ARMENIA’S MINISTRY OF AGRICULTURE DEVELOPING WINEGROWING STRATEGY

YEREVAN, February 24. /ARKA/. Armenia’s ministry of agriculture is
developing a winegrowing strategy, the press office of the ministry
reported.

The ministry discussed the strategy in a meeting with winegrowers,
winemakers and scientists Friday.

Despite the recent trend for recovery in winemaking industry,
the sector still needs a coordinated approach and a new strategy,
according to the report.

The strategy specifies tools for state support to the field to ensure
increased production and processing.

The meeting participants stressed the importance of improving the
legal framework and supervision in the field and taking measures
against phylloxera (a viticide).

The participants said the strategy is successful in general, but
it needs to be improved and finalized. In particular, an immediate
inventory of vineyards is needed and demand for grape varieties should
be clarified, they said. The strategy should also contain stronger
measures against phylloxera. The participants said a collection of
local varieties should be created and funds for implementation of
the strategy should be clarified.

According to the ministry of agriculture, grape yields totaled 240,900
tons in Armenia in 2013, a slight reduction from the year before. -0–

Un document secret avait deja ete publie par des medias kurdes et turcs
mettent en cause les services secrets turcs (Reseau de Renseignement
National – MIT – rattache a la Securite publique) dans la preparation
de l’assassinat des trois militantes kurdes, commis a Paris le 9
janvier 2013. Un enregistrement court depuis quelque temps sur le
net compromettant deux personnages presentes comme etant membres du
MIT en conversation avec Omer Guney, le suspect n°1 dans le meurtre
des trois militantes kurdes.

Francois Hollande, President de la Republique, dans une lettre adressee
a la Coordination nationale Solidarite Kurdistan (CNSK) a confirme, au
sujet > et pressent le gouvernement d’agir.

Ankara fait la sourde oreille

Un article paru dans le quotidien kemaliste > (>), confirme qu’une commission rogatoire internationale a bien
ete envoyee par la Justice francaise a son homologue turque. Elle
demande des informations sur le suspect incarcere, Omer Guney et
les resultats d’analyses concernant certains numeros de telephone
trouves dans la memoire de son Nokia et appeles durant la periode du
29/11/2012 au 21/12/2012, notamment le plus appele, commencant par >. La commission rogatoire veut connaître l’identite de
ce correspondant et la facturation detaillee. Elle vise egalement
les contacts pouvant exister entre les proprietaires des numeros
decouverts dans les differents telephones portables de Guney. Mais la
justice francaise se heurte a une reponse dilatoire. Ankara n’a pas
non plus repondu aux demandes de renseignements concernant la famille
de Guney, ses comptes bancaires, les envois/receptions de fonds et
les differents passeports etablis a son nom. Pas de reponse non plus
concernant d’eventuelles images de Guney sur des enregistrements de
videosurveillance en Turquie.

Le titulaire de la ligne > est celui de la direction
regionale du MIT a Erzurum

> livre la decouverte la plus importante pour la poursuite
de l’enquete. En interrogeant le 118 80 (annuaire inverse de Turquie),
il a decouvert que l’un des 13 numeros enregistres dans le repertoire
du mobile de Guney, qui a tue a Paris trois femmes membres du PKK,
est un numero du MIT.

C’est le numero commencant par > repertorie au 118 80

Report: Turkey Financing Top Global Terror Groups

Turkey becoming world’s leading terrorism finance hub

Turkey has become a principal financial hub for terrorists under the
leadership of Prime Minister Recep Tayyip Erdogan, whose government
has helped Iran skirt sanctions, supported jihadi groups in Syria, and
provided financial backing to Hamas, according to a new report by the
Foundation for Defense of Democracies (FDD).

Turkey, a key U.S. ally, “has turned a blind eye” to terror financing
and is potentially on the verge of crossing the line to becoming an
official state sponsor of terrorism, according to the Friday report,
which cites the Erdogan government’s close ties to some of the world’s
top terror organizations and operatives.

The report comes just a day after 84 U.S. lawmakers and former
government officials urged President Barack Obama to confront Erdogan
over his harsh repression of political opponents.

As Turkey’s support for terrorism expands, the Obama administration
has remained silent out of fear of offending Erdogan, whom the White
House considers a strategic asset, according to the report authored by
FDD’s Jonathan Schanzer, a former terrorism finance analyst at the
U.S. Treasury Department.

The Obama administration “has remained on the sidelines, expressing
relatively mild concern about the crackdowns on law enforcement
officials and the jailing of journalists, while electing not to
mention terrorism finance issues publicly,” the report states.

“Washington’s silence stems from fears of a fall-out with Turkey,
which has been a crucial ally over the years, and is situated
strategically at the intersection of Europe and the Middle East,”
according to the report. “But Turkey’s actions constitute a direct
challenge to Washington’s sanctions regime.”

The report catalogues in detail Turkey’s cozy relationship with jihadi
groups, terrorist operatives, and the Iranian regime.

Last year, “Turkey was involved in a massive sanctions-busting scheme
with Tehran,” according to the report. “Now known as ‘gas-for-gold,’
the scheme helped the Iranian regime gain some $13 billion” despite
international sanctions meant to stop such deals.

Additionally, over 2,000 Iranian companies are reportedly registered
in Turkey, where pro-Erdogan political elites have been accused of
facilitating large cash transfers with Tehran.

Turkey’s top intelligence agency is also believed to be working with
Iran in a bid to “scuttle intelligence operations” aimed at stopping
Iran’s nuke program, according to the report.

Erdogan has also gone to great lengths to bolster extremist rebel
groups in Syria, according to the report, which cites “mounting
evidence suggests that Turkey has been directly or indirectly arming,
training, and even financing Sunni jihadi groups” in the country.

Turkey reportedly sent 47 tons of weapons to Syrian rebels during a
six-month period in 2013, according to the report.

There are “few questions that it has been Turkish policy to provide
support to a range of rebel factions,” the report states. “Turkey now
appears to allow a broad spectrum of anti-Assad forces, including
those with radical ideologies, to operate on Turkish territory.”

“Jihadi personnel and finances” have been identified as flowing from
Turkey to Syria.

Israeli military officials have additionally claimed that “Syrian al
Qaeda groups were training in three separate bases in the Turkish
provinces.”

Erdogan has also been exposed for having a close friendship with Yasin
al-Qadi, a Saudi Arabian businessman who has faced sanctions for his
financial ties to al Qaeda, Osama bin Laden, and other terrorist
fronts.

Hamas has become another ally of the Erdogan government, which has
held meetings with the terror group’s senior leadership and allows one
of its key operative to work in Turkey.

Senior Hamas leader Saleh al-Aruri has been living in Turkey, “where
he has been allegedly involved in the financing and logistics of Hamas
operations,” according to the report, which states that “al-Aruri may
be raising funds on Turkish soil that go to support terrorism.”

This coincides with “broader Turkish support” for Hamas, including
political cover and financial backing.

Turkey has even inked a $4 billion deal with a Chinese missile firm
that has been sanctioned “multiple times by the U.S. for selling
prohibited missile technology to Iran,” according to the report.

Turkey’s deal with the controversial China Precision Machinery Import
and Export Corp appears “to be a direct attempt to undermine the
U.S.-led sanctions against Iran,” the report states.

The Turkish government’s growing ties to terror have come amid a
corruption scandal that has rocked Erdogan’s AKP political party,
which has “purged the investigators, prosecutors, and journalists
involved” in exposing the corruption.

FDD’s Schanzer warned that left unchecked by the United States and the
rest of the international community, “Turkey’s terrorism finance
problems could fester further.”

“These problems have already raised questions about whether Turkey
currently serves as a barrier to extremism from the Middle East,”
Schanzer said.

US provides $255 million for ARMENIA’S national brand development

A donation memorandum was signed in the office of government between
the Ministry of Economy and the National Competitiveness Foundation of
Armenia and the United States Agency for International Development.
The memorandum was followed by a national brand development contract,
signed between the Armenia National Competitiveness Foundation and the
GK Brand.
The parties should cooperate to develop Armenia’s branding strategies.
Branding may go a long way towards boosting Armenia’s investment and
tourism attractiveness, promoting economic development and enhancing
its international standing. GK Brand will submit a branding strategy,
including a 3-year branding messaging strategy and a detailed action
plan.
An accurately selected logo, effective dissemination of information
and the implementation of programs and projects will help the country
demonstrate its uniqueness and attractiveness in the eyes of tourists
and investors.
The objective of this agreement is to provide the Foundation for
tourism development. Parallel to the liberalization of civil aviation
in the country, more people will be visiting Armenia over the next few
years. A number of new hotels have opened, including the Hyatt and
others. The US wants to support Armenia with its tourism development
effort.
The GK Brand is to assume a mission aimed at representing Armenia on
the global marketplace. The goal is to make the country presentable in
the world, along with its peculiarities, distinctive features,
products and culture.
GK Brand is a well-known company in the field of marketing. They have
worked in 50 countries, preparing national brand development projects.

When ”60 Minutes,” the CBS News show, secured an exclusive interview
with a member of the Navy SEAL team that killed Osama bin Laden, one
of the first things it did was search for a model maker who could
replicate the compound in Abbottabad, Pakistan.

”I said, ‘We have to do a model,’ since to my mind, I couldn’t
understand the story without it,” said Henry Schuster, a producer at
”60 Minutes.” ”A model is the original 3-D, it allows you to see
everything at scale, and spatially, you can move from place to place
and get a sense of progression that isn’t possible with fancy
graphics.”

To find someone who could replicate Bin Laden’s home and its
surroundings in miniature, the producers called various experts for
recommendations, including Robert A. M. Stern, the architect and dean
of the Yale School of Architecture. At the top of everyone’s list was
Richard Tenguerian, 57, a model maker who has spent the past three
decades working for some of the world’s most famous architects from
his basement workshop on Lafayette Street near Astor Place.

One of a handful of people in New York who practice the craft of
making building models, Mr. Tenguerian, who was born in Aleppo, Syria,
and raised in Beirut, Lebanon, has worked for the likes of Richard
Meier, Philip Johnson and Renzo Piano. His replica of Bin Laden’s
compound is now on display at the Navy SEAL Museum in Fort Pierce,
Fla., while his model of the new Yankee Stadium was featured in the
groundbreaking with then-Governor George E. Pataki and is part of a
permanent exhibit at the New York Yankees museum.

”He is a true artist,” said Kenneth Drucker, director of design for
the New York office of the architectural firm HOK, who has worked with
Mr. Tenguerian for the past quarter century. ”We have relationships
with multiple model shops, but he is my model maker of choice. We have
an unspoken language, we have worked together so long, he knows what
level of abstraction I need — and he has never missed a deadline for
me, ever.”

When one thinks of models, it is typically of the dollhouse or train
set variety. And Mr. Tenguerian’s subterranean studio on Lafayette
Street does have a toy store feel: he keeps a pet snake in a tank near
his desk and two birds tweet contentedly in a cage near the elevator.
On a recent Saturday, a not unusual workday when a deadline must be
met, employees were toiling away, their heads bowed over draft tables,
painstakingly applying leaves to miniature trees like a
reality-television version of Santa’s elves.

But their work is not child’s play. Architectural models can cost
upward of $100,000, and sometimes far more. Architects use models to
realize and improve upon their designs; developers rely on them during
presentations, hoping the models will convince the relevant
authorities to approve their plans. For brokers, models have become a
key marketing tool, used to persuade buyers to shell out millions of
dollars for homes that have yet to be built.

”There is nothing better than a model to really understand how a
building looks,” said the architect Morris Adjmi, who has worked with
Mr. Tenguerian on several projects. ”His models have a warmth about
them. Even though they use a lot of automated processes, there is this
handmade quality that gives them a soul and life.”

Mr. Tenguerian comes from a long line of artists. His family, which is
of Armenian descent, can trace its origins to the 1700s, and includes
artists, diplomats, clergy and translators. His parents, who survived
the Armenian genocide before fleeing to Syria, worked in creative
fields. His father, Antranig, was a sculptor and his mother, Mary, a
clothing designer for Chanel when the design house had an outpost
there.

”I grew up in a creative environment,” Mr. Tenguerian said. ”We
used to make all of our own toys, sketching, drawing, playing
outdoors.”

At age 14, Mr. Tenguerian worked as a summer intern for Hagop
Atechian, a Lebanese architect, for whom he built his first model.
”Every summer after that, they would call me to make more models for
them,” Mr. Tenguerian said. ”When you are that age, you think that
everyone can do what you do. It isn’t until you get feedback or a
reward that all of a sudden it’s a turning point. Still, I never
thought about being a model maker, I wanted to become an architect.”

In 1975, when Mr. Tenguerian was 18, the civil war in Lebanon broke
out. He had been accepted to the American University of Beirut, but in
the wake of the war, chose instead to leave for the United States. Mr.
Tenguerian arrived here alone, with plans to live with an aunt in
Woodside, Queens. ”I came with just $25 in my pocket — which I used
for the cab ride from J.F.K. to my aunt’s house.”

In New York, Mr. Tenguerian worked for a jeweler, and eventually,
found a job at AWAD Architectural Models. He saved up enough money to
attend Pratt Institute in Brooklyn, working during the day and
attending classes in the evening. He graduated in 1984 with a degree
in architecture.

”After school I was confused,” he said. ”Architects wanted to hire
me, but they were going to give me jobs making models.” Ultimately,
Mr. Tenguerian embraced the calling. ”I decided to stay being a model
maker because the demand was so high. I thought, ‘the architectural
community wants me to stay a model maker so I can contribute that way
to the field.’ ” In 1988, he opened his own company.

”As a professional model maker, we bring the architect’s vision into
reality, that process from the invisible to the visible,” Mr.
Tenguerian said recently, sitting behind his desk, his voice
occasionally punctured by the sound of whirring machinery used by his
workers. ”Modeling is not new, it is historical. In Egypt, there was
no photography or paper and they created clay models to preserve and
document their history. I am part of a long practice.”

Depending on the size and type of job, it can take anywhere from a few
days to more than a year for Mr. Tenguerian to complete a model, and
he often hires craftsmen such as carpenters, painters and electricians
to help. Technology has also become integral, including LED lights,
3-D printing and computer programs that allow, for example, a model to
be controlled using an iPad.

His ability to translate an architect’s vision has been a key to Mr.
Tenguerian’s longevity, and the walls of his studio are an ode to his
successes. Photographs, which are tacked onto nearly every available
surface, include Mr. Johnson in his trademark round black glasses with
his arm around Mr. Tenguerian’s son, the model for the new Tappan Zee
Bridge and a strange oblong mock-up of a proposed hotel in Abu Dhabi.
On one wall, several shelves are lined with clay busts of famous
architects, many the work of Mr. Tenguerian’s brother Harout, a
sculptor, who created the likenesses from photographs taken when the
architects visited the workshop.

Mr. Tenguerian hopes one day to write a book about model making, and
to that end, he has begun collecting materials. He has even written a
document in which he poses questions that he then answers, such as,
”What do you do as a model maker” and ”What does architecture mean
to you.”

In response to ”What is a model maker’s job besides cutting and
pasting?” he says, ”Every architect has their own expectation and
ways of looking at things. They often are personal and we must find a
way to exceed their expectations. Certainly, a model maker should
treat the model as a piece of art, and not just any product.”

Le Chef du service de la sécurité alimentaire d’Arménie Abrah
Bakhchagulyan a signé un décret interdisant les importations de
poulets vivants et de produits de volaille en provenance de Chine.

La décision est prise pour empêcher la pénétration de la grippe
aviaire hautement pathogène découvert en Chine.

L’interdiction couvre toutes sortes de produits de la volaille, des
oeufs, des résidus de graisse d’os, aliments pour animaux, les
additifs.
