On February 23, in Vienna, at the Armenian Church of St. Hripsime
an event dedicated to the 10th anniversary of Gurgen Margaryan’s
assassination was organized.

According to Information and public relations department of the
Armenian Foreign Ministry, father Andreas Isakhanian of Armenian
Church of St. Hripsime in Vienna in the presence of the Rev. Fr. Tiran
Petrosyan, Acting Pontifical Legate for Central Europe and Scandinavia
held a service for the dead.

The event was attended by Armenian Ambassador to Austria Arman
Kirakosyan, as well as representatives of the Armenian-Austrian
public organizations.

Rev. Fr.Tyrant Petrosyan and Armenian Ambassador to Austria Arman
Kirakosyan gave a speech in front of the audience. They condemned
the inhuman act of the Azerbaijani criminal.

In 2004, Armenian officer Gurgen Margaryan was taking part in
a three-month English course of NATO “Partnership for Peace” in
Budapest. Early in the morning of February 19 he was murdered. The
murderer – Azerbaijani officer Ramil Safarov – delivered 16 blows
of ax to the face of the sleeping Armenian officer. As a result, the
Hungarian court found him sane and sentenced him to life imprisonment
without a right of pardon for 30 years. The news about the extradition
of Ramil Safarov to his homeland and pardon by the Azerbaijani
president Ilham Aliyev broke out on August 31.

The pardoned murderer Ramil Safarov was greeted as a hero in
Azerbaijan; he was given an apartment and was paid an officer salary
for 8 years spent in detention. Moreover, Safarov was breveted
Major by the Minister of Defense of Azerbaijan, who also wished him
“every success.”

Because of Safarov’s extradition to Azerbaijan the president of Armenia
Serzh Sargsyan announced the suspension of diplomatic relations
with Hungary. Safarov’s extradition, pardon, and glorification in
Azerbaijan was condemned by the US president Barack Obama, US State
Department, Ministries of Foreign Affairs of Russia and France,
Secretary General of Council of Europe, Secretary General of CSTO,
NATO, and international human rights organizations. In addition to
that, European Parliament adopted a condemning resolution on September
13, 2012.

On February 19, is the 10th anniversary of commemoration of Armenian
officer’s death. To the 10th anniversary of Gurgen Margaryan’s murder
in the frameworks of the “Ordinary Genocide” project a video-footage
has been prepared called “Azerbaijan: Racism without borders.” The
video footage is in English , Russian and Hungarian. It concisely
presents the history of the murder that had stunned the world, as well
as the programs following the incident and Safarov’s glorification in
Azerbaijan.It is significant that the authors chose Symphony number 7
(“Leningrad”) by Dmitri Shostakovich known as “the invasion of the
Nazis” as a soundtrack for the footage.

The “Ordinary Genocide” project is being implemented by the Information
and Public Relations Center under the RA President’s administration.

A group of Karabakh War veterans urge those concerned about the fate
of Armenia to gather at Saryan park at1 pm on Mar. 1 and then join
the rally at Liberty Square.

This statement was made on behalf of the working group of the enlarged
board of military commanders by Karabakh War veterans Suren Sargsyan,
Kars regiment commander Aslan Grigoryan, reserve colonel Khachik
Avetisyan, Metsn Tigran brigade commander Vladimir Arakelyan, Susanna
Margaryan, and Vardan Malkhasyan.

“Armenia’s statehood is endangered, since the steering wheel of the
state is in the hands of thieves and crooks. Each government is more
greedy than its predecessor. Armenia’s possessions have been almost
completely alienated. The Armenian people in their homeland are
deprived of the opportunity to feed their children through decent
work, resulting in hundreds of thousands of our compatriots and
their families leaving the country, emptying the border villages,”
reads the statement, in part.

At a press conference today, Suren Sargsyan expressed confidence that
the nation being united in one day will put an end to the notorious,
illegal actions of Armenia’s ruling authorities — and that day is
going to be the tragic day of March 1. (Recall, on Mar. 1-2, 2008, the
forceful dispersal of peaceful protests of supporters of opposition
presidential candidate Levon Ter-Petrossian resulted in the death of
10 people and the arrest of hundreds of opposition members.)

The Karabakh War veteran also urged political parties, NGOs, and
all others critical of the government’s “criminal activities” to
“finally move from words to action, show national unity and come out to
[Liberty] square.”

“With the March 1 rally we will bring back Armenia’s lost spring
of 2008, the Oct. 27 [1999 parliamentary shooting]. Regardless of
political party affiliation and position, everyone complains of this
government, so we urge people to gather as a nation on one day and
put an end to the notorious authorities’ activities,” said Sargsyan.

Asked what specific actions are planned for that day and whether a
coup d’etat in Armenia is possible on March 1, Vardan Malkhasyan said
they know exactly what they’re going to do, the rest will be decided
on the spot.

“This will be a decisive day and if you’re referring to the camel
that shed its wool, [ruling Republican Party of Armenia MP] Galust
Sahakyan, when he said that they are stronger, we warn you: we will not
tolerate any violence by the authorities […] We will not give our
country to anyone, especially to criminals like [Armenian President]
Serzhik [Sargsyan]. All the thieves will have to answer — [former
president of Armenia] Robert Kocharian’s property, which is stolen,
will cover Armenia’s foreign debt,” said Sargsyan (no relation).

A significant part of the citizens of Armenia were rightly angered by
U.S. Ambassador John Heffern supporting the mandatory funded pension in
Armenia as something necessary for Armenia. He expressed his support
in a recent conference held in Yerevan.

A few days earlier Serzh Sargsyan had announced that though 80% of
citizens are against the mandatory funded pension, the government
will carry out the reform because it has a future importance.

In fact, the U.S. ambassador does not believe Serzh Sargsyan. i.e. he
does not think that 80% of citizens is against the system. The point
is that otherwise democratic countries make other decisions if the
majority of the society is against a particular decision.

The United States is a state where democratic values are the standard.

These values have helped a young state to become a world power within
two centuries. What does the U.S. government do when 80% of people are
against something? Does the government impose its decisions on 80%
or does it try to take their opinion into account and discuss them
until more citizens are for than against them. After all, it is clear
that it is never possible to achieve 100% of agreement but when the
vast majority is against, one should at least stop to discuss the
issue and come up with a new proposal.

It is clear why the vast majority is against. And it is not just a
social problem because an enormous number of people are against who do
not care about paying 5000 drams more. People are against because the
reform is carried out by a government they do not consider theirs,
they do not trust. They do not consider the state theirs to pay it
with confidence that they are going to receive it back later.

This is the problem, and it should be clear to the U.S. ambassador.

Not because he is the representative of a democracy but because
he is one of the officials who are well-aware of the economic and
political system of Armenia and call for fight against monopoly,
creation of a competitive environment, independence of courts, fight
against corruption.

When a citizen knows that he or she does not form the government that
resolves the small or big problems of the country but electoral fraud
and other methods of falsification, he or she does not want to pay
one extra luma. Moreover, it is a surprise why a citizen of Armenia
continues to pay taxes at all, considering the examples of careless
and cynical waste of the state budget by the legislature and executive,
such as the City Hall of Yerevan.

A citizen wonders whether they will not steal the money that he or
she will save for his old age if they currently steal everything,
from power to the resources of the state.

And the question occurs: why do you allow them to steal? You let them
steal until the state appeared on the verge of bankruptcy, didn’t you?

This is already another conversation. If public tolerance fed the
system that has robbed the state to the verge of bankruptcy, why feed
it more?

It is another issue if someone thinks that this will eventually force
the public to rebel against the stealing system. But this is already
another issue.

Armenia’s National Gas Distributor Renamed Gazprom Armenia

ARMENIA’S NATIONAL GAS DISTRIBUTOR RENAMED GAZPROM ARMENIA

YEREVAN, February 25. / ARKA /. Armenia’s national gas distribution
company – ArmRosGzprom (ARG) – is renamed Gazprom Armenia, the
Russian-owned network said in a statement today posted on its official
website. The company said all its partners, government agencies and
local authorities were notified about the change.

On January 6, 2014, Armenia’s government ceded its 20 percent stake
in the company to Russian Gazprom for $156 million to repay half of
the $300 million debt. Another half of the debt was written off by
the Russian monopoly.

Under an agreement with the Armenian government, Gazprom is to deliver
to Armenia 2.5 billion cubic meters of gas annually.

ArmRosGazprom was established in December 1997. It dealt with
transportation, storage, distribution and sale of natural gas in

Armenian Embassy To Italy Is Actively Counteracting Anti-Armenian Po

ARMENIAN EMBASSY TO ITALY IS ACTIVELY COUNTERACTING ANTI-ARMENIAN POLICY OF AZERBAIJAN

The Embassy of Armenia to Italy actively reacts and counteracts
Azerbaijani anti-Armenian campaign carried out in Italian Media and
within Civil Society of Italy.

In particular, the Armenian Embassy to Italy turned to Agenzia Radicale
and Notizie Geopolitiche periodicals demanding the publication of
clarifications concerning the materials previously placed in their
websites that refer to Khojalu events.

In response, the two periodicals have published the comments received
from the Embassy of Armenia to Italy, which can be viewed here
and here.

Armenian diplomats through Italian media expressed their solidarity
with the 35000 Armenian and Azerbaijani civilians who “under the
silence of International Community” became victims of the conflict.

They have noted that the articles of Italian authors that give false
understanding of Nagorno Karabakh conflict might be a result of
confusion or lack of knowledge. For this reason some clarifications
have been made about number of important issues. First and foremost
they have indicated that the media which have always showed respect
for ethics started actively to disseminate the information provided
by incumbent regime of Azerbaijan, given the fact that the regime
according to “Reporters without Borders” ranks 160 out of 180 countries
by press freedom index and 139 by political and economic freedom
index. The authors have noted that the president of that country has
been recognized as the “Most corrupt politician of 2012”.

The authors have referred to the fact that the reason why the topic of
the Nagorno Karabakh conflict has been touched upon by Italian Media
was the discussion called “The protection of civilians during armed
conflicts. Khojalu case” organized by Helsinki Committee of Italy. The
address reads, “Here we encounter first contradiction. The Helsinki
Committee of Italy is in sharp contrast with other committees of the
world that condemn authoritarian and totalitarian regimes.”

What comes to factual inconsistencies, the Armenian Embassy drew
everyone’s attention to the following facts, “First and foremost
there is a mistake in the formulation of the conflict as a “conflict
between Armenia and Azerbaijan over Nagorno Karabakh sovereignty.

In fact, the main cause of the conflict is the denial of the Nagorno
Karabakh Armenians’ right to self-determination by Soviet Republic of
Azerbaijan during Soviet period,” the comment reads clarifying that
the historical Armenian populated region back in 1921 was forcefully
incorporated into Azerbaijan SSR by Stalin. The Armenians there became
subject to discrimination till 1980s when as a result of comparative
freedom local Armenians though referendum realized their right to
self-determination defined by UN Charter. The Azerbaijani authorities’
response to that action was forceful displacement and ethnic cleansing
of 450 thousand Armenians.

“On September 2, 1991 Nagorno Karabakh authorities realized their right
enshrined in the Constitution of USSR and declared Nagorno Karabakh
independent from Azerbaijan. After that Azerbaijan militarily invaded
Nagorno Karabakh. For more than a year the population of Stepanakert,
the capital of Nagorno Karabakh, was subject to Azerbaijani air
force cluster bombing and aircraft strike from “Grad” stations. In
the absence of any international intervention, in the course of the
conflict Armenia’s role was to defend civilians, provide humanitarian
aid as well as economic and diplomatic support.

Meanwhile, the self-defense forces of the Nagorno Karabakh under
the command of Defense Committee took part in military operations,”
the Armenian Embassy message reads.

The comment also highlighted, “What comes to civilian victims of
Khojalu, we have to state, that the following formulation “Azerbaijani
civilians were killed by Armenian forces” is anachronistic, which is
proved by the facts present in many Azerbaijani sources and by the
testimonies of various Western journalists who worked in the Caucasus
in early 90s. The experts who study Nagorno Karabakh conflict are well
aware that Khojalu was a weapon emplacement of Grad installations
for Azerbaijani armed forces from where the shelling of peaceful
Armenian civilians was carried out. Days before February 25, 1992
the command of Nagorno Karabakh Armenian self-defense forces informed
the Azerbaijani authorities and civilians by radio that to neutralize
the missile weapon emplacement deployed in Khojalu military operation
would be carried out. The Armenian side as well announced about the
corridor left for the evacuation of civilians.”

Then, they refer to the Azerbaijani sources and state that the resident
of Khojalu, Salman Abbasov confirms that the Armenians disseminated
the information about the corridor left for the civilians as well as
about their upcoming attack by radio. He as well confirms that the
Azerbaijani authorities forbade evacuating the civilians.

According to Azerbaijani sources Khojalu mayor knew about the attack,
he asked for helicopters but Baku authorities didn’t provide any kind
of aid. Later, the head of the Committee, engaged in the study of
the above mentioned events, deputy of Azerbaijani Parliament Ramiz
Fataliev stated that the high-profile authorities had decided not to
evacuate the civilians.

“These statements point out to the fact that the Azerbaijani civilians
were used as human shield by those same Azerbaijani authorities,”
it says and reminds the Italian journalists that such a policy is a
blatant violation of international humanitarian law, particularly of
those provisions that are designed for “the protection of victims of
international armed conflicts” in 51 Article of the First additional
Protocol of the Convention.

In this regard, an abstract of the famous interview with Ayaz
Mutalibov, who was the president of Azerbaijan at that time, is
presented. In that interview Mutalibov in fact confirms that the
incident has been organized by the opposition to topple him from power.

The representatives of Italian media have been informed by the Armenian
embassy that such kind of facts and statements can be found first of
all in Azerbaijani sources.

“In connection with this, we remind the author (Panorama.am- Italian
journalists who touched upon the issue in their previous publications)
that the journalists or human rights activists who questioned the
version presented by Azerbaijani government concerning Khojalu events
got arrested or killed,” the Armenian diplomats said mentioning the
names of Chingiz Mustafayev, Eynula Fatulaev, Elmar Huseynov.

The Armenian diplomats informed the Italian media as well as their
readers that lots of manipulations are carried out by bringing in
only half of the interview that RA president Serzh Sargsyan half a
decade ago gave to Tomas De Waal.

While turning to another reality, the facts brought by Italian
journalists about economic development and oil and gas resources
of Azerbaijan, the Armenian Embassy drew attention to the fact that
Italian journalists deliberately bypass the fact that according to
International estimates Azerbaijan in last 7 years has increased its
military spending by 2500%, an index that was characteristic only
to Nazi Germany. “This fact together with Azerbaijan’s frequent
violations of 1994 ceasefire agreement, the military rhetoric of
high-profile officials of Azerbaijan and anti-Armenian propaganda in
Azerbaijani society conducted by the authorities seriously undermine
successful outcome of the negotiations under the OSCE Minsk Group
(Russia, USA and France).

It is as well noted that Azerbaijan refuses to conduct direct
negotiations with the government of Nagorno Karabakh and unlike
Nagorno Karabakh and Armenia rejects the proposal to withdraw
snipers from the contact line and to install certain mechanisms for
investigation of ceasefire violations. “On the other side, Armenia,
unlike the government of Azerbaijan looks for peaceful settlement of
the conflict. International Community shares the same approach.”

“Armenian government’s disposition coincides with the approach of the
International Community which is reflected in the basic principles
of the conflict settlement, in the statements of the OSCE Minsk Group
Co-chairs made in L’Aquila, Muskoka, Deauville and in Enniskillen G8
and Los Cabos G20 Summits,” the comment reads and states that the Basic
Principles are founded on political will and willingness to compromise.

“Given that so many destructions and civilian deaths were caused by
the war unleashed by Azerbaijan, the Azerbaijani government should
do everything possible to show more reliable commitment to the
peace process that enjoys the support of OSCE mediation group and
International Community in general. Instead of blaming the mediators
for their ineffectiveness, the Azerbaijani government should stop its
anti-Armenian campaign, simultaneously preparing its society for peace,
rather than confrontation,” it comment read; it stated also that “Peace
can be established only by those leaders who will show political will.”

It should be emphasized that those two Italian periodicals have
published the whole comment made by the Armenian Embassy.

It’s worth mentioning that in last two years there has been an increase
in the publication of materials referring to Nagorno Karabakh that
present one-sided approach in Italian media. Experts explain this
phenomenon by linking it to Azerbaijani-Italian deep cooperation in
energy sector.

Italy is one of the main importers of Azerbaijani oil as well as in the
near future it will become one of the main consumers of Azerbaijan’s
gas exported to Europe. It is expected that in the near future those
trends will show up in more severe forms. Under these circumstances
there is a growth in the number of Azerbaijani lobbyists in Italy. The
Armenian side counteracts to them only through the efforts of Armenia’s
diplomatic representation as there is no influential Armenian Community
in Italy.

About $500 Million Planned To Be Invested In Armenia’s New Chemical

ABOUT $500 MILLION PLANNED TO BE INVESTED IN ARMENIA’S NEW CHEMICAL PLANT

YEREVAN, February 25. /ARKA/. About $500 million is planned to be
invested in construction of a new chemical plant in Armenia, Armenia’s
premier Tigran Sargsyan told reporters Monday after his meeting with
Russia’s premier Dmitry Medvedev.

Sargsyan said head of Rosneft Igor Sechin reported about the investment
programs at the meeting.

“We will be discussing the issue during next week to see what
conditions we should create for these investments so that they are
made within the shortest possible time”, Sargsyan said as cited by
the government press office.

The premier also said employees of Nairit chemical plant will be
employed by the new plant.

Nairit was the only plant in the Soviet Union producing chloroprene
rubber. The plant was closed in 1989 for environmental reasons and
resumed operating partially in 1992. In 2006, 90% of Nairit’s shares
were sold to British Rainoville Property Limited for $40 million. The
remaining 10% belong to the Armenian government. The plant operations
were suspended in 2010.

On December 25, 2013, Rosneft, Pirelli Tire Russia and Rosneft-Armenia
signed a memorandum of understanding in Yerevan to set up a joint
venture for butadiene-styrene rubber production. Armenia’s premier was
cited as saying Rosneft was planning to invest 400 million dollars in
construction of a new plant in Armenia. Russian ambassador to Armenia
Ivan Volinkin said specialists from Nairit will be demanded in the

President Opens First Pan-Armenian Winter Games In Tsakhkadzor

PRESIDENT OPENS FIRST PAN-ARMENIAN WINTER GAMES IN TSAKHKADZOR

YEREVAN, February 25. /ARKA/. Armenia’s president Serzh Sargsyan
attended the opening ceremony for the first Pan-Armenian winter games
in Tsakhkadzor Monday.

The president welcomed participants and guests and said Pan-Armenian
games have expanded in terms of locations and number of participants
over 15 years of their existence.

Sargsyan thanked initiators and everyone involved in the holding of
the games, the presidential press office reported.

Pan-Armenian games are very important as they strengthen ties between
Armenia and the Diaspora, Sargsyan said.

The president wished sportsmen fair competition and success in the

Below is the paper’s editorial addressing the failure of the Russian
plans to create a Eurasian Union against the backdrops of the
Ukrainian crisis.

As early as in November, when Armenia and Ukraine declined to sign
an Association Agreement with the EU, the new USSR seemed to be an
accomplished fact. With the processes around Syria adding to all that,
there was an impression that no one could hamper its plans any more.

But what seemed inevitable two months ago seems impossible now,
in the light of the developments in Ukraine. Vladimir Putin lost
Ukraine, which means he also lost the strategic perspective linked
to the Eurasian Union.

Russian President Vladimir Putin is braced for a politically harsh
period. He is expected to answer very serious question: what to do
next? Is it worth to investing the entire potential in winning Ukraine
back? But it isn’t as if the Party of Regions, which is Russia’s main
stronghold, is overwhelmed, with no candidate of president or prime
minister from this wing seeming likely to become to be a serious rival
of the Maidan opposition. What about putting forth efforts towards
dividing Ukraine? But a divided Ukraine is not Ukraine any more. And
without Ukraine, a Eurasian Union cannot exist; likewise the European
Union could not have come into existence without Germany or France.

And the maximum the Customs Union can do is to develop into a union
like the CIS (Commonwealth of Independent States) – exhausted, sad
and unpromising.

The Russian president has also the second option: to admit the
accomplished facts and make maximum efforts towards establishing
friendly relations with Ukraine, leaving aside the ambitious Eurasian
plans and engaging himself in making the boundless Russia a state
with a modern economy and political system.

Such U-turns are, of course, very hard for influential figure like
Putin, but it seems obvious now that the Eurasian path is a key
to nowhere. The Sochi Olympics may serve its purpose if Russia’s
understanding of Russia remains within [the country’s] state borders.

Otherwise, Sochi could mark an epilogue, rather than a start.

Beautiful, impressive and gorgeous though it might be, it would be
an epilogue.

24 fevrier 2014 – Les discussions de fond ayant pour objectif la
reunification de l’île de Chypre ont commence lundi dans le cadre de la
reprise des pourparlers, a indique un porte-parole des Nations Unies a
la suite d’une reunion aujourd’hui entre le negociateur chypriote grec
Andreas Mavroyiannis et son homologue chypriote turc, Kudret Ozersay.

Secretaire general a Chypre.

La reunion, qui s’est deroulee dans la zone protegee de l’ONU a
Nicosie, intervient plus d’une semaine après une rencontre entre le
dirigeant chypriote grec Nicos Anastasiades et le dirigeant chypriote
turc Dervis Eroglu au meme endroit pour finaliser un communique
commun lancant officiellement la reprise des negociations entre les
deux parties.

Les Nations Unies facilitent les pourparlers entre les Chypriotes
grecs et Chypriotes turcs, en vue de la creation eventuelle d’un Etat
federal, compose d’un Etat chypriote turc et d’un Etat chypriote grec
ayant chacun un statut egal. L’ONU maintient egalement une force de
maintien de la paix a Chypre.

Les discussions entre les negociateurs des deux parties se poursuivront
la semaine prochaine.

LES STATISTIQUES SUR L’EMIGRATION NE CORRESPONDENT PAS A LA REALITE

Des analystes et economistes politiques armeniens considèrent comme
controverses les derniers chiffres sur l’emigration publies par le
Service national de la statistique (NSS) qui suggèrent que moins de
personnes ont quitte le pays en 2013 que les annees precedentes.

Selon les statistiques, le nombre de personnes qui sont entrees en
Armenie en 2013 a atteint un total de 1 452 085, tandis que le nombre
de ceux qui ont quitte le pays s’elève a 1 494 086. Le solde negatif
s’elève donc a 42 001 personnes, ce qui est 7659 de moins qu’en 2012
(-49 660), ce qui signifie que le taux d’emigration en 2013 a ralenti
par rapport aux annees precedentes.

Selon les donnees du NSS, le trafic aerien de passagers a diminue de
0,3 pour cent, ce qui ne presente pas de solde negatif, mais le solde
negatif est present aux points de contrôle terrestre a la frontière
armeno-georgienne que les gens traversent par autobus ou minibus
car moins coûteux et que c’est une facon appropries de voyager pour
les familles.

Selon les donnees 2013 un total de 39 726 citoyens ont quitte le pays
par le checkpoint de Bagratashen par rapport a 21 144 en 2012. Les
chiffres pour le point de contrôle de Bavra en 2013 et 2012 etaient
de 13 000 et 8288, respectivement.

Les demographes disent que dans le passe le chômage et les mauvaises
conditions economiques etaient une raison valable pour l’emigration,
alors qu’aujourd’hui le desespoir, le manque de confiance dans
l’avenir dans de nombreux cas viennent comme la principale cause de
l’emigration, les gens ne croient plus que leurs enfants pourront
avoir un bon avenir dans leur pays d’origine.
