Turkey’s Prime Minister Recep Tayyip Erdogan reiterated his country’s
commitment to protect interests of “young brother” Azerbaijan.

Talking to reporters in Baku, Erdogan said their major goal is to
further develop strategic cooperation between the fraternal nations.

“We will always stand by Azerbaijan on Karabakh conflict,” Erdogan
said.

Speaking about projects connecting two states, he pointed out
construction of Baku-Tbilisi-Kars railway and Trans-Anatolian gas
pipeline (TANAP) that is a part of Southern Gas Corridor.

Northern Latakia province has become, seemingly all of a sudden, the
latest location to host an episode of the Syrian uprising-turned-war.

BEIRUT: Northern Latakia province has become, seemingly all of
a sudden, the latest location to host an episode of the Syrian
uprising-turned-war, with political, sectarian and other concerns
outweighing for now the purely military moves on the ground.The
province has seen periodic violence throughout the war, but mainly
in the form of regime artillery and airstrikes on a number of
opposition-held towns and summer resort areas in its mountainous
interior.

But the “Anfal” offensive, which was launched more than a week ago,
targets the northwestern corner of the country in areas adjacent to
Turkey and Idlib province, where rebels also hold territory.

The campaign is being spearheaded by the Nusra Front, an Al-Qaeda
affiliate, and two members of the Islamic Front, Ahrar al-Sham and
Ansar al-Sham. They have been joined by the rebel Free Syrian Army,
which is playing a very limited supporting role.

The rebels appeared to have surprised the regime as they swiftly
captured a string of villages and towns near the Turkish border, among
them Kasab, an Armenian resort town of several thousand inhabitants.

They also seized the tiny adjacent hamlet of Samra, which lies on a
road leading to the Mediterranean.

After they seized Samra, a video emerged of several jihadists at the
isolated cove, where they took a short celebratory swim. They have
posted several pieces of video footage of themselves at the site.

It is an easy, exposed target for any government vessel, and is of
little military significance, but the seizure of a toehold on the sea,
though largely symbolic, is part of a wider campaign that is stirring
up the sectarian and ethnic fears of reprisals and counter-reprisals.

The fighting, which has also affected a number of Alawite villages
in the area, has sent thousands of the community fleeing for the city
of Latakia on the coast.

Regime propaganda over the rebels’ treatment of minorities,
particularly Armenians, Christians and Alawites, has quickly moved into
a higher gear, and the combustible mix is made even more explosive
by the presence of a sizable Turkmen community in rural Latakia and
the provincial capital.

The National Syrian Turkmen Bloc, a member of the opposition-in-exile
National Coalition, Sunday accused regime paramilitaries of murdering
two Turkmen minors and dumping their bodies in a public park in
Latakia’s Ali Jamal neighborhood, home to members of the community.

Reports differed as to whether one or both victims were decapitated.

The group released a statement warning others to “not test the reaction
of the Turkmen – our hostility is fiercer than our friendship.”

Activists noted over the weekend that regime supporters have taken
to social media to call for supporters to expel Syria’s Turkmen,
referred to derisively as “agents of the Ottoman state” of Turkey,
annihilate them, or commit human rights violations and other atrocities
against the community’s women.

Latakia also contains a few majority-Sunni neighborhoods, where raids
and arrests by the regime have reportedly been stepped up since the
Anfal campaign began, as the authorities view these areas as supportive
of the armed opposition.

Activists say that the Anfal offensive has led to a huge jump in
tension in the city, as the casualties from the campaign rise. The
city is already host to refugees from other parts of Syria, and now
mainly Alawite and Christian displaced have joined their ranks.

An anti-regime activist, who requested anonymity because of the
sensitivity of the situation, told The Daily Star that the move to
“open the coast front” was a bad decision.

“The Alawite community in Latakia, right before the campaign, was
becoming increasingly fed up with the coffins returning every day”
belonging to Alawite soldiers and paramilitaries fighting elsewhere
in Syria, he said.

“This offensive has shifted their anger – it is now being focused on
the rebels, whom they fear are targeting them in their home villages,
because of their sect.”

Meanwhile, some activists and the insurgents themselves have engaged
in a counter-offensive, trying to prove that they have no intention
of engaging in sectarian pogroms.

After the Islamist rebels entered Kasab, several pieces of footage
were circulated on social media. One YouTube video purports to show
militants inside an Armenian church, completely intact, where they
say they have posted a guard to protect the structure.

Another shows fighters interacting with three civilians. They promise
them safety and also give them the option of leaving safely.

A fighter tries to calm an older woman, herself displaced from Latakia
and wearing a hijab, when she begins to sob.

“Don’t be afraid, don’t be afraid,” he says.

In a video statement issued last week by an Islamist fighter, summing
up the first week of the Anfal campaign, the speaker denied charges
of oppressing minorities, but spoke specifically of the Armenians
of Kasab.

He says that the Caliph Omar did not single out the Christians of
Jerusalem for violence when he conquered the city in the seventh
century, and that the insurgents would not pursue such a policy.

Armenian political organizations have also split over Kasab, between
those who talk about “ethnic cleansing” – although no such massacres
have been reported – and those who maintain the Armenians are not
being targeted for their ethnic affiliation.

For now, the deaths have been largely military, at least in the Kasab
region, but the insurgents have moved closer to Alawite villages
and the city of Latakia, which they can target with artillery and
rocket fire.

For the regime, at stake is its ability to limit casualties and return
the displaced, while for the rebels, it has provided a much-needed
morale boost after the loss of the town of Yabroud near the Lebanese
border earlier this month.

It is also notable for a rare instance of public solidarity – the
Islamist fighter also denied rumors that the FSA commander for Latakia
had “betrayed” the Islamist factions during the campaign.

The fighter says that the FSA provided what ammunition it could, and
that it was both needed and appreciated. The rhetoric and actions of
the FSA and the Islamic Front and Nusra Front toward each other has
not been particularly warm in the past. But even if the rebels manage
to hold territory, now largely depopulated, what would they accomplish?

Whenever the insurgents seize an area, they only gain the dubious
honor of becoming a target for regime artillery and aircraft.

In Kasab and surrounding areas of Latakia, the violence is also
destroying wooded areas, which are among Syria’s most beautiful
panoramas, as forests go up in smoke.

Under all these conditions, particular to the Latakia front now
opened by the rebels, one question that hangs over the Anfal campaign
is whether it will turn out to be a fleeting achievement for the
insurgents, prove an inconclusive stalemate, deal a significant blow
to the regime and its allies or stir up a hornet’s nest in response.

Antelias – 27 March 2014. On Thursday morning the delegation, accompanied
by the Ambassador of Armenia to Lebanon and his staff, met with Catholicos
Aram I. They informed him of the results of their fact-finding visits, which
have included the displaced Armenians in Latakia and the President of Syria.

Feltman told the Catholicos that the UN was extremely concerned about the
security situation in Kessab. He also told His Holiness that he has been in
contact with the Arab League Special Envoy Lakhtar Ibrahimi and the
Ambassadors of Armenia and Turkey at the UN in New York.

After describing the situation in Kessab and the role of Turkey, His
Holiness Aram I proposed that the Kessab region be declared a demilitarized
zone. The UN Under-Secretary promised the Catholicos to follow it up and
discuss with Lakhtar Ibrahimi.

His Holiness briefed Mr Plumbly of the historical importance of Kessab for
Armenians and the necessity of securing the return of the population to
Kessab.
He then spoke of the urgency of providing humanitarian assistance to the
displaced Armenians in Latakia.

Kurt Cardinal Koch, President of the Pontifical Council for Promoting
Christian Unity visits His Holiness Aram I

Antelias – 29 March 2014. On Saturday morning, Cardinal Kurt Koch,
accompanied by his staff and the Apostolic Nuncio to Lebanon Gabriele
Giordano Caccia, visited His Holiness Aram I. Archbishop Nareg Alemezian,
the Ecumenical Officer of the Catholicosate, was also present at the
meeting.

The Cardinal and His Holiness covered a wide range of issues, starting
with the ecumenical movement and the Roman Catholic Church, the activities
of the Middle East Council of Churches, bilateral dialogues, problems and
concerns related to the life of the two churches and interfaith matters.
They also discussed the centuries-old relationship between the Roman
Catholic Church and the Catholicosate of Cilicia. In this context Catholicos
Aram I proposed that current relations between the two churches be further
strengthened on international, regional levels.

The meeting ended with an update on the situation in Lebanon and the
forthcoming presidential elections.

DAMASCUS, SYRIA (Worthy News)- Eighty Christians were killed
and thousands more displaced after Islamic militants attacked the
strategic Syrian town of Kessab near the Turkish border on March 21,
according to Barnabas Aid.

About 2,000 Armenian Christians fled Kessab as their homes were looted
and their churches desecrated. Barnabas Aid partners are providing
food, clothing and other essentials since many hurriedly left their
homes empty-handed.

Following the Islamist takeover of the town, Syria launched a
counter-offensive to regain control of the region. But national
tensions increased after the Turkish military shot down a Syrian jet
that had strayed over the border during a mission over Kessab.

Turkey has sided with the Islamist rebels in the Syrian civil war,
providing them with supplies and allowing hundreds of rebels to freely
cross its borders.

The Armenian National Committee of America has written President
Barack Obama calling on him to stop Turkey — a member of NATO — from
facilitating attacks by foreign fighters associated with US-designated
terrorist groups.

The ANCA said Turkey’s actions were a bitter reminder of the Armenian
genocide (1894 to 1923) when Turks killed more than 1.5 million
Armenian and Assyrian Christians.

Armenian Government Acts Too Late

The latest events in Armenia have marked a breakthrough in relations
between the government and the opposition. Meetings of Prosperous
Armenia (BHK), Armenian National Congress (ANC), Dashnaktsutyun (ARF)
and the Heritage played a prominent role in the shift of tone. They
formed a common agenda through consultations and focus on changing
the government.

The opposition parties met at the National Assembly (NA) on March 19
and decided to start collecting signatures to organize an off-schedule
session of the NA on April 28 to vote non-confidence. According to
leader of the ANC fraction at the parliament Levon Zurabyan, the vote
of censure would be only a step towards progress. The final goal is
the resignation of President Serzh Sargsyan.

These events formed a new situation in Armenia. It is notable that
opposition has taken the lead in political processes. The rising
political activity of the opposition and its consolidation, joint
efforts of the four parties and the I am Against civil initiative to
oppose the accumulative pensions system have weakened the perennial
argument about its invulnerability and domination. The power basing
on the philosophy of “we are many, so we are stronger and, thus,
always right” is now trying to keep up with the events.

The new political reality may be the reason why Prime Minister Serzh
Sargsyan has proposed a dialogue with the I am Against movement: “A
civil society dictating its rules is forming in Armenia. This means
that the government needs to correct its work. The position “all or
nothing” is unacceptable for us and young people of the civil society.

We are ready for a dialogue and we admit that our laws are not
perfect.”

In response, members of the movement said that the Constitutional
Court should express its opinion about the accumulative pensions on
March 28. Activists say that it would be wrong to go for a dialogue
with the government before the Constitutional Court makes its decision.

The prime minister’s initiative was also announced to provoke a
schism between the four parties and the I am Against initiative. A
similar idea can be seen in declarations of lower-rank politicians and
publications of government-controlled mass media. These reports claim
that “volunteers” among BHK leader Gagik Tsarukyan’s bodyguards were
involved in the events of March 1, 2008. Meanwhile, the position of
BHK in formation of a temporary commission to investigate the events
that happened six years ago seems weak. The ANC itself most likely
has evidence that Tsarukyan was not involved in the March 1 crackdown.

Otherwise, considering the radical position of ANC in the March 1
case, it is obvious that the organization would not cooperate with
BHK. According to some media sources, the government has woken up to
break the most influential and powerful non-coalition BHK.

Perhaps efforts of the government to break and weaken the movement
is justified. However, in the light of activating opposition, these
actions and the prime minister’s readiness for compromise would most
likely be ineffective. Those actions would probably be late.

The Turkish Foreign Ministry has informed the United Nations that a
camp for 2,000 persons is ready at Mardin for Syrian-Armenians who
may wish to take refuge in Turkey.

I was delighted. Then a Christian friend called and asked: “April 24
is approaching and it is the Armenians again, just as 1915 will be
observed.” I was angry because I couldn’t make the connection. Then
came a statement by our Foreign Ministry: “All claims that Turkey
supported opposition forces involved in the Kassab clashes by allowing
them to use Turkish territory or in any other manner are entirely
baseless.”

Mehmet Ali Edipoglu, a member of the parliamentary Foreign Affairs
Committee was in Hatay for a while to find out what was happening. He
sent me an email: “We went to the villages of Gozlekciler and Candir
as well as the Teknecik outpost. We were stopped by soldiers. We
were upset by their warnings that our lives could be in danger. But
in the areas they didn’t let us enter and even in the areas used by
the soldiers, Syrian-plated cars were roaming about. According to
information from villagers, thousands of fighters coming from Turkey
crossed the border at at least five different points to launch the
attack on Kassab. We ourselves observed dozens of Syrian- plated cars
nonstop transporting terrorists and firing into the Syrian outpost
from the military road between Gozlekciler village and our military
base at Kayapinar.”

Among the allegations we heard was one that two tanks and about 30
semis had crossed the border, in addition to pickup trucks mounted
with DShK heavy machine guns. According to a hard-to-believe report
by a reporter for Al-Alam news channel, “The Turkish army shelled
the Syrian military base near Kassab. … At Kassab, Jabhat al-Nusra
hoisted its own flags on Turkish tanks.” The prevailing conviction is
that the Turkish military shot down the Syrian jet to impede Syrian
air operations against armed groups that captured Kassab.

Just as we were focusing on Kassab, the tape recording of the meeting
between Foreign Minister Ahmet Davutoglu, Undersecretary of Foreign
Affairs Feridun Sinirlioglu, Deputy Chief of General Staff Gen. Yasar
Guler and chief of National Intelligence (MIT) Hakan Fidan surfaced.

If the recording was authentic, they were talking about measures to be
taken for the Tomb of Suleiman Shah threatened by the Islamic State
of Iraq and al-Sham (ISIS), Syria scenarios, weapons and ammunition
problems of groups fighting in Syria, ammunition sent to the area
earlier and results achieved. Their discussions showed how deep Turkey
has sunk in Syria. They were scary, beyond logic. How then can I be
surprised by the claims about Kassab?

At a time when opposition groups defeated at the Qalamoun battles
were withdrawing to the north and foreign fighters were beginning to
go back to their countries, their success in Kassab was a gain that
reinvigorated Jabhat al-Nusra and its ally, the Islamic Front. At
least, they were able to stand on the shores of the Mediterranean
they dreamed of and posed for photos. For three years, they couldn’t
cut through the Mediterranean front Latakia to Tartous, because
it couldn’t be done without the logistical and military support of
Turkey. The daily As-Safir, published in Beirut, wrote about the role
of foreign intelligence services in the Kassab offensive: “Especially
Turkish intelligence played a key role in preparations and planning
of the attack, and supported its implementation.” Ibrahim Idlibi, the
leader of the Lighting Brigade that took part in the offensive, proudly
explained how they got anti-aircraft weapons and rockets from Turkey.

We don’t know how true these reports are. But when the critical actor
is Turkey and the target is an Armenian town, then Kassab affairs
assume different proportions. Although opposition militants said they
protected the church in Kassab, Egyptian Abu Kathede in his Facebook
message sent out a photograph of the church saying, “We took down the
crosses. Our brothers will turn the church to a mosque.” Of course,
the entire Armenian diaspora is talking about this.

The Armenian National Committee of America (ANCA) said Armenians
had been once again forced to flee and asked Congress and the White
House to put pressure on Turkey. Armenian President Serzh Sargsyan
said Turkish soldiers in 1909 and 1915 had tried to deport Armenians
from Kassab and history was repeating itself.

Kassab is one rare location where Armenians live as a community. Like
the Vakif village of Hatay, it is a symbol. They don’t find Turkey’s
welcoming them to be convincing. To be honest, Turkey doesn’t want the
Armenians to come and the Armenians don’t trust Turkey. We are at a
critical juncture. The country that will pay the bill for a possible
disaster in Kassab is known. As April 24 approaches, Turkey will be
confronted with this issue at every possible opportunity.

These miscalculated, ill-judged moves in the end may bring Turkey to
The Hague. With tape recordings or without, someone must answer the
question posed by Armenian journalist Rober Koptas: “What changed?

Until yesterday, it was Turkey blocking any attack against Kassab. But
now, to say the least, it has turned a blind eye to Islamist groups.”

SAINT PETERSBURG. – Hrayr Karapetyan, Armenia’s Consul General in
Saint Petersburg, Russia, made a request.

At Karapetyan’s request, talks were held with Inter-Parliamentary
Assembly of the CIS Council Secretary General Alexey Sergeev, CSTO
Parliamentary Assembly Executive Secretary Pyotr Ryabukhin, and
Consul General of Greece in Saint Petersburg Teodoros Bizakis–as
representative of the EU chairing country.

Karapetyan presented to the parties the Armenian President’s statement
on, and the motives for, the ongoing events in Syria’s predominantly
Armenian-populated town of Kessab, the Consulate General of Armenia
in Saint Petersburg informed Armenian News-NEWS.am.

The foreign officials were informed that as a result of the
Turkey-supported operations by terrorist groups, around 670 families
residing in Kessab were forced to leave their ancestral lands, their
homes were looted, and the churches were desecrated.

Armenia’s consul added that especially troubling is the fact that
these events are occurring on the threshold of the centennial of the
Armenian Genocide.

For their part, the foreign representatives noted that they are
also concerned about the events in Syria and, sharing the unease of
the Armenians, they will inform about this to the institutions and
countries that are a part of their organizations.

In the early morning on March 21, armed militants from the Jabhat
al-Nusra Islamic terrorist group infiltrated into northern Syria’s
Latakia Governorate, which is predominantly inhabited by Armenians and
Alawites, from four directions. Two large groups of terrorists had
launched the attack from Turkey. About 600 Kessab-Armenian families
are currently sheltered in Latakia city. On March 23, Turkish fighter
planes downed a Syrian military aircraft that was conducting a mission
against the Islamic terrorists in Kessab. A group of Armenia parliament
members recently visited Syria to assess the situation in the region.
