read news, use the social networks and
messengers, listen to the music, watch videos and movies, check the
e-mails and get acquainted with the weather forecasts.

The poll was carried out from December 2012 to March 29 2013.

Armenian, German Parliament Speakers Discuss Bilateral Ties

ARMENIAN, GERMAN PARLIAMENT SPEAKERS DISCUSS BILATERAL TIES

Different aspects of the German-Armenian relations were discussed at
recent talks between the speaker of Armenia’s National Assembly, Hovik
Abrahamyan and the President of the German Bundestag Norbert Lammert

Meeting in Yerevan on Monday, the two officials talked of
bilateral cooperation, highlighting the importance of deepening
inter-parliamentary ties. They addressed the latest developments
in the region and a range of issues of mutual interest, reports the
National Assembly’s press office.

Abrahamyan congratulated the German senior parliamentarian on
Chancellor Angela Merkel-led Christian-Democratic Party’s victory in
the September 22 elections in the country.

He highly praised the current level of the German-Armenian relations,
noting that Armenia is highly interested to develop them further in
both bilateral and multilateral formats.

Abrahamyan said that Armenia will keep remaining committed to
European values and principles in an effort to expand and deepen the
institutional reforms processes aimed at the continuous strengthening
of democracy, human rights and rule of law.

He told the German official that the country has always been open
to cooperation on different international platforms, supporting
integration processes based on its strategic interests.

Emphasizing the importance of the Bundestag-sponsored International
Parliamentary Scholarship program (which offers the Armenian youth
a good opportunity to get familiarized with Germany’s political and
economic process), Abrahamyan said that Armenia’s parliament too,
is willing to receive two foreign students beginning next year to
enable them to get better familiarized with the political and economic
system of Armenia.

For his part, Mr Lammert also stressed the importance of deepening the
inter-parliamentary ties and strengthening cooperation in different
sectors.

He expressed the German side’s interest to develop bilateral-relations
in different sectors, saying that the recent developments (the plans
for membership in the Eurasian Customs Union) in the country have
not decreased Germany’s interest in Armenia.

The Bundestag president noted that a steadier development of
democratic process will promote a more dynamic progress in the
EU-Armenia relations in future.

At the end of the meeting, Abrahamyan invited Lammert to Armenia on
an official visit.

Statistics of the Internet experiences rather serious problems in the
South Caucasus. Thus, for example, in Azerbaijan, according to
official data 70% of population uses Internet and 50% of population
use broadband Internet1. In Armenia, according to Public Services
Regulating Committee as of December 2011 60% of population use
Internet2. According to the government data there were 380 thousand
Internet users3 (Pic. 1). But, as the type of connection used by this
or that stratum of the society and the frequency of usage are not
clear, such a statistics raises questions.

On the other hand there are researches which are based on public
opinion polls which on the one hand differ from official data, and on
the other hand they provide more detailed answers.

The Caucasus Research Resources Center (CRRC) issued comparative study
of the Internet usage in Armenia, Georgia and Azerbaijan4. According
to the study, as of 2012 33% of population in Armenia, 16% in Georgian
and 11% in Azerbaijan use Internet once a week or more often. Armenia
is a leader in the aspect of using general Internet – 53%, in Georgian
it is 26% and in Azerbaijan 45%. It is also remarkable that in Armenia
there are almost no people who do not know what is Internet, meanwhile
in Azerbaijan and Georgia such people constitute 20% and 7% of
population correspondingly (Pic. 2).

As for what the population in these three countries uses Internet for,
70% of Internet users in Georgia are using social networking sites,
and in Armenia and Azerbaijan this showing reaches approximately half
of the Internet users. The Armenians are using Internet for receiving
news most of all – 25%. The use of Skype in Armenia stands out – 52%,
meanwhile in Georgia and Azerbiajan this showing reaches 31% and 23%
correspondingly (Pic. 3).

Armenia is also leader in the aspect of PCs connected to the Internet
in the households – 48%; in Georgia – 32% and in Azerbaijan 17% (Pic.

Generally, Armenia takes the first place in the aspect of household PC
ownership too (Pic.5).

Let us take into consideration that this data is for 2012. In 2013
these showings have been growing obviously. Only in the aspect of the
social networks use it can be stated that the use of the Internet in
the region is an important factor for a big stratum of society. The
number of Facebook users in Armenia exceeds half a million and overall
number of Odnoklassniki, Mail.ru and sites users reaches 1.5
million.

Why Are 700 Greeks Praying In a Turkish Hotel?

There is a small town on Turkey’s western Aegean coast, called
Ayvalik. On Sept. 29, a striking photo from this town hit the
newspapers. A local hotel was hosting a religious service, attended by
700 clerics who came from various Greek islands.

Those familiar with the historic tensions between Turkey and Greece
could assume that the clerics prayed in Ayvalik in a show of defiance.
The actual story, however, is quite different, offering a good
perspective of how much religious freedom non-Muslims enjoy in Turkey.

The clerics had in fact come to Ayvalik to hold a religious service at
the local Taxiarchis Orthodox Church. But as they failed to obtain the
`required’ permission from the authorities, they had to make a
last-minute arrangement and pray at a hotel.

Let’s see how things unfolded, as reported in the Taraf daily: `When
the governor’s office denied them permission for a service at the
Taxiarchis Church in Ayvalik, the 700 Greeks decided to book the
conference hall of a hotel. The service, held in the conference hall
of the Halic Park Hotel in Ayvalik, was attended by a total of 700
people, including 400 from the island of Lesbos and 300 from Athens,
Crete and elsewhere. The Greek consul in Izmir, Theodore Tsakiris, a
parliament member from Lesbos and the Orhomenos mayor also attended
the service. A member of the Greek Orthodox community in Turkey, who
requested anonymity, told Taraf : `Back in April, we applied to hold a
service at the Taxiarchis Church on Sept. 29. We waited six months for
a reply. The rejection came only three days before the scheduled
service date. Why did they wait for six months? We believe they did so
deliberately. Concerts are being organized in the church where we want
to pray. It is hard to understand why our religious service becomes a
problem while concerts are allowed to be held in the church.’

The Taraf story contains also the following information: `The
Ecumenical Patriarchate in Istanbul applied to the governor’s office
in April for a permission for a religious service on Sept. 29 at the
Taxiarchis Church, which has a `museum’ status. The governor’s office,
in turn, sought an approval from the Ministry of Culture and Tourism.
The ministry rejected the request on the grounds that `the Taxiarchis
Church does not figure in the 2000 catalogue of churches where
religious services could be held.”

You may already be confused. Why has a church become a museum? Why
does worshipping in a church require the permission of administrative
authorities? Why do Greek clerics hold prayers in Turkey?

Let’s start with the last question. The Greek Orthodox patriarchate in
Istanbul is an ecumenical patriarchate, according to the title it
uses. The title signifies a declaration that the ecumenical patriarch
is the spiritual leader of all Orthodox Christians in the world, just
as the pope is for Catholics. Even though some Orthodox churches do
not recognize the patriarch’s authority, many others around the world
accept the patriarchate in Istanbul as their universal spiritual
leadership.

Turkey, however, refuses to recognize the patriarchate’s ecumenical
title. Officially, the patriarchate is considered to be the religious
institution of the Greek community in Istanbul, which has today
dwindled to 3,000 people.

Since the Justice and Development Party (AKP) came to power,
restrictions on the patriarchate have been eased to a certain degree,
but measures that would meet the genuine needs of the institution have
never materialized. A decision to reopen theHalki Theological School
was removed at the last minute from the democratization package that
Prime Minister Recep Tayyip Erdogan unveiled on Monday, Sept. 30. The
seminary is vital for raising future patriarchs.

This brief explanation should have made it clear why 700 Orthodox
Greeks would come to Turkey for a religious service. They did so on
the call of their spiritual leader to pray in a church which is
historically theirs.

Like many other churches, the Taxiarchis Church, built in 1844, has
lost its bond with the patriarchate over the years. Until recently,
Turkey’s Orthodox Christians were unable to use their ancient
churches. And this was true not only for Greek Orthodox churches, but
also for churches and synagogues that historically belong to the
Armenian and Jewish communities. Many such shrines across Turkey were
left abandoned and dilapidated.

Under a 2010 decision, the AKP government reopened some of those
ancient churches to worship. The examples include the Sumela Monastery
in the Black Sea province of Trabzon and the Armenian Akhtamar Church
on the island with the same name in Lake Van, eastern Turkey. As the
Ministry of Culture and Tourism renovated the shrines, many wondered
who their proprietors would be once the restoration was finished. The
churches were then declared to be `museums,’ and thus the ministry
became their proprietor. Then, the shrines were opened to worship only
once every year. Hence, Turkey’s Armenians and Greeks had to suffice
with one-day yearly permissions to pray in the churches that belonged
to them in the past.

Some shrines, meanwhile, were allocated for other purposes after
restoration. According to the Norwegian Helsinki Committee, the Surp
Pirgic Church in Diyarbakir, southeast Turkey, became a center to
`teach women manual skills’ after it was renovated by the
Directorate-General of Foundations.

Similarly, the synagogue in Gaziantep, southeast Turkey, was renovated
by the Directorate-General of Foundations, and then rather than being
returned to the Jewish community, it was handed over to Gaziantep
University to be used as a `culture museum.’

The Hagia Sophia Church in Trabzon, on the other hand, became a museum
first, and was then opened to worship in June – as a mosque.

The Taxiarchis Church, where the 700 Greeks wanted to pray, was also
renovated by the Ministry of Culture and Tourism, on a budget of 3
million Turkish lira (about $1.5 million). While the renovation was
under way, there was talk that the church would attract a major wave
of `faith tourism’ to the district.

The latest incident, however, demonstrates that `faith tourism’ is
unwelcome, and that, when it comes to Christians, Turkey can never
shrug off its prejudices. The incident, which coincided with Erdogan’s
`democratization package,’ is a clear indication that democratization
should first take place in one’s mentality.

president of the Human Rights Agenda Association, a Turkish NGO that
works on human rights issues ranging from the prevention of torture to
the rights of the mentally disabled. Since 2002, Cengiz has been the
lawyer for the Alliance of Turkish Protestant Churches.

Shameful Situation With Voting to Prosecutor General’s Nomination

Reporters have been unable to find out which members of parliament
voted against Gevorg Kostanyan. Before the voting the Heritage and ANC
parliamentary groups announced that their members of parliament are
against Kostanyan. Member of Parliament Nikol Pashinyan of ANC also
had said to vote against the nomination. However, in the result of the
voting only 3 were against and 2 ballots were voided.

Of the ANC parliamentary group Aram Manukyan, Lyudmila Sargsyan, Gagik
Jhangiryan, Stepan Demirchyan, Nikol Pashinyan and Hrant Bagratyan
voted. Of Heritage Party Ruben Hakobyan and Alexander Arzumanyan
voted. The secretary of the ANC Aram Manukyan announced that 3 voted
against and Stepan Demirchyan’s ballot was voided. Aram Manukyan meant
Gagik Jhangiryan, Lyudmila Sargsyan and himself. In answer to the
question how Nikol Pashinyan voted he said he did not know. `I think
four members of our faction and Nikol voted against,’ he said, without
specifying those four members were. Hrant Bagratyan said he did not
betray his principles.

I voted and I am embarrassed because I also voted against. Everyone I
talk to say they voted against. 8 members of 2 factions state at once
that they were against, Alexander Arzumanyan of Heritage Party told
Lragir.am.

Ruben Hakobyan also told reporters that he voted against.

`As an integrate member of the parliamentary group I obey the decision
of the parliamentary group,’ Gagik Jhangiryan said.

One of the voided ballots is said to be Stepan Demirchyan’s ballot.

The salaries at the Yerevan State Engineering University have been
significantly reduced despite the decision to raise the tuition fees
starting from this academic year, the paper has learned.

An associate professor, who earlier received 130,000 Drams ($320), now
gets a monthly salary of 80,000 Drams (approx. $200); a professor’s
salary has been reduced to 100,000 Drams (approx. $250) from the
previous 180,000 ($444), the paper says, citing a faculty member.

Those without a scientific title will from now have to satisfy
themselves to 30,000 Drams (approx. $75), instead of the previous
80,000-90,000 Drams (approx. $200-$220), adds the paper.

It says further that the changes are linked to new procedures of
calculating wages. But no one at the university was reportedly
available for comment.

The paper notes that the annual tuition fees at the university
increased to 12%-17% this year, reaching 402,000-522,000 Dram (approx.
$1,000-$1,300).

groupe parlementaire d’Amitié France-Artsakh est depuis hier 5 octobre
à Stepanakert, capitale de la République du Haut Karabagh. François
Rochebloine a été reçu par le ministre des Affaires étrangères de la
République du Haut Karabagh Karen Mirzoyan. Lors de l’entretien, il
fut évoqué le renforcement des liens d’amitié entre l’Artsakh et la
France ainsi que le développement des relations politiques,
économiques, culturelles et éducatives entre les deux Etats. Le chef
de la diplomatie arménienne -à la demande du député Français- a évoqué
le dossier des pourparlers de paix et du règlement pacifique du
conflit du Haut Karabagh.
