ARMENIA HAD FOURTH HIGHEST INDUSTRIAL PRODUCTION GROWTH RATE IN CIS

YEREVAN, October 8. /ARKA/. Armenia had the fourth highest industrial
production growth rates among CIS countries – it recorded a 6.2%
increase in January-August 2013 compared to the same period of the
year before, the CIS Statistical Committee reported.

Kyrgyzstan topped the list with 16.2% growth, followed by Uzbekistan
(8.2%), Moldova (6.3%), Tajikistan (3.7%), Kazakhstan (2%) and
Azerbaijan (0.6%).

Russia’ industrial production output remained unchanged in the period.

No data are reported on Turkmenistan.

Industrial production declined in the period in Ukraine and Belarus –
by 5.2% and 4.8% respectively.

In general, CIS industrial production dropped by 0.2% in January-August
2013, against the same period of 2012.-0–

Conflict At State Engineering University Of Armenia

Rector of the State Engineering University of Armenia (SEUA) Ara
Avetisyan will meet with lecturers, who are collecting signatures
against the rector.

Answers to all the questions will be given, SEUA Spokeswoman Veronika
Khorasanyan told Tert.am. It will be an open meeting, she added.

“The lecturers’ meeting with the university administration will
take place on October 10. Journalists will be invited as well,”
Khorasanyan said.

SEUA Rector Ara Avetisyan signed an order dismissing 34 lecturers.

However, in yesterday’s interview with a TV channel he claimed that
only four lecturers had been dismissed.

The Hetq.am news website has received the SEUA rector’s order by
e-mail, which lists 34 names dismissed on the basis of Article 111
of Armenia’s Labor Code.

Dean of the SEUA Physics Department, Professor Ashot Khachatryan told
Tert.am that many more lecturers have actually been dismissed. “The
rector claims he has dismissed four lecturers, but he has signed
thirty-four orders,” Khachatryan said.

“Rector Ara Avetisyan decided to re-invent the wheel. He dismissed
lecturers under the pretext of innovations, increasing the volume of
work and reducing salaries,” Khachaturyan said. Although hourly pay
is in effect at SEUA, large groups of students are involved in the
education process.

The SEUA administration is now making futile attempts to remedy the
situation, and the teaching staff is sustaining financial losses.

Tuition fees have been raised this academic year, and large student
groups have been formed. On the other hand, not only lecturers, but
also laboratorians have been dismissed. “Under the circumstances, our
salaries should not have been reduced. The worst thing is the claims
that this process is part of education reforms. He is surprised at
our discontent,” Prof. Khachaturyan said.

Each lecturer’s monthly salary has been reduced by AMD 30,000 to 40,000
(about $80-$100).

SEUA Vice-Chancellor Areg Grigoryan told Tert.am that the lecturers
have not been dismissed. In fact, their contracts have expired.

YEREVAN. – If Armenia’s opposition ARF Dashnaktsutyun Party member
Hrayr Karapetyan were to be offered an appointment as Armenia’s Consul
General to Saint Petersburg, Russia, he would consider such proposal.

Karapetyan himself told the aforesaid to Armenian News-NEWS.am.

He added that such offer would be acceptable for him, since he worked
at the Collective Security Treaty Organization (CSTO) for ten years.

But the ARF member also said he does not know whether or not he will
be appointed as consul general.

“At any rate, I am not a consul [at present]; I live in [capital city]
Yerevan,” he stated.

As Armenian News-NEWS.am informed earlier, ARF Dashnaktsutyun Party
member Hrayr Karapetyan will be appointed Armenian Consul General to
Saint Petersburg.

The opposition political figure Gurgen Yeghiazaryan does not reproach
Zaruhi Postanjyan, a Heritage parliamentary group member, for putting
a question about “gambling away” 70 million Euros at a casino to
Armenian President Serzh Sargsyan at the Parliamentary Assembly of
the Council of Europe (PACE).

According to him, that question was Europe’s answer to Armenia’s
decision to join the Customs Union.

“She only said in public what had been in circulation for ten years.

Is it anything new for us that there are casinos and there is Serzh
Sargsyan? Only the amount is up,” Yeghiazaryan told journalists
on Tuesday.

Elaborating on the subject, he said that it was Heritage party Chairman
Raffi Hovannisian that was praising Serzh Sargsyan.

“Zahuhi Postanjyan did not say anything new,” Yeghiazaryan said.

He wants to know why mass media focused on the part of Postanjyan’s
question about “the gambling,” without dwelling on her accusations of
“organized crime” against President Serzh Sargsyan. “She accused him
of being a crime kingpin who stole votes,” he said.

“In fact, it was Europe’s answer to Armenia’s decision to join the
Customs Union. That question was expected to be raised in Europe,”
Yeghiazaryan said.

As to whether Postanjyan should be sued, he said, “If they are going
to sue Zohrabyan, they should begin with her predecessors.”

Russia Ready To Abolish Customs Duty On Export Of Gas To Armenia

RUSSIA READY TO ABOLISH CUSTOMS DUTY ON EXPORT OF GAS TO ARMENIA

YEREVAN, October 8. / ARKA /. Russia is ready to eliminate a 30 percent
customs duty on export of natural gas to Armenia, energy and natural
resources minister Armen Movsisyan said today.

Currently Armenia pays $270 for one thousand cubic meters of Russian
gas that arrives in the country across Georgia. Of that amount $189
dollars is the price of gas, and the rest is the 30% customs duty.

“We have done quite a lot of work with the Russian side. After
September 3 announcement that Armenia is ready to join the Russia-led
Customs Union, the gas delivery contract between the two governments
will be revised and simplified. This means the Russian side will not
apply customs duty on gas exports to Armenia. We hope that a revised
contract will be signed before the end of this year,” said Movsisyan .

According to the minister, the price of gas for Armenia will be the
same as in Russia plus transportation costs.

However, Movsisyan said this will not affect the price for domestic
consumers that will remain unchanged. “Our calculations show that the
revised contract will not entail a price rise or price drop,’ he added.

Russian gas is delivered to Armenia by joint Russian-Armenian
ArmRosGazprom (ARG). It was established in 1997. Russian Gazprom holds
80 percent in it, the rest is owned by Armenian government. -0- -0-

Russian-Armenian Scientist May Be Awarded Nobel Prize This Year

An ethnic Armenian scientist from Russia is said to have high chances
of being nominated for Nobel Prize this year.

Artyom Ohanov, who ranks among the top 10 best-known scientists at
home and the top 50 internationally acclaimed Russia-based scientists,
was earlier mentioned as a possible nominee of the Noble prize.

A graduate of the Moscow State University, he has been a guest lecturer
in the United Kingdom, Italy, France and China. He is now a laboratory
director at the New York University, as well as in Russia and China,
according to Russky Reporters.

Ohanov, however, does not turn out to be very ambitious. He has
told the Russian news website that he wishes to keep doing his job,
without ever thinking about the Nobel prize.

A new family of polymers with the dielectic properties, which the
scientist had predicted, has been possible to obtain in a laboratory.

In an earlier interview with Snob, Ohanov spoke of his Armenian
origins.

YEREVAN. – Zaruhi Postanjyan stated that Armenian National Assembly
(NA) Speaker Hovik Abrahamyan cannot remove her from the Armenian
delegation to the Parliamentary Assembly of the Council of Europe
(PACE) because this will violate the PACE Charter, 168 Zham reports.

“The PACE Charter, however, proposes two principles for the formation
of national delegations: political and gender balance.

“If Zaruhi Postanjyan [who is Armenia’s opposition Heritage Party NA
Faction Secretary and member of Armenia’s NA delegation to PACE] is
removed from the delegation, neither will the government-opposition
balance tip in favor of the government, nor will a gender
discrimination come about because, aside from Zaruhi Postanjyan,
there are three more women MPs in the delegation.

“We have learned that, as of January 1, 2014, [the coalition
government’s junior partner, Orinats Yerkir (Rule of Law)] RLP member
Mher Shahgeldyan will replace Zaruhi Postanjyan,” 168 Zham writes.

To note, during the question and answer session at the PACE plenary
session in Strasbourg, France, on October 2, Zaruhi Postanjyan had
asked Armenia’s President Serzh Sargsyan the following question:

“You have appeared here [in the PACE session] not by the will of
the people, but [rather] as a consequence of organized crime, the
theft of the Armenian people’s vote. Therefore you cannot de jure
represent the will and right of the Armenian people. [So,] I’ll give
you another question. Have you been to a casino inEurope and lost 70
million euros there? And who paid that amount in your stead?”

Armenian Senior MP Says Return To D’Hondt Method Possible

ARMENIAN SENIOR MP SAYS RETURN TO D’HONDT METHOD POSSIBLE

The chairman of the National Assembly’s Standing Committee on State
Legal Affairs does not rule out the possibility of returning to
the D’Hondt method in deciding the procedures of forming national
delegations.

“I cannot say it for sure; it’s up to the NA president to decide,”
David Harutyunyan told our correspondent.

Tert.am did not manage to receive further comments from the
parliament’s Public Relations Department, with speaker Hovik Abrahamyan
being in Switzerland on a working visit.

In most of the Council of Europe member states, the chairpersons and
vice-chairpersons of national delegations and permanent parliamentary
committees are appointed in accordance with the D’Hondt formula (which
determines the representation of each member state’s delegation).

Following the 2012 parliamentary election that led to the formation
of Armenia’s fifth National Assembly, a decision was made to apply
the D’Hondt method only to the standing committees. As for different
assemblies and interparliamentary groups, the political majority
decided not to apply the formula to them to offer the smaller
parliamentary factions a chance to be represented in national
delegations.

Armenia’s permanent and non-permanent delegations to the Council
of Europe’s Parliamentary Assembly (PACE) are composed of three
representatives from the ruling Republican Party of Armenia
(David Harutyunyan, Arpine Hovhannisyan and Naira Karapetyan), two
representatives from the Prosperous Armenia party (Naira Zohrabyan,
Vahe Hovhannisyan), one representative from the opposition Heritage
party (Zaruhi Postanjyan), one from the Armenian Revolutionary
Federation-Dashnaksutyun (ARF-D) and one from Armenian National
Congress (Levon Zurabyan). The Rule of Law party has no members in
the Assembly.

Harutyunyan, who heads the Armenian delegation to the PACE, said he
doesn’t know what principle the National Assembly will adopt this time.

But he admitted that the parliament came up with the idea after Zaruhi
Postanjyan of the opposition Heritage faction raised a controversial
remark at the PACE’s latest plenary session by asking President Serzh
Sargsyan to comment on rumors that he has gambled away ~@ ~@70 million
at a European casino.

As for the timeframes of a possible debate, Harutyunyan said that it
is also a question to be decided by the National Assembly speaker.

d’incendie. Le plan avait été de commencer la révolte par un feu
allumé a notre crématoire II.”

16,9% DE CHOMAGE EN ARMENIE AU 1ER TRIMESTRE 2013

Le Service national des statistiques d’Armenie a declare que le taux
de chômage a ete de 16,9% dans le pays au premier trimestre 2013 soit
une baisse de 3,2% sur un an.

Le taux de chômage dans les villes du pays s’elevait a 23,3% au 1er
trimestre 2013 contre 28,8% au 1er trimestre 2012 et dans les villages
de 8% contre 6,9% respectivement.

Les agences de placement ont declare 68400 demandeurs d’emploi,
dont 60700 sont complètement sans emploi.

Quelques 20500 personnes sont a la recherche d’un emploi a Erevan.

Il y avait 1 359 600 personnes economiquement actives dans le pays
au premier trimestre soit une baisse de 4,5% sur un an.
