Le 26 décembre était la date anniversaire de Kourken Yanikian, le «
père spirituel » de l’ASALA

Le site Panarmenian.net rappelait que le 26 décembre était le jour
anniversaire de la naissance de « l’écrivain et père spirituel de
l’ASALA, Kourken Yanikian » qui avait fait la une des médias en
abattant le 27 janvier 1973 à Santa Barbara (Californie) le consul de
Turquie à Los Angeles et son adjoint.

Kourken Yanikian était un survivant du génocide arménien exécuté par
la Turquie ottomane entre 1915 et 1923 et qui fit 1,5 millions
d’innocentes victimes parmi les Arméniens. Kourken Yanikian était né à
Erzeroum (Garine en arménien) en 1895. Après des études à Moscou, il
avait émigré aux Etats Unis et publié quelques romans qui avaient pour
titre « la naissance du Christ » ou « la voix de l’Américain ».

A 78 ans, le 27 janvier 1973, Kourken Yanikian invite à l’hôtel «
Baltimore » de Santa Barbara Mehmet Baydour le consul général de
Turquie à Los Angeles et son adjoint Bahandour Demir sous prétexte
d’offrir à la Turquie une `uvre d’art (un tableau de Talaat). Kourken
Yanikian abat froidement les deux diplomates. Lors de son procès il
affirmera « je n’ai pas tué deux personnes, j’ai abattu deux êtres
représentant le mal. Pour moi ce n’étaient pas des humains ». Kourken
Yanikian avait dans son geste, l’espoir que son procès placerait
l’histoire du génocide arménien dans l’actualité. Son procès fut
effectivement très médiatisé et porta le génocide arménien sous les
projecteurs de l’actualité avec des témoignages poignants de
survivants du génocide et des détails sur la barbarie turque à
l’encontre des populations civiles arméniennes. Mais à l’issue du
procès, Kourken Yanikian fut condamné en juillet 1973 à la prison à
perpétuité. En 1984 Kourken Yanikian, en raison de son état de santé
très détérioré, est libéré. Un mois après sa sortie de prison, il
décédait.

Mais Kourken Yanikian inspirait la naissance du groupe armé l’Armée
Secrète arménienne pour la Libération de l’Arménie (ASALA) dont la
première section s’intitulait « groupe Kourken Yanikian ». Le premier
attentat signé par l’ASALA se déboulait le 20 janvier 1975 à Beyrouth
(Liban). Entre 1975 et 1990 l’ASALA et le commando des Justiciers du
génocide arménien commettaient des centaines d’actes terroristes qui
mettaient la Question arménienne et le génocide à la Une de
l’actualité mondiale. Le monde découvrait ou redécouvrait le génocide
des Arméniens exécuté entre 1915 et 1923 en Turquie. Des dizaines de
diplomates turcs étaient abattus à travers le monde. En 1983 « The
Times » écrivait que« lors de la dernière décennie 36 diplomates turcs
furent assassinés dans divers pays par l’ASALA ». Une trentaine de
membres de l’ASALA trouvaient également la mort lors de ces actions.
Des dizaines d’autres étaient également en prison. L’ASALA entrait
dans l’histoire en entrainant avec elle celle du génocide arménien. Le
15 juillet 1983 l’attentat signé par l’ASALA à l’aéroport d’Orly tuait
huit personnes au comptoir de la Turkish Airlines. Un attentat qui
provoquait une scission au sein de l’organisation qui allait se
disloquer progressivement et décliner.

L’ex-leader de la FRA d’Arménie, Vahan Hovhannissian nommé Ambassadeur
d’Arménie en Allemagne

Sur décision de président arménien Serge Sarkissian, Vahan
Hovhannissian vient d’être nommé Ambassadeur d’Arménie en Allemagne.
Vahan Hovhannissian exercera à l’Ambassade d’Arménie en Allemagne dont
le siège est à Berlin. Dans le même temps, par une autre décision du
président arménien, l’Ambassadeur d’Arménie en Allemagne, Armen
Mardirossian était relevé de ses fonctions. Rappelons que Vahan
Hovhannissian, député, est un des leaders de la Fédération
Révolutionnaire arménienne (FRA) d’Arménie.

Jeudi 26 décembre 2013 est déjà un jour historique pour les habitants
de Mislata et le peuple arménien. Lors de sa séance plénière le
conseil municipal de la Ville de Mislata a approuvé à l’unanimité la
reconnaissance officielle du génocide et des crimes contre l’humanité
effectuées par l’ancien l’Empire ottoman à l’encontre des Arméniens.
Mislata est ainsi devenue la première ville espagnole Mislata à le
faire.

Mislata est une municipalité de l’agglomération de Valence (Province
de Valence, Communauté valencienne, Espagne) située dans la comarque
de l’Horta Oest.

`Il est important de promouvoir l’intégration de tous les citoyens
dans une municipalité où la densité de la population la plus élevée en
Europe (près de 20 000 personnes par km² est le troisième dans le
monde en 2012, après Bombay et Calcutta) et comprenant plus de 100
nationalités différentes, y compris les apatrides` a réclamé le parti
Esquerra Unida del País Valencià (EUPV) (section valencienne
d’Izquierda Unida).

Izquierda Unida (IU, Gauche unie en français) est une coalition
politique espagnole de gauche formée en 1986 par différents partis, le
plus important étant le Parti communiste.

La motion déposée par EUPV a choisi la proposition de l’Association
arménienne Ararat, autour duquel est organisé la plus grande
communauté arménienne en Espagne avec plus de 300 personnes et qui
coïncide avec le 98e anniversaire du génocide.

L’objectif de ce partenariat est que de nombreuses villes et régions
autonomes fassent cette reconnaissance officielle avant 2015, lorsque
sera célébré le 100e anniversaire du génocide.

Alors que la Turquie continue de nier son existence, cette
reconnaissance a déjà été fait par l’ONU en 1984 et par le Parlement
européen en 1987 et des pays tels que l’Uruguay, l’Argentine, la
Belgique, le Canada, l Chili, la France, la Grèce, l’Italie, le Liban
, les Pays-Bas, la Pologne, la Russie, la Suède, la Suisse, le
Venezuela, le Vatican, etc.

Il a également été reconnu trois communautés autonomes d’Espagne (Pays
Basque, la Catalogne et les îles Canaries) et 44 états des États-Unis
d’Amérique.

La commune de Mislata compte depuis 2010 le premier mémorial du
génocide arménien d’Espagne.

Un khatchkar (La croix de vie) de trois mètres de haut est situé à
L’Hort de Sendra, dans le c`ur historique de Mislata. Il est l’oeuvre
de Dzhivan Mzrzoyan.

Il contient les principaux symboles de la culture arménienne, qui
comprennent l’arche de Noé et le symbole de l’éternité.

Armenia to have large-scale investments after joining Customs Union

Armenia’s joining the Customs Union is in line with the interests of
Armenians and will ensure the economic growth of the country, Armenian
Prime Minister Tigran Sargsian said.

“Armenia joining the Customs Union is in the interests of our country
and its citizens. We will have the opportunity to enter a large market
and sell our goods,” Sargsian said at a news conference on Friday.

Armenia’s joining the Customs Union will “create bases for stable
economic growth,” the prime minister said.

“Large-scale investments are expected, which Armenia needs,” Sargsian said.

The Supreme Eurasian Economic Council approved at a meeting in Moscow
on December 24 the plan of actions regarding Armenia’s joining the
Customs Union and the Common Economic Space of Russia, Belarus and
Kazakhstan.

Rosneft, Pirelli, Oil Techno sign memorandum on styrene-butadiene rubber JV

MOSCOW. Dec 27

Russia’s oil giant Rosneft (MOEX: ROSN), Italy’s Pirelli Tyre Russia
S.p.A and Armenia’s Oil Techno have signed a memorandum to create a
joint venture to produce styrene-butadiene rubber (SBR), Rosneft said
in a statement.

The SBR produced at the factory will be used to make eco-friendly tires.

The memorandum states that Rosneft intends to be the leading investor
and shareholder of the factory. Pirelli has expressed its readiness to
buy the finished product. Additionally, the Russian and Italian
companies will conduct research and development activities concerning
the production of innovative rubber.

Rosneft has also signed a contract to supply the Rosneft-Oil Techno
joint venture with petroleum products. In hope of participating more
deeply in all aspects of the venture’s value chain, the companies have
begun considering possibilities to acquire assets in the wholesale and
retail trade of petroleum products, including the aviation fuel
business and facilities for storing petroleum products.

The Euro-leopard is out there – and here’s the proof

Film shot by hidden cameras has given efforts to preserve this elusive
big cat a real boost, reports Simon Barnes

Regular readers of this space will be familiar with the Euro-leopard.
A few months back, I was asking if there really were still leopards
left in what might with charity be called Greater Europe. As all
geographers know, if it enters the Eurovision song contest it counts
as Europe; so Armenia is European and if there are any leopards left
there, they are Euro-leopards.

Caucasian leopard is the more usual term: a sub-species of the great
spotted cat that everybody knows and which doesn’t change its spots.
The Armenian non-governmental organisation (NGO) the Foundation for
the Preservation of Wildlife and Cultural Assets was convinced there
were leopards in the Caucasus Wildlife Refuge, but not everyone shared
that belief.

So it set out a series of cameras traps, capable of catching still and
moving images, with the help of its partner organisation in this
country, the World Land Trust (I’m a council member). And, as if by
magic, they caught an image of a leopard.

To be brutally frank, it wasn’t the best of images. Just a tail. It
was long, it was fluffy, it was spotty, and it was good enough for me:
I’ve seen lots of leopards and always paid particular attention to
their tails. However, the world is full of cynics; science wouldn’t
work without them.

Nah, they said. Not a real leopard. Somebody waving a toy tail at the
camera. It’s a hoax. (They said much the same thing about the first
platypus that came to Britain.) Just before Christmas, routine
inspection of the traps brought forth a miracle, and a most peculiar
and unexpected one. They had clear, unambiguous footage of a leopard:
burly, male and healthy, going about his business. He was hunting,
working as an ambush predator, which is mostly about keeping still. It
is fabulous stuff.

Then came the revelation that things were not as they seemed. The
leopard was real enough – but as it got up and moved it was shockingly
apparent that he was missing most of a hind leg. He had presumably
been the victim of a trap: the area, like so many across the world,
has a poaching problem and traps are set indiscriminately.

What to do about him? Would it be the right thing to catch him and
take him to a zoo? The leopard was clearly glowing with health,
well-fed and muscular. The injury had completely healed, so it must
have been an old one. He had learnt to deal with it and was
functioning admirably as an ambush predator. Leave him to carry on
doing it.

How does he hunt, then? Someone asked this at the WLT council meeting
and the techniques of ambush-hunting were discussed. My fellow council
member Bill Oddie added helpfully: “So the fewer legs the better,
then.” Perhaps not that, but this was a working leopard proving that
leopards can not only do their job on the Caucasus, but are out there
doing it. Wonderful, then, consider that out there on the far rim of
Europe, there are leopards. The trick is to keep them.

? Another update for regular readers of this space, who will remember
the arson attack on a rainforest research station in Paraguay. I
stayed at San Rafael, run by the conservation NGO Guyra Paraguay, in
pursuit of the wonders of the Mata Atlntica (Atlantic Forest). After
I reported this attack, readers of The Times made a hefty contribution
to its rebuilding. A new research station is now open for business.

A key figure behind the scenes on reconciliation efforts between
Turkey and Armenia, Samson Ozararat, says Turkish Foreign Minister
Ahmet Davutoglu’s statement calling the 1915 deportation of Armenians
inhumane was very important, Hurriyet Daily News reports on Friday.

Ozararat argues however that Armenia has lost confidence in Turkey
following the failure to approve the protocols that would lead to
normalization, due to what he said was a change in Ankara’s policy.

An Armenian from Turkey’s central Anatolian province of Konya,
Samson Ozararat has been one of the key figures in every effort
to bring Turkey and Armenia closer in the last 20 years, the news
agency informs.

China will provide Armenia with military aid worth CNY5 million
(USD825,000) a year under an agreement signed by the two countries
on 26 December.

The Armenian Ministry of Defence (MoD) said in a statement that the
funding was agreed during meetings in Beijing between Chinese defence
minister Chang Wanquan and his visiting counterpart, Seyran Ohanyan.

Neither the terms nor the time scale of the military aid were revealed
but, in line with China’s flexible approach to military exports, the
funds will almost certainly be used to support additional Armenian
purchases of Chinese materiel.

The Armenian MoD added that the two sides also pledged to enhance
collaboration in areas related to military medicine, education,
and training, as well as military-technical co-operation.

A MILESTONE VERDICT ON ‘ARMENIAN GENOCIDE’

The denial of the so-called “Armenian genocide” will no longer be
considered a punishable act amongst the 47 member countries of the
Council of Europe, including Armenia, thanks to a historic verdict
made by the European Court of Human Rights (ECtHR) on a suit filed
by Turkish politician Dogu Perincek against Switzerland.

In a public statement made on May 7, 2005, in Lausanne, Perincek
said: “The claim that the Ottoman authorities perpetrated the crime
of genocide against the Armenians was an international lie.” At
the instigation of a Swiss Armenian association, a local Lausanne
court found Perincek guilty of racial discrimination because of this
statement. Perincek filed a lawsuit at the ECtHR against this decision
and the court decided that Switzerland had violated Perincek’s freedom
of expression.

The Armenians suffered a similar setback last year in France. In 2001,
The French Parliament had passed a law that consisted of one single
sentence, which reads as follows:

“France publicly recognizes the Armenian genocide of 1915.”

This text looks more like a political declaration than a law in due
form. But it was the first step of a bigger aspiration, namely the
criminalization of the denial of the Armenian genocide. In fact,
a law to achieve this goal was adopted by the lower chamber of
the French parliament in 2006, but it was overturned by the upper
chamber. The Armenians did not give up. In 2012, a French deputy,
Mme. Boyer, initiated another law containing similar content. This
time, the same senate, contradicting what it had done six years ago,
voted in favor of this law. But this time the French Constitutional
Council disappointed the Armenians by overturning the Boyer’s law. The
Armenian aspiration to make the denial of the genocide a punishable
offence was thus shelved once and for all in France. However, the
Armenians were hoping to achieve in other countries what they failed
to achieve in France. With the latest verdict of the ECtHR, this hope
is now gone for the member countries of the Council of Europe as well.

The ECtHR verdict has implications beyond recognizing Perincek’s
right of expression:

First, Turkey has so far been hesitant to go to international courts
to challenge the Armenian claim of genocide because of fear of losing
the case. Now, the verdict has eased Turkey’s hand.

Second, the Swiss Armenian association hoped to teach Perincek a lesson
on what not to do on the Armenian genocide issue, but it inflicted
irreparable damage to the Armenian efforts to criminalize the denial
of genocide because the verdict will now push several countries to
think twice before they consider passing a law in their respective
parliaments to recognize the Armenian genocide.

True, the recognition of genocide and punishing its denial are
two different subjects. But now that the denial has ceased to be
a punishable act, passing a law to recognize the Armenian genocide
will become an ineffective gesture to the Armenians at the cost of
antagonizing Turkey unnecessarily. Turkey should try to explain to
the member countries of the Council of Europe that passing such a
law is a futile exercise that is devoid of a field of application.

Third, the ECtHR verdict invalidates certain provisions of the EU
Framework Decision on Combating Racism and Xenophobia, especially
Article 1(c) that makes the denial of the crime of genocide
a punishable offence and probably Article 2(4), which authorizes
national tribunals to qualify an act as genocide. Therefore, the
framework decision will have to be adjusted to the new situation
created by the ECtHR verdict. Turkey should raise this issue with
the EU at the meetings of the Association Council.

Having said this, no matter how important the court verdict is,
we should not lose sight of the fact the verdict does not deny
that the Armenian genocide took place. It simply says that to state
publicly that a genocide did not take place should not be considered
a punishable act.

If wisdom prevails, both Turkey and Armenia may use this ECtHR
verdict to overcome their reciprocal prejudices and put an end to
their centennial conflict.
