Démission du 8è député du parti au pouvoir

Un député du parti au pouvoir en Turquie a annoncé vendredi sa
démission, portant à huit le nombre de parlementaires qui ont quitté
la formation gouvernementale depuis le début mi-décembre du scandale
politico-financier qui vise le régime.

Elu du Parti de la justice et du développement (AKP) à Istanbul,
Muhammed Cetin faisait déjà l’objet d’une procédure d’expulsion pour
avoir “calomnié” sa formation.

“D’autres amis (députés) vont faire comme moi, vous le verrez”, a
lancé M. Cetin à la presse en justifiant sa décision par les pressions
de son camp sur la justice. “Dans le parti, on parle des affaires de
corruption comme d’une chose banale, je n’ai jamais été impliqué dans
des histoires de ce type”, a-t-il ajouté.

Malgré ce départ, l’AKP dispose toujours d’une très large majorité au
Parlement, avec 319 sièges sur 550.

Le pouvoir turc se débat depuis la mi-décembre dans une crise
provoquée par une vaste enquête anticorruption de la justice qui a
éclaboussé le régime, au pouvoir depuis 2002. M. Erdogan a été
contraint de remanier largement son cabinet après la démission de
trois ministres, éclaboussés par le scandale.

Le Premier ministre accuse son ex-allié, le prédicateur musulman
Fethullah Gülen, de profiter de son influence dans la police et la
magistrature pour manipuler les enquêtes anticorruption et le
déstabiliser avant les municipales de mars et la présidentielle
d’août.

Le député démissionnaire, M. Cetin, est réputé proche de la confrérie Gülen.

YEREVAN. – It is time to raise the question on government’s
resignation, secretary of opposition ANC Aram Manukyan told reporters.

His comments came after the parliamentary majority voted down the
initiative on setting up a committee to discuss gas debts.

Manukyan said four non-coalition parliamentary forces will hold
consultations to determine further actions.

“The recent vote showed that the Republican Party of Armenia (RPA)
is a political force covering government’s bargains. RPA did not have
enough courage to vote for a committee, although many republicans
abstained from voting,” Manukyan added.

The Minsk Group co-chairmen meet with President Sarkisian

YEREVAN–Despite efforts by the OSCE Minsk Group mediators to downplay
deadly attacks by Azeri forces against border towns in Karabakh and
Armenia, Azerbaijan’s policy of aggression loomed over talks held in
Yerevan on Wednesday.

The OSCE Minsk Group Co-Chairmen Igor Popov of Russia, Jacque Faure of
France and James Warlick of the US were joined by Andrzej Kasprzyk,
the Personal Representative of the Chairperson-in-Office in meetings
with Armenian officials including the president foreign minister.

This comes less that two weeks after the Armenian and Azeri foreign
minister Eduard Nalbandian and Elmar Mammadyarov met in Paris. Those
talks, however, were overshadowed by aggressive Azeri incursions
and sniper fire, which left two soldiers dead and a 16-year-old girl
wounded in the Tavush district of Armenia.

The mediators were in Baku on Tuesday meeting with Azeri officials,
who, once again, rejected the calls for the immediate withdrawal
of snipers.

In an announcement after the Paris meeting, the co-chairmen expressed
concern over the resurgence of violence on the border and issued what
has become a typical announcement laced with false party saying that
border incidents “diminish the prospects for peace.”

The co-chairmen were greeted at the foreign ministry building by
protesters taking part in a demonstration organized by the Armenian
Revolutionary Federation Nigol Aghbalian Student Organization and
the ARF Youth Organization. The protesters were demanding that the
co-chairmen abandon the fake objectivity condemn Azerbaijan for its
policy of aggression.

The demonstrators contended that the co-chairmen’s posturing only
encourages Azerbaijan to continue its military threats and advance
the incursions, which are destabilizing the security of the region.

The co-chairmen, who were hoping to follow-up on the Paris talks
and schedule a fresh meeting between Armenian and Azeri presidents,
instead emerged from the talks in Yerevan with no concrete plans.

Russia’s Popov told reporters that it was to soon to discuss another
presidential summit.

“In order for the two presidents to meet, we need to complement the
package of proposals with adequate and substantial provisions. We
are working on that right now,” Popov said without elaborating.

“I don’t know when the next meeting of the presidents will be,” said
the US’s Warlick. “We need to work toward it. We want to make sure
it’s a productive one and it’s up to the presidents to decide.”

“It’s not easy to find the way forward, but I do think that there is
a sincere effort underway,” he said while speaking to organizational
representatives earlier in the day. “But it needs to be underpinned
by Track Two [diplomacy,] by people-to-people [contacts.]”

The Armenian Foreign Ministry’s statement on the talks focused
on Nalbandian’s reported complaints about Azerbaijan’s continued
provocations. However, Nalbandian also reiterated that Armenia
agreed with the co-chairmen who called for a joint Armenian-Azeri
investigation into the cease-fire violations.

In May, the tenuous cease-fire agreement will turn 20. A quick glance
at its effectiveness will show that Azerbaijan’s continuous violations
are truly impeding the peace process.

USAID Implements Development Programs In 150 ARMENIAN Rural Economy

Two new programs of the US Agency for International Development
USAID, directed to economic development of the villages, will foster
employment in the Armenian regions.

The program’s Partnership for Rural Prosperity (PRP) and Armenian Rural
Development Initiatives (ARDI) will be implemented in 150 communities.

The Ambassador of USA to Armenia John Heffern said that each program
costs $4 million.

The program is directed to the development of an efficient rural
economy.

The Director of the program Partnership for Rural Prosperity Anush
Aslanya stated that the program is being implemented in communities
that have economic potential.

After studying 300 communities, 100 have been selected for the
program. These are border villages among them as well.

The Director of Armenian Rural Development Initiatives Vahe Sardaryan
said that the framework of the program, along with the fostering
employment in 3 main fields of agriculture, milk processing, fruit
processing and rural tourism.

“HAYASTAN” FUND RECONSTRUCTS MUSICAL SCHOOL IN STEPANAKERT

Through the sponsorship of Moscow industrialist and Hayastan
All-Armenian Fund Benefactor Member Armen Shakhazizyan, the fund is
implementing extensive renovations at Stepanakert’s Sayat-Nova Music
College. The project is co-sponsored by the government of Nagorno
Karabakh.

The refurbishment of the Sayat-NovaMusicCollege, which has a total
area of 1,925 square meters, comprises major structural and cosmetic
improvements. To date, the building has been reinforced and thoroughly
redesigned, and its exterior has been overlaid with marble tiles. When
renovations are completed within a few months, the beautiful landmark,
which was built in the Soviet era, will be transformed into an
ultra-modern educational facility, complete with well-lit staircases,
a state-of-the-art auditorium, and soundproofed classrooms.

In the past three years, Armen Shakhaziziyan has sponsored an extensive
renovation of the Stepanakert Retirement Home and the construction
of a potable-water network in Artsakh.

Artur Baghdasaryan and Secretary General of Collective Security Treaty
Organization (CSTO) Nikolay Bordyuzha discussed issues related to
establishment of CSTO collective air forces and CSTO administration
system.

The sides also discussed issues concerning establishment of a number
of joint venture enterprises in military industry field, anti-drugs
and cyber security national centers in Armenia and holding of CSTO

The sides also touched upon issues related to organization and
essence of establishment of CSTO Academy which is due to open in
September 2014.

Artur Baghdasaryan and Nikolay Bordyuzha discussed cases of ceasefire
violation on the contact line of Armenia-Azerbaijan border and stressed
that use of force and threats of force is unacceptable.

Nikolay Bordyuzha arrived in Yerevan on a 2-day working visit with
Chief of the Joint Staff of the CSTO, Lieutenant General Alexander

Serge Sarkissian a exhorte la Turquie a honorer sans reserve les
accords historiques de 2009 pour normaliser ses relations avec
l’Armenie et l’OTAN, accusee de faire peu pour mettre fin a ce qu’il

Dans une interview pour le journal tchèque ” Lidove noviny ” diffuse
par son bureau hier, Sarkissian s’est plaint des conditions d’Ankara
pour la mise en oeuvre des deux protocoles qui ont ete signes a Zurich,
en Suisse, pendant un rapprochement sans precedent entre les deux
pays voisins.

” Nous sommes prets a relancer le processus de normalisation des
relations si la partie turque illustre sa volonte politique “, a
t-il dit. ” La mise en oeuvre des protocoles signes contribuerait
egalement a renforcer la stabilite dans toute la region. ”

Les protocoles envisagent l’etablissement de relations diplomatiques
entre l’Armenie et la Turquie et l’ouverture de leur frontière.

Peu de temps après la signature des accords, le gouvernement turc
avait declare que leur ratification parlementaire etait conditionnelle
a une resolution du conflit du Haut – Karabagh. Le ministre turc des
Affaires etrangères Ahmet Davutoglu a indique aucun changement dans
cette politique lors d’une visite a Erevan en decembre 2013.

Sarkissian a reitere son refus de mettre sous la condition du Karabagh
la normalisation avec la Turquie. Il a souligne que les Etats-Unis
et d’autres puissances occidentales sont d’accord avec l’insistance
d’Erevan pour une normalisation turco-armenienne inconditionnelle.
